Roadmap towards promoting and enhancing an integrated, territorial approach based on the TA 2020 accepted by the Ministers

Action 1: Stage 1 – preparation of a survey on how Members States

integrate place-based approach into public policies on national, regional and local level.

Stage 2 – develop a methodology on how to integrate the place-based approach into public policies on national, regional and local level.

Stage 3 – dissemination of the methodology and results of the survey as good practice throughout exchange of best practices, workshops, conferences, publications.

To heat up European debate on the territorial approach to development. To integrate

economy and space.

To show added value of such approach in different policies

To convince the others that territory matters for development policies we have to show that we make use of the place-based approach in our countries.

The rationale for the survey

Main ingridients of the place-based

Knowledge on individual development context (territorial capital, other type of local/regional potential etc.),

Impact assessments of different policies,

Institutional frame for multilevel governance dialogue including instruments,

Dialogue between different developmental agents/institutions .

This is only an example. Many other configurations are possible e.g. regional versus local

Capable Institutions for development of individual places and all places in harmony

Knowledge on territorially differentiated socio economic development has been collected in almost all countries although using different methods and techniques

1. All the necessary ingredients of the place based approach are in place.

3. There is no uniform template of the Place Based approach. Countries’ approaches differ.

There is no clear proof for correlation between number of types of actors engaged in dialogue and size/type of the country

50% of countries are not satisfied with the current state of the cross-governance dialogue

Only in 57% of our countries local governments are able to asses the impact of upper level policies and formulate expectations on them

Knowledge on territorial development is collected by national authorities mainly from statistical sources, permanent monitoring systems are less popular.
