CHAPTER 1: INTRODUCTION 1.1 PRE AM BLE
M/s IndianOil Corporation Limited has Kozhikode Depot at Survey Nos. 200,201,202, 203,
204, 205, 206, Karuvanthuruthy Village, Kozhikode Taluk &District, Kerala-673631. It
was commissioned in the year 1997.The Depot receives stores and distributes Petroleum
Products like Motor Spirit (MS), High-Speed Diesel (HSD) &Superior Kerosene Oil (SKO).
The Depot also handles Ethanol, which is mixed in a proportion of 5% by volume with MS
for dispatches.
These products are received from BPCL’s refinery KRL (Kochi Refinery Limited) by BTPN
rail wagons and by tank trucks from IOC Cochin terminal and occasionally from IOCL
Tondiarpet Terminal, Chennai. The Depot supplies Petroleum Products to Retail Outlets
across Calicut, Kannur, Malappuram, Wayanad, Palakkad, Mahe and consumers like
Kerala State Road Transport Corporation (RTC),Defence, etc.,
Total existing capacity of the Depot is 19,373 KL.The proposed expansion of storage
capacity by demolition of 9 out of 13existing storage tanks and construction of 13 new
storage tanks.After expansion, the storagecapacity will increase to 67,700 KL.
The current proposal has been submitted to SEIAA, Kerala for the issuance of
Environmental Clearance for the expansion of storage capacity (67,700 KL) through
the addition of four aboveground storage tanks and associated facilities.
Salient features of the IOC Kozhikode Depot is given in Table 1.1.

given in Figure 1.1.

1.2 IDEN TIFIC ATI ON OF PROJE C T & PR OJE C T PR OPONEN T
Indian Oil Corporation Limited is an Indian state-owned oil and gas corporation with its
headquarters in New Delhi, India. It is the world's largest corporation, according to the
Fortune Global 500 list, and the largest public corporation in India when ranked by
revenue. Indian Oil is the highest ranked Indian company in the latest Fortune ‘Global 500’
listings.
The company is mainly controlled by Government of India which owns approximately
79% shares in the company. It is one of the seven Maharatna status companies of India,
apart from Coal India Limited, NTPC Limited, Oil and Natural Gas Corporation, Steel
Authority of India Limited, Bharat Heavy Electricals Limited and Gas Authority of India
Limited.
The proposed project is an expansion project for increasing the storage capacity of the
existing Depot by 19,373 KL. After implementation of the project, capacity of theDepot
will increase to 67,700 KL. Hence, the present proposal is classified under Schedule 6(b)
& Category ‘B’ as per EIA Notification 2006.
1.3 NEED F OR THE PRO JEC T AND ITS IM POR TAN C E
Petroleum Industry plays a crucial role in meeting the daily needs of the common man but
also contributes significantly towards Industrial and Economic Growth of the Nation. The
demand for petroleum products has increased with the urbanization of the places in
Kerala. In order to meet the demand, IOCL proposes to increase the storage capacity &
associated facilities of their existing Kozhikode Depot.
The proposed expansion of Kozhikode Depot is meant for improving supply position of
POL products in the districts Calicut, Kannur, Malappuram, Wayanad, Palakkad, Mahe
Environmental Status
In the year 2009, the Central Pollution Control Board (CPCB) has developed a
ComprehensiveEnvironmental Pollution Index (CEPI) and revised the same in the
subsequent year up to April 2016. It involved a nation-wide environmental assessment of
Industrial Clusters based onCEPI and 43 such industrial clusters in 16 States having CEPI
greater than 70, on a scale of 0to 100, has been identified as Critically Polluted Area
(CPA).

The proposed expansion of depot location Karuvanthuruthy village, Kozhikode district,
Kerala does not fall on the list of 43 CriticallyPolluted Area (CPA) identified by CPCB.
Hence, carrying out developmental work at Karuvanthuruthyvillage of Kozhikode district
not constitute any statutory binding related to theexisting environment in and around
theDepot.
1.4 EMPL OYMEN T GENE R ATION
It is envisaged that the proposed expansion of depot would generate employment
opportunityduring construction phase and operation phase. For carrying out
construction-related activities, it is envisaged to engage skilled, semi-skilled and unskilled
workers from local area to the maximum extent.
During theoperational phase, available Manpower is utilized.The breakupof Kozhikode
Depot manpower present and future is given in Table 1.2.

