The list with replies are compiled here and presented in a summarised format for clarity and to avoid repetitive questions where possible. All queries submitted correctly in the forms provided are answered here and in certain instances re-worded and re-arranged. QUERIES AND REPLIES LIST The following queries were submitted by 17th May 2019. The list with replies are compiled here and presented in a summarised format for clarity and to avoid repetitive questions where possible. Submission Formats and General Matters Submission Date for Stage 1 - various

Differing submission dates for Stage 1?

Stage 1 submission date is 5.00pm, 15 July 2019 as indicated correctly on item 13.0. We regret the error on page 11, item 17.0 (a).

Information on back of A1 Panel

Where should we write our registration number on the presentation board?

The registration number, also referred as the Assigned Anonymous Participant Code, should be clearly indicated on the top right corner of each panel beneath the A1-sized panel board number.

All panels are to be portrait orientation.

Queries and Reply Process

What is the "submission for query form"?

The query and reply process is a common procedure in design competitions such as this, to allow participants to clarify issues that may arise. The deadline for submission of queries has now ended. This reply to queries document will be available for download from the competition website, http://www.pam.org.my/housing4.0/ from 31 May 2019 as indicated in the Competition Time Table. Site Matters

North point / Orientation

Where is the north orientation in the site model?

In item 4.0, Competition Site, we had described the context which should clarify the North orientation for the site plan. North is by convention at top of the plan view. Nevertheless, we will indicate in the image below for avoidance of doubt.

Context Information

Location for main ingress/egress for vehicles to site?

We had allowed participants to decide on the best ingress/egress point to the site. However, since this was raised, we will now allocate the western boundary mid-point (facing the MRT station) to be the site access. See plan below.

Land use at left and right of site?

Park land, open green areas. See plan below.

Low rise building south, shop? terrace house?

Described in item 4.0 Competition Site.

Assuming the lines shown in red on the site layout are the site boundaries, what are the setback requirements?

Provided in item 5.0 Competition Brief. The red lines are indeed the site boundaries.

The lines for roads – do they indicate road reserve lines or road pavement?

We have provided the roads layout as a guide. Participants to interpret and adjust accordingly.

What are the survey levels on the site?

The site is presumed flat. You are free to interpret the context datum levels within and outside the project site.

Where is the location of the site? Please provide site coordination.

The site is a constructed one. It is not a real site.

Site Survey Drawings / BIM format file

Please share the Revit or similar / compatible B.I.M. file for the site?

A sketchup (skp) file version of the competition site was provided from day one of competition as the lowest basis of BIM to enable greater entry for participants to the competition. It is up to the participant to use whatever BIM software for the competition.

Can we have the softcopy of Lot Boundary or any C.P.? Can I have the site drawing in AutoCad version?

The competition is to encourage participants to use BIM software tools and IBS construction. Thus, there are no AutoCad file versions. There is no CP available as it is a constructed site context.

Design Brief Issues Target market for housing and definitions

What does “Middle Mass Housing Sector” mean? Does this cater for the middle income or is it similar to medium end residential product?

We have in mind the vast middle housing market for the middle income (M40 economic category) that we believe is underserved by architectural design and technology. This is the sector that is in between the high end luxury market and the social housing (for eg, PPR) provided by federal and local governments.

Is this competition going to be focused on affordable housing issue? Or are we free to propose according to what we deem fit to the housing issues in general?

We have avoided using the term ‘affordable housing’ as it can be misleading and continues to be an ongoing conversation. We want this competition to be focussed on architectural design and digital technology.

What will be the income group that will be the target market for this housing? Are we allowed to propose our own target market?

See above.

Cost Issues

Are there any cost limitations and/or specific target market price in our proposal?

The proposed building budget shall reasonably be aligned to the target market.

The objective of this competition is to demonstrate that architectural intelligence, digital tools and technology will combine to make the sectors housing products more efficient and competitive in terms of economic, construction and marketing propositions.

Are there any budget caps for the construction and selling of the building?

See above.

If cost is to be included in the proposal, what will be the land cost per sq.ft.?

Cost information is not required for submission, therefore land cost assumption is not relevant.

Any limitations on the cost of construction and time?

For cost, see above. For delivery time, we assume that use of IBS technology will reduce construction time significantly.

