PRESS BRIEFING OF PRESIDENTIAL SPOKESPERSON HARRY ROQUE

September 7, 2020 (12:12 P.M. – 1:21 P.M.) SEC. ROQUE: Pilipinas, umpisahan po natin ang briefing ngayon, araw ng Lunes, sa isang magandang balita. Ayon sa OCTA Research, the Philippines has already flattened the COVID-19 curve. Ganoon pa man, tatandaan po natin, ang lead agency talaga po dito sa bagay na ito ay ang Department of Health. Tingnan po natin ang mga numero ng OCTA Research kung bakit nila nasabing nag-flatten daw ang curve. Ang ating reproduction number or R0 na tinatawag ay bilang ng mga tao na kayang mahawaan ng isang pasyente ng COVID-19. Bumaba po ito ng 0.92, mas mababa sa threshold na one at patuloy na Bumababa. Well, ewan ko po kung makikita ninyo iyong slide, pero sang-ayon din po sa datos ng UP-OCTA, mula 4,265 daily new cases noong July 25-31 ay naging 3,463 na lamang ang mga ito noong August 29 to September 4. Sa NCR kung saan sinasabi na epicenter ng COVID-19, mula 3,360 cases noong July 25-31 ay naging 2,554 cases na lamang po ito. Ang reproduction number or R0 ng NCR ay bumaba sa 0.94 noong August 29 to September 4 mula 1.49 noong July 25-31. Samantala po, ang positivity rate ng Metro Manila bumaba rin mula 17% noong July 25-31, ito ay naging 12% noong August 29 to September 4. Bagama’t mabuti pong bumaba, kinakailangan pong ma-achieve natin ang positivity rate na 5%. Pagdating naman po sa mga available hospital beds at mechanical ventilators, as of September 5, ito po ang datos galing sa Department of Health: Mayroon po tayong 52% ICU beds available. Wala na po tayo sa danger level, ibig sabihin. Mayroon din po tayong 56% isolation beds available. Mayroon po tayong 51% ward beds available, at mayroon po tayong 71% ventilators available. Ano po ang ibig sabihin ng mga ito - na ang aksiyon na isinagawa ng pamahalaan ay gumagana na. Indeed, the actions that we have taken are working. Now, hindi naman po ibig sabihin na habang mayroon po tayong flattening of the curve ay dapat maging kampante na tayo – hindi po ‘no. Nandiyan pa rin po ang virus. Hindi ibig sabihin na nag-flatten na ang curve ay natatapos na ang ating … magpapabaya na tayo ‘no. Ibig lang pong sabihin niyan, kinakailangan diretso lang po ang ating pagma-mask, ang pag-social

distancing, paghuhugas ng kamay para masigurado natin na hindi po tataas muli ang R0 ng Metro Manila. At kinakailangan gawin pa rin natin ang dapat gawin para po bumaba iyong ating positivity rate at saka pababain pa rin po natin ang case doubling rate. So, bagama’t we did a good job, we need to do more and we need to sustain our gains. Okay, sa iba naman pong mga balita. Dito po sa Balitang IATF naman po tayo. Nagpulong po ang IATF noong araw ng Thursday, Huwebes. Ito po ang ilan sa mga naaprubahan ng IATF: Inendorso ang ginawang guidelines on the issuance and/or re-institution of permits and licenses under the new normal ng Anti-Red Tape Authority sa lahat ng ahensiya ng gobyerno, ito ay ayon na rin sa direktiba ni Presidente Rodrigo Roa Duterte na ang lahat ng ahensiya ng gobyerno ay mag-adopt ng streamline at digitalize process sa paghahatid ng mga serbisyo ng pamahalaan. In-adopt ang mga sumusunod na rekomendasyon ng Sub-Technical Working Group for Vaccine Development: Una, bagama’t binigyan ng prayoridad ang World Health Organization solidarity trial, ang independent trials ay kasama pa rin sa kinukonsidera. Pangalawa, ang mga tatanggap ng bakuna sa ilalim sa ng World Health Organization solidarity trial ay kukunin mula sa lima hanggang sampung barangay na may pinakamataas na COVID cases. Ang mga datos tungkol dito ay manggagaling sa DOH Epidemiology Bureau. Ang DOH Centers for Health Development or CHDs ang responsible sa monitoring at ang DOH Epidemiological Bureau naman ang magma-manage ng database ng lahat ng trial participants. Ang trial sites ay nasa barangay level po ‘no. Ang census sa bawat household ay kukunin sa barangay para makilala ang mga residente at masiguro ang follow up. Ang transient residents ay hindi isasama sa trial unless magpakita sila ng katibayan na sila ay mananalagi sa lugar sa susunod na dalawang taon. Pangatlo, mag-a-assign din ng trial zones para sa mga independent clinical trials. Pang-apat, para sa outbreak situation, ang WHO solidarity trial vaccine team ay pupunta sa mga apektadong barangay, provided na walang independent clinical trial na ginagawa sa mga oras na iyon. Panlima, kung kulang ang trial participants sa isang barangay, ang kulang ay kukunin sa ibang barangay na may mabilis na recruitment para maabot ang total target sample size. Pang-anim, isang memorandum of agreement sa pagitan ng DILG at DOST na sasaksihan ng LGU official at ng vaccine team ang ipinapanukala. Pampito, magkakaroon ng isang communication plan for COVID-19 vaccine clinical trials. Pangwalo, dahil sa limitasyon sa paggalaw gawa ng general community quarantine sa ibang lugar, dapat may nakahandang alternative modes ng pag-follow up katulad ng pag-tap sa