1.5 DEM AND & SUPPLY GAP
The demandfor petroleum products has increased with theurbanization of the places
around Kozhikode. In order to meet the demand, IOCL proposes to increase the storage
capacity of their existing depot at Kozhikode.Proposed ATF storage will meet the
requirement of Calicut AFS and a new International Airport is also likely to come up at
Kannur. The requirement of ATF for the proposed airport can also be met from Kozhikode
Depot. The proposed project in Kozhikode is meant for improving supply position of POL
products in the districts Calicut, Kannur, Malappuram, Wayanad, Palakkad and Mahe.

1.5.2 EXPOR T POSSI BILI TY
There is a huge demand for the MS and ATF in the domestic market. Hence, export of
these products is not envisaged.There is enough demand in thedomestic market.
1.6 LEG AL AS PE C TS
All relevant NOC’s and licenses were obtained from the statutoryagencies under the
following Acts, Rulesand amendments and IOCLadhered to the guidelines specified in:
1. The Factories Act, 1948
2. The Explosive Act, 1884 and the Explosive Rules 2008
3. Petroleum Rules, 2002
4. Manufacture, Storage and Import of Hazardous Chemical Rules 1989 amended in
2010.
5. The Hazardous Waste (Management and Handling) Rules 1989 under the
Environment (Protection) Act – 1986 and its amendments to date
6. OISD Standard 244 Latest Revision
7. OISD Standard 117 Latest Revision
8. Electrical Installation Under Electricity Rules –1956.
IOCL also complied with the prescribed limits laid down for air, effluent and noise
emissions for protection of the environment under the following Acts, Rulesand
amendments:
1. The Water (Prevention and Control of Pollution) Act, 1974
2. The Water (Prevention and Control of Pollution) Cess Act, 1977
3. The Air (Prevention and Control of Pollution) Act, 1981
IOCL will also comply with,
1. The Environment (Protection) Act, 1986 which is also called umbrella act or
legislation
2. The Environment Impact Assessment, Notification, 2006 issued under
Environment (Protection) Act 1986 and Environment (Protection) Rules 1986 and
amendments thereafter to date.

The location map of the Depot is shown in Fig 2.1. The depotfalls in Survey of India
Toposheet and is bounded by the following four boundary coordinates:

Road Link: The Kozhikode Depot is well connected through Roads (National HighwayNH-
17).
Rail Link: Nearest Railway Station is Feroke RS of about 100 m towards Northwest from
Kozhikode Depot.
Air Link: The Nearest airport is Calicut International Airport about 13 km from
Kozhikode Depot, which is connected to all the major cities.

IV. Details of alternative site consideration and basis of selecting the proposed site
particularly the environmental considerations gone sound be highlighted.
Siting of the Project
No alternative site is considered, as it is an expansion of an existing Depot in which all
infrastructure facilities exist. The site has been selected mainly with the following
considerations:
Availability of existing infrastructural facilities for proposed expansion of Depot.
No additional land acquisition is required for the expansion project. The total land
is in the possession of IOCL.
Availability of water.

