RECOMMENDATION That the minutes from the June 22, regular Council meeting be adopted as presented.

That the minutes from the July 8, 2020 Special Closed Council meeting be adopted as presented.

LEGISLATIVE AUTHORITY Municipal Government Act Division 9, Part 6, Section 208(1) The chief administrative officer must ensure that

(a) minutes of each council meeting(i) are recorded in the English language without note or comment,(ii) include the names of the councillors present at the council meeting,(iii) are given to council for adoption at a subsequent council meeting, and(iv) are recorded in the manner and to the extent required under section 230(6)when a public hearing is held;

BACKGROUND The purpose of this RFD is to adopt the previous minutes of Council as described in the Municipal Government Act and the Town of Olds Procedural Bylaw.

RISK/CONSEQUENCES 1. By not approving the previous meetings minutes, Council would then not approve the

decisions they made, as recorded and no motion would be actioned by administration.2. The minutes of the Council meetings can be adopted as amended; Council would need

to be specific in an amendment to the recording of the previous meetings minutes.

3. PRESENTATION AND DELEGATIONS3A) COVID-19 Updated by the Emergency Management AgencyMr. Brian Powell, Town of Olds Emergency Operations Centre (EOC), Director of EmergencyManagement, was participating on-line and provided Council with a COVID-19 update through aPowerPoint Presentation that was contained in the agenda package.

– June 12th the Provincial Operations Centre de-escalated to Operational Level 2 and Stage 2of the Alberta’s re-launch strategy commenced.– Provincial State of Public Health Emergency expired June 15th.Provincial stats as of June 18th– 127 Municipal and 4 Provincial Operation Centres that are activated (-14 municipal activationssince last update).– Provincially, 10 municipal (-18 since last update) and 29 First Nation State of LocalEmergency (SOLE) related to COVID-19.

Public Works • Town event restrictions (July 6th, 2020) lifted, however AHS guidelines are still in effect.

Facilities Re-opened to the public: Imperial, Hedges and Exhibition Ball Diamonds, Rotary Athletic Park of Olds, Centennial Park Horseshoe Pits, Disc Golf, Elks Soccer Field, Skatepark, Olds Municipal Library, Nu2U, Mountain View Museum, Town of Olds Administration office and Firehall. Re-opening soon: • July 13 - Aquatic Centre, Splash Park• August 7 - Sportsplex

Fire • Primary service coverage and training schedule maintained, no change since previous update.Municipal Enforcement• Increased coverage, including weekends.• Provincial State of Public Health Emergency ended, Community Peace Officers are no longerauthorized to enforce the Public Health Act.

Emergency Social Services: • Demobilized back to Community Service Structure effective June 12– Transferred responsibility of Recovery Objective 2 to Community ServicesFinal GNP Outreach Statistics – (April 15th to June 18th).

Finance: (as of June 18) • Utility deferral update – 27 requests and the last month to defer, penalties will resume July2nd. Total of just over $13,300• 59 Business Re-opening grants fulfilled – $24,800.• Total expenses directly related to the COVID-19 response approx. $51,300 (+$18,300 sincelast update).• The total amount of overtime paid for employees working on COVID-19 areas is $14903.01

Mr. Powell spoke the demobilization of the EOC and his contract position ending July 6, at this time he doesn’t feel the need to renew it. He noted the final items to be completed and how they will be done. Such as: • Ensure time tracking is complete• Resources used by EOC staff are returned• Final reconciliation of EOC related costs are documented• All objectives have either been completed or re-assigned• 4th opportunity to gather feedback to populate a lessons learned document

Mayor Muzychka spoke to the Alberta Governments accolades and their use/reference of the Town of Olds, Emergency Plan and implantation we have in place.

Moved by Councillor Harper “that Council accept the EOC presentation for June 22, 2020.”

Discussion on demobilization, challenges and objectives – who will continue to receive the reporting on the Economic Development, after July 16th when the EOC is demobilized, will it continue? Mr. Powell indicated that the reporting will continue to council.

Council asked if Administration feels Overtime will decrease. Director Linderman indicated that it should be reduced as we move forward.

CAO Merritt cautioned that there has been flare ups around the World, and we are certainly hopeful that won’t happen in Alberta however, we will continue to prepare for it.

With 59 Business Re-opening grants fulfilled – $24,800, Council asked if there was a breakdown of what businesses? Director Linderman will provide information to Council.

CAO Merritt wished to thank Mr. Powell, as they weren’t sure if he would be back to the July 13th meeting before the EOC steps down on the 14th. Mr. Merritt thanked Mr. Powell and the EOC Team for all their hard work. The Town has been well served with Mr. Powell and the EOC Team. Motion Carried 20-236

BYLAWS5A) Bylaw 2020-08 Land Use Bylaw Amendment - GoodSeedMayor Muzychka spoke to citizen participation in the public hearing for Bylaw 2020-08 where he indicated that should you wish to speak to this item please send an e-mail to [email protected]. In your e-mail, please indicate: Your name, your address, what phone number you will be calling from, and whether you will be speaking for, in opposition, or are affected by the bylaw.