barangay health workers or local barangay volunteers, kasama na rin ang pagtawag ng cellphone para sa mga reminders. Pansiyam, ang pagbuo ng hiwalay na sub-technical working group on vaccine pr0curement na pamumunuan po ng Department of Budget and Management Procurement Service. Kabilang sa mga miyembro ang Department of Health, Department of Finance, Department of Budget and Management, Department of Foreign Affairs, Department of Trade and Industry, Philippine International Trading Corporation, National Economic Development Authority, at Department of Interior and Local Government. Ang DOH ang magdidesisyon kung ano at ilang vaccine ang bibilhin pati na rin ang vaccine deployment program. Kasama po natin ngayon ang ating Kalihim ng Department of Science and Technology para po i-discuss in detail itong inaprubahan na mga clinical trial guidelines. Now, inaprubahan din po ng IATF ang mga sumusunod na desisyon ng technical working groups: Una, ang pagsuot po ng face shield ay required na rin sa supermarkets, public markets, malls at venues ng government initiated meetings at mga lugar kung saan isinasagawa ang mahahalagang serbisyo ng pamahalaan. Unang nai-require ang pagsuot ng face shields sa mga pampublikong transportasyon at workplaces. Ang pagsuot po ng face shields ay ini-encourage sa iba pang mga pampublikong mga lugar. Ang mga LGUs po ay hinihikayat na magbigay sa kanilang constituents ng face shields subject sa availability ng pondo at pagbibigay prayoridad ng mga miyembro ng vulnerable population. Pangalawa po, inaprubahan din po ng IATF na sa mga lugar na nasa ilalim ng General Community Quarantine at Modified General Community Quarantine ay pinapayagan na po ang training ng mga student athletes ng collegiate athletics associations subject sa guidelines na ilalabas ng Commission on Higher Education. Iyong mga fans ng UAAP, magpa-practice na po ang ating mga teams. Mahigit 26 na milyon na po na kaso ng COVID-19 sa buong mundo. May mahigit walong daang [libo] naman po ang binawian ng buhay dahil dito. Nangunguna pa rin po ang Estados Unidos na sinusundan ng Brazil, India, Russia, at Peru. Ang case fatality rate po ng Pilipinas ay 1.6%. Okay… mayroon na po tayong lampas na dalawa’t kalahating milyon or 2,620,024 total individuals na na-test po natin sa pamamagitan ng PCR sa 117 laboratories. Mayroon po tayong 48,803 active cases as of September 6. Sa mga aktibong kaso, 88.6 % po ang mild; 8% ay asymptomatic; 1.4 ay severe; 2% ay critical. Nakahabol na po ang ating slides… Parami nang parami po ang gumagaling, mahigit 23,000 o 23,074 ang na-report na gumaling kahapon. Ang suma total ay mayroon po tayong 184,687 na nai-report na recoveries. Samantala, malungkot pong ibinabalita na 3,875 ang binawian ng buhay dahil sa COVID-19. Nakikiramay po kami sa mga naulila. Dito po nagtatapos ang ating presentasyon. Kasama rin po natin ngayon si Mayor Rex Gatchalian bilang best case example din po sa testing, tracing, isolation and treatment. So, bago po tayo pumunta sa open forum sa ating mga kasama sa Malacañang Press Corps, I would like to call on Secretary Fortunato “Boy” Dela Peña para pag-usapan po natin lalung-lalo na iyong naaprubahan po noong Huwebes na IATF guidelines on COVID vaccine clinical trials. So… Secretary Dela Peña, are you on the line? Naku! Medyo wala pa po yata si Secretary Dela Peña sa line ‘no. Ang alam ko they are on Zoom. Pasensya na po kayo, broadcast from home na naman. Kasama na po ito sa ating mga protocol ngayon at kabahagi na ito ng ating pang-araw-araw na buhay siguro habang wala pa pong bakuna at habang wala pa pong gamot sa COVID-19. Rocky, para sa mga tanong ng ating kasama sa Malacañang Press Corps? USEC. IGNACIO: Good afternoon, Secretary Roque. Unahin po natin iyong tanong ni MJ Blancaflor of tribune.net.ph, para ang tanong kay Secretary Roque. Ito po ang una niyang tanong: Will the government consider to put Metro Manila and CALABARZON under MGCQ following the decline in virus reproduction in these areas? And how will the supposed flattening of the curve affect quarantine restrictions in the capital region? SEC. ROQUE: Well, alam ninyo po bagama’t we did a good job, ang katotohanan po diyan, resulta po ito ng MECQ na dineklara two weeks ago ‘no. So ito po iyong bunga ng ating MECQ. Ang hamon po sa atin ay sana magpatuloy po iyong gains natin bagama’t tayo po ay nasa GCQ na muli. Kaya naman po iyan ‘no, ang kinakailangan lang talaga ay pagsusuot ng mask, paghuhugas ng kamay, social distancing at face shield kung tayo po ay nasa pampublikong transportasyon, commercial establishments at iba pang mga lugar. So iyan po ay continuing challenge sa ating mga Pilipino. Ipagpatuloy po natin ang gains natin noong two weeks ago noong tayo po ay nasa MECQ. USEC. IGNACIO: Second question niya po ay: How will the government respond to calls of transport groups to allow additional jeepney routes in Metro Manila and adjacent provinces? Liga ng Transportasyon and Operators ng Pilipinas recently appealed po to open more routes so drivers could return to their jobs and to serve more passengers. SEC. ROQUE: Well, alam ninyo po mula noong tayo ay nag-GCQ noong a-uno ng Hunyo, mayroon na po tayong 168 na mga ruta na binuksan para sa mga traditional public utility jeepneys at ito po ay nagdahilan kung bakit mayroon na po tayong mahigit sa 15,000 units na umiikot na po sa iba’t ibang parte ng Metro Manila. At patuloy po nating pararamihin pa iyong mga jeepneys na umiikot sa ating siyudad. USEC. IGNACIO: Opo. Secretary Roque, basahin ko lang iyong tanong for Secretary de la Peña. May tanong po for Secretary de la Peña, basahin ko lang po in case marinig niya ako Secretary. Kung hindi pa niya ako marinig, didiretso po ako doon sa susunod na tanong ng ating kasamahan sa MPC. Ito po ang tanong Secretary de la Peña: May we ask po for an update on the discussions between the Philippine government, Pfizer and Russian Embassy for COVID-19 vaccines? Did they discussed the estimated cost of vaccines? Kung naririnig po tayo ni Secretary de la Peña… Okay. Secretary Roque, didiretso na po ako doon sa susunod na tanong ng ating kasamahan sa MPC. Tanong po mula kay Kris Jose ng Remate/Remate Online: Ano daw po ang reaksiyon ninyo sa sinabi ni Vice President Leni Robredo na nanghihinayang siya sa perang pinanggastos para sa pagtatambak ng artificial white sand sa Manila Bay?

