RECOMMENDATIONThat the minutes from the May 28, 2018 regular Gouncil meeting minutes be adopted aspresented.

BACKGROUNDThe purpose of this RFD is to adoot the ous minutes of Council as described in the

Municipal Government Act Division 9, Paft 4 Secfion 208(1)The chief administrative officer must ensure that

(a) minutes of each council meeting(i) are recorded in the English language without note or comment,(ii) include the names of the councillors present at the council meeting,(iii) are given to councilfor adoption at a subsequent council meeting, and(iv) are recorded in the manner and to the extent required under section 230(6)when a public hearing is held;

And the Town of Olds Procedure Bylaw 2014-18 excerpt:MINUTES:

1. All minutes of council meetings shall be recorded in the English language, without note orcomment.

2. The names of the Councillors present at the meetings shall be recorded as present, thenames of the Councillors absent shall be recorded as absenf.

3. The minutes of each council meeting shall be presented to Council for adoption at the nextcouncil meeting.

4. The name of any Councillor leaving or joining the meeting shall be recorded along withthe time the Councillor left or joined the meeting.

5. The CAO, or as designated by the CAO, is responsible for recording the minutes of Counciland responsible for causing the minutes fo be prepared.

38) Delegation: Fair Trade OldsDirector Wagstaff introduced Ms. Bev Toews, Chair and Ms. Deborah Trehearne, Co-Chair ofthe Fair Trade Committee, under the Olds lnstitute for Community & Regional Development.

ln April 2009 Council passed a motion to support becoming a Fair Trade Town as outlined bythe Fair Trade Canada guidelines.

The delegation provided an overview of what Fair Trade is and to update council on Fair Tradehappenings through a PowerPoint presentation. Olds became the first Fair Trade Town inAlberta. The delegation shared with Council: Fair Trade brochures, write ups in the Fair Trademagazine about Olds Fair Trade actions, the Fair Trade Action Guide, Town Requirements, aswell as school program highlights, Fair Trade chocolate and coffee samples. (All of thesedocuments will be held with the meeting minutes.)

3C) Delegation: National lndigenous Day Planning CommitteeDirector Wagstaff introduced Elder Doreen Bergum and Ms. Deborah Trehearne to Councilboth are members of the committee.

Planning is underway for National lndigenous Peoples Day in Olds this year, and the Planningcommittee is requesting that Town Council proclaim June 21 , 2018 as National lndigenousPeoples Day in Olds. There will be many creative and cultural events. Activities in the park

throughout the day include: Metis dance performances, Traditional First Nations Dance &Drumming, Teachings in the Tipi, Storytelling & Children's crafts & activities, music jam, art &marketplace vendors, and traditional food.

June 21 is National lndigenous Peoples Day. This is a day for all Canadians to recognize and

celebrate the unique heritage, diverse cultures and outstanding contributions of First Nations,lnuit and M6tis peoples. The Canadian Constitution recognizes these three groups aslndigenous Peoples. Although these groups share many similarities, they each have their owndistinct heritage, language, cultural practices and spiritual beliefs.

ln cooperation with lndigenous Peoples' national organizations, the Government of Canadadesignated June 21 National lndigenous Peoples Day, a celebration of lndigenous Peoples'culture and heritage. This date was chosen because it corresponds to the summer solstice, thelongest day of the year, and because for generations, many lndigenous Peoples' groups havecelebrated their culture and heritage at this time of year. June is also National lndigenousHistory Month. This started in 2009 with the passing of a unanimous motion in the House ofCommons.

3D) Delegation: Ganada Day 2018 GommitteeDirector Wagstaff introduced Mrs. Heather Dixon, Town of Olds Facilitator for the Canada Daycommittee who was in attendance as a delegation to provide an overview of the Canada Day2018 celebrations.

Town Resources are required to facilitate volunteer committee and lead implementation on thatday; operations - parks; Town staff; and the Fire Department are needed to make this day asuccess.

The schedule of events is a parade at noon, with events in Centennial Park from 12:30 pm until3:30 pm (Kiwanis Club of Olds and District BBO) and Fireworks at Olds College at 11:00 pm.Events in the park include: train rides, stick on tattoos, face painting, balloon animals, music,inflatables, carnivalgames and storytelling with Mary Hays.

The Canada 150 Parade drew 48 entries, positive feedback from community, and we now havethe registration forms on the Town website.