Legal Framework

Is the scheme supposed to adopt the standard conventional sales & purchase framework, or are we allowed to propose our own scheme such as rent to own, public housing, etc?

We believe this is beyond the scope of the competition.

Unit Sizes and Design

There are minimum unit sizes indicated, however, what are the maximum sizes for both the 2 and 3 bedroom units?

We will allow for the unit sizes as follows: 2 bedroom (from 700 sq.ft minimum to 900 sq.ft. maximum) 3 bedroom (from 950 sq.ft minimum to 1,150 sq.ft. maximum)

The maximum Unit Areas shall include the balconies and all service ledges.

Are we allowed to propose a duplex unit and also dual key unit system for the typical units?

We leave it to participants to interpret and propose, while keeping within the design brief requirements.

Project Efficiency

The efficiency of 70% is for the Tower only or overall project?

The overall project efficiency ratio shall be a minimum of 70% as indicated.

Facilities and Amenities

Is there a list of residential and commercial facilities to be incorporated in the design? Are we free to put in amenities?

We leave it to participants to propose the appropriate facilities and amenities as complementary to their design intent.

Participants are encouraged to develop the brief further towards realising the design intent and proposition further in configuring housing for the future.

Green Space

Is there any green / open space requirements to comply with?

We have indicated in item 5.0, the Competition brief, a building plinth area limit of 60%.

Generally, authorities have typically asked for a minimum 10% contiguous landscaped area. We leave it to participants to allocate the green landscaped spaces as complementary to their design intent.

Can additional green areas at the multiple levels be considered as optional item when the efficiency surpass 30%?

Query is unclear. Efficiency ratio target prescribed is minimum 70%. Green areas are not considered gross areas.

Parking, Transportation and Infrastructure Issues

For vehicle parking, does the organizer prefer basement parking or podium? Or to be in a separate block?

We leave it to participants to interpret and propose.

In general, we don’t expect a deep basement beyond a single basement level as per conventional local construction practice.

What are the carpark requirements for visitors and OKU?

For this competition, please assume the parking numbers provided in item 5.0 Competition Brief to be inclusive of all visitors and OKU parking bays.

Do we link the proposed building to the nearest MRT station?

We leave it to participants to interpret and propose.

What is Transit Oriented Development (TOD)?

In urban planning, a transit-oriented development (TOD) is a type of urban development that maximizes the amount of residential, business and leisure space within walking distance of public transport. In doing so, TOD aims to increase public transport ridership by reducing the use of private cars and by promoting sustainable urban growth.

A TOD typically includes a central transit stop (such as a train station, or light rail or bus stop) surrounded by a high-density mixed-use area, with lower-density areas spreading out from this center. A TOD is also typically designed to be more walkable than other built-up areas, through using smaller block sizes and reducing the land area dedicated to automobiles.

The densest areas of a TOD are normally located within a radius of ¼ to ½ mile (400 to 800 m) around the central transit stop, as this is considered to be an appropriate scale for pedestrians, thus solving the last mile problem.

What are the transportation limitations and constraints?

Query is unclear. We leave it to participants to interpret. Parking and other requirements are prescribed in item 5.0, the Competition brief. IBS – Technical Digital Brief Where can I get the Guidelines on Pre-cast Elements?

Available for download on Housing 4.0 website since the launch.

Is there any percentage on using IBS and conventional system?

As indicated in Appendix D : Technical Digital Brief, item 1, the minimum IBS score is 75.

The competition project should utilise IBS as much as possible.

Should the IBS application focusing on residential units only?

See above.

For Stage 1, are all the items in the Technical Digital Brief (Appendix D) required?

Yes.

Regarding design for manufacture & assembly (DfMA), any specific parameters required?

No specific parameters.

How detailed are the BIM requirements and what is the "Level of Detail" (L.O.D.)? Can we focus on architectural part only?

Architectural concept model, i.e. L.O.D. 100 is acceptable.

IBS – Components and Methodology Could we get some info from Gamuda IBS on the jointing detail connections?

See Appendix A as enclosed and below for your information and understanding only. We do not anticipate participants will need to delve into such level of detail for Stage One.

What/How are the joinery detailing of Gamuda system? Is it using the conventional IBS connections or Gamuda custom-made detail? Can you share more info on this?