Council held a Public Hearing for Bylaw 2020-08. Mayor Muzychka explained that Section 172 of the MGA says that you may not take part in the discussion and decision-making on any matter in which you have a pecuniary interest. The legislation attempts to ensure that you are not discriminated either for or against by virtue of your membership on council. If you have a pecuniary interest:

• You are to disclose that you have an interest and its general nature.• You are to abstain from any discussion of the matter and from voting.• You are to leave the room until the matter has been dealt with and you should make

sure that your abstention is recorded in the minutes.

You are not to be discriminated against and are entitled to participate in a public hearing as a member of the public.

Mayor Muzychka declared this public hearing for Bylaw No. 2020-08, open at 1:31 p.m.

Mayor Muzychka then asked Town of Olds, Operations Director, Mr. Scott Chant, to explain the purpose and effect of the proposed bylaw. Mr. Chant provided further comments received to Council in a handout at the meeting, these documents will be held with the minutes.

Mr. Chant gave presentation on information as contained in the agenda package. The applicant’s proposed office is for a business unrelated to the primary GoodSeed existing operation. GoodSeed may have their office as an ‘accessory use’ under the Land Use Bylaw

(LUB). The Applicant must apply for a site-specific amendment to allow ‘office’ as a use unrelated to the primary use. No responses were received. Planning has no concerns with this application as ‘office’ as a use would not interfere with existing the Light Industrial operations. Planning recommends approval.

Mayor Muzychka explained that presentations before Council shall be brief and to the point and limited to five (5) minutes; Council shall not allow cross examination of persons giving information and it will not be necessary for the persons giving information to verify his or her qualifications; Council may ask questions of the speakers after each presentation for clarification purposes; no debating or questions from the floor will be allowed and no written or verbal submissions will be received by Council after the Public Hearing is closed. Person addressing Council will: state their name and address. Indicate if they are speaking on their own behalf or for a client, company or citizens group. No requests to speak were received via email before the public hearing started.

Moved by Councillor Ryan, “that at Second Reading be given to Town of Olds Bylaw 2020-08 – Site Specific Amendment of Town of Olds Land Use Bylaw, Bylaw 01-23.”

Council discussion on type of business going into space. Director Chant indicated that it meet the land use and site specific requirements. If this amendment is approved, the business will continue the process. There will be no renovations and conforms to all current codes.

General discussion on possible future owner’s use of the office.

Ms. Chantel Sommerfeld of Sundre, AB, the applicant emailed in to the meeting and was given opportunity to speak to her application that is in front of council today to provide clarity. Ms. Sommerfeld indicated that she hopes to run a Virtual Assistant Business from this office, she has been renting the office from Goodseed for her family business. There will be no need for parking, as she will go visit any clients if required. Ms. Sommerfeld indicated she choose Olds for family reasons and better internet service for her virtual based business.

7. NEW BUSINESS7A) Council Policy 201C Data Connection PolicyCAO Merritt indicated that this policy was in front of Council at the May P&P meeting where afew changes were requested made and is being presented to Council today.

Moved by Councillor Thomson, “that the Data Connections Policy 201C be approved as presented.” Motion Carried 20-239

7B) Olds Policing Advisory Committee CAO Merritt noted that at the June 1st Policies & Priorities Council Committee meeting, that Council was presented with four models for community oversight. Administration took Council’s comments and incorporated them into the draft presented today.

Ms. Lutz spoke to the terms of reference for the Olds Policing Advisory Committee as contained in the agenda package. Ms. Lutz indicated they received additional comments from S/Sgt. Jim MacDonald to incorporate a code of conduct under Authority. She also spoke with the Alberta Association of Police Governance. Items added … that this is a Living document on the recommendation of Alberta Association of Police Governance, as the Police act is up for review and this will allow for the amendment, if changes need to be made. Administration also incorporated Sections 3.2 A & C and duties outlined in 3.3 from the bylaw presented at an previous council meeting. Added a Value Statement and removed Public complaint officer, as Council decided to form a “Policing Advisory Committee” versus a “Policing Committee” where a Public Complaint Officer is mandatory and supported in legislation.

Moved by Councillor Overwater “that Council approve the Olds Policing Advisory Committee Terms of Reference.”

Council thanked staff for all their hard work to bring this forward.

Ms. Lutz felt it was covered in point A) Act as a liaison between Town Council, the R.C.M.P. Detachment, Municipal Enforcement and the citizens of the Town of Olds to foster responsible community actions towards the creation of a safe secure community, in the draft Terms of Reference. Councillor Ryan suggests should be stronger.