5. BYLAWS5A) Bylaw 2018-12:. Land Use Bylaw AmendmentA public hearing was held for Bylaw: 2018-12 Land Use Bylaw Amendment

Chair Muzychka explained that Section 172 of the MGA says that you may not take part in thediscussion and decision-making on any matter in which you have a pecuniary interest. Thelegislation attempts to ensure that you are not discriminated either for or against by virtue ofyour membership on council.lf you have a pecuniary interest:

. You are to disclose that you have an interest and its general nature.r You are to abstain from any discussion of the matter and from voting.o You are to leave the room until the matter has been dealt with and you should make

sure that your abstention is recorded in the minutes.

You are not to be discriminated against and are entitled to participate in a public hearing as amember of the public.

Chair Muzychka declared the public meeting for Bylaw: 2018-12 Land Use Bylaw Amendment,open at 7:15 p.m.

Chair Muzychka then asked Town of Olds Development Officer ll, Carey Keleman, to explainthe purpose and effect of the proposed bylaw.

Chair Muzychka explained that presentations before Council shall be brief and to the point andlimited to five (5) minutes; Council shall not allow cross examination of persons givinginformation and it will not be necessary for the persons giving information to verify his or herqualifications; Council may ask questions of the speakers after each presentation forclarification purposes; no debating or questions from the floor will be allowed and no written orverbal submissions will be received by Council after the Public Hearing is closed. Personaddressing Council will: State their name and address. lndicate if they are speaking on theirown behalf or for a client, company or citizens group.

58) Bylaw 2018-14: Gemetery Rate AmendmentDirector Wagstaff indicated that the Town of Olds Rate Bylaw 01-06 governs Cemetery Rateson Schedule "D". The purpose of Bylaw 2018-14 is to amend Schedule D of Bylaw 01-06

The Royal Canadian Legion #105, through the Town Cemetery Administrator, has advised thatthere will be an increase of $350 in the rate charged to purchase a niche in the Field of Honorcolumbarium effective June 1 ,2018. The new rate would be $900.

The Town allows the Royal Canadian Legion #105 the right to install columbarium unitswithinthe area of the Olds Cemetery set aside for veterans in the Field of Honor. The Olds Legion isresponsible for the purchase, maintenance and repair of the columbarium, as well as sdtting therate for the purchase of a niche in their columbarium. The Town administers the sale of theseniches and remits the fees collected back to the Olds Legion annually. Standard opening andclosing rates are charged and paid to the Town to cover the Town's administrative fees.As the current columbarium was reaching capacity, a second columbarium was purchased bythe Olds Legion. The cost of this columbarium was considerably higher than the original unitwhich was purchased approximately fifteen years ago. The Olds Legion has determined that arate increase is needed to cover their costs.

Councillor Bearchell returned to the meeting at 7:50 p.m.Councillor Bearchell reported on the Mountain View Regional Water Services Commission

Councillor Blatz attended and reported on the South Red Deer Regional WastewaterCommission annual general meeting, as well as the regular meeting and the pipeline tour; aswell at the joint dinner meeting with Olds College and Olds Regional Exhibition; the Oldslnstitute meeting, the Red Deer River Municipal Users Group Workshop, the Town's servicelevel review and the Community Learning Campus meeting.

Councillor Ryan reported on the Olds and District Library meeting; also the Parkland RegionalLibrary meeting; and the joint council events as previously mentioned.

Councillor Bennett attended many of the already mentioned events as well as the Council Codeof Conduct Bylaw Ad Hoc Committee Meeting.

Mayor Muzychka also attended many of the previously mentioned events, as well as theMunicipal Planning Commission meeting, and the Council Code of Conduct Bylaw Ad HocCommittee Meeting.

Councillor Harper attended the Municipal Development Plan review and many of the alreadymentioned events.

That the Wild Rose Humane Society representatives be thanked for their attendance, andto accept the presentation as information.

BACKGROUND:

ln 2007 a group of individuals came together to address the need for an animal shelter in thearea, and the Wild Rose Humane Society WRHS) was born and established as a non-profitorganization. WRHS believes that opening a shelter only solves a small part of a problem that ismuch bigger than simply providing temporary accommodation for homeless pets. Through ourSpay/Neuter Subsidy Program and education programs we hope to be a larger part of thesolution and finally reach the goal that is common to all shelters and rescues - no morehomeless pets.