Technology / Process
The Depot deals with receipt, storage and distribution of petroleum product (viz. MS,
HSD, SKO andEthanol). This is an expansion of the storage capacity.Thus from
technology/process point of view, there is no scope of consideration for alternatives.
The plot has been selected after evaluating the suitability on following grounds;
Safety & Security of Depot as well as nearby Life & Property
Rail & Road Connectivity
Distance from Habitation
Non-Agricultural Land
The land belongs to Government. No social affectto people.
No damages to houses and structures.
V. Size or magnitude of operation
The present storage capacity of Depot is total 19,373 KL. After expansion, the storage
capacity will be 67,700 KL.
The depot is having modern high-tech facilities conforming to international
standardsbesides complying with Oil Industry Safety Directorate standards. The Depotis
provided with all modern fire-fighting facilities as per OISD standards.
As per EIA Notification dated 14thSept. 2006 as amended from time to time, this project
falls under S. No. 6 (Service sectors), Project activity “6 (b)”- Isolated storage & handling
of hazardous chemicals (As per threshold planning quantity indicated in column 3 of
schedule 2 & 3 of MSIHC Rules 1989 amended 2000).
VI. Project description with process details (a schematic diagram/ flowchart
showing the project layout, components of the project etc. should be given)
The Kozhikode Depot at Karuvanthuruthy is operated by IOCL. The Depot functions
primarily as petroleum products storage and distribution facility. The Depot operations
are categorized as;
1. The following products are received through Rail wagons (MS - Motor Spirit
(Commonly known as Petrol), HSD - High-Speed Diesel (Commonly known as Diesel), SKO
- Superior Kerosene Oil (Commonly known as Kerosene) and Ethanol through Tank
trucks. Details of Tank capacity onconversion and proposed are given in Table 2.1.

The Depotis functioningprimarily as petroleum products receipt, storageand distribution
facility. The Depot operations are categorized as:
1. The Product isreceived throughRailway Wagons/Tank Trucks
2. Unloading of different products in their designated tanks through TWD Pumps
3. Storage in Aboveground & Underground Tanks
4. Loading in Tank Trucks through TLF Pumps
Depot Operation Process
A. Receipt of Bulk Product
The Bulk petroleum products (MS, HSD& SKO) are received through BTPN Wagons.The
Ethanol is received through Tank trucks.ATF will also be received through BTPN rail
wagons from KRL or any other refinery.
B. Unloading of Products
The petroleum products are unloaded from BTPN Wagons through TWD pumps and Road
tankers through pumps and dedicated pipelines are provided from the pump house to
individual tanks for storage. ATF independent pipelines shall also be provided for receipt
of ATF.
C. Storage
Products are then decanted and stored in designated Above Ground and Underground
welded steel storage tanks. All storage tanks are provided with 2nos. of valves in both
inlet & outlet lines(ROSOV & DBBV). All tanks are provided with water sprinkler & Foam
pourer system. All tank farms are provided with fire hydrants & monitors in addition to
02 nos. of foam trolleys.
If the product stored in the tank conforms to the specifications, it is designated for
dispatch.
D. Loading & Dispatch
Empty Tank Trucks which report to the Depot are sent to TLF Gantries. They are filled
with loading arms fitted in the gantries. Products come to the loading arm from the
products tank through pump provided in thepump house. The quantity filled in the Tank
Trucks is measured by flow meters fitted in the gantry. After checking the right quantity
the Tank Trucks is dispatched to various demand centers such as Retail Outlets in

Kozhikode district & other districts in Kerala.ATF will be dispatched to Calicut AFS
through tank trucks. A new International Airport is also likely to come up at Kannur,
which is approximately 100km north of Calicut. The requirement of ATF for the proposed
airport can also be met from Kozhikode Depot.

Additional facilities proposed in existing storage depot where land is already developed:
i) Above ground mild steel storage tanks (Additional 13 tanks aggregating 67,700 KL
capacity with existing 4 Nos. tanks retained during revamping)
ii) Pumps (4 pumps in addition to existing 15 pumps) and
iii) Additional tank lorry filling bays (1 more bay in addition to existing 9 bays)
VII. Raw material required along with estimated quantity, likely source, marketing area of final products, mode of transport of raw material and finished product.
The Depot is to store MS,HSD, SKO, EthanolandATF received through Rail wagons/ Tank
Trucks.
VIII. Resource optimization/ recycling and reuse envisaged in the project, if any, should be briefly outlined.
Maximum care will be taken for resource optimization, wherever possible.
Water used in the Depot is recycledfor development of greenbeltand hence, no
wastewater is discharged from the plant premises.
Domestic wastewater (2.2KLD) generated is routed to septic tanks and soak pits.