Council asked what the rationale was for the wording; The Chairperson or the Vice-Chairperson may be a member of Council or a citizen member. Mrs. Lutz indicated that it was added as on a Police Committee they can’t be, so the rationale was that there is no restriction for who is in the seat.

Council discussion ensued on Council members being chairs and reporting back to Council. The role of this committee is advisory in nature, not to direct Council. Reporting from all other groups will remain as already determined.

With this being a living document, it was suggested to accept and revisit in a years’ time.

Councillor Ryan expressed her concerns on not being prescriptive enough in the Terms of Reference and wanted clearer direction included. Council discussion ensued on point 3.3 C & J.

Director Wagstaff asked that Council separate these points in their motions.

Moved by Councillor Ryan, “that ‘Represent the interests and concerns of the public and Council to the RCMP Detachment and to the Municipal Enforcement’ be added under Member Responsibilities to the presented Terms of Reference.”

CAO Merritt asked about the Officer in Charge. Ms. Lutz indicated that Officer in Charge is the RCMP Detachment Commander. Friendly amendment made to wording within motion.

LEGISLATIVE AUTHORITY

The Emergency Management Act, the Local Authority Emergency Management Regulation and Bylaw 2019-15 Municipal Emergency Management, provides the legislative framework for local and provincial management of emergencies and disasters. The Local Authority Emergency Management Regulation 3.(2)(e) Incident Command System (ICS) will be used to support all Emergency Management responses.

BACKGROUND Town of Olds Emergency Operations Centre will provide an update the current status of the COVID-19 situation in Olds.

POLICY STATEMENT As a public corporation, the Town of Olds shall not make contributions to a political party, constituency association or candidate.

PURPOSE To ensure that contributions are not made in contravention of the ‘Election Finances and Contributions Disclosure Act.’ (Act)

SCOPE This policy applies to Elected Officials and Employees acting with the authority of the Town of Olds.

RESPONSIBILITIES The Office of the CAO is responsible for overseeing this policy.

DEFINITIONS

1. “contribution” means any money, real property or goods or the use of real property or goodsthat is provided

(i) to a political party, constituency association or candidate, or

(ii) for the benefit of a political party, constituency association or candidate with its orthe candidate’s consent, without compensation from that political party,constituency association or candidate;

2. “fund-raising function” includes any social function held for the purpose of raising funds forthe registered party, registered constituency association or registered candidate by whomor on whose behalf the function is held.

3. “in-direct contribution” is when an elected official attends a fund-raising function, and whenthe elected official is reimbursed by the municipality for the contribution part of that ticket.(definition provided by Elections Alberta).

4. “prohibited corporation” means a municipality.

STANDARDS The Town of Olds being a ‘prohibited corporation’, shall not make any ‘contribution’ or pay an ‘in-direct contribution’ for entry to a ‘fund-raising function’ of any registered party, registered constituency association or registered candidate.

POLICY STATEMENT The Town of Olds has written to the Government of Alberta to be to be listed as an entity under the Public Interests Disclosure (Whistleblower Protection) Act.

PURPOSE To enhance the public’s confidence in elected officials, public institutions and staff delivering programs and services; to facilitate the disclosure of wrongdoing; to protect those who make disclosures from reprisal; and, to resolve recommendations arising from investigations.

SCOPE This Policy applies to the Town of Olds as a public entity.

RESPONSIBILITIES The Chief Administrative Officer is responsible for the obligations of the Public Disclosure Act: to have responsive procedures created, implemented and communicated to staff.

POLICY STATEMENT With the growing use of e-mail, internet, and Social Media and with the pervasive use of technology, organizations are facing increased risks due to the misuse and abuse of these technologies and media. This Policy has therefore been developed to assist Users in the appropriate and acceptable use of Social Media and technology.

PURPOSE The purpose of this policy is to set out guidelines governing the access to electronic mail (e-mail), the internet, Social Media and other information technology resources which includes, but is not limited to, desktop and laptop computers, printers, photocopiers, GPS units, cellular devices, desk phones, and social media accounts.

SCOPE AND GUIDELINES This policy applies to all Town employees, contractors, volunteers and Councillors who have access to information technology resources.

DEFINITIONS “Social Media” means all forms of media including, but not limited to: Web logs (blogs), Facebook, Myspace, Wikipedia or other wikis, Twitter, Instagram, Pinterest, LinkedIn, YouTube; comments left by employees on others' blogs or Facebook/Myspace pages, edits to wikis, responses to tweets, postings on message boards/forums, opinions on online polls or any product/services authored by employees during designated working hours. “Town” means Town of Olds, Alberta “User(s)” means employees, contractors, volunteers and Council of The Town of Olds.

RESPONSIBILITIES The CAO or designate(s) is responsible for providing a form of agreement for Users to sign.

