Prefeasibility Report (PFR) (as per MoEF Guidelines vide O.M. J-11013/41/2006-IA.II (I)

dtd. 30-12-2010)

1. Executive Summary

Proposed 3 X 50 MW Captive thermal based Power Plant with ACC & 3 X 250 TPH CFBC boiler

and LCD module manufacturing unit (FAB for 60,000 glass sheets/month) will be located at

Additional MIDC, Buti Bori, District Nagpur. Total land allotted by Additional MIDC Area,

Butibori for this project to Twin star Display Technologies Ltd is 80.94 hector (200 Acres)

including Phase 1 & 2 and Phase 3.

The proposed site is accessible by National Highway No. 7 at crow fly distance of 1.0 km E.

Nearest Railway Station is Borkhedi about 2.5 Km in N direction and nearest Airport is Nagpur

about 30.0 Km in N direction from existing Site as crow flies.

Nearest City is Nagpur located at a distance of about 27 km in N direction of the proposed site.

Vena River is 2.5 km away towards East direction. Proposed project cost estimated is of Rs. 16,500

Crores.

The major raw material required for the proposed project is Glass Substrate, Gases - Silane. NH3,

O2, LED, Developer, Photo mask , Coal, Lime etc.

Proposed LCD manufacturing unit and Coal based Captive Thermal Power Plant of Twinstar

Display Technologies Ltd, at Additional MIDC, Buti Bori, District Nagpur (MS). The raw material

required for the LCD manufacturing will be imported from the countries like Japan, China, Korea,

Taiwan etc. good infrastructure facilities will be developed by TSDTL which will help in

successful implementation of proposed project.

It is proposed to provide adequate air pollution control arrangements to all possible sources of

proposed project to meet stringent norms. Reject from CPP will be utilized for captive power

generation as fuel. Fugitive dust will be controlled by providing pulse jet bag filters to all transfer

points.

Water requirement for the project will be total 50 MLD (Phase 1 & 2 and Phase 3) which will be

sourced from MIDC water supply. Industrial effluent generation will be 60 MT/year (Phase 1 & 2

and Phase 3). Effluent generated from the proposed project will be treated in dedicated Common

Effluent treatment Plant proposed by TSDTL.

Green belt will be developed in the premises of proposed project by using treated waste water.

Suitable plant species will be planted all along the internal road, raw material storage & handling,

ash/dust prone areas. It is planned to plant saplings considering the parameters as type, height, leaf

area, crown area, growing nature, water requirement etc. Green belt will be progressively

developed on land.

The various aspects of the Pre-Feasibility Report as per MoEF Guidelines vide O.M. J11013

/41/2006-IA.II(I) dtd. 30-12-2010 are given in the subsequent sections.

2. Introduction of the Project/Background Information

(i) Identification of Project and Project Proponent

Twinstar Display Technologies Ltd has proposed 3 X 50 MW coal based Captive Thermal Power

Plant with ACC & 3 X 250 TPH CFBC boiler along with LCD manufacturing unit with FAB for

60,000 glass sheets per month.

Ministry of Environment Forest and Climate Change is lifted moratorium on 20th

May 2016. In

view of lifted moratorium, Twinstar Display Technologies Ltd proposed to install 3 X 50 MW coal

based captive thermal power plant with ACC & 3 X 250 TPH CFBC boiler along with LCD

manufacturing unit with FAB for 60,000 glass sheets per month.

In the additional MIDC area of Butibori TSDTL has proposed to install 3 X 50 MW coal based

captive thermal power plant with ACC & 3 X 250 TPH CFBC boiler along with LCD

manufacturing unit with FAB for 60,000 glass sheets per month. The raw material required will be

procured locally and from abroad as well.

Twin Star Display Technologies Ltd intends to set up a state of the art LCD panel FAB for

manufacturing of display panels in India with an investment of $10 bn. This will be the first of its

kind LCD FAB in India and will cater to the increased LCD demand and result in considerable

Forex savings along with large scale employment generation and investment in India in line with

Government’s MSIPS objective

Introduction to Volcan Group Companies and LCD fab Technology Providers

Volcan Investments is a holding company in Vedanta Resources Plc. and Twin Star Overseas

Limited. Twin Star Overseas Limited is the promoter company of Sterlite Technologies Limited

(STL) and Twin Star Technologies Ltd (erstwhile Sterlite Display Ltd.). Twin Star Technologies

Ltd is the holding company in Twin Star Display Technologies Ltd (applicant).

(ii) Brief description of nature of the project

The proposed project will consume minerals mainly lime & coal as raw materials and produce

power. The waste gases and low calorific value solid wastes will be utilized for electricity

generation. All other solid wastes will be suitably used for various purposes.

As per EIA Notification 2006 the proposed project falls under Schedule in serial No. 1 (d) –

Thermal Power Plant. Based on lease area and general conditions mentioned in the schedule of EIA

Notification, the project is categorized as Category B.

(iii) Need for the project and its importance to the country and or region

Manufacturing capacity of Fab in full capacity will be 1,20,000 Glass substrate sheets/month (15~

20 Million 32” TV Panels/ annum at full capacity) on completion of all phases. With this capacity,

domestic demand of LCD Panels for all devices will be fulfilled to the extent of 40-50%. TV

Panels requirement will be fulfilled to extent of 80% ~90%.

FAB will focus on LCD panels for the display based devices such as TV/Mobiles/Tablets

/Monitors. To begin with company aims to focus on LCD panels for television Segment in Phase-1.

The market size of LCD Panels for the TV segment in India was ~ 9.1 Million units and is

estimated to grow at a CAGR of 12% between 2015-22. India currently imports 100% of LCD

Panels which leads to an estimated outflow of ~ $4 Bn (Rs. 24,000 Crores) for LCD Panel. This

project will result in significant Forex savings.