SEC. ROQUE: Well, unang-una po, ito naman plano pong maglagay ng white sand sa Manila Bay, ito po ay kabahagi noong budget para sa 2020. Ibig sabihin, inaprubahan po ito 2019 ‘no. Hindi naman po natin inasahan na magkakaroon ng COVID-19 ‘no. So alam ninyo naman ang rules sa budget ‘no, kapag iyan po ay nasa line item, iyan lamang po ang pupuwedeng paggamitan ng pondo. So it’s not as if pinlano po itong proyektong ito ngayong panahon ng COVID – hindi po. Ang 2020 budget na ginagamit po natin para sa proyektong ito, 2019 pa po na-approve, wala pa pong COVID noon. Pangalawa, bagama’t ito po ay primarily a beautification project, eh ako po’y taga-Maynila at bilang taga-Maynila: VP ako po ay nagsasabi, nagagalak po ako at natutuwa po ako na mayroong magandang attraction ngayon sa siyudad ko dito sa Maynila. Ako po ay pinanganak sa Philippine General Hospital at as a Manila resident, I’m happy na magkakaroon po tayo ng beautification of Manila Bay kasi kaming mga taga-Maynila ay kinakailangan naman magkaroon din ng access sa magandang beach sa mga panahon na hindi naman pupuwedeng lumabas ng Metro Manila ‘no. Pero itong ginawa po nila, ito po ay tinatawag na beach enhancement, so hindi lang po ito pagpapaganda. Itong beach enhancement pong ito ay para po maiwasan ang soil erosion at para makatulong din po sa flood control. So although it is primarily beautification, mayroon din pong dahilan kung bakit ginawa iyan – it is a soil erosion project po, at it is part of an overall adaptation policy of the DENR. Huwag naman po tayong maabala na hindi alam ng DENR ang kanilang ginagawa, dahil sila nga po ang nag-a-approve ng mga environmental impact assessments at saka mga environmental impact studies, alam naman po nila kung ano iyong dapat gawin at hindi dapat gawin. Now, iyong mga alinlangan na baka masayang lang iyong sand at matatangay ng [garbled] mayroon mga engineering work na ginawa po diyan. Naglagay po sila ng mga tubo diyan na mayroong mga sand doon po sa perimeter para maiwasan nga po iyong matangay iyong mga sand diyan dahil primarily nga po, this is an anti-soil erosion project. USEC. IGNACIO: Opo. Secretary, ang susunod po na tanong mula kay Gillian Cortez ng Business World: What is the status daw po of the Bayanihan II bill? Is it still being reviewed by the Executive Secretary or is it already with the President and why is the President taking his time in signing the measure? SEC. ROQUE: Alam ninyo po, kaya lang natatagalan nang kaunti at hindi pa naman mahabang panahon ang nakalipas, kinukonsulta po lahat ng ahensiya ng gobyerno na mayroong stake po dito sa Bayanihan II bill ‘no, so iyon lang po ang ordinaryong proseso. Pero I can assure you po kapag natapos na po itong consultation na ito eh pipirmahan naman po iyan ng Presidente dahil hiningi naman po iyan ng Presidente sa Kongreso rin. USEC. IGNACIO: I-follow up ko na po iyong tanong ni Julie Aurelio ng Inquirer about Bayanihan bill: What is the timeline for PRRD signing of Bayanihan II? When can the public expect this?