Industrial effluent–Wastewater generated from tank farm washing is primarily oily
water with suspended solids. After flow through OWS, this water reused for
gardening.
There is no process/trade effluent generated during operations.
No industrial solid waste generated during the Storage and Handling of petroleum
products. Sludge from Oil tank is cleaned, in every five years. The same will be
followed for the proposed expansion.
Hazardous waste(30KL/5 Year) is disposed of through KSPCB approved vendors.
Stormwater drains areavailablealong with all sides of sheds and other buildings in the
Depot. All drains are connected through vapour trap before releasing any wastewater
from the depot.
IX. Availability of water its source, energy /power requirement and source should
be given.
Water requirement
The water requirement for industrial activities and domestic activityis around 9KLD,
which will be purchased from private tankers.

Power Requirement
The power requirement for depotoperations is 300 KVA. Power issourced from Kerala

3.1 CONNE C TI VI TY
The Kozhikode Depot is well connected by road and by therail network. The Kozhikode
Depot is located at Karuvanthuruthy Village near Feroke in the state of Kerala. The Depot
is 11 Km away from the Kozhikode city and well connected by road through NH-17
(Edapally-Panvel Hwy) and by Shornour-Mangalore Railway line. Nearest Railway Station
is Feroke RS of about 100m towards Northwest from theDepot. Calicut International
Airport is located at the distance of 13km. The map showing the road network around the
Kozhikode Depot is given in Figure 3.1.

3.3 TO POG R APHY
The city of Kozhikode is 410km (255 miles) north of the state capital
Thiruvananthapuram. Kozhikode is located at approximately 11.25°N, 75.77°E. It has an
elevation of 1m (3ft) along the coast with the city’s eastern edges rising to at least 15m,
with a sandy coastal belt and a lateritic midland. The city has a 15km long shoreline and
small hills dot the terrain in the eastern and central regions. To the city’s west is the
Arabian Sea and from approx. 60km to the east rises the Sahyadri Mountains. The terrain
of the wetland ecosystem is almost plane without any undulations. The mangrove
vegetation is situated along the banks of theriver and the islets.

3.6 SAFE TY & ENVI R ONME NT PR O TEC TI ON ME AS URES
The Depot shall comply with the latest provisions of Oil Industry Safety Directorate
(OISD), which is a technical directorate under the Ministry of Petroleum and Natural Gas
that formulates and coordinates the implementation of a series of self-regulatory
measures aimed at enhancing the safety in the oil & gas industry in India. Some of the key
safety and environmental protection measures which are provided as per OISD norms as
under:
i. All the potential risk areas within Depot viz Tank Farm, Tank Wagon Unloading
Siding, Tank Lorry Filling Gantry, Product Pump House, Tank Truck Parking area
are fully covered with a pressurized Fire Hydrant system, which is always kept in
Auto Mode.
ii. The Fire Hydrant system is provided with adequate no. of Water Cum Foam
Monitors and Hydrant Hoses for extinguishing the fire at its incipient stage.
iii. Adequate quantities of Fire Water storage (for 4 hours of firefighting) and UL
Listed / FM approved Aqueous Film Forming Foam (AFFF) (for 65minutes of
firefighting) are stored within Depot premises.
iv. Storage Tanks, Product Pump House are provided with Fixed Water sprinkler
cooling system.