STANDARDS 1. As necessary for Users to perform their Town-assigned duties, the Town of Olds provides

access to various forms of technology and Social Media. The Town expects that all thosewho have access to Town technology and Social Media will comply with this Policy and willexercise this privilege responsibly.

2. The focus of this policy is to preserve and protect:a. the integrity and reliability of the Town’s information systems;b. the integrity, reputation and image of the Town; andc. the limited financial and information system resources of the Town.

3. Each User of Town technology and media is required to adhere to the policy and proceduresand certify their acceptance in writing.

The request for proclamation meets the criteria established in Policy 114C: Proclamations.

BACKGROUND

The Lifesaving Society designates the third full week in July as National Drowning PreventionWeek (NDPW to focus community and media attention on the drowning problem and drowningprevention. Drowning prevention typically becomes a priority to media and the public when atragedy occurs. NDPW is intended to bring positive attention to preventable water-relatedincidents, and build awareness through standardized messaging to influence and changebehaviors.

NDPW provides a focus around the main messages below, selected because of the major riskfactors presented inthe Canadian Drowning Report - 2019 Edition (Note: the 2020 Edition of theCanadian Drowning Report will be released this summer).

. Drowning is Preventable. Over 400 Canadians die in preventable water-related incidentsannually. Even one drowning is one too many.

o Watch me, not your phone. Always actively supervise children around the water -distractions are deadly.

r Be Boat Smart - Wear a Lifejacket. Choose lt. Use lt. Always wear a lifejacket when ina boat.

. Learn to Swim to Survive. Everyone should have the right to learn swim survival skills.lf you don't know how to swim take a Swim to Survive class.

. Swim with a buddy. Take a buddy and look out for each other, it's what friends do.

. Know your limits. Stay sober when in, on or around the water. Alcohol consumption is afactor in almost 4Qo/o of boating-related fatalities. Both alcohol and cannabis use impairsjudgment, reflexes and balance.

o Be Water Smart all year round. You can save a life - yours and someone else's. Take alearn-to-swim, lifesaving or first aid class today.

National Drowning Prevention Week

Sunday July 19 - Saturday July 25, 2020

WHEREAS, the mission of the Lifesaving Society Canada is to prevent drowning throughout Canada, and even one drowning is one too many;

AND WHEREAS, most drownings are preventable in a Water Smart Community, and only through Water Smart Education and a healthy respect for the potential dangers that any body of water may present can we truly enjoy the beauty and recreational opportunities offered by these bodies of water;

AND WHEREAS, the Lifesaving Society urges Canadians to supervise children who are in and around the water, to refrain from drinking alcoholic beverages or impairment while participating in aquatic activities, and to wear a Personal Floatation Device or lifejacket at all times when boating;

AND WHEREAS; the Lifesaving Society of Canada declares July 19 - July 25, 2020, as National Drowning Prevention Week, to focus on the drowning issues and saving hundreds of lives this year;

THEREFORE, we, the Elected Officials of the Town of Olds, do hereby proclaim July 19 – July 25, 2020, as "National Drowning Prevention Week" in the Town of Olds.

BACKGROUND Alberta Sheriff Highway Patrol: Increasing driver performance through enforcement and education.

Operation Safe Driver is a program of the Commercial Vehicle Safety Alliance (CVSA) aimed at improving commercial and non-commercial driver behavior and performance through traffic enforcement, education, and outreach. Successful enforcement programs and strategies for addressing problem driver behaviors are those that exhibit the following components:

• Focuses on unsafe driver behaviors, such as speeding, aggressive driving, inattention,distraction, etc.

• Targets both commercial motor vehicle (CMV) and passenger carrying vehicle unsafebehavior patterns.

• Utilizes both highly visible and covert enforcement activities.• Increases CMV and non-CMV traffic enforcement activity.• Implements commercial driver educational and awareness programs to the motor carrier

population.• Raises awareness to the motoring public about the hazards of operating around

commercial vehicles and proper steps they can take to enhance safe operations.• Educates government, industry and the public about the important role roadside

enforcement plays in saving lives on North America’s highways and helping to provide asafe and secure place to travel.

Each agency is encouraged to conduct traffic enforcement initiatives throughout the week and report their findings on driver behavior including written and verbal warnings, violation tickets, educational and outreach events that take place.

For 2020, the Town of Olds will run Operation Safe Driver campaigns utilizing: • Website • Facebook Page• Electronic Signage • Community Channel

BACKGROUND

The Community Standards Bylaw came into effect July 4th,2016 and was amended andconsolidated October 10,2017, January 14,2019, and January 27,2020.|t only regulates dogsand cats. Prior to January 2020 Land Use Bylaw amendments, other animals were onlyinterpreted under nuisance (at-large), unsightly, noise, or odour concerns. More specific guidanceis required to clarify the regulation or prohibition of the use and/or keeping of other animals.

