Frequently Asked QuestionWhat has the District done to make sure the budget is enough to cover costs?
a. The District worked to increase our yearly escalation from 2.65% to 5% since our original Phase II conceptual budget.
b. The District also worked with both SEI and Campus as in the original Phase II conceptual budget we carried 7% escalation for 3 years in comparison to our current Phase II.V conceptual estimate that is carrying 10% for 2 years of escalation.
c. The District will be strategizing throughout the design period to identify areas in design where we can provide value engineering, scheduling of construction to maximize the district's funds and create project alternates to protect the budget. 23
Frequently Asked QuestionHow can there be no additional taxes?
a. HF-L created a capital reserve account to save funds to pay the local share of capital projects
b. Funding the local share means remaining project costs are paid with state aid – no material tax increases from project

a. The Board charged a Capital Project Committee to make a recommendation.
b. Through collaboration with our capital project committee, principals and staff reviewed items reduced or eliminated due to cost escalation from the current Phase II Capital Project and identified the highest priority of needs from the district’s most recent Building Conditions Survey.
c. In addition to reviewing our Building Condition Survey, the District worked carefully with our financial advisors and through detailed cost analysis for maximizing state support and limiting local tax liability. We remain committed to minimizing the impact of this project on local taxpayers.