v. Medium Expansion Foam Generators (MEFG) is provided for each tank dyke for
full surface coverage of any major spilling of product inside dykes.
vi. Hydrocarbon Detectors are provided at potential leakage points such as Tank
Farm and Pump House to monitor any leakage of product.
vii. The dykes of the tank farm are constructed as Impervious, which does not allow
any percolation of product in the soil. Similarly, the tank wagon unloading siding is
provided with awashable concrete apron, which also prevents percolation of
product in the soil.
viii. Floating roof tanks with thedouble seal are provided to arrest losses due to
vaporization of volatile Class-A petroleum products.
ix. Product Pumps are provided as per American Petroleum Institute (API) standards
which ensure zero vapor losses from seals.
x. Fully Automatic Actuated Rim Seal Fire Protection System was provided for
Floating Roof tanks for extinguishing the rim seal fires in its incipient stage
without any human intervention.
xi. The entire process of the depot is operated with state of art Depot Automation
System (TAS) consisting of TFMS (Tank Farm Monitoring System) & Tank Lorry
Gantry Automation.
3.7 SOIL CL ASSIFI C ATION
The soils of the district are alluvial soil, lateritic soil and forest loam. Alluvial soil is seen
mostly along the coastal plain and valley. They are coastal alluvial soil and river alluvial
soils. They are excessively drained to moderately drained and are of sandy to clayey
textures. Majority of the area under riverine alluvium was once occupied by paddy
cultivation. But those areas are now utilized for the cultivation of various crops especially
plantain. The riverine alluvium contains moderate organic matter, nitrogen, phosphorous
and potash. The lateritic soil is derived from the laterite under tropical climate with
alternate wet and dry conditions. It is reddish in colour and well-drained gravelly to
clayey. They are found mostly along the Midland portion of the district. The organic
matter in the soil is very less with moderate nitrogen, phosphorous and potash. The pH of
soil ranges between 5.5 and 6.5 and texture is clayey loam to silty loam with 5 to 20%
coarse fragments. Laterites on high grounds are more compact when compared to the

low-lying areas. Forest loam is deep or very deep and well drained loamy to clayey
textures. They are rich in organic matter, nitrogen and humus. Forest loam is dark
reddish brown in colour formed by weathering under forest cover with loamy to silty
loam texture. The pH of the soil ranges between 5.3 and 6.3 and is slightly acidic in
nature.
3.8 CLIM ATI C D ATA F ROM SECOND ARY SO UR CES
The climate of the area is divided into four seasons – summer, South West Tropical
Monsoon period, North East Tropical Monsoon period and winter. The SW and NE
monsoons mainly contribute rainfall in the area with 82.77 % of the rainfall. In 2006
during winter (January to March), summer (April and May), SW tropical monsoonal (June
to October) and NE tropical monsoonal seasons, Kozhikode district received 0.49%,
16.74%, 72.15% and 10.63% rainfall respectively. The month of June experiences
maximum rainfall. The months of July, August and October also receive heavy rainfall. The
agricultural activity of the district depends on the onset of SW tropical monsoon.

community halls, markets, colleges, railway station and religious buildings are located at
Kozhikode, which is located aroundKozhikode Depot.

ANALYSIS OF PROPOSAL

CHAPTER 7: ANALYSIS OF PROPOSAL
7.1 FIN ANCI AL AND SO CI AL BENEFI TS
Financial and social benefits with special emphasis on the benefit to the local
people including tribal population, if any, in the area
The proposed expansion ofDepotresults in thegrowth of the surrounding areas
byincreasing direct and indirect employment opportunities in the region
includingancillary development and supporting infrastructure. Special emphasis on
financialand social benefitsgiven to the local people in the area.
Product availability is better for this industrial area and if required can cater the
demand of neighboring areas also.
Development of social amenities in the form of medical facilities, education
tounderprivileged and creation of self-help groups.
Medical facilities: ProvidingMedical facilities for theemployee aswell as people of
nearby villages through medical camps.
7.2 ENVIR ONMEN T-FRIEN DLY PR OJE C T
This plant strictly functions as Storage of petroleum products only, there is nogreenhouse
emission arising due to the plant activities, minimal greenhouse gases are emitted due to
theoperation of DG-Sets during power failure & due to vehicular movement, only well
maintained PUC certified vehicles are allowed inside the plant premises thereby reducing
the pollutants.
Air Pollution Control
The proposed expansion ofDepot will not have any regular source of emission for gaseous
pollutants. However, during the storage and delivery of liquid petroleum products
through road tankers, some vapours, especially those of MS may escape into the
atmosphere. Even though MS,ATF,Ethanoland SKO are non-toxic, continuous inhalation of
vapours of these petroleum products can lead to systems of suffocation if filling gantry for
road tankers is not properly ventilated. Therefore, adequate ventilation has been
provided in storage and loading gantries. Motor Spirit is stored in mostly in Floating Roof
(FR) to minimize vapour loses. Greenbelt has also been developed along Depot boundary
to absorb air pollutant from Depot.