Land Use Bylaw Amendment2019-31 came into effect January 17 ,2020, included a clause, "TheDevelopment Authority shall not approve a development application for a use that is not listed aseither a permitted or discretionary use within the applicable district." The purpose of thisamendment is to clearly indicate that if a use is not listed as either permitted or discretionary inthe applicable Land Use District, the Development Authority shall not approve that application.The intent of this clause is to prevent any uses from being approved which Council has notconsidered appropriate within the District. To strengthen the implied intent of this section, itrequires further legislative guidance in either the LUB or another Bylaw, or both.

The Engagement Plan is for a consultation process August 5 - September 15, including a survey:(online and hard-copy options), a random sample of public opinion via telephone surveyconducted by an external consultant, and an inquiry with key stakeholders or subject matterexperts. Data analysis will be conducted September 16-30 with a target date to present at theOctober Policies and Priorities Meeting. The first draft of the survey questions was presented atthe July 6,2020, Policies and Priorities Meeting. Attached is a revised draft survey.

A surveywill be available online or in a printed version and direct communication with key with stakeholderswill occur. Data analysis will occur between September 16-30 with a target date to present at theOctober Policies and Priorities Meeting. The first draft of the survey questions was presented atthe July 6,2020, Policies and Priorities Meeting. Attached is a revised draft survey.

The Town is researching how to regulate murals.

Background information ‘Mural’ is not a term that is specifically defined in the Town’s current regulations. The LUB has a provision under signage for “supergraphics” which includes murals, as such mural projects require a Development Permit. Signage is discretionary use, however given the probability murals may have sensitivity to their placement and content, the Development Authority defers evaluating merits of a mural application to the Public Arts Advisory Committee. The purpose of the Public Art Advisory Committee (PAAC) is to provide expert and community input on Public Art for the Town of Olds. The Public Art Advisory Committee was first set up by Council in 2019. The PAAC is to assist the Town with consultation regarding public art initiatives, and one of its roles is to provide input on murals applications.

Preamble Amendments to the LUB are required to clarify the definition and regulation of murals. Council has directed Administration to receive public consultation to establish where public opinions are and provide recommendations on whether municipal resources should be allocated for a mural program and to what extent should the Town regulate murals.

Residents of Olds are invited to provide input through this online survey. Paper copies of the survey are also available at the Town Administration Office.

BACKGROUND

The Town of Olds By-Election was held January 20,2020.ln accordance with section 1a7.a() ofthe Local Authorities Election Acf ("LAEA"), all candidates are required to file campaigndisclosure statements within 120 days following the by-election. ln the case of the 2020 by-election, the deadline to file was May 19,2020.

Five (5) of the seven (7) candidates have filed the required campaign disclosurestatements within the prescribed time.

As required by the LAEA, s. 147.8, the Chief Administrative Officer must transmit a report tocouncil notinq the candidate(s) who have lailed to file their campaiqn disclosure statementswithin the prescribed time. Uoon receiot of the reoort bv ncil, it must be made oublic.

ln addition to the above, the LAEA, section 205, requires that the Town of Olds notify theAlberta Election Commissioner, within a reasonable time, to report any act or omission that inthe Town of Olds' opinion likely constitutes an offence under the LAEA. Section 147 .84 of theLAEA specifies that a candidate who fails to file a campaign disclosure statement within 150days after the by-election is guilty of an offence and liable to a fine of not more than$5000. This report will be sent to the Alberta Election Commissioner following the July 13,2020regular Council meeting.

Effects of Failino to File - Local Auth Election Act

Failure to file147.84(1) A candidate who fails to comply with section 147 .4 by April 1 in the year followinga general election, or, in the case of a by-election, within 150 days after the by-election, isguilty of an offence and liable to a fine of not more than $5000.

(21 lf a candidate is found guilty of contravening section 147.4, the Court may, in addition tothe penalty provided for in subsection (1), orderthe candidate to pay any surplus to the localjurisdiction as soon as possible.

(3) Section 147 .5(2) to (5) apply to money paid to a local jurisdiction pursuant to a court orderunder this section.

Duty to refer complaints and allegations and to report acts or omissions205 A localjurisdiction or returning officer shall, within a reasonable time,

(a) refer any complaint or allegation received by the localjurisdiction or returningofficer under Part 5.1 or 8 to the Election Commissioner, and

(b) report any act or omission that in the localjurisdiction or returning officer's opinionlikely constitutes an offence under this Act to the Election Commissioner.

