1.1 ENVIRONMENTAL MANAGEMENT PLANA comprehensive environmental management plan has been framed andimplemented to keep the pollution levels within prescribed limits. All the followingmeasures will be practiced.1.1.1 Air Pollution ControlThe major sources of pollution are particulate matter from grinding unit.

Fly ash will be stored in silos. Clinker will be stored in clinker silos Gypsum and coal / pet coke will be stored in covered shed. Better maintenance and installation of proper pollution control equipmentlike Bag filters will help in reducing such emissions.

No industrial waste water will be generated from cement grinding unit. RO and softener plant will be installed only for drinking purpose and its rejectwater will be used for mill spray. The domestic effluent generated will be treated in Sewage Treatment Plant.Treated water will be used for greenbelt development / plantation. Rain Water Harvesting will be practiced. No waste water will be discharged outside the plant premises.

Dust collected from the dust collectors (Bag Filters) will be recycled backtothe process. STP Sludge will be used as manure for greenbelt development / plantation.

This will be sold to CPCB registered recycler.1.1.5 Noise Pollution ControlTo maintain the noise level well within the prescribed limit inside the plant (85 dB(A)) and at the plant boundary (day time 75 dB (A) and Night Time 70 dB (A)), thefollowing measures will be taken:-

In order to reduce the effect of noise pollution, earmuffs will be provided to alloperators and employees working near the machinery. Proper maintenance, oiling and greasing of machines at regular intervals willbe done to reduce generation of noise. Adequate silencers will be provided in all the diesel engines. Green Belt of appropriate width will be maintained inside the pant premisesand at the plant boundary. 33% area of the project land will be developed forgreen belt. Periodical monitoring shall be done.

1.1.6 Green Belt Development/Plantation

Greenbelt / plantation will be done in 33% of the total plant area. Plantation will be done in and around the plant premises. 80% survival rate will be maintained with all possible efforts. The trees will be planted at suitable grid spacing to encourage proper growth. Local plant species will be preferred.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) Identification of project and project proponentShree Cement Limited (SCL), having presence in the Cement and Power sectors, isan energy efficient and environment friendly organization. Incorporated in 1979,the company today is the largest cement player of North India and ranked amongthe top six cement groups in the country. The principal promoters of the companyare the Bangur Group, which is a respected business house of India.Cement manufacturing facilitiesThe Company has its manufacturing operations at Beawar and Ras in Ajmer andPali district in Rajasthan. It has split grinding units at multiple locations viz.Khushkhera, Suratgarh, Jobner in Rajasthan, Roorkee in Uttrakhand, Aurangabad inBihar, Baloda Bazar in Chhattisgarh and Panipat in Haryana taking the total cementcapacity of the Company to 23.6 MTPA.Power generation facilitiesTotal Thermal Power Plants Capacity of the Company is 612 MW (including 96 MWGreen Power Capacity which is the largest capacity of Green Power in the entireworld cement industry except China). Cement (PSC). As per EIA Notification dated 14th Sep, 2006 the project falls underCategory “B”, Project or Activity 3(b) - 4.(iv) Need for the project and its importance to the country and or region.With respect to the importance of the project to the nation, it can be well said thatin a developing nation like India, cement is essential for infrastructuredevelopment. Cement industry has grown at ~6% CAGR in the last five years(FY11‐15). The cement industry bears strong correlation with the domesticeconomy and the industry is expected to be a beneficiary of government initiativeson infrastructure development, creation of 100 smart cities, roads concretizationprogram and housing for all etc. Thus it is believed that the prospects are going tobe better in the future and hence the industry outlook remains optimistic goingforward. To meet the demand and supply of cement at the national, regional andstate level, M/s Shree Cement Ltd. is proposing to set-up clinker grinding unithaving Capacity of 5.0 Million Ton Per Annum in West Bengal.

Utilisation rates to improve to highest levels in FY16 since FY11The sizablecapacity additions in the last five years coupled with weak demand has resulted ina lower capacity utilisation of ~75% in FY 14 &FY15, the lowest levels sinceFY1990. The capacity utilisation levels started falling from FY11. Effective capacityduring FY11‐15 grew ~8% against demand growth of ~6%. Though overcapacityand slow demand growth would continue to be a dampener in the near term, it isbelieved that, pressure would ease with improved demand and slowing pace ofcapacity addition. Demand is expected to grow In FY 16 at around 8%, higher than5.5% growth in effective capacity addition. This would result in improvement inCapacity Utilization in FY 16.