SEC. ROQUE: As soon as possible po. I don’t think the first two weeks of September will pass without the bill being signed. I think, they are aiming that the bill should be signed this week, next week at the latest. USEC. IGNACIO: Opo. Ang susunod namang tanong po, mula pa rin kay Gillian Cortez ng Business World: What is the Palace daw po statement on the PNP monitoring social media posts on possible violations of the quarantine? SEC. ROQUE: Well, alam ninyo po iyong cybercrimes act natin, nakasaad po doon ang mga ipinagbabawal. Hindi naman po ipinagbabawal ang social media monitoring, so wala pong mali doon sa ginagawa ng pulis kung tinitingnan lang nila kung ano iyong mga naka-post sa social media. So iyong pagmo-monitor po, hindi po iyan iligal. I don’t think there’s anything wrong with that. USEC. IGNACIO: Opo. Ang susunod na tanong mula kay Rose Novenario po ng Hataw: Ayon daw po sa ilang grupo at personalidad, nilabag ng DENR ang sariling mga patakaran sa pagtambak na dinurog na dolomite rocks sa baybayin ng Manila Bay. Sang-ayon ba ang Palasyo sa panawagan nila na dapat makialam ang Supreme Court Manila Bay Advisory Committee para maglabas ng temporary environment protection upang ipatigil ang proyekto? Kumbinsido ba daw po ang Palasyo na ang mga paglabag ng DENR ay prima facie case para mag-issue ng writ of kalikasan ang Korte Suprema? SEC. ROQUE: Kampante naman po kami na ang DENR ay alam nila ang katungkulan nila na proteksiyunan ang kalikasan at kaya nga po pinatupad itong proyektong ito, it is for purposes of avoiding further soil erosion at makakatulong din po ito sa flood control. Iyong beautification po is incidental pero kagaya ng sinabi ko bilang taga-Maynila po, nagagalak po ako kasama po ang aking mayor na si Mayor Yorme. Nagpapasalamat po kami dito sa effort na lalo pang pagandahin ang Manila Bay at hindi lang naman po mga taga-Maynila ang makikinabang dito, lahat po ng taga-Metro Manila. USEC. IGNACIO: Tanong po mula kay Jinky Baticados ng IBC-13: What is the President’s take daw po on the statement of Senate President Vicente Sotto on changing his mind about keeping Health Secretary Duque in his Cabinet once he finish reading Senate report on the multi-billion peso fraud that nearly crippled PhilHealth? The Senate Committee of the whole recommendation includes the removal and criminal indictment for his alleged role in the massive corruption in the state-run corporation? SEC. ROQUE: Well, nirirespeto po namin ang opinyon ni Senate President Sotto pero hindi po talaga ako makaka-react kasi hindi pa namin nakikita iyong Senate report. Si Presidente po, hindi pa rin nakikita ang Senate report, so bigyan naman po natin ng pagkakataon ‘no na mabasa iyong Senate report at tingnan natin kung mayroon naman po talagang basehan, bakit hindi po magbabago ang isip ng Presidente dahil abogado naman po ang Presidente, naging piskal pa nga so alam niya ang rules of evidence. Siya na po ang makakapagdesisyon

kung kapani-paniwala o hindi ang konklusyon ng Senado. All I can say is rest assured na mayroon pong professional competence ang ating Presidente to evaluate the evidence for himself. USEC. IGNACIO: Question from Genalyn Kabiling of Manila Bulletin: Will the Palace support the MTRCB move to regulate video streaming platforms like Netflix despite growing opposition to the ill-timed move? Does MTRCB have enough manpower to evaluate all these shows? SEC. ROQUE: Usec, nawala ang audio. USEC. IGNACIO: Ulitin ko iyong tanong Secretary. SEC. ROQUE: Okay, nirirespeto po namin ang desisyon si Chairman Rachel Arenas at ng kanyang mga miyembro ng MTRCB. Ang aking suggestion lang po, sa panahon ng budget, Ma’am Rachel, sa panahon ng budget, mukhang mahirap balewalain ang sinasabi ng Kongreso lalung-lalo na kung ang nagsalita na po ang ay ang Speaker of the House. So, ang aking suggestion bagama’t hindi po nanghihimasok ang Presidente, hindi po nagma-micro manage ang ating Presidente, eh i-consider po ang mga suggestions ng ating mga mambabatas dahil sila naman po ang nagpupondo ng ating mga ahensiya. At katungkulan din nila na masigurado na nagagastos sa tama po ang pondo ng taumbayan. So, our suggestion po, evaluate carefully po, lalung-lalo na iyong sinabi ni Speaker Alan Cayetano na hindi na kinakailangang gawin iyan. But we respect ang bow to your discretion. USEC. IGNACIO: Opo. Ang susunod na tanong ni Genalyn Kabiling: Isn’t the police violating any privacy rights by conducting surveillance on social media for alleged quarantine violators? Shouldn’t the police focus on bigger peace and order problems such as illegal drugs and other crimes?

