Reliance Communications

FOUNDER OF COMPANY

Few men in history have made as dramatic a contribution to their country’s economic

fortunes as did the founder of Reliance, Sh. Dhirubhai H Ambani. Fewer still have left

behind a legacy that is more enduring and timeless.

As with all great pioneers, there is more than one unique way of describing the true

genius of Dhirubhai: The corporate visionary, the unmatched strategist, the proud patriot,

the leader of men, the architect of India’s capital markets, the champion of shareholder

interest.

But the role Dhirubhai cherished most was perhaps that of India’s greatest wealth creator.

In one lifetime, he built, starting from the proverbial scratch, India’s largest private sector

enterprise.

When Dhirubhai embarked on his first business venture, he had a seed capital of barely

US$ 300 (around Rs 14,000). Over the next three and a half decades, he converted this

fledgling enterprise into a Rs 60,000 crore colossus—an achievement which earned

Reliance a place on the global Fortune 500 list, the first ever Indian private company to

do so.

Dhirubhai is widely regarded as the father of India’s capital markets. In 1977, when

Reliance Textile Industries Limited first went public, the Indian stock market was a place

patronized by a small club of elite investors which dabbled in a handful of stocks.

Reliance Communications Ltd. 10

Page 11: project on rcon

Undaunted, Dhirubhai managed to convince a large number of first-time retail investors

to participate in the unfolding Reliance story and put their hard-earned money in the

Reliance Textile IPO, promising them, in exchange for their trust, substantial return on

their investments. It was to be the start of one of great stories of mutual respect and

reciprocal gain in the Indian markets.

Under Dhirubhai’s extraordinary vision and leadership, Reliance scripted one of the

greatest growth stories in corporate history anywhere in the world, and went on to

become India’s largest private sector enterprise.

Through out this amazing journey, Dhirubhai always kept the interests of the ordinary

shareholder uppermost in mind, in the process making millionaires out of many of the

initial investors in the Reliance stock, and creating one of the world’s largest shareholder

families.

OVERVIEW

The Reliance – Anil Dhirubhai Ambani Group is among India’s top three private sector

business houses on all major financial parameters, with a market capitalization of

Rs.325,000 crores (US$ 81 billion), net assets in excess of Rs.115,000 crores (US$ 29

billion), and net worth to the tune of Rs.55,000 crores (US$ 14 billion)

Across different companies, the group has a customer base of over 100 million, the

largest in India, and a shareholder base of over 12 million, among the largest in the

world.

Reliance Communications Ltd. 11

Page 12: project on rcon

Through its products and services, the Reliance - ADA Group touches the life of 1 in 10

Indians every single day. It has a business presence that extends to over 4,500 towns and

300,000 villages in India, and 5 continents across the world.

The interests of the Group range from communications (Reliance Communications) and

financial services (Reliance Capital Ltd), to generation, transmission and distribution of

power (Reliance Energy), infrastructure and entertainment.

VISIONReliance Communications envisions a digital revolution that will bring about a New Way

of Life. A Digital Way of Life. For a New India.

With mobile devices, netways and broadband systems linked to powerful digital

networks, Reliance Communications will usher fundamental changes in the social and

economic landscape of India. Reliance Communications will help men and women

connect and communicate with each other. It will enable citizens to reach out to their

work place, home and interests, while on the move. It will enable people to work, shop,

educate and entertain themselves round the clock, both in the virtual world and in the

physical world. It will make available television programmes, movies and news capsules

Reliance Communications Ltd. 12

on demand. It will unfurl new simulated virtual worlds with exhilarating experiences

behind the screens of computers and televisions.

Users of Reliance Communication’s full range of services would no longer need

audiotapes and CDs to listen to music. Videotapes and DVDs would not be necessary to

see movies. Books and CD ROMs would not be needed to get educated. Newspapers and

magazines would not be required to keep abreast of events. Vehicles and wallets will

become unnecessary for shopping.