Our Society of dedicated and compassionate volunteers is committed to sheltering animals inneed and encouraging responsible pet ownership through the promotion of ethical and humanetreatment of animals in the communities between lnnisfail and Airdrie. Providing progressiveresources for the ethical and human treatment of animals within the communities we serve.

President, Dean Orlando requested an audience with Council to provide a brief overview of theSociety and update the Council on the progress of our shelter building and impending opening.

The Libraries Regulation requires boards to have a current plan of service, including a missionstatement and goals and objectives, based on a community needs assessment.

(2) A municipol board or intermunicipal library board shallfile with theMinister a copy of its current plan of service with gools and objectivesnot less frequently thon every 5 years following the date on which theplon was previously filed with the Minister.

Definitions:Tactile experiences include those experiences that involve using equipment, technology, andother manipulatives. This may include, but is not limited to ipads, tablets, gaming systems, 3Dprinters, little bits kits, telescopes and more.

Beginning in June 2017, the board began the process of renewing its Strategic Plan of Service. Theprocess used was modeled very closely to the "Strategic Planning for Results" process, as required bythe provincial Government.

To begin, the board compiles a committee made up of community members from as many differentbackgrounds as possible. Age demographics, organization membership, educational background aresome examples of the things that were taken into consideration while planning this committee,Simultaneously, there were a number of organizations in town also going to the community forfeedback. By partnering with these groups, we felt that we could reach more people, leverage ourresults, and share in the process together.

The first meeting was a large community needs assessment. A number of participants from all walks oflife attended and shared what they wanted to see in Olds to make it the best place to live. A second

session was held with staff members to capture their visions for the community and library.

The library board used the information provided from these sessions to three Library Responses thatwere to become the focus of library programming and services over the following 5 years.

ln March 2018 the library board met again to create goals and objectives that would guide the service

areas down a path they felt fit with the community's needs and wants as well as the resources thelibrary had to offer. While not everything that was captured at the focus group sessions could be a

priority for the library, the information was also shared with the Town of Olds and the Olds lnstitute fortheir own planning and consideration.

According to the "strategic Planning for Results Workbook", goals and objectives have distinct

definitions. A Goolis the benefit your community (or a target population within your community) willreceive from library service. An Objective is the way the library will measure progress toward a goal. ln

terms, and an objective is the way you are going to do it, stated in library-oriented terms.

PROPOSALThe Town has received an application to redesignate an 11.5 acre lot in the south east industrialarea, addressed as 6608 - 48 Avenue (Lot 6, Block 1 , Plan 151 1656) from Light lndustrial District(11) to the Direct Control 7 (DC7) land use district, which is specific to a medical marijuana facility useand development. This change is presented as an amendment to the Land Use Bylaw 01-23.A redesignation from l1 to DC7 is required to enable favorable consideration of a development permitapplication to build a medical marijuana facility at this location.

BACKGROUNDJKR Enterprises lnc. is in negotiations with the owner of the subject property to purchase the land inorder to develop a federally licensed medical marijuana facility.

As part of the requirements to obtain an Access to Cannabis for Medical Purposes Regulations(ACMPR) Federal License, to operate such a facility, the applicants are required to obtain therequired municipal approvals. Rezoning to DC7 is required in order for the Town to accept adevelopment permit application to develop a medical marijuana facility. Council is the developmentauthority for all DC7 development permit applications.

For clarification, the Land Use Bylaw defines a "medical marijuana facility" as follows:

"medical marijuana facility" means any building in which an activity authorized by the medicatmariiuana production regulations (Marijuana for MedicalPurposes Regulations SON2013-1 1g), orany successor or replacement legislation or regulation, is or may be conducted including suchactivities as growing, processing, labeling and packaging, storing, and transporting of marijuana."

CIRCULATIONThe public hearing was advertised in the local newspaper for two consecutive weeks as required bythe Municipal Government Act. The notice was also posted on the Town of Olds website for 4 weeksand circulated to six (6) area land owners. No comments or concerns were received at the time ofthis writing.The notice of the public hearing was also circulated to Alberta Transportation, Mountain View County.Both Alberta Transportation and Mountain View County stated that they had no objections in principleto the rezoning.

Planning and Development staff are in support of this application as subject parcel is in a locationsuitable for the proposed use.

That a public hearing be scheduled for July 9, 2018 at 9:00 am in Council Chambers.