SEC. ROQUE: Well, sa tingin ko iyong pagmo-monitor ng social media, eh pinost po iyan, so parang nagkaroon po ng waiver of privacy diyan, kapag posted na po ang isang bagay sa social media ano. Doon sa tanong na don’t they have anything better to do? Ito po ay instance lang naman na ginagamit ng ating kapulisan na teknolohiya. Ngayon po kasi talaga pagdating sa imbestigasyon talagang iniengganyo ang pag-check sa social media, pag-check sa mga cellphones, SOP na po iyan lalung-lalo sa mga developed countries kapag sila ay nag-iimbestiga. SEC. ROQUE: Yes, please, Secretary Dela Peña the floor is yours. SEC. DELA PEÑA: Tatlong bagay, Sec. Harry, ang gusto kong i-share ngayon. Unang-una, ay ito ngang kaunting paliwanag doon sa IATF Resolution No. 68 na may kinalaman sa zoning guidelines para sa pag-i-implement ng vaccine clinical trials. Ang pangalawa ay iyong ating good news about global innovation index ranking. Iyon pong sa WIPO [World Intellectual Property Organization] at saka sa INSEAD Cornell University. At pangatlo, gusto ko lang i-share din iyong mga nangyayari doon sa aming programa para sa pagtulong ng mga OFWs na umuwi at gusto pong magsimula ng kanilang mga technology-based micro enterprises. So iyon pong una, iyong tungkol sa IATF Resolution No. 68 na inaprubahan ng IATF noong September 3, 2020 ay may walong rekomendasyon kami na kanilang inaprubahan. Unang-una, kasi kailangan nating maunawaan na dalawang klaseng mga vaccines trials ang maaaring isagawa dito, iyong tinatawag nating independent trials na isasagawa ng mga kumpanya na nag-develop ng vaccines at iyong mga mapapailalim doon sa WHO Solidarity trials for vaccines. Ang aming rekomendasyon ay kung halimbawa magkakaroon ng kumpetisyon sa isang lugar na kung saan maggagawa ng trials ay bibigyan ng prayoridad ang WHO solidarity trials but we will make sure that the independent trials will not be deprived of trials sites. Ang pangalawa po, iyong vaccine recipients under the WHO Solidarity trial will be recruited from the top 5 to 10 barangays reporting high COVID-19 cases. Ito ay base doon sa attack rates per 1,000 population per barangay. Importante po ito kasi gusto nating ma-testing iyong kagalingan ng vaccine or iyong efficacy, kaya iyon ay iti-testing natin doon sa lugar na mataas ang cases ng COVID-19. At tutulungan po tayo ng Epidemiology Bureau ng Department of Health para diyan sa pagmo-monitor niyan at para ma-manage iyong data base sa mga trial participants, kasi po kailangan ng detalye diyan, iyong pagmo-monitor ng mga data at iba pa. Ang mga trial sites will be at the barangay level at magkakaroon din po ng randomization sa pagpili ng bibigyan doon sa barangay na iyon. Ang ating household census ay makakatulong dito sa trabaho na ito at mayroon kaming kundisyon na dapat talagang doon nakatira. Iyong mga transient ay discouraged na sumali, maliban lang kung maipapakita nila ang pruweba na

sila ay magi-stay doon ng dalawang taon pa kasi kailangang i-monitor po iyong mga bibigyan ng bakuna. Ang pangatlo, iyon pong mga independent clinical trials by private vaccine company will be also be assigned their trial zones in such a away na hindi naman sila magko-compete doon sa ating mga iba pang gagawa ng trials. So, kailangan po ang close coordination with LGUs for zoning in barangays at sila naman ay i-inform kung papaano magpi-prepare para dito. Mayroon na po kaming naipagawa, actually ang DOH, DOST ay nagkaroon na ng parang template o iyong ating communication plan para dito. At lastly, considering the restrictions in mobility due to the enforcement of community quarantines, mayroong alternative follow up na isina-suggest kami katulad ng pagsisilbi ng mga barangay health workers at saka iyong mga local barangay volunteers at pati na po iyong paggamit ng mga teknolohiya katulad ng cellphones for monitoring iyong mga nabakunahan. Importante po kasing ma-monitor kung ano ang epekto doon sa mga binakunahan dito sa vaccine trials. Nagrekomenda rin po kami at inaprubahan din doon sa IATF meeting na iyon noong September 3 ang pagki-create po ng separate Sub-TWG on vaccine procurement. Iyon po kasing trabaho namin ay iyong Sub-TWG on vaccine development ‘no, iyong pagsasaayos po ng mga clinical trials na isasagawa dito. Pero kung procurement po ang pag-uusapan ay hiwalay na gawain na po iyon at inaprubahan nang IATF ang pag-create ng Sub-TWG on vaccine procurement. Ito ay procurement po by using government funds. Ito po ay pamumunuan ng procurement service ng Department of Budget and Management, at ang miyembro po ay ang Department of Health, Department of

Finance, ang DBM, ang Department of Foreign Affairs, ang Philippine International Trading Corporation, ang Department of Trade and Industry, ang NEDA at ang DILG. Iyan po ang magku-compose ng vaccine procurement Sub-TWG. Iyan po may kinalaman sa vaccine naisi-share ko ngayon. Ngayon, kung gusto naman ninyo ang update naman doon sa ating Global Innovation Index, ito po ay naibalita na rin at siguro ay sasabihin ko na lang ang highlights. At ito pong highlights na ito ay hindi kami ang gumawa kung hindi ang gumawa po ay iyon mismong na nag-i-implement ng Global Innovation Index 2020 na binubuo po ng World Intellectual Property Organization o WIPO; ang INSEAD, ito po ay graduate school of management sa France; at iyon pong Cornell University sa USA. At ito po ang kanilang sinabi, highlights: “The Philippines ranks 5oth this year in the Global Innovation Index - Ito po ay out of 131 countries or economies - “its best rank ever.” In 2014, it is still ranked number 100. The Philippines, together with three economies – China, Vietnam and India – has made the most significant progress in the GII innovation ranking overtime. The Philippines also ranks number 4 among lower middle income group economies this year.” There are 29 countries in the lower middle income group, and we are number 4 from the highest. “For the second consecutive year,” that was last year and this year “the Philippines performs on innovation above expectations for each level of economic development.” Ang susunod naman po, “It stands out for the innovativeness of its business sector and the innovation outcomes produced by its investments with levels of outcomes that remained even above some high income economies.”

