Since the Los Angeles area earthquake, where thedamage was much greater than was shown on te levis ion,there have been many comments, on te levis ion, about thefuture poss ibi l i ty of earthquake warning devices beingdeveloped.IThis looks l ike another "come on" to get public moneyto finance an earthquake warning system research.

Back in 1964 I attended the Wescon Electronics Congress h.eld in the Cow Palace in San Francisco. Amongthe 2600 exhibi ts , there were several hundred operat ional equipment performances. Watching some of thesework, I was impressed especial ly by a Rubidium Magnetometer made by the Varian Associates of 611 Hansen Way,Palo Alto, California.

Observing the high sens i t iv i ty of the V-4938 modelin operation, with the sensor high in the ra f te rs ofthe Cow Palace, a t iny magnet could be picked up by anyone and moved and the oscil lograph on the magnetometerwould reg is te r . I remarked to the sc ien t i s t who wasoperating the equipment tha t th is instrument wassensi t ive enough to detect earthquakes. He was s ta r t ledby what I said and seemed very pleased. Then be toldme tha t that was what he had been doing for three years.He said the magnetic s t resses in an earthquake fau l tbuild . up before an earthquake occurs. I asked himhow accurate he could predict an earthquake before i toccurred. He sa id , "I can t e l l three days before ithappens; i f i t doesn' t happen by the th i rd day, it wil lalways come before the seventh day".Now here was a piece of equipment in 1964, tha t Could

give warning of an earthquake from three-ro-seven daysbefore i t happened. Why has i t not been in use sincethen? I f the Los Angeles quake had occurred 3 hoursl a t e r than i t did, about 10 to 20 thousand people couldhave been ki l led . I f the dam a t the reservoir had goneout another 60 to 80 thousand people would-have died.In a paper, #12, by the Varian Associates, the graphwas printed on the atom-bomb exploded over 200 miles