PROPOSAL

An application has been received to note the future use of 4601 - 47 Avenue (Lots 15 & 16, Block23, Plan 26525) and 4609 - 47 Avenue (Lots 17 & Pt.18, Block 23, Plan 26525) from GeneralResidential District (R2) to Medium Density Residential District (R3). This change is presented asan amendment to the East Olds Area Redevelopment Plan, particularly Map 4: Future Land Use.

Slating the land as R3 for future use is required to enable favorable consideration of a Land UseBylaw amendment to redesignate the parcels from R2 to R3, and then be eligible for an approveddevelopment permit application for a higher density housing development such as apartments, multi-plexes and row housing.

BACKGROUND

The subject properties are located in the East Olds Area Redevelopment Plan area and areidentified on Map 4: Future Land Use as General Residential (R2). 4601 - 47 Avenue is currenilydeveloped with a detached dwelling and a detached garage, built in 1950. The parcel area is1 ,244 m2 113,390 ft2). 4609 - 47 Avenue is currently developed with a detached dwelling that wasbuilt in 1952 and the parcel area is 836 m2 (9,000 ft2).

Properties to the west and south of the subject properties are all designated R2. The land to theeast, on the corner of Highway 27 and 2A, is designated Highway Commercial (CH). Two parcelsimmediately to the south of that are designated R3.

Attached is a potential site plan to demonstrate that an R3 development of three four-plexes couldmeet the requirements of the LUB - including 2 parking stalls per unit.

LEGISLATION & POLICY

The Municipal Development Plan (MDP) identifies the subject properties and surrounding lots to thesouth and west for residential use. Policy 6.1 of the MDP supports infill residential development onvacant or underutilized parcels of land. The proposed developments, if successful with thisamendment application, represent infill developments. ln the opinion of the Development Officer,the lot addressed as 4601 - 47 Avenue is most certainly underutilized.

The MDP identifies, in the vision statement, the availability of an abundance of housing options tomeet the needs of young families, older families, single person households, students, seniors andrenters. lt should be noted that the subject properties are close to Olds College and a multi-unitdevelopment would accommodate demands for alternate forms of housing for students and facultyThe MDP states that a goal of the Town is to create inclusive neighborhoods containing a range ofhousing opportunities and related compatible uses supporting the needs and preferences of avariety of household types and income levels.

As per the Town's Land Use Bylaw 01-23, the area of the parcels is sufficient to accommodate ahigher density residential development such as a four-plex or a row house. There is availablespace to meet the minimum parking requirement of 8 stalls for a four unit dwelling (2 spaces perdwelling unit) and also have room for landscaping, garbage and recycling bins, and snow storage.

As previously mentioned, the subject properties are located in the East Olds Area RedevelopmentPlan area and are identified on Map 4: Future Land Use as General Residential (R2). However,Policy 4.1 .1 of the plan, like the MDP, also encourages redevelopment of the underutilized andvacant properties as future residential developments where applicable.

CONCLUSION

Staff supports this application to redesignate the subject properties to Medium Density ResidentialDistrict (R3) for the following reasons:

(1) The subject parcel areas are large enough to meet the requirements of the Land Use Bylaw forhigher density residential developments.

(2) With the exception of Map 4: Future Land Use, which is also being presented for anamendment, the proposed redesignation is consistent with the policies of the East Olds AreaRedevelopment Plan.

(3) The proposed redesignation is consistent with the policies of the Municipal Development Plan.

PROPOSAL

An application has been received to redesignate 4601 - 47 Avenue (Lots 15 & 16, Block 23, Plan26525) and 4609 - 47 Avenue (Lots 17 & Pt.18, Block 23, Plan 26525) from General ResidentialDistrict (R2) to Medium Density Residential District (R3). This change is presented as anamendment to the Land Use Bylaw 01-23.

A redesignation from R2 to R3 in the Land Use Bylaw (LUB) is required to enable favorableconsideration of a development permit application for higher density housing developments atthese locations. The R3 District allows apartments, multi-plexes and row housing as a permitteduse.

BACKGROUND

4601 - 47 Avenue is currently developed with a detached dwelling and a detached garage, builtin 1950. The parcel area is 1 ,244 m2 (13,390 ft2). 4609 - 47 Avenue is currently developed witha detached dwelling that was built in 1952 and the parcel area is 836 m2 (9,000 ft1.