Ang susunod po dito, “The Philippines is also well integrated into global trade.” We rank number one in high technology imports; number 3 in high technology exports; number 8, ito po ay out of 131 ha, number 8 in ICT services exports; and number 10 in creative goods exports. Among its highest ranking indicators were our progress in terms of productivity growth. In terms of productivity growth, we already ranked number 6 now out of 131 countries. And in the case of firms offering formal training, we ranked number 7. And on utility models, okay, relative to our GDP, we ranked number 8 globally based on origin. And we, the profile that we have on innovations shows that we were on the top 25 rankings for indicators like graduates in science and engineering, market capitalization, research talent in business enterprises, and high technology manufacturing. Ito po ay isang napakahalagang statement na ginawa nila, “The Philippines continues to lead by example to other developing countries in setting innovation as a national priority.”

At kanila ring sinabi na iyong pagkakasama natin ng proposal to use the Global Innovation Index as a measurement of assessment for our innovation performance doon sa ating 2019 Philippine Innovation Act ay very clear example, is the clearest example of the Philippine government’s effort to foster innovation in economy, making it a vital component of national development and sustainable economic growth. Ang gumawa po ng statement na iyan ay iyong implementer ng GII. At siyempre po, kaya naman hindi pa tayo mataas na mataas - marami po sa innovation inputs na mababa po tayo.

Nandiyan po iyong ating mga ratings diyan sa mga may kinalaman sa basic education, iyong PISA ranking halimbawa. Iyong atin pong ease of starting a business, mababa po tayo diyan. Iyon pong access to credit, mababa tayo - at iyan po iyong mga tinatawag na innovation inputs. Mataas po tayo sa innovation outputs. Sa ranking ngayon, tayo po ay number 41 sa innovation output. Pero sa innovation inputs, tayo po ay number 70 pa. At iyan po ay nagsisilbing inspirasyon sa atin na magsumikap pa, at talaga naman pong magsusumikap kami. Hindi lang naman po DOST iyan, iyan po ay sama-sama, ‘ika nga, whole of government approach and whole of nation approach. Malaki po ang role, halimbawa, ng mga kasama namin katulad ng DTI, ng DOF for the financing side, ng ating Intellectual Property Office Philippines, ng NEDA, at iyan po ay napakahalaga. At doon naman po sa sektor ng industriya, sila po kasi ang nagpo-produce ng outputs. Okay? So iyan po ang pangalawa kong isi-share. Ang kahuli-hulihan na po ay iyong tungkol sa pagri-report lang namin sa programa ng DOST na tinawag naming “Innovation for Filipinos Working Distantly from the Philippines,” or IFWDPH. Ako kung i-pronounce ko po iyan ay I FORWARD PHILIPPINES. Iyan po ay programa namin para sa mga OFW na kauuwi lang ‘no dahil marami sa kanila ay hindi na siguro babalik sa kanilang pinanggalingang ibang bansa. At ang kanilang hangad ay makapagtayo ng kanilang mga negosyo. Iba-ibang klase po ang negosyo pero ang tina-target po namin ay iyong mga OFWs na gusto magtayo ng tinatawag na technol0gy-based micro enterprises. At mayroon po kaming two phases of assistance para diyan. Iyon pong phase 1 ay may kinalaman sa training at exposure sa iba’t ibang klaseng technologies lalo na iyong kanilang hilig na teknolohiya; at iyong pangalawa naman ay may kinalaman na sa pagsisimula ng negosyo - mayroong kinalaman na po iyan sa innovation funding. At iyan po, out of more than 130, sa unang applicants namin, sa first batch ay mayroon pong 97 nakapasa through the screening. Mayroon din silang parang pinagdaanang question and answer exam to test their background and to test also their entrepreneurial competencies. At diyan sa 97 na iyan ay ongoing po ang entrepreneurship training. At nagdaos na rin kami ng tinatawag na technology teach-ins na kung saan ang aming mga research and development institutes at mga kapartner namin ay nagpakita kung ano ang mga teknolohiyang available sa kanila. Ginugrupo po namin sila depende kung ano ang kanilang hilig, kung ang technology nilang kailangan ay food processing, kung ang kailangan nilang technology ay metal working or fabrication, equipment fabrication. Mayroon naman pong may gusto diyan na pumunta sa agrikultura, pagtatanim, mayroong mga gustong magtanim ng iba’t ibang klase. At mayroon namang gustong pumunta sa aquaculture. Mayroon din pong gustong pumunta sa … iyong mga traditional na katulad ng furniture making and household items. Mayroon din namang gustong magtayo ng service companies na may kinalaman sa information and communication technology kasi iyon ang background nila abroad. At mayroon din namang mga professionals katulad ng mga engineers na gustong magtayo ng sarili nilang consulting companies dito sa Pilipinas.

