1 Reference Guide - Nodal Officer Level 5. Nodal Officer (PME Cell In-charge) Level Data Management: 5.1 Roles & Responsibility of Nodal Officer The responsibility of the Nodal officer is the data management to maintain the HYPM website from his/her respective institute. This includes: i. Generation of UserId and Password for all the Scientist of the institute ii. Assignment/Change of the role to act as Reporting Officer and allocation of the group of scientist under the charge of Reporting Officer iii. Assignment/Change of the role to act as Reviewing Officer, and simultaneously he/she may also act as Reporting Officer and allocation of the group of scientist under the charge of Reviewing Officer iv. Monitoring of the data entry and uploading of half-yearly research targets & achievements by all the Scientists working at the institute. v. Monitoring of Reporting Officers comments on the reports submitted by their respective scientists vi. Submission of data with regard to institute general information report for each half-year vii. Monitoring of Reporting Officers comments on the reports submitted by their respective scientists viii. Any other problem that may accrue from time to time Important Note: After Login into HYPM, as In-charge PME Cell, please verify the following: i. Institute name visible in HYPM is correct ii. The names of all scientist on institute role are visible in HYPM iii. The names of all ongoing research projects are correctly visible against the names of the respective scientists The Nodal Officer has access to HYPM software through a unique User Id & Password. The Nodal Officer as a scientist also, would be able to Enter/Verify & Submit his/her own Proposed Targets and Achievements for half-yearly progress monitoring to the concerned Reporting Officer. To Enter Nodal Officer Own Targets & Achievements as a Scientist, Please refer to the Help Section given under “To Enter Targets & Achievements as a Scientist” Section 6. For the systematic operation of HYPM at institute, as PME Cell in-charge and Nodal Officer can perform the above mentioned activities using the following options available under the Menu Nodal Officer : 5.1.1 Issue Password / Assign Role 5.1.2 Change Role and UserId & Password 5.1.3 Assign Reporting Officer 5.1.4 Assign Reviewing Officer 5.1.5 Changing Reporting Officer 5.1.6 Changing Reviewing Officer

    Important Note: After Login into HYPM, as In-charge PME Cell, please verify the

    following:

    5.1.8 Report on Targets/Achievements

    5.1.1 Issue Password / Assign Role:

    Under this option facility is provided to the Nodal Officer:

    i. To modify and update the email id of any scientist working at the institute.

    ii. To generate UserId and Password for all the Scientists working at the institute

    5.1.1.1 To Update email id of scientist

    On click of the issue password link and the page appears.

    The list shows the names of the persons whose passwords have not been issued.

    The Nodal Officer selects levels out of many levels (Scientist, Director, Head of Division, Joint Director).

    When the button named Generate Password is clicked then the password would be generated and the mail would be sent to the respective members.

    Click on Edit button, present on the right side of grid.

    After clicking on edit button, email id of scientist will appear in textbox. Make desired changes. Click on update button.

    Otherwise, click on cancel button.

    5.1.1 .2 To generate UserId and Password for Scientists, Reporting/Reviewing

    Officer

    Select User level from the combo box.

    To generate password check the checkbox with respect to Scientist

    Reporting/ Reviewing officer name.

    User can select multiple rows to generate passwords in a group of

    respective scientist.

    After selecting name, click on generate password.

    5.1.2 Change Role and UserId & Password

    Here facility is provided to the Nodal Officer to Change the role of a Reporting/

    Reviewing officer and generate the respective User ID /Password.

    Nodal Officer can click on the link Change Role and User ID /Password. The page would appear.

    Nodal Officer can select any level from the Dropdown list out of the following levels (Reporting Officer, Reviewing Officer, Scientist, Joint Director.

    Once any level is selected then all the members under that category appears below.

    Edit option is available in front of every record. Nodal Officer can click on the edit button.

    Once Edit button is clicked then the level of the member can be changed by selecting from the Dropdown list and update link is clicked if it has to be updated.