Highway 27 (46 Street) runs east-west to the north of the subject properties, but 47 Avenuedoes not have access to Highway 27. Both properties have access to a rear lane. As perAlberta Transportations plan for Highway 27 , the lane access to Highway 27 will be closed inthe future.

Properties to the west and south of the subject properties are all designated R2. The land to theeast, on the corner of Highway 27 and 2A, is designated Highway Commercial (CH). Twoparcels immediately to the south of that are designated R3. See Schedule A of attached draftBylaw for clarification.

Attached is a potential site plan to demonstrate that an R3 development of three four-plexescould meet the requirements of the LUB - including 2 parking stalls per unit. The applicantproposes to use large bins for garbage and compost, placed in the rear yard in order to reducethe clutter and space taken up for individual bins for each dwelling unit.

Also attached is a potential building concept for the four-plex developments. The applicant hasstated willingness to work with the Development Officer to meet the requirements of the East OldsArchitectural Guidelines that are outlined in the Land Use Bylaw.

LEGISLATION & POLICY

As per the Town's Land Use Bylaw, the area of the parcels is sufficient to accommodate ahigher density residential development such as a four-plex, six-plex or a row house. There isavailable space to meet the minimum parking requirement of I stalls for a four unit dwelling (2spaces per dwelling unit) and also have room for landscaping, garbage and recycling bins, andsnow storage.

The Municipal Development Plan (MDP) identifies the subject properties and surrounding lots tothe south and west for residential use. The MDP supports infill residential development onvacant or underutilized parcels of land. The proposed developments represent infilldevelopments. ln the opinion of the Development Officer, the lot addressed as 4601 - 47Avenue is most certainly underutilized.

The MDP also identifies in the vision statement the availability of an abundance of housingoptions to meet the needs of young families, older families, single person households, students,seniors and renters. lt should also be noted that the subject properties are close to OldsCollege and a multi-unit development would accommodate demands for alternate forms ofhousing for students and faculty. The MDP states that a goal of the Town is to create inclusiveneighborhoods containing a range of housing opportunities and related compatible usessupporting the needs and preferences of a variety of household types and income levels.

The subject properties are located in the East Olds Area Redevelopment Plan area and areidentified on Map 4: Future Land Use as General Residential (R2), which is also beingpresented for an amendment via Bylaw 2018-20. However, Policy 4.1.1 of the plan, like theMDP, encourages redevelopment of the underutilized and vacant properties as future residentialdevelopments where applicable.

TOWN OF OLDS Bylaw 2018-22

Records Management Retention Schedule

A Bylaw of the Town of Olds to provide for the Records Management Retention Schedule for all records within its custody and control.

WHEREAS under the authority of and subject to the provisions of the Municipal Government Act, Statutes of Alberta, Chapter M-26.1, 2000 and amendments thereto (hereinafter referred to as the “MGA”) a Municipal Council may, by bylaw, authorize the destruction of certain records and documents of the Municipality; and

WHEREAS under the authority of and subject to the provisions of the Freedom of Information and Protection of Privacy Act, Statutes of Alberta, 2000, Chapter F-25, and amendments thereto (hereinafter referred to as “FOIP”), the municipality is to allow any person a right of access to the records in the custody and control of the municipality and is to control the manner in which the municipality may collect, use and disclose personal information from individuals, and

WHEREAS it is deemed expedient by Council that a Bylaw be established to provide procedures for the retention and disposal of records;

NOW THEREFORE the Council in the Town of Olds, in the Province of Alberta, duly assembled, enacts as follows:

SHORT TITLE: This Bylaw may be referred to as the Records Management Retention Appendix of the Town of Olds.

REPEAL: Bylaw 2008-19 Records Management Retention Schedule and Bylaw 2014-14 Records Management Retention Schedule Amendment Bylaw and all amendments thereto are hereby repealed

SECTION I - DEFINITIONS 1.1 IN THIS BYLAW:

a) “Administrator” means the person assigned to the position of Records Management Co-coordinator for the Town of Olds.

b) “Active Period” means the period of time that a record is in the conduct of activedepartmental business.

c) “Archival Review” means those records that have been determined to have sufficienthistorical or other value to warrant their continued preservation. See also INDEFINITE.

d) “CAO” means the Chief Administrative Officer appointed by Council or such other person towhom the CAO may delegate.