So iyan po, pagdating sa Phase 2, iyong may kinalaman na doon sa innovation funding, diyan po kami namumroblema dahil ang budget po namin ay maliit. Kung sana ay may ibang makatutulong sa amin na ahensiya o kahit siguro sa private sector para sa pagkakaroon ng venture financing para sa ating mga OFWs. Ang sinasabi naman po namin sa OFWs, hindi kayo puwedeng magnegosyo kung wala kayong itatayang sarili ninyong pera kahit papaano. So naiintindihan po nila iyan. ROQUE: Oo, wala na rin si Mayor Gatchalian? USEC. IGNACIO: Opo. SEC. ROQUE: Okay, okay. So kung walang nang katanungan, pagpasensiyahan na lang po ninyo ang mga pangyayari ngayong araw na ito. Pero alam ninyo po, tatagal talaga itong COVID at kinakailangan ay matuto na tayong mabuhay na nandiyan si COVID. Kaya naman natin ito, pag-ingatan po natin ang ating mga kalusugan para tayo po lahat ay makapaghanapbuhay. So hanggang bukas po, at we are hoping na we have better technical tomorrow. USEC. IGNACIO: Secretary Roque, nandito na daw, kasama na daw po natin si Mayor Rex Gatchalian. SEC. ROQUE: Go ahead. Mayor Rex, pasensiya ka na, we’re having technical difficulties because I’m broadcasting from home. Pero please, the floor is yours, Mayor Gatchalian. MAYOR GATCHALIAN: We now have 1,131 active cases. We have 5,330 confirmed cases of which 1,131 are active. Our number of deaths is at 252. And as of September 5, we’ve tested 26,498 individuals, all PCR – in Valenzuela City, we don’t use rapid tests – and this accounts for four percent of our city population. Our main goal is come end of the year, we do ten percent of our population. So we’re inching closer to that target. Next slide. As of July 20, the national instruction that was given na two percent, we’ve already accomplished. Meaning, as of July 20, we were able to test 14,420 - all PCR. So that accounts for two percent of our total population, taking into account na iyan iyong na-instruct sa amin noon. But Valenzuela decided to move it further and our main goal, as I mentioned nga is to do ten percent of our population tested with PCR come end of the year. Now, the next slide will show you our doubling time. Our case doubling is at 13 days point 89(13.89 days). Next slide will show you the profile of our cases. Seventy-three percent of our cases are asymptomatic; 24 percent of them are mild and two percent are sever, one percent critical. Now, moving on, when it comes to testing, we are particularly proud of … to say that we are the first … we were the first LGU to do localized testing. We did that last April 3, and we were able to do that when we bought our own kits from the FDA list. And we partnered up with an FDA-approved laboratory, that time was the Medical City. So as early as April 11, Holy Week,

we were doing our own localized testing already. And then, subsequently, we partnered up with more private labs. These are Detoxicare, Singaporean Hi-Precision. And then come May 10, the national government through MMDA, helped us get in touch with Red Cross and we augmented the testing with Red Cross. Now, in a day we can do a total of 165 to 265 tests daily. Kapag sinama natin iyong Red Cross capacity that was given to us by MMDA, we can do as much as 400, double of the number at least. Now the next slide will show you the MOA signing we did—this is the first private-public partnership for mass testing. We’re particularly proud of this endeavor actually. Next slide. As of September 5, 31% of those we tested were frontline workers. We allocate a big chunk of our testing capacity for frontline workers. It’s a must –we don’t compromise with that. The next slide will show you the home swab protocol of Valenzuela. Here in the city, we don’t do on-site swabbing, we don’t have mega swabbing facilities. What we do is, we do home swabbing, we want potential carriers or potential cases to stay at home. That’s why we employed a big number of medtechs, around 58 of them. They go to your houses, they do the swabbing right inside your houses. Now, the next slide. Another thing that we’re going to launch is the serology test. The only difference we have with our serology test is we are the pilot partner of Abbott na that will do both igM ang igG. I believe right now in the market, it’s only igG that they’re doing for serology test but Valenzuela will be the pilot partner of Abbott for the igM, so meaning we can detect the ongoing infection. It’s very helpful for us because this gives us a more efficient way of testing our workforce given that Valenzuela is the industrial capital of the country, we want to be able to help our factories come up with an employment profile, sino sa kanilang mga empleyado ang may igG, sino sa kanilang mga empleyado ang may mga igM. So the next couple of slides will show you the pictures, we can just go through it quickly. So ito iyong machine ng Abbott which does both igM and igG. Now, right now we’re in the process of getting our Stage 5 accreditation for our own testing laboratory, it’s called Valenzuela Hope Molecular Laboratory. Initially, it will do 270 specimens a day. We’ve already procured an automated extraction machine together with another PCR machine, so we will be able to run at least 700 specimens a day. Now the concept there is to partner the serology test using the molecular laboratory test so that we can both see the confirmation of cases. Now the next slide will show you the laboratory, if we can go through it quickly. So this is the Valenzuela Hope Molecular Laboratory. So these are the equipment inside, alright… So we’re slated to get hopefully our license to operate within the week or early next week. Now this is the tracing highlight of Valenzuela City. I was actually invited to focus on this. We launched our automated contact tracing last March 19, right after the ECQ was announced. Now the automated app of Valenzuela is actually using layered maps, meaning similar to what I think they have in Baguio, we use our GIS maps, the ones we use for local taxation to identify