Reliance Communications will disseminate information at a low cost. "Make a telephone

call cheaper than a post card". These prophetic words of Dhirubhai Ambani will be a

metaphor of profound significance for Reliance Communications. Reliance

Communications will regularly unfold new applications. Continually adapt new digital

technologies. Create new customer experiences. Constantly strive to be ahead of the

world.

Reliance Communications will transform thousands of villages and hundreds of towns

and cities across the country. Above all, Reliance Communications will pave the way to

make India a global leader in the knowledge.

BUSINESS

Reliance Communications Ltd. 17

Page 18: project on rcon

Reliance Communications will offer a complete range of telecom services, covering

mobile and fixed line telephony including broadband, national and international long

distance services, data services and a wide range of value added services and applications

that will enhance productivity of enterprises and individuals. Reliance India Mobile, the

first of Reliance Communications' initiatives was launched on December 28, 2002, the

70th birthday of the Reliance group founder, Shri. Dhirubhai H. Ambani.

This marks the beginning of Reliance's dream of ushering in a digital revolution in India

by becoming a major catalyst in improving quality of life and changing the face of India.

It aims to achieve this by putting the power of information and communication in the

hands of the people of India at affordable costs.

Reliance Communications will extend its efforts beyond the traditional value chain to

develop and deploy telecom solutions for India's farmers, businesses, hospitals,

government and public sector organizations.

NETWORK

Reliance Communications Ltd. 18

Page 19: project on rcon

Telecommunication networks are the infrastructure for provisioning Communications

services. All businesses today are dependent on telecom to continue their day-to-day

operations. The range and quality of services that can be provisioned is determined by the

quality of the network deployed.

The Reliance Communications network consists of 60,000 kilometers of optical fiber

cables spanning the length and breadth of India. These cables can carry thousands of

billions of bits per second and can instantly connect one part of the country with another.

This physical network and its associated infrastructure will cover over 600 cities and

towns in 18 of the country's 21 circles, 229 of the nation’s 323 Long Distance Charging

Areas (LDCAs) and broadband connectivity to over 190 cities. This infrastructure will be

backed by state-of-the-art information management systems and a customer-focused

organization.

An interesting aspect of the network is the manner in which these fibers are

interconnected and deployed. Reliance's architecture is so fault-tolerant that the chances

Reliance Communications Ltd. 19

Page 20: project on rcon

of failure are virtually nil. Reliance's ring and mesh architecture topology is the most

expensive component to implement, but assures the highest quality of uninterrupted

service, even in the event of failure or breakage in any segment of the network. Reliance

has 77 such rings across the country with at least three alternative paths available in

metros. Connected on this topology, the service has virtually no chance of disruption in

quality performance.

Reliance's objective is to create value for our customers. Reliance will innovate

ceaselessly so that state-of-the-art technology can be leveraged to create products and

services that are affordable.

Access networks determine the services that can finally be delivered to customer. Our

network has wire line access technologies based on fiber as well as copper. Fiber in the

access network makes broadband services easy to deploy. The wireless access network

deployed for CDMA 1X is spectrum efficient and provides better quality of voice than

other networks and higher data rates. CDMA 1X also provides an up gradation path to

future enhancements.

Reliance Network Advantage

Fiber in the last mile – Ring protects your phone from cable cuts

Fiber to building cluster – No tapping of your calls; immunity

towards rains and cross talk

CAT5 cabling in the building – Higher Grade Copper

“Last Mile Copper” becomes last few feet – Enhanced Reliability.

Regular Features

Reliance Communications Ltd. 40

Page 41: project on rcon

1. Direct line for every user – Each extension on your EPABX is

assigned a unique telephone number because of the Direct Inward

Dialing (DID) feature. This means every employee gets a direct line

on which he/ she can be contacted from anywhere.

2. Digital Quality- You can enjoy the benefits of Digital voice quality,

that’s crystal clear and distortion- free. Moreover, a Digital service

means that your line is tamper proof and hence it cannot be tapped by

unauthorized people.