Gamuda IBS joints are grouted and utilise either wire loop or welded plate systems.

Are there any available options for pre-stressed floor slab? If yes, what is the maximum span and thickness?

Yes. Prestressed options are available, usually for carpark system. We leave it to participants to propose according to their design intent.

The prestressed span can span up to 6m and are supported on band beam (main support) with 2.5m widths. The column to column centres would be 8 ~8.5m in width which is suitable for a 3 bay carpark system.

What are the options available if a typical 8mx8m grid system is used? With regards to the floor slab and supporting load bearing walls or pre-cast columns - i.e, Gamuda IBS only shows floor span until 4.5m max (or can they span longer)?

For residential building system adopting a half slab system, it is recommended for the span to be limited to 4.5m (max). This is to maximise the slab efficiency.

A larger span of 8m can be done using thicker slab but will be constructed via the conventional cast-insitu method.

Gamuda IBS staircase standard floor to floor height is 2.9m. Does that mean our floor to floor height is fixed to 2.9m as well?

IBS staircase height can be customised to suit the floor to floor height of the project.

Can we get IBS data on walls that is for double volume and big span area such as main lobby?

IBS wall panels can be stacked to achieve the required height up to a max of 6m. The wall thickness shall be in accordance with engineering codes.

For spans longer than a conventional 8~8.5m grid, long span individual prestressed beams (T, I of box sections) can be adopted. These can span up to 20m if it is prefabricated in the factory for installation at site.

Since we can use BIM/Digital prototyping, what are the design parameters of IBS systems? (in terms of shape & forms / max and minimum dimension thickness of slab etc)

Gamuda precast elements are cast on pallets and shutters can be adjusted to achieve the required flat shapes. Dimensions can be customised to suit the design requirements within engineering and logistical constraints. Participants may refer to the Guidelines document for standard maximum dimensions and typical recommended slab thicknesses. What is the maximum dimensions allowed of IBS components used for transportation purposes using Gamuda IBS’s system?

Logistic constraints are specific to a project’s site and budget. For typical urban housing projects, we recommend maximum panel sizes of 3.3m x 6.0m in order to fit a standard low loader and to clear highway bridges. IBS – proprietary and competing systems

Gamuda IBS mainly focuses on pre-cast concrete system, are we allowed to introduce other forms of IBS using other materials for structural elements?

Yes. Are we only allowed to use IBS systems by Gamuda IBS that is already available, or are we allowed to introduce other IBS related methods / products in the design?

Participants are encouraged to use precast concrete panels as well as other IBS systems or elements to achieve the requisite IBS score for this competition.

In our proposal, do we need to incorporate all of the Gamuda IBS pre-cast elements? Or we can design our own prototypes? What is the ratio between the new and existing elements?

Not necessary to incorporate all Gamuda IBS pre-cast elements. Participants may design their own prototypes for special elements. It’s unclear what is meant by ‘new and existing elements’. Standard pre-casting is constrained by existing fixed moulds whereas Gamuda precast floors, walls, bathroom units are cast using flexible moulds. Hence each precast element and component can be fabricated to specific unique dimensions. Every cast is therefore ‘new’.

ESD and Sustainability Issues Is there any specific requirements or parameters for GBI Silver rating? Or Green-Re, Leed or any other certification?

ESD principles to be adopted as a general design approach. GBI Silver rating was used as a benchmark target. No reference to, or requirement for, any rating system. Participants should however demonstrate their schemes ESD concept design and qualities in a diagram, drawing or sketch to show good practice and understanding of construction and design. For Appendix “D” - Item 5, is there any reference for the Environment Sustainable Design criteria or scoring?

See above. Gamuda IBS factory visits How are the slots for the Gamuda IBS Sepang factory visits allocated? How are we informed?

Factory visits were promoted by email to registered participants and also on PAM social media. Places are allocated on a first come, first served basis. We missed out on the visit to the Gamuda IBS Sepang factory. Will there be another visit planned, and if not, are we able to visit the factory on our own?

The factory is a restricted, secured facility, access is only by prior arrangement. We have organised 3 factory visits for a total of over 120+ registered participants and their representatives. Should there be some who did not make the visit, please contact the Housing 4.0 Secretariat. Once we have enough names, we will organise another visit subject to demand and availability.