e) “Confidential” means any record that contains personal information about individual: thirdparty, commercial, financial, scientific or technical information supplied either explicitly orimplicitly in confidence; or other sensitive information as described in the FOIP Act.

f) “Corporate Records” means all records of every Town department.g) “Council” shall mean the Council of the Town of Olds.h) “Disposition” means the disposal of records via destruction or transfer of records of

enduring value to archives.i) “Indefinite” means records having sufficient historical or other value to warrant continued

preservation beyond the time they are needed for administrative, legal, or fiscal purposes.Sometimes called archival records. See also ARCHIVAL REVIEW.

j) “Personal Information” means any information that can be used on its own or with otherinformation to identify, contact, or locate a single person, or to identify an individual incontext.

k) “Record” means information in any recorded form that is in the custody and control of theTown, which includes but is not limited to documents, hand written notes, draft documents,voice mail vouchers, drawings, letters, papers, e-mail, books, maps, photographs, calendarsand post-it notes.

l) “Retention Period” means the total length of time a record must be kept before final disposition is implemented.

m) “Retention Appendix” means the timetable that identifies the retention period during which a record must be retained before disposition and is set forth in Appendix “A” attached hereto and forming a part of this bylaw.

n) “Town” means the municipality of the Town of Olds. o) “Transitory Record” means records in any media that have only temporary usefulness, are

not part of an administrative or operational record series, are not regularly filed in a records information system, and are required only for a limited period of time for the completion of a routine action or the preparation of records, which include but are not limited to temporary information, duplicate documents, draft documents, publications, advertising material and blank information media.

p) “Year End” means a one-year period of time starting January 1 and ending on December 31, based on the commonly used Georgian calendar.

SECTION II - RECORD RETENTION AND DESTRUCTION 2.1 The CAO shall be responsible for the supervision, retention, and destruction of the Town’s

records, and for the administration of this Bylaw. 2.2 Subject to the restrictions set out in this Bylaw, the CAO and Administrator shall have

authority to: a) Dispose of all transitory records, which do not contain confidential information, at any

time, when they no longer serve any valid purpose. b) Dispose of all transitory records containing potentially confidential information, at any

time, when they no longer serve any purpose, in a manner so that the information contained therein is completely obliterated.

c) Dispose of all records, in accordance with the retention appendix, excluding transitory records of the Town.

d) The CAO shall have the discretion to retain records longer than the period provided for in the retention appendix and shall do so where the CAO deems it is appropriate and shall do so where the CAO has received an indication that there, is or may be, any litigation involving any said records. Such decisions to retain records longer than the period provided for therein shall be recorded in the retention appendix.

e) Retain an individual’s personal information that will be used by the Town to make a decision that directly affects the individual for at least one year after using it so that the individual has a reasonable opportunity to obtain access to it.

f) Retain records in their original form that may be of significant historical value. g) Upon the Administrator being satisfied that the relevant retention period established

by this bylaw has expired and that no reason exists for further retention of a given class of records or specific records, the Administrator may then order the records to be disposed of.

h) When records have been disposed of under this bylaw, with the exception of transitory records, the Administrator shall certify same in writing.

i) The Administrator shall keep an index of all records that have been disposed of. j) When records are disposed of under this bylaw, the proper and complete disposition

thereof is the responsibility of the Administrator. k) Election material that has been locked in ballot boxes may be destroyed in

accordance with the provisions of the Local Authorities Election Act.

5. Financial Report - J LutzNo activity in the past month on the COP bank account, the current balance is $21 14.43.Jennifer moved the financial update be accepted as presented Carried

6. RCMP Update: Cst. Kurtis Milbrandt and Staff Sgt. Jim MacDonaldCommunication has improved with COP members. The Detachment noted a reduction in crimeover the past month. Good work has been done by the new Crime Reduction Unit with 8 prolificoffenders being picked up. The detachment believes that the criminal element is aware COP isout there which is helping. Cst. Ren6 Daoust has started with the Olds detachment and they areanticipating another officer to start soon, pending the sale of their home. This will bring back theOlds detachment to being fully staffed. There is a new tool that will publish crime stats on publicwebsites, such as our COP webpage and/or the Towns webpage. Also Cst. Daoust will be leadinga lock it or lose program to reduce auto-theft.