3. Saving on recurring costs - You get a direct line for every employee,

without paying regular rentals for every line. Since callers can now

reach your employees directly on their extensions, lesser number of

operators is required.

4. Lesser wires, higher uptime – Hassles associated with managing a

complicated jungle of wires (as in analog trunking) are a thing of past.

Now with the Reliance E1 DID trunking solution, you get only 4

wires for every 30 channels. So, the wiring at your EPABX becomes

simple, clean and easy to manage, leading to higher uptime as outages

reduce significantly.

Additional Features

Reliance Communications Ltd. 41

Page 42: project on rcon

DID Number Presentation (DNP) – Today when you call from your

EPABX, the CLIP that goes out is that of your board number and not your

extension/ DID number, thus making it difficult for the called party to

identify you. Our ISDN PRI service comes pre-enabled with DNP feature so

that your direct phone number is displayed to the caller.

Enhanced Service Availability – Performance and availability is no longer

a cause for concern. Reliance has invested in a state-of-the-art fibre optic

network with ring architecture right up to the building, to provide automatic

recovery of traffic, in case of failures.

No Congestion or Busy Signals – No congestion or busy signals for your

callers. Our E1 trunk ensures that a call will be connected through the first

available free channel from a group of channels

Point-to-Point Leased Line:

Reliance Communications Ltd. 42

Page 43: project on rcon

The most efficient and cost-effective way to connect two offices is a leased

line; it provides a clear and continuous channel between two end points.

Little wonder that most large enterprises use leased lines for connectivity.

Reliance's 'end-to-end leased line' is delivered through its state-of-the-art

optic fibre network with its unique self-healing feature.

With its 'fibre-to-building' approach, Reliance has reduced the last mile to

just a few meters of in-building copper cabling. Being mostly optic fibre-

based, our network can offer reliable and scalable services with a high

degree of availability to our customers

Internet connectivity has become the priority for the business organizations

looking for better and faster global operations. Increasingly customers are

demanding Leased Internet Access, so that

They are connected 24 hours to the Internet and all the users in the

organization are on-line.

Leased Internet Access services are reliable, highly available, flexible and

permanent internet access to the users at the customer end. Allowing

symmetric (both uplink and downlink are of the same speed) web access to

the customer very much necessary for modern age

service usage including Voice, Video, Web casting, Pod casting, Interactive

Communication.

Leased Access allows users to connect to Internet through static IP, an

essential need in VPN connectivity, ERP access, Client-Server applications,

and extranet establishment. Further, having a leased internet access gives the

client an option to host their own web applications. Last but not the least, the

pre-known static cost helps customer in budgeting.

Advantages of Leased Internet Access over other services (like DSL,

cable) are:

1. Always-on connection.

2. Secure and private - Leased Access is dedicated entirely to you,

which means it is exclusively yours.

3. High throughput as no one else uses it. And you have total access to it

(24 hours a day), which means there is never a delay in

sending/receiving information.

4. Reliable – Leased line is delivered on copper, fiber optic or wireless

transmission network and is monitored round the clock to provide you

with a highly reliable service.

5. Resilience can be developed as part of the solution.

6. Cost control and savings.

7. Upload and download speeds are the same and wide choice in

bandwidth.

(BTL) and his company became the first in India to offer push-button telephones,

establishing the basis of Bharti Enterprises. This first-mover advantage allowed Sunil

Mittal to expand his manufacturing capacity elsewhere in the telecommunications

market. By the early 1990s, Sunil Mittal had also launched the country's first fax

machines and its first cordless telephones. In 1992, Sunil Mittal won a bid to build a

cellular phone network in Delhi. In 1995,

Sunil Mittal incorporated the cellular operations as Bharti Tele-Ventures and launched

service in Delhi. In 1996, cellular service was extended to Himachal Pradesh. In 1999,

Bharti Enterprises acquired control of JT Holdings, and extended cellular operations to