where our cases are, where the potential contacts are. And then our automated system also prompts us for relationships, thereby telling us if there’s community transmission. Last August 17, we opened our Valenzuela City Mega Contact Tracing Center. So, we’ll show you pictures later but basically it’s a mega call center wherein citizens will call if they either have symptoms or if they have been exposed. The other side of the line are medical practitioners, we have doctors, nurses, midwives or people working in the medical field with medical degrees helping you walk through the help desk. Basically it’s a help desk eh, they tell you what to do next. So once they talk to you, they would assess if you need test, if you’re a high risk and at the same time they’ll give you the testing schedule. Going back a while ago, we do the testing at their own doorsteps. So we’ll tell you the schedule when the testing will happen. The next slide will show you what will happen if the person is confirmed na positive. Again, the call center will call you, tell you na okay you are positive and then they’ll do over the phone contact tracing, that’s the first step that we do. Now we will try to gather as much information as we can over the phone but it doesn’t end there. We will employ our barangay surveillance officers to do validation. Meaning every case that we take on over the call center, every contact list that we get will be validated double time sa barangay. This is just to make sure that the information they’re giving us is accurate so that’s why may barangay surveillance para visually they can confirm. And then people are moved into the isolation unit if they’re positive and then the contacts are scheduled for testing again. So the contact tracing app uses its own dashboard. It’s fully automated so we get real time data. We all know that in COVID, real time data is important so if you ask me point blank right now, I can tell you how many cases we have, where are they… The next slides will show you actually the other features of the app. So it’s all scroll down for efficient use… so it gives you all the report that you need including laboratory results. So this is what I was talking about, you can further zoom in using the app, it tells you the location of our positive cases, it tells you the location of the recoveries. In short, it will tell you where the clustering are. It gives us a good indication as to where we need to do localized lockdowns or if we have to do localized lockdowns. So iyan, it goes as far as streets to be able to identify where the cases are. And then the next slide, it also tells us our relationships. Given that there’s so many people encoding data all at the same time and doing contact tracing, the system will automatically prompt us if there are relationships among the different clusters that’s calling. Kasi right now, we are going a 160 contact tracers, everybody encoding their own cases so the system will prompt us so that it gives us an idea kung may clusters that we have to look after. So this is the mega contact tracing center as I mentioned, it’s a call center operation. We have a 160 agents working, iba pa iyong 330 na surveillance officer in the field that does the validation. So again they take on calls, doctors are also around to do medical consults. It’s sort of a tele-medicine but primarily for COVID. But of course, citizens will also call us for other

medical needs so we do refer them to other agencies. Again we have a 160 contact tracing individuals in the call center then we do employ an extraction team as well as the BHERT serves as the on the ground surveillance and validation team. Now moving forward, we are working with our ‘big brother’, you know designated big brother of Valenzuela is DOST. Tamang-tama nandito si Secretary de la Peña. This app were already working with DOST to link it with their faster application. Basically faster gives you a lot of predictive tools, meaning it gives you models of the future. That’s what something that we don’t have given that we have a wealth of data in our current app, we need to link it up with DOST and we are doing it with DOST already so that we can do more modelings for future references for governance. Policies can be made using the faster prediction models. Alright, moving on. Now when it comes to isolation, Valenzuela employs a strictly no-home quarantine protocol, meaning no matter who you are, we don’t let you stay at home. We run around 14 isolation facilities with accumulative number of 1,320 beds all within city. So this is Balai Banyuhay, it’s our what was supposed to be our drug rehab facility, hindi na namin napatakbo iyan because naabutan na ng mga pangyayari so we’ve converted it to our flagship isolation unit. Keep on moving, the Balai has 24/7 medical on-call staff, it has a 100 beds and this is where we put our vulnerable ones, iyong mga may mild pero they are senior citizen, pregnant women – they get 24/7 medical consult all the time in this facility. Now this is the new DPWH Isolation Facility, this is part of the Oplan Kalinga program of the national government. They’re building two of these facilities in Valenzuela. This is the first one located in Barangay Arkong Bato with 40 beds. So the next slide will show you the facility, brand spanking new, we’re going to operate it this week for our new cases, well with their individual toilets, all fully air-conditioned built by the DPWH in a span of two weeks. Now, what are the conclusions in Valenzuela? Number one, we realized that the most effective COVID response will be when the local government utilizes the vast logistics and expertise of the national government. Like in our case from the setting up of our isolation facilities, we relied though on the technical know-how of the national government. We didn’t know how to setup an isolation facility so through the Oplan Kalinga of the national government, they came in, helped us setup our isolation facilities and further on, they are now the ones setting up the isolation facilities physically. We also realized that a faster solution can be drawn if you work with the private sector that’s why we came up with PPPs for testing. That’s why Valenzuela is one of the first to be able to do localized testing. We used private capacity out there in the labs kasi wala pa naman kaming laboratory noon. And lastly, we realized that there has to be a consistent approach that is holistic and systemic in nature. You treat every element as equally as important as the other element to be successful. It cannot just be all testing, it cannot be all tracing… it has to be test, trace and isolate. In the coming days, we’re going to even do heavier approach on educating the

community. In the last CODE visit here, we were given a glimpse of how more cases can be prevented if there’s a culture or a paradigm shift in the way people think. So that’s why we’re adding one more element which is to educate our population and the best solution to this pandemic is being proactive – wearing your mask, social distancing… And again, but basically it’s about being holistic and systemic in your approach and being consistent all the time.
