2007 Hurricane Forecast

• Leading storm forecaster, William Gray, predicts “very active” Atlantic hurricane season.

• 17 named storms predicted.

• 5 of them predicted to be major hurricanes with sustained winds of 111 m.p.h. or greater.

• The probability of a major hurricane making landfall on the U.S. coast this year is 74%, compared with the average of 52% over the past century.

DAMAGE FORECASTING

• Drainage engineers contact Lake Wardens for lake levels and websites for tidal predictions

• Monitor Lake Drummond website for lake levels

• Monitor tidal flooding gages in Elizabeth River and A&C Canal

• Monitor weather radar for accumulations of rainfall in certain areas

• Predict flooding based on tidal levels, rainfall, lake levels

• Pass information to EOC and PWOC

TRAFFIC SYSTEM MANAGEMENT

• Coordinate with Regional Smart Traffic Center and VDOT on evacuation plans and status

• Monitor VDOT traffic control plan implementation – plan available in PW Emergency Book

• Modify city traffic signal system to support evacuations and disaster response

DAMAGE ASSESSMENT

• Assignments as per 2007 plan

• TEAMWORK – Damage assessment teams and road clearing teams must work together

• Pre-positioned or on-call – it depends

• Run your routes for practice – identify hazards and detours

• Communication – expect problems

• Documentation – logs, worksheets, photos

CONTRACT SUPPORT

• Contact local contractor for support

– pre-negotiated rates

• Secure additional Public Works contract support as necessary

• FEMA / Presidential declaration is key

ENGINEERING ANALYSIS and DAMAGE COST ESTIMATES

• Additional engineering analysis of damaged roadways, structures, bridges

• Developing repair cost estimates immediately and compiling for EOC

• Cost estimate worksheets available for common damage (cave-in, washouts, etc).

DEBRIS SITE MANAGEMENT

• Survey crews man debris sites when activated, inspectors follow up later, replaced by contractor PBS&J

• Critical to document amount and type of debris – log sheets available

• Separation of debris types on debris site is critical – site plans are available

• Separate construction debris, woody debris, rubbish, hazardous materials

ENVIRONMENTAL COORDINATION

• Environmental specialists coordinate with DEQ on opening of debris sites

• Monitor operations of debris sites to include before, during and after photography and site assessments

• Assist other City departments as needed

REAL ESTATE SUPPORT

• Contact private debris site owners to advise of activation

• Support other City departments with Real Estate needs – bed down locations, temporary housing locations, additional debris sites

• Tracking of man hours and equipment of response crews (reg. time vs. OT)

• Compiling reports to EOC and Accounting

• Assist in PWOCC and Damage Assessment team admin support

• Maintain communications between DA Team Leader and PWOCC

• Logistical support to Division as needed