In order to minimize the fugitive emissions of VOCs, the following measures were
undertaken at design stage:
• Minimum number of flanges, valves etc.;
• Provision of technologically improved leak-proof valves;
• High-grade gasket materials for packing;
• Usage of pumps with (single/double) mechanical seals; and
• Provision of floating roof storage tanks for volatile products storage.
Details of D.G sets with stack height is given in Table 7.1.

Noise Generation and its Control
The following noise abatement measures are practiced at proposed expansion ofdepot at
Kozhikode
The equipment, which is the source of noise, is built-in type noise control abatement
technology.
DG sets are fitted with acoustic enclosure.
Protective equipment like ear muff and earplugis provided to personnel likely to
exposed in high noise areas
Greenery is developed around plant boundary and other locations to reduce noise
pollution.
Solid and Hazardous Waste Generation
The following measures are taken for management of solid waste in theproposed
expansion of Depot:
Municipal Solid Waste generated from the proposed expansion ofDepot will be
disposed of as per provision of Municipal Solid Waste Management & Handling Rule,
2000.
Approximately 30KL/5 Year Oily Sludge (bottom sludge) will be generated every five
years. It isdisposed of through KSPCB approved vendors.

Other hazardous wastes like spent batteries, waste oil, empty drums of oil/chemicals,
fluorescent tubing etc. aredisposed of in accordance with approved safe procedures.
Waste Water Management
The liquid effluent/wastewater generation and management philosophy are based on
following:
The wastewater management philosophy is based on “Zero Discharge” concept.
All oily effluents/rail water is diverted to Oil Water Separator (OWS).
The wastewater from OWS after removal of oil & after testing it is used for greenery
development within the proposed expansion of Depot, Kozhikode.
Sewage from theproposedexpansion of Depot is treated septic tank followed by soak
pit.
The separate storm water drainage system is provided at the Depot.
Green Belt Development
Out of the total plant area; about 7.5 Acres(33% of the total plot area)is covered under
greenbelt/ plantation in order to reduce dust and noise pollution levels and to increase
aesthetic beauty of the area.
The plants should exhibit the following desirable characteristic in order to be selected for
plantation.
The species should be fast growing and provide optimum penetrability.
The species should be wind-firm and deep-rooted.
The species should form a dense canopy.
As far as possible, the species should be indigenous and locally available
Species tolerance to air pollutants like PM10& PM2.5, SO2 and NO2 should be preferred.
The species should be permeable to help create air turbulence and mixing within the
belt.
There should be no large gaps in the air to spill through.
Trees with high foliage densityleave with larger leaf area and hairy on both the
surfaces.
Ability to withstand conditions like inundation and drought.
Soil-improving plants (nitrogen fixing, rapidly decomposable leaf litter).
Attractive appearance with good flowering and fruit-bearing.

Bird and insect attracting tree species.
Rainwater & Storm Water Drainage Network
3 Nos. of Rain Water harvesting sumps are going to be installed near Admin building
(Capacity – 40KL), Fire water tank (37.23KL)& Godown (36.09KL). Stormwater drains are
placed along all sides of sheds and other Annex buildings in the depot connected to the
outside drain. All drains are connected through vapour trap before releasing any
wastewater from the depot.
Conclusion
This project is a public utility project that is aimed at ensuring regular supply of
Petroleum Products to Customers in the districts Calicut, Kannur, Malappuram, Wayanad,
Palakkad, Mahe.
Thus, the proposed expansion ofDepotwill usher in the social and economic upliftment of
the persons living in the vicinity of the plant i.e. of society at large, the proposed
expansion project being development and public utility.No adverse effect on
theenvironment is envisaged as proper mitigation measure already taken up for the same.