    Otherwise cancel option can be clicked to cancel the updation.

    When Reporting Officer is selected from the Level.

    5.1.3 Assign Reporting Officer:

    1. Click on the Allot Reporting Officer link under the Nodal Officer menu. The page appears.

    2. There is a Dropdown List which shows all the scientists .Nodal Officer can select any one scientist from all the available scientists and click on show button.

    3. The selected scientist becomes the Reporting officer from all the available scientists appear in the 1

    st List Box which shows the heading Available scientists.

    4. Nodal Officer can select one or more scientists from the list of available scientists and through the”>>” button the selected scientists can be moved to another list box and

    5.1.4 Assign Reviewing Officer:

    1. Click on the Allot Reviewing Officer link under the Nodal Officer menu. The page appears.

    2. There is a Drop down List which shows all the scientists. Nodal Officer can select any one scientist from all the available scientists and click on show button.

    3. The selected scientist becomes the Reviewing officer all the available scientists appear in the 1

    5.1.6 Changing Reviewing Officer:

    1. Click on the Changing Reviewing Officer link under the Nodal Officer menu. The page appears.

    2. Then two Dropdown list appears .One list contains the old reviewing officer and the other list contains the new Reviewing Officer.

    3. Nodal Officer can select any one of the old Reviewing Officer from the Dropdown List and then Nodal Officer can select any one from the new Reviewing Officer Dropdown

    List.

    4. On clicking the Submit button, the Reporting Officer is changed from the Old Reporting Officer to the new Reporting Officer.

    5.1.7 To Add Institute General Information Sheet:

    Click on the Add Institute General Information link under the Nodal Officer menu.

    Add Institute General Information sheet appears with Institute Name, Period, Year, Targets as on and achievements as on.

    There appears various fields under the headings Number of scientists, Number of Reporting units, Number of Research Projects, Number of Other Prioritized Activities,

    Salient Achievements (Institute‟s overall output during the period), Milestone/ Outcome

    (Extraordinary reporting if any)

    Fields under Number of Scientists-

    a. Total reported upon b. In position c. At Institute headquarter d. At regional station e. On leave/study/training f. Cadre Strangth

    Fields under Number of Reporting Unit

    a. Divisions. b. Regional station

    Fields under Number of Research Projects

    a. Total reported upon b. Institute project c. Externally funded projects. d. Post graduate students‟ research.

    Fields under Number of Other Prioritized activities

    a. O&M Support. b. Technical assistance. c. Policy support. d. IP management support. e. Liaison with clients-farmer‟ participatory activities. f. Liaison with industry clients.

    Fields under Salient Achievements (Institute’s overall output during the period)

    Achievements (not more than 15 achievements and not more than 2 lines in each

    achievement)

    Fields under Milestone/Outcome (Extraordinary reporting if any)

    Extraordinary reports (not more than two)

    Nodal officer can enter all the values corresponding to these fields and click on Update button.

    After clicking the Update button, all the values are updated.

    On click of “Add Institute General Information” from the dropdown list, The

    following page will be open with some details with respect to corresponding fields.

    After filling the above form “Reviewing Officer” will able to see the report

    This report will be visible on ICAR level

    5.1.8 Report on Targets/Achievements

    Here facility for the Nodal officer is provided to check the status of the data entry

    upload by the Scientists/ Reporting Officers/ Reviewing Officer.

    On selection of “Report on Target” option from the dropdown, the following page

    will be displayed.

    Select the desired reporting period and year of reporting.

    On submit option following page will be opened with all scientists data upload status.

    On clicks on scientist name, the information submitted by the scientist will be visible

    to the Nodal officer

    Logout:

    Access the website of the system.

    In the menu bar click the Logout button

    If you want to logout press confirm logout button else press cancel if you don‟t want to logout.

    On pressing Logout button you will be directed to the home page which consists of Login dialogue box in the right hand side of the screen.

    After pressing Confirm Logout button, User is directed to the Home Page.
