Since 1990, Fundación El Otro has aimed at participating in the settlement of equity through the promotion of citizenship
participation in public affairs, the exercise of citizenship rights and through contribution to the sustainable development achievement.
The strategy to achieve this goal consists in the development of actions, working jointly with public and private organizations and with
other civil society organizations, in relation with the three areas of interest, sustainability, local development and strengthening of
citizenship, which are considered a priority for development.
Actions planned for each of these areas are:

Creation of contents as regards participation in national, regional or international processes, related to human rights, social responsibility and sustainable development.

SUSTAINABILTY
Research on organizational ways adopted by the development in poverty contexts.
Design and development of actions of sensitivity, training and awareness for the incidence on public policies related to sustainable local development.
Implementation of processes of change in value chains.
LOCAL DEVELOPMENT
Design, development and evaluation of mechanisms of information and grievance related to the empowerment and recovery of groups in contexts of social vulnerability.
Development, implementation and monitoring of tools of public access to the information related to social and environmental impacts (real or potential).
Design and development of sensitivity and training campaigns as regards citizenship participation in public affairs, exercise of citizenship rights and education for sustainable development and for adoption of sustainable lifestyles.

Participation in IRAM (the National Standardization Body) as a member of the Social Responsibility Strategic Committee, Environment Strategic Committee, and co-author of Referential Norms: a) Quality Occupational Management System developed under the special appointment of the National Ministry of Labor; b) Management system of the identi�cation and engagement with stakeholders.

In order to achieve sustainable development, Public and Private organizations are responsible for reducing their environmental and social impacts.
For that reason governments should consider that the whole city system needs to be taken into consideration.

• It is the center of the AMBA – Metropolitan Area of Buenos Aires with a population of 12 million (32% of the total population of Argentina).
• It is the largest urban area of Argentina and the second of South America, Iberoamerica and the south hemisphere.
• Permanent and daily �ow of people, services and goods produced in the city, makes all public policies impacting on the levels of welfare of the residents, so that the demands of sustainable management are continuously increasing and require greater transparency and accountability.
Taking into consideration the strategic position of the City of Buenos Aires, we have decided to promote the implementation of the ISO Sustainable development of Communities - Indicators for city services and quality of life, as a reference to evaluate service delivery and quality of life of a city.

Provides a uniform approach to what is measured, and how that measurement is to be undertaken in a city, municipality or local government;
Allows measure its performance in a comparable and veri�able manner, irrespective of size and location; and
Can be used to track and monitor a city’s progress on city service performance and quality of life and assist cities in setting targets and monitoring achievements.
Cities need indicators to measure their performance. Existing indicators are often not standardized, consistent, or comparable over time or across cities.

AIM OF THE NORM: Help city managers, planners, politicians, entrepreneurs, researchers and other professionals to focus on key issues and implement public policies designed to achieve more sustainable, resilient, attractive and prosperous cities.

GOALS OF THE 100 INDICATORS (46 Core and 54 Supporting): To allow city entities:1- to evaluate their performance and measure their progress over time, with the ultimate goal of improving the quality of life and sustainability.2-to be comparable with other cities through an uniform approach.

MethodologyMethodology for calculating the indicators was based on:
1. The basis of calculation de�ned in the standard for each of the essential or additional indicators,
2. The identi�cation of the primary data necessary for the calculation of each of the indicators
3. The identi�cation of additional information required for ensuring the implementation of the methodological criterium of the standard.

1. INTERNATIONAL AND LOCAL FRAMEWORKS SHOULD BE CONSIDERED

• 17.18 2020, improving the provision of support for capacity-building to developing countries, including least developed countries and small island developing States, with a view to signi�cantly increase the availability of timely, reliable data and high quality disaggregated by income, gender, age, race, ethnicity, immigration status, disability, geographic location and other relevant characteristics within national contexts

Conclusions and Recommendations
2. EFFECTIVENESS OF THE PUBLIC MANAGEMENT SHOULD BE IMPROVED
GCABA has different areas/departments that generate scattered information, without any proper integration to facilitate access to it.
Opportunities for improvement:Development of a systematic generation of information to facilitate management and provide greater elements for an informed decision making model.
Some raw results:
• basic data related to 65% of the indicators are aligned with the criteria of the standard
• of the 130 data base required 25 were not provided
• of the 105 data provided 96 met the criterium of the standard and 9 show deviations in relation to those criterium which has led to their dismissal for calculation.
Conclusions and Recommendations
Homologation of the Results
ISO 37120:2014 is a Guidance not a Management System, for this reason it is not certi�able.
However, it is possible to homologate their results in relation with the pattern developed.
GENERAL PURPOSEStrengthen the management of municipalities providing tools that allow the generation of government policies and the development-oriented management of sustainable local development capabilities.
OBJECTIVES• Develop skills and knowledge in municipal agents on Social Responsibility, Sustainability, country commitment to the Sustainable Development Goals and particularly in the approach of the International Standard ISO 37120: 2014: Sustainable development in cities, indicators for urban services and quality of life.
• Evaluate the importance of creating a systematic collection of information to facilitate management and provide greater elements for making informed decisions that contribute to an effective strategic planning process model.
• Promote the development of a diagnostic sustainability of the municipality based on qualitative and quantitative data derived from the application of the methodology proposed by ISO 37120: 2014.