Growth slowed down post FY11 on account of softening of demand from industrialsector and cut in government spending. Notwithstanding these, we expect demandto revive strongly in FY16, led by a pick‐up in industrial demand, continuedrobustness in private demand and a stable government at the centre.Industry is expected to add 6.4 m tonnes of capacity in FY 2016. Despite additions,the region would continue to operate above 84% level on the back of strongdemand and reduced inflow from other regions. Expected capacity addition in FY16is as under:FY16E

(iii) Details of alternative site consideration and basis of selecting the proposed

site particularly the environmental considerations gone into should be

highlighted.No alternate site has been considered for the proposed cement grinding unit.Following are the main criteria, considered largely as near-ideal conditions, forlocating a cement grinding plant of desired capacity: The site should ideally have ample flat/ slightly undulating land foraccommodating plant and related facilities. Fly ash will be sourced from Thermal Power Plant at DVC, Mejia - 55 km,DVC, Andal-70 km, DVC, Raghunathpur - 25 km and other available sources. Adequate ground water source of water exist in a reasonable at the plantsite. Availability of reliable power supply. Proximity to rail head to optimize transportation costs. The land sub-strata should have good load bearing capacity. It has been proposed toinstall total 2 grinding mills to achieve 5.0 MTPA cement production by VerticalRoller Mill (VRM) / Ball Mill or combination of both VRM +Ball mill.The objectives of installing a Ball Mill in addition to VRM Mill are as follows: To improve cement PSD and hence, quality. This will be achieved byblending two different product streams having different fineness – Onefrom MVR & other from BM. Idea is to achieve R45 ratio for BM product toVRM product as more than 10. Vertical raw mill + Ball mill circuit concept:-For OPC production, clinker with gypsum will be ground in VRM mill. Theproduct from VRM mill will pass through SKS Separator. The coarse return fromthis separator will be fed mainly to an Open Circuit Ball Mill (OCBM) as perprocess need. The balance coarse return will be fed to VRM mill. Further,products from OCBM & SKS will be blended in air slide & bucket elevator andthen conveyed to respective silos. In case of PPC production, the fly ash and /filler feeding has been considered at ball mill inlet. For grinding the aboveproducts, hot air will be required, for which the Hot Air Generator will beinstalled.The process flow sheet is given below:

The Process description is given below:1. Clinker HandlingClinker shall be received at plant site by rail to a nearest station & thentransported to site by road through trucks. Clinker received at site will beunloaded by truck tippler and transported by a belt conveyor to the clinkersilo directly. From the silo, clinker will be conveyed to mill hopper by acombination of extraction equipment and belt conveyors.

2. Fly Ash HandlingDry Fly Ash from source will be transported through closed bulker at site &fed to silo through pneumatic system. Fly Ash extraction arrangement isdirectly installed just below the silo and fed to cement mill.3. Gypsum storage & handlingGypsum received by road through trucks will be unloaded by truck tipplerand transported by a belt conveyor will be stored in a covered shed.Gypsum will be reclaimed by pay loader / dozer and fed to ground levelhopper for further conveying to Mill hoppers.4. Cement ProductionFor OPC production, clinker with gypsum will be ground in VRM. Theproduct from VRM will pass through SKS Separator. Cement Packing and DispatchRotary electronic packing machines will be used for packing of cement.Loading of packed bags on trucks shall be done by truck loading machinesby operators. Thermal Power Generation Process (Air Cooled)In 20 MW thermal Power Plant, power will be generated by the utilization ofthermal energy of steam in turbine that in turn rotates an alternator. The steamis generated in the boiler by burning of various fuels.In Proposed Power Plant, Petcoke (Indian and Imported) and Coal (Indian andImported) will be used as the fuel & it will burn in the boiler to generate steam.The generated steam will utilize to rotate the Extraction cum condensing steamturbine, which in turn rotates an alternator. Coal and Petcoke is transported bytruck at power plant site then unloaded by truck/truck tippler in theCoal/Petcoke storage area / shed. The Coal and Petcoke is feed to the crusher tocrush it to the required size through the vibro feeder that regulates the flow. Thecrushed coal/ petcoke is fed the boiler bunkers through the conveyor belt.After received coal and petcoke in the boiler bunkers, the coal/petcoke is fed tothe boiler furnace through the rotary/drag chain feeders in the controlledquantities. The coal/petcoke is burnt in the furnace & the resulted heat is beutilized to heat the water & convert it into steam. The flue gases will begenerated on the burning of fuel will pass over the tubes of economizer & airpre-heater to utilize the heat carried by the flue gases going outside, otherwiseheat goes waste. Now the flue gases pass through the ESP (Electro StaticPrecipitator) to chimney.On waterside, water is received by PTP (Pre-treatment Plant) from ground andtreated to get the required quality than it will be treated with lime & Dolomite inthe High Rate Solid Contact Clarifier. Then clarified water is fed to the RO plantwhere its properties are fine tuned to the required quality for DM system. In DMplant the required properties of water is obtained and this DM water is fed to theboilers for the purpose of making steam. The cooling tower is fed with the ROwater for its replenishment.The generated steam in boiler at required parameters is fed to the turbinethrough the control valve. In turbine the thermal energy of steam is utilized torotate it. The turbine in turn rotates an alternator (electric generator). Process of Power Generation:

The fuel oil is heated for free flow to D.G. Set. It is transferred for settling to settling tank to remove unwanted material.Fuel oil is further centrifuged. After centrifuging, the fuel oil is transferred to another service tank, heated,filtered and injected into engine for combustion. No industrial waste will be generated in operation phase. Domestic wastewater generated from office toilets will be treated in Sewage TreatmentPlant. RO and softener reject water will be used for mill spray. No liquid and solid waste will be generated from proposed cement grindingunit. Existingbaseline conditions in the Study Area (s), including existing use of land,resources and other activities which have potential in combination withproposed Project activities to affect the environment.Project DescriptionConcise description of the project's engineering, geographical and pollutioncontrol features including any offsite facility that may be required will becovered in this section.Data on the land use, forest land involved, if any, number of families, if any, tobe affected and number of affected homestead due to land acquisition shallbe collected and highlighted in the report.Baseline dataThe baseline data collection will be based upon one season (three month)field environmental monitoring data (excluding monsoon). Environmental ImpactThe features of the proposed project, which are likely to have impact on theenvironment shall be discussed in detail covering gaseous emissions, liquideffluents, particulates, solid wastes, noise, etc. with knowledge of thebaseline condition and plant characteristics, positive and negative impactsduring the construction and operation phase will be identified and assessed.Impact of the stack emissions on terrestrial flora will be scientificallydocumented based upon species composition of the area and their airpollution tolerance levels. The impact will be expressed through appropriatematrix. Special reference will be made with respect to following impacts.Air Quality Impact:A computer based internationally recognized mathematical air quality modelAERMOD will be run to predict the concentration of SO2, NOx & SPM due tothe operation of the plant activities. The model will take into account othersources of pollution and topographical features of the study area. Theemission of relevant pollutant (SO2, NOx and SPM) from nearby sources shallbe used in the model for more accurate estimate of air quality. The resultswill be presented for short term (24 hourly) concentrations over a radius of10 km. around the plant. The dispersion model results will be included in thereport using isopleths or other graphical methods, over laying a map of thesurrounding area. The predicted air quality shall be compared with existingregulations and amelioratory measures, if any required will be identified.The impact at all the monitoring locations shall also be estimated.Water Quality Impact:The impact of liquid effluents on natural water bodies receiving the effluentsshall be established and significant parameters, which are likely to changecritically, shall be clearly spelt out. Identify Project activities, includingconstruction, which may affect surface water or ground water.

Describe how water will be discharged to the river or any other waterbody. Describe the potential effects on the river and groundwater whereapplicable. Describe mitigation measures to minimize potential effects includingpotential discharge of the Project on the surface water source andgroundwater during the construction and operation, phases of theProject on-and off-site. Describe proposed water management programs. Describe anticipated water use minimization, water recycling, waterconservation efforts and wastewater handling for this project. Describe the quantity and source of wastewater. Review industrialwastewater treatment technology and describe the wastewatertreatment system. Consider techniques, e.g., pollution prevention andin-plant controls, to establish the lowest practical discharge levels (interms of loads and concentrations) of the new plant. Provide a summary of discharge parameters, water quality effects andpossibilities for reduction based on technology.