There was a recent situation where a victim of property theft chased down a criminal which starteda high speed chase. The person chasing the vehicle was repeated told to stop, a vehicularaccident with a bi-standard occurred and the original victim was charged. A reminder that vigilantlybehaviours can be very dangerous and to let law enforcement do their jobs.

A question was asked about RCMP ride-alongs - this practice is no longer done due to liabilityissues.

7. COP Updates

a) Promotions - P. Horpenuk - COP will set up a booth at the Crime PreventionWorkshop, May 26th, 1Oam - 2pm, Emery, Phyllis and Brian volunteered to be at thebooth. Post cards to leave with business were presented, a few suggestions were madeand updated cards will be ready for the next meeting. Looking for COP members tovolunteer for Canada Day Parade for a COP entry and to patrol road blockades.

c) Patrols/ACOPA lD cards - Jennifer will send a request to ACOPA to get permission tomake temporary cards for patrollers as ACOPA is still back-logged

e) April 28th ACOPA Training - There was a good turnout and people really enjoyedworking with Kurtis.Alberta Community Crime Prevention Association - Jennifer can not attend but Judy willbe at the ACCPA Conference Mav 8-10 in Edmonton and will bring a report back to thegroup.

8. New Business

a) Election for Treasurer's positionWith lan's passing, Olds COP is in need of a new Treasurer. Phyllis/Shane nominated AllanaKaiser. Allana/Kyle nominated Murray Hollingsworth. Gord asked for nominations 3 more times.No other nomination came forward so Gord moved nominations cease. Carried

It was very close vote but by a show of hands, Alana was chosen as the new COP Treasurer.

It was also determined both candidates were very qualified and financial auditors would be neededso Leanne/Shane nominated Murray and Phyllis be the 2 financial auditors. Carried

b) Bylaw review - Shane agreed to be the Board lead for the bylaw review, Judy and Doreen willassist.

9. Old business

a) Volunteer Appreciation: What happens at Volunteer Appreciation will not necessarily stay atvolunteer appreciationO and pictures were shown. COP had a good representation at this event.

b) Reviewed COP goals, a survey will be sent to members to get feedback on the program. 8patrols were done in April

c) Olds Fire Dept (OFD) scene control request - J Lutz - OFD asked if COP would be interestedon providing on site security for fire scenes that were or are under investigation. This service wasa paid duty to the members that OFD would facilitate. Members are compensated approximately

925/hr per person plus expenses such as fuel and or meal allowance. OFD typically deployedthem in pairs and volunteers must stay on the scene until relieved. Time to engage and respond tosecurity needs a quick response so OFD is needed COP members that are likely to be available

and are willing to do this. There was interest from some members attendees, so Jennifer will senta request to COP members and create new list for OFD. No additionaltraining is required. Whenasked, OFD couldn't give an estimate on how often resources are needed, but hoped it wouldn'tbe often.

Comments: enjoy patrolling with different people, would like to see outreach done with existingsecurity companies, ticketing for unlocked vehicle in busy areas, we should keep track of newsitems

It was decided to host more if a social event (BBO) for the next meeting which will be June 7th,6:00 - 8:30

As the Minister for Service Alberta, responsible for thegovernment's strategic direction for SuperNet, I appreciate the opportunity to respond onbehalf of the Government of Alberta.

With the operating contract for SuperNet expiring this June, I can share that we have beenengaged in an open, fair, and competitive process to determine the future of SuperNet.

The SuperNet contract will not dictate market forces for internet providers like O-NET;however, we are working to ensure supports stay in place for those providers who leverage theSuperNet to deliver internet to customers, especially in our lndigenous and rural areas.I cannot announce the preferred proponent or further discuss the government direction forSuperNet 2.0 at this time, but I am committed to updating our stakeholders once the newcontract is signed.

Our government has asked that a municipalforum be created as part of the governance forSuperNet 2.0, and I hope that this will allow you to have a stronger voice as a public-sectorcustomer.

Our government remains committed to supporting municipalities in providing quality infrastructure andservices to Albertans. ln keeping with that commitment, I am pleased to confirm that Budget 2018includes $658 million in Municipal Sustainability lnitiative (MSl) funding. This funding, when combinedwith the $AOO million in MSlfunding made available through a2017-18 Supplementary Estimate, willprovide close to S1.5 billion in the 2018 calendar year to help Alberta's municipalities address localinfrastructure priorities. ln addition, $ZZS million is being provided under the federal Gas Tax Fund(GrF).