22(1.21 A person is not eligible to be nominated as a candidate for election as a councilloror a school board trustee if

Reasons for disqualification'174(1) A councillor is disqualified from council if

(a) when the councillor was nominated, the councillor was not eligible for nominationas a candidate under the Local Authorities Election Act',

(b) the councillor ceases to be eligible for nomination as a candidate under the LocalAuthorities Election Act;

(b 1) the councillor

(i) fails to file a disclosure statement as required under section 147.4 ofthe Local Authorities Election Acf before the end of the time period referred to insection 147.7 of the Local Authorities Election Act, and

(ii) has not been relieved from the obligation to file a disclosure statement by acourt order under section 147 .8 of the Local Authorities Election Act:

Resignation on disqualification175(1) A councillor that is disqualified must resign immediately.

(21 lf a councillor does not resign immediately,

(a) the council may apply to a judge of the Court of Queen's Bench for

(i) an order determining whether the person was never qualified to be or hasceased to be qualified to remain a councillor, or

(ii) an order declaring the person to be disqualified from council,

or

(b) an elector who

(i) files an affidavit showing reasonable grounds for believing that a personnever was or has ceased to be qualified as a councillor, and

(ii) pays into court the sum of $500 as security for costs,

may apply to a judge of the Court of Queen's Bench for an order declaring theperson to be disqualified from council.

BACKGROUND In January 2020 advertising started for those interested in participating on the Ad Hoc Citizens Committee on Council Compensation. Advertising was placed in the local print media, on www.Olds.ca, the Town of Olds Facebook page and on Twitter for the purpose of recruiting citizens to form the required Ad Hoc Committee. Advertising ran until February 17, 2020. At the February 24, 2020 regular council meeting the two applications received were brought forward to council for consideration. Council agreed to defer the appointments to the Ad Hoc Citizens Committee on Council Compensation to the March 23, 2020 regular council meeting and to Direct Administration to keep the recruitment process open for the Ad Hoc Committee until March 16, 2020. Advertising was ran until March 16, 2020. One more application was received. The three applications are being presented to Council today for consideration.

Administration has vetted all public applications and are bringing forward committee member names for appointment by Council. From the applications presented in closed session, Council will appoint 3 to 5 citizens to this committee.

Point of Information: The Monday, March 23, 2020, regular Council Meeting was cancelled due to COVID-19. A fourth application was received for this committee appointment consideration.

Excerpt from Council Policy 106C Remuneration and Benefits: REMUNERATION REVIEW

1. No later than March 1st of the prior year (year three (3) of the term) of the general municipal election, Council shall appointan Ad Hoc Citizens Committee on Council Compensation consisting solely of public at large members.

POLICY STATEMENT The Municipal Government Act allows for compensation to be made to Elected Officials for duties performed. The Town of Olds will provide Remuneration and benefits to the Mayor and Councillors that reflects the demands of Council and Council’s value to the community.

PURPOSE The purpose of this policy is to outline the type and frequency of Remuneration for the Town of Olds elected officials.

DEFINITIONS “Council” means elected officials of the Town of Olds, including Mayor and Councillors.

“Expenses” means reimbursement made to elected officials for approved Expenses paid out-of-pocket, based on actual submitted receipts, not subject to applicable source deductions.

“Honorarium/Honoraria” means a flat monthly amount paid to elected officials as Remuneration for Council Meetings as outlined in Section 1, subject to applicable source deductions.

“Honorarium Meeting(s)” are identified as outlined in Section 1.2.

“Per Diem Meeting(s) are identified as outlined in Section 2.2.

“Official Function” means an event, such as a convention, that has an official purpose for one's employment, vocation or profession-whether run by a person, institution or governmental agency-or an official duty.

“Per Diem” means an hourly, daily or flat amount paid to elected officials for attendance at approved meetings or events as outlined in Section 2, subject to applicable source deductions.

“Professional Development Plan” includes identified training needs to become more adept in the performance of professional duties.

“Remuneration” includes Per Diem, Expenses and Honoraria.

“Special Event” means a planned public or social occasion to which the Mayor and/or Council have been invited to attend. In some cases when a Special Event involves funding such as a golf tournament or gala, attendance requires prior approval by Council.

SCOPE This policy applies to all members of Town of Olds Council. Council Policy 106C supersedes Council Policy 126C Council Professional Development.

REMUNERATION

1. Honoraria

1.1. Council shall be compensated with a monthly Honorarium. Additional fees for individual meetings that are paid on a per meeting or per hour basis shall be expensed as identified in this document.

As of November 1, 2017, monthly Honorarium for members of Council are: Mayor $2,820.57 Councillor $1,543.79

1.2 The following constitutes an Honorarium:

Regular Organizational Meeting

Regular Council Meetings

Public Hearings that are part of Regular or Special Council Meetings

Preparation time for meetings

Meetings with residents

Correspondence related to Council business

Public Events including the following and is not limited to:o Canada Dayo Remembrance Dayo Summer Oldsticeo Olds Fashioned Christmaso Volunteer Appreciationo Grand Openings and Ribbon Cuttingso Anniversaries/Birthdays/Graduationso National Indigenous Peoples Dayo Any staff functions

1.3 In the Mayor’s absence, the Deputy Mayor or Councillor representing the Mayor will receive the equivalent of a Per Diem when attending public events listed under 2.1.