Karnataka and Andhra Pradesh. In 2000, Bharti acquired control of Skycell

Reliance Communications Ltd. 51

The foundation of Telecom Network in India was laid by the British

sometime in 19th century. The history of BSNL is linked with the beginning

of Telecom in India. In 19th century and for almost entire 20th century, the

Telecom in India was operated as a Government of India wing. Earlier it was

part of erstwhile Post & Telegraph Department (P&T). In 1975 the

Department of Telecom (DoT) was separated from P&T. DoT was

responsible for running of Telecom services in entire country until 1985

when Mahanagar Telephone Nigam Limited (MTNL) was carved out of

DoT to run the telecom services of Delhi and Mumbai. It is a well known

fact that BSNL was carved out of Department of Telecom to provide level

playing field to private telecoms. Subsequently in 1990s the telecom sector

was opened up by the Government for Private investment, therefore it

became necessary to separate the Government's policy wing from

Operations wing. The Government of India corporatized the operations wing

of DoT on October 01, 2007 and named it as Bharat Sanchar Nigam Limited

(BSNL).BSNL operates as a public sector.

Potential Opportunity Areas :

Non-metropolitan cities: Where competition from other private ISPs as

well as VSNL would be less intense. Here marketing expenses would be

lower, and a market could be created through seminars and workshops.

Private ISPs entering at a later date would have to contend with established

loyalties. Primary target audience would be enterprise customers.

Regions with high corporate activity: Such as parts of NCR, Lucknow,

Agra, Moradabad, Rudrapur, Sitarganj, Bareilly, Khatima, and Dehradun

etc. In these areas, it would be easier to get sufficient leased line subscribers

from among research centers, private educational institutions, brass

exporters, major manufacturing facilities and export houses, to make the

Reliance Communications Ltd. 58

Page 59: project on rcon

initial set-up viable and self-sustaining. Enterprise customers would provide

growth potential, with the backbone paid for by leased line customers.

Tourist and resort areas: Many premium hotels and resorts will require

cyber clubs with Email and surfing facilities, for which leased lines are

needed. Educating these potential customers through seminars, and

providing very reliable service quality can capture these markets. Pricing for

such clients can be higher, thus ensuring lower risk, though with moderate

growth potential due to saturation. Clients would not switch providers easily

if quality were maintained.

Provision of wide range of ancillary services: Due to Internet access being

a recent phenomenon, there is a dearth of related skills, such as information

research and retrieval from the Internet, high-end technical support and

consulting, and end-user training for leveraging the Internet. This is

especially true of non-metropolitan areas. Further, small cyber-clubs with

trained personnel for the public to walk in and use for Email and Web

surfing, much like the ubiquitous PCOs, would generate high revenue.

Private ISPs with such services as part of the initial offering would gain high

market share and customer loyalty.

Regions are poor telecom infrastructure and high industrial density. These

areas are ideal for provision of radio-based leased line Internet access, which

bypasses terrestrial leased lines and provides the highest reliability. High

concentration of automotive or steel goods manufacturers would be a good

starting point.

Reliance Communications Ltd. 59

Page 60: project on rcon

Pointers for Success :

The key factors for success of being the ISP will be a technical edge,

financial capability to sustain losses over at least two years, high marketing

and promotional budgets, strategic alliances with ancillary service providers,

and lobbying power with the central and state governments. These can be

further examined further:

The technical edge: The track record of ISPs in India, VSNL and the others

before it, has been badly marred by poor service quality. Many Internet users

would happily switch to a new private ISP if given a guarantee of reliability.

"98% Uptime" and "Quality of Service" (available bandwidth) guarantees,

while common place in the developed countries. Serious Internet users,

especially those who depend upon it for business eagerly await such

guarantees. Once credibility is established, pricing can even be higher than

competitors’. This technical edge can only be established and maintained by

proactive, aggressive network design by experienced consultants, coupled

Reliance Communications Ltd. 60

Page 61: project on rcon

with a 24 hour Network Operations Center manned by well-trained experts

in all aspects of ISP operation. Further, company representative must be

available on 24-hour standby retainers. Close association with the ISPs has

shown that customers are extremely sensitive on issues of service outage and

unavailability of latest technologies.