Social ImpactsSocial impacts will be identified and necessary amelioratory measures, if anyrequired will be prescribed. The beneficial impacts of the project on the localcommunity shall also be delineated. Some impacts are associated with thehealth, sanitation, security and housing needs of the workforce. In particular,the proponent will identity socio-cultural impacts of large number ofworkers employed during the construction phase on local communities.Provide information regarding the effects of the Project on the Study Area, onthe region, including: Local employment and training; Local procurement; Population changes; Demands upon local services and infrastructure such as social servicesand law enforcement; and

Economic benefits.Prediction of Noise Levels:Sources of noise and its impacts on the environment shall be clearly broughtout. The noise levels at varying distances from source will be predicted usingsuitable model. Discuss the effect on noise levels at local residences duringthe construction and operational phases of the Project. A comparison ofmeasured noise (Leq) at monitoring locations to that of predicted noiselevels (Leq) will be made and mitigative measures required, if any, will berecommended to conform to the regulatory ambient air noise standards andidentify noise reduction measures and traffic management strategies.Disaster Management Plan and Occupational Safety:A general Disaster Management Plan (DMP) for dealing with emergencysituations arising due to fire, explosion, leakages of hazardous substances, ifany in the plant shall be prepared. The plan will also include storage,handling, transportation etc. for the hazardous and toxic materials to be usedin the power station. Occupational risk involved during construction andoperation of the plant should be assessed and necessary safety andprotective measures should be spelt out.Green Belt Development Plan:A green belt development plan for the project site should be included in theEIA report as per CPCB guidelines. Details such as areas to be planted,suitable plant species, plantation technique and necessary infrastructuresrequired for plantation etc. shall be clearly mentioned. The plan shall includethe minimum width, tree density. Other aspects like rain water harvesting bydesigning suitable recharge pits shall be included.Post-Study Monitoring Plan:It is necessary to monitor certain environmental parameters identified ascritical or as required by regulatory agencies. Considering the requirementsof Regulatory Agencies and identified critical parameters, a post studyenvironmental monitoring programme will be designed. All equipment and

manpower requirement necessary for the implementation of this programmeand cost involved will also be identified.Environmental Management Plan:At this stage, it may become apparent that additional environmentalmanagement and pollution control measures will be necessary to meet therequirements of the regulatory agencies. In respect of impacts identified,which need to be controlled, an environmental management program inaccordance with the principles should be considered. Where practicablecosts of monitoring programs should be estimated and a budget forimplementation shall be presented. Recommendations on mitigationmeasures, as and where such measures are warranted shall be delineated.Environmental Management Plans will be developed to selectively mitigatethe adverse impacts of the power project activities. Recommendations shallbe made concerning establishment of Environment Management Group andtraining of staff, wherever necessary.STAGE 'C'Preparation of EIA document for Public Consultation and Application to SPCBfor Environmental Clearance.

5.0 Planning Brief

(i) Planning Concept (type of industries, facilities, transportation etc.) Town

Machinery storesA store building needs to be constructed for storing tools, spare parts,consumables, etc. Open area to be earmarked for storing machinery andconstruction materials for the proposed plant. Cranes, Monorails and Pulley blocksAdequate sized maintenance cranes/ hoists, monorails and pulley blocks tobe provided at all suitable locations at the plant for ease of maintenanceand operation. Time and Security officeAt the entrance of the main plant, a time office and a security office shall beconstructed. (vi) Drinking WaterA water softener plant is being settled for removal of hardness of water to makefit for industrial requirement. Capacity of softener plant is 300 m3/day @ 10Hrs. working + 2 hrs regeneration.The water softener plant has three units:A. Multi grade sand filter (MGF)B. Softener (SF) &C. Brine Measuring Tank.In working hours, it does not generate any waste water. But ineach regeneration work (Backwash, Rinse and Brine Injection) approx. 10 m3of waste water will generate for the required 100 m3/day which will be used formill spray. Process description of STP plantBar screen chamber followed by collection cum equalization tank followed byFluidized Aerobic Bed Reactors (2 Nos.) will be provided with coarse air bubblediffusion system followed by Tube Settler Tank in the STP. The clear supernatantafter disinfecting by chlorination will be passed through dual filter and activatedCarbon filter before will be collected in the treated water tank. The sludgegenerated from the FAB will be passed through sludge digester and dried and thefiltrate will be collected and sent back to the equalization tank and the driedcakes will be used as manure. 9.0 ANALYSIS OF PROPOSALThe state of West Bengal will get revenues in terms of taxes, local people will getopportunity in terms of indirect employment, business opportunity liketransport of Cement to the market, fly ash transport from nearby Power Plant, inshort nearby people will get opportunity to improve their livelihood.10. CONCLUSIONProposed project will result in growth of the surrounding areas by increaseddirect and indirect employment opportunities in the region including ancillarydevelopment and supporting infrastructure. Special emphasis on Financial andSocial benefits will be given to the local people including tribal population, if any,in the area. Development of social amenities will be in the form of medicalfacilities, education to underprivileged and creation of self-help groups. Noadverse effect on environment is envisaged as proper mitigation measure will betaken up for the same.