1.4 The Mayor and Council Honoraria is tied to increases in the Alberta Consumer Price Index and shall be reviewed on a yearly basis.

In an election year, for election month, Honorarium will be prorated as to the days not serving in public office and will have sixty (60) days to settle up all expense claims.

1.5 Additional Honorarium or fees may be accepted from other organizations by a member of Council where they are received due to the member of Council:

serving on a regional body, such as a regional Commission, where all members receivean Honorarium or fee, or

attending a meeting, Official Function, course, conference or seminar, where theattendance has been approved by Council, or

if the number of meetings changes significantly (e.g. 3 meetings per month), theHonorarium will be reviewed at the time of the increase in meetings.

2. Per Diem

2.1. A Per Diem may be claimed from the Town of Olds by a member of Council for items listed below,

provided that no other Honorarium or fee has been accepted for that item.

The following Per Diem rates are effective November 1, 2017:

< 30 minutes $ 50.00

30 minutes to 2 hours $100.00

2 to 4 hours $150.00

4 to 8 hours $250.00

8 plus hours $325.00 (Covers an actual full day of 10-14 hour days (includingtravel time). The Per Diem would compensate for the actual time away from home, businessor other activities.)

Special Events $100.00

2.2 Claimable Per Diems includes the following:

Policies and Priorities Committee Meetings

Ad Hoc Committee Meetings

Special Council Meetings

Travel time

Public Hearings outside of a Regular Council Meeting

Meetings outside of a Regular Council Meeting such as meetings with community partnersand ministries

Meetings of Authorities, Boards, Commissions, Committees that the member, or alternatehas been appointed to that do not Remunerate

Conferences, Conventions, Education Sessions, Seminars and Workshops

Elected Official Orientation and Training

Special Events such as golf tournaments, facility tours and galas

2.3 Councillors who attend an event or meeting of an Authority, Board, Commission or Committee to which they are not the designated Council representative, or the alternate, will not receive a Per Diem.

3. Expenses

Expenses paid by an elected official out of pocket may be submitted to Finance for reimbursement. Receipts must accompany the claim.

Meals 3.1 The Town will provide a light meal for Council meetings as required.

3.2 While traveling on Town business, meals may be claimed at the amount shown on receipts submitted. Where no receipt is submitted, a maximum amount for meals may be claimed at the rate approved by the Provincial Government. Gratuities on meals may be claimed to a maximum of fifteen (15) percent of the bill.

3.3 Meals that are previously paid for by the Town in the registration fees for meetings and conferences or included as part of the venue, are not an allowable expense that can be claimed except in special circumstances such as the meal time conflicting with travel schedules, dietary considerations or the attendee has another meeting at the same time as the conference meal.

Miscellaneous 3.4 Miscellaneous charges such as parking, secretarial services, photocopying, internet etc. may be

claimed.

3.5 Lodging may be claimed.

3.6 Registration fees may be claimed.

3.7 Liquor is not an allowable expense that can be claimed, except where protocol dictates.

3.8 Conference partner programs and accommodation are the only allowable spousal expenses.

3.9 Costs will not be reimbursed when attending a political party function of any type.

Travel 3.10 Travel is authorized for members of Council for a meeting or Official Function related to the

appointment of that member of Council to a committee or regional body.

3.11 Travel is authorized for members of Council approved by policy or by resolution to attend a course, conference or seminar on behalf of the Town of Olds.

3.12 Other travel for members of Council shall be approved by resolution of Council.

3.13 Council members will strive for fiscal responsibility when booking accommodations and travelling.

This means standard accommodations and the use of the town vehicle or carpool whenever possible. Elected Officials shall not claim personal vehicle mileage inside the community. Travel by commercial carrier such as airlines, rail, taxi or bus may be claimed at the most economical costs of travel where possible. Most economical does not always mean lowest base fare as luggage fees, seat selection fees and air and airport time are also factors.

3.14 Travel by personal vehicle may be claimed at the current rate per kilometre as approved by the Provincial Government from time to time while travelling on Town business.

EXPENSE SUBMISSION AND REIMBURSEMENT

1. Council members will be responsible for reimbursing the Town the registration fee(s) for non-attendance unless due to extenuating circumstances as approved by the Mayor.

2. Procedures and forms for the submission and processing of claims shall be provided by the ChiefAdministrative Officer.

3. Claims submitted by Councillors shall be approved by the Mayor.

4. Claims submitted by the Mayor shall be approved by the Deputy Mayor or an alternate memberof Council in the absence of an assigned Deputy Mayor.