Financial sustaining power: The private airline industry in India makes a

suitable parallel to what is likely to happen with Private ISPs. Many private

airlines started up, but with high levels of competition and price wars,

coupled with changing government regulations, several could not continue

sustaining losses. The recent closing down of several of the new private

airlines has made the market much more lucrative for those airlines which

survived, so profit margins have shot up, and huge returns on investments

are expected in the next few years. The same will happen with Private ISPs,

since the scrapping of license fees for Private ISPs will allow many Private

ISPs to set up services. Those that survive stand to gain excellent financial

returns in 3 to 4 years. High marketing and promotional budgets: The

opening up of ISP services without a license fee by the DoT will result in

many service providers in each region, and therefore inevitable

cannibalization of each others market share by these providers. The only

way to gain an edge in market share is by developing a larger audience base

through regular Internet technology awareness seminars and workshops,

coupled with aggressive marketing, promotional campaigns and schemes.

Every potential customer converted by a competitor would potentially

recommend that competitor to other customers too. This is especially true in

Reliance Communications Ltd. 61

Page 62: project on rcon

this industry as the newness of the field makes any user with even a month’s

experience a relative expert for the novices.

Strategic alliances with ancillary service providers: Potential customers

will look for additional services besides Internet access, such as technical

consulting, training, assistance in seeking information from the Internet,

Web site design services, Internet advertising consultants, and newsletters

about Internet resources. It is nonviable for the ISP to maintain full time

staff for all these services that would be required from time to time.

However, these services will be a source of additional significant revenue,

for the ISP and third party service providers it is allied with. Within a year or

so of operations, revenue from this sector would be 25% or more of total

revenue.

Lobbying power with central and state Governments: Again drawing a

parallel with the private airline industry in India, this would be an important

factor for any realistic ISP business plan. Going by track records, the ground

rules for the industry will be changed repeatedly through unilateral policy

announcements by various related Government departments. Like in the

airlines, those startups who are able to get prior knowledge of upcoming

changes in policy, and have the power to influence these changes, will have

better chance of survival as well as the possibility of eliminating

competition. This is a reality in Indian Telecom that can not be ignored.

Foreseeable Problems :

Availability of feasibility is the major problem. Thus, if Reliance

wants to penetrate in the remote areas, efforts are required from the

organization to increase its market share.

Adequate qualified manpower is required to explore the business.

Technical department needs to be well-trained & co-operative, to

Reliance Communications Ltd. 71

Page 72: project on rcon

There are a number of accounts at which the installation of services is

delayed from a couple of months, due to which the company faces

cancellation of orders.

Laws are in existence in India that can be interpreted to read that

transmission of data with any form of encryption is illegal. Onus of

prevention is upon the service provider concerned. However, much of

current Internet technology, including secure Web servers, PGP

encrypted Email, and Virtual Private Networks, are

Based on encryption. Prevention may be technically impossible, and

this could be used as grounds for revocation of a Private ISP license.

A significant source of revenue for local ISP’s is where Reliance

network is not available, due to which the cases become non-feasible

on the basis of technical grounds.

Delay in installations.

Lack of penetration in the remote areas.

Concluding Observations

The selling up of enterprise broadband products has potential for high

returns on investment. The initial investments are significantly high in order

to penetrate in the remote areas and that too on the optic fiber. This field will

be intensely competitive, and only a few service providers will survive for

this class of service. Those that do survive, stand to gain anywhere up to

70% ROI per annum.

A service that is not well designed right from the planning stage will not be

able to survive, so the use of expert sales force and well trained technical

personnel’s is critically important. Further, the service must be designed to

adopt new Internet technologies as early as possible, regardless of cost.

Resource planning should be done with buffer capacity of 100% or more, to

cope with bursts of growth. Local connectivity options other than POTS,

such as Radio, should be given preference, so that the non-availability of

service shouldn’t be the constraint.