5. Completed Remuneration forms must be received by the deadlines set by Payroll. All claimsshall be reviewed for compliance with this policy by the Director of Finance or his/her designate,prior to issuing payment.

6. In order that Council may track expenditures, administration shall provide Council with a monthlystatement covering their individual Councillors and/or Mayor’s Budget. Councillors shall beaccountable to the Mayor for the management of their individual budgets.

7. To provide transparency to the taxpayers, elected officials must be accountable for the Expensesthey incur. Annual Remuneration claims will be posted to the Town’s website.

Deductions Remuneration from Honoraria and Per Diem will be subject to applicable source deductions as prescribed by federal and/or provincial law that may include but are not limited to:

Benefits The following benefits are available to members of Council: Group Life Insurance, Dependent Life, Extended Health, Accidental Death and Dismemberment, and Dental coverage.

Elected Officials are eligible for the following benefits effective November 1st of the year in which they are elected or re-elected. Coverage is available for Single or Family. Health and Dental coverage may be waived, however insurance coverage is mandatory. Details are available from Human Resources.

Terms of Reference

Citizens Committee on Council Remuneration

NAME Citizens Committee on Council Remuneration

PURPOSE This Ad Hoc Committee has the responsibility to review, report and make recommendations to Council regarding Policy 106C, Remuneration and Benefits.

MEMBERSHIP Three to five (3-5) individuals will be selected from members of the public-at-large and appointed by Council resolution. Individuals must be residents of the Town of Olds.

FREQUENCY OF MEETINGS Held at the call of the committee.

AUTHORITY Authority is granted to the Citizens Committee on Council Remuneration once Council appoints individuals at a Council meeting.

TERM The Citizens Committee on Council Remuneration is an Ad Hoc Committee defined as a committee with a specific task or objective, and dissolved after the completion of the task or achievement of the objective.

Once appointed, the Committee has 90 days in which to review the current policy on council compensation and present their recommendations at a regular Council meeting.

RECEIVING BODY The Citizens Committee on Council Remuneration will report to and make recommendations to the Town of Olds Council.

SUPPORT SERVICES The Office of the CAO department will vet public applications and bring forward committee member names to Council for their appointment. The Citizens Committee on Council Remuneration will receive support from the Office of the CAO department.

8.0 MEMBER REPORTS: 8.1 Member Reid commented saying it is getting easier to get into the field. 8.2 Member Juska advised that the County of Newell is having conversations with Alberta Government as they have been asked what projects could help with recovery and notably SAEWA is on that list. Ray also mentioned that the landfill was contacted regarding potential 10,000 tonnes of C & D. 8.3 Member Wright spoke about economic good news, saying that SAEWA is definitely a good story in these challenging times. 8.4 Member Sheppard had asked Member Juska to clarify in speaking about potential “paunch” and he clarified that JBS produces about 70 lb of partially digested rumen per head that has about 60 – 70 % moisture content.

BACKGROUND

The Correspondence and Information Report is a collection of general information received at the Town Office and is provided to Council as information. Council may choose to provide direction to Administration on any item contained in this report.

Communication Response Council Policy 105C excerpt: d. Ensure that all mail to the “Mayor”, “Council”, or the “Mayor and Council” is:

i. immediately forwarded to the Mayor’s office, CAO and added to thecorrespondence file which, at the Mayors’ discretion, will appear on the nextCouncil Agenda,

difficult decision to postpone the 2020 AGM until Provincial regulatory rules against public

gatherings in excess of 15 are lifted.

MEMO BRIEF: Southern AB Energy from Waste Accepts Engineers Recommended Technology

The purpose of this briefing note is to inform the SAEWA Members and Stakeholders that the SAEWA

Board has unanimously accepted HDR Corporation (Project Lead Engineers) recommendation for Mass

Burn Thermal Technology as supported by the 3rd Party Life Cycle Analysis.

SAEWA is in the process of seeking funding to complete a 3rd Party Review of the Business Case.

On February 19, 2020 the Board did accept the engineering recommendation of Newell County Landfill

as the preferred site; also noting that the Vulcan County site was referred to as a strong contender

should any unforeseen constraints arise with the Newell County site.

Additional grant funding is beingprovided to this program to help stimulate economic recovery and support loO creation.

Based on your submission/application, the Town of Olds will receive a grant of50 per cent of the estimated eligible project costs, or up to 93,000,000 ior the projectunder this program. The final grant amount will be based on the actual eligible costs atthe time of the project completion up to a maximum grant of $3,000,000. No costincreases could be considered.

Our government continues to make historic investments in roads, bridges, transit, andwater infrastructure. This investment will help stimulate Alberta's economic recoveryand get Albertans back to work.

Alberta Transportation staff will be in contact with your adminlstration to fcrmalize thefunding agreement to undertake this work.