(iv) Demand Supply Gap

The Indian electronics system design and manufacturing (ESDM) industry is one of the fastest

growing sectors in the country. Witnessing uninterrupted growth, the ESDM industry in India is

globally renowned for its consumption potential. Changing global landscapes in electronics design

and manufacturing capabilities, and cost structures have turned the attention of global companies

towards India. Companies from around the world are looking to build local capabilities in India not

just to serve the resident market but also to cater to overseas markets.

This has resulted in the development of indigenous capabilities across the ESDM value chain in

India. The different segments within the ESDM industry are at varying stages of development.

Similarly, various electronics applications markets such as telecom electronics, automotive

electronics, consumer electronics and industrial electronics, are at different stages of ecosystem

development. The focus is currently on providing the necessary impetus to take advantage of the

dormant capabilities across the various electronics markets and developing the missing links so as

to make the local ESDM sector globally competitive.

The Indian ESDM industry was estimated to be $68.31 billion in 2012. The impressive guidance

between 2011 and 2015 for this industry is expected to result in a Compound Annual Growth Rate

(CAGR) of 9.88 percent. The corresponding size of the industry by 2015 is anticipated to be $94.2

billion. The following chart illustrates the total ESDM industry market growth.

With the growth of India's economy, demand for energy will also grow. Indian power sector needs

to plug the gap between demand and supply through renewable and non-renewable sources as well

as proper transmission and distribution channels.

India ranks among the world's most advanced emerging economies and the growth of the country is

directly linked to the supply of power. There has been a quantum increase in the installed power

production capacity in our country since independence from both non-renewable and renewable

sources. In 1947, the country's total installed capacity from both the sources was a meager 1362

MW, but by 2013, the country's total installed power generation capacity from all sources has

reached 233.9 GW.

With the United Nations declaring 2014 to 2024 as the decade of sustainable energy, India has a

chance to stamp out energy shortages via sustainable sources. Increasing capacity generation and

overcoming transmission and distribution losses can go a long way in making India lead on the

path of economic development and would also ensure a better life for the citizens of the country

(v) Employment Generation (Direct and Indirect) due to the project

Since the project will be completed in phases, manpower will be less in the first phase and will

increase in subsequent phases. In full working capacity, it will require ~over 15,000 employees.

Company will be working toward skill level development for this project, as this project will be in

need of highly skilled workforce.

3. Project Description

(i) Type of project including interlinked and interdependent project, if any

This will be the first of its kind LCD FAB in India and will cater to the increased LCD demand

and result in considerable Forex savings along with large scale employment generation and

investment in India in line with Government’s objective. There are no interdependent or

interlinked projects.

(ii) Location (map showing general location, specific location and project boundary &

project site layout) with coordinates

The proposed project will be located at additional MIDC area, Butibori, Dist. Nagpur (MS). The

land is covered in Survey of India Toposheet No 55 L/13 and the surrounding area (Study area )

falls under Toposheet Nos. 55 L/13, 55 K/16, 55 P/1 & 55 O/4. The coordinates of site is

20050’30.74” N and 78

056’45.58’’E. The location maps viz. topographic location map and map

with project boundary marked on it are given with Form-1.

(iii) Details of alternate sites considered and the basis of selecting the proposed site,

particularly the environmental consideration gone into should be highlighted.

As this project needs a commitment from states for necessary infrastructure support and a

suitable policy to support such a large investment, Twin Star Display Technologies Ltd has

approached various states.

Company has gone through detailed process of short listing suitable location for the project based

on following criteria

Based on filtration done on above 4 key factors, 3 states are found suitable for project site location.

And with further discussion the company has shortlisted final location in Maharashtra.

Financial and social benefits with special emphasis on environmental consideration and benefit to

the local people will be kept as top priority for the proposed project.

(v) Project description with process details (a schematic diagram/flow chart showing the

project layout, components of the project etc. should be given)

4. PROCESS DETAILS:

4.1 Manufacturing of LCD Module

Each process step is described in detail below:

Array Process:

A Color TFT LCD panel has two glass substrates – a TFT array substrate and a color filter

substrate. On the TFT array substrate, thin film transistors (TFTs) that control the amount of light

transmitted by the LCD are arranged in the form of a matrix. The array process is a

photolithography process in which a pattern is formed by repeating the steps of pre-cleaning,

deposition, resist coating, exposure, development, etching, and resist stripping

During initial stages of evolution, the photolithography step was performed between six and nine

times, but with recent developments in fabrication processes, almost all panel manufacturers now

use a process with four or five photolithography steps.

Color Filter process

To allow the LCD to produce colors, the color filter consists of a substrate coated with an opaque

BM (black matrix) regular arrangement of red, green and blue regions. Modern color filters are also

subjected to additional processing to form structures such as ribs to produce a wide viewing angle

and photo spacers to control the cell gaps. This results in displays that work better but require more

complex fabrication processes. In the color filter process, photolithography is generally used to

form each of these layers.

Cell fabrication process

The cell fabrication process consists of forming alignment layers on the patterned array substrate

and color filter substrate a rubbing step to achieve directional alignment. It is followed by screen

printing or dispenser application step to apply an adhesive such as epoxy resin to the seal parts.

Then, there is injection of the liquid crystal with precise application of polarizer plates. In this

process, the display quality is directly affected by factors such as dust, static electricity and

alignment precision

Module assembly process

In module assembly process, an ACF (anisotropic conductive film) is used to make an electrical

and mechanical connection between the electrodes of the LCD panel (cells) and the TCP (tape

carrier package) that acts as the driver IC (integrated circuit). At TCP’s other electrodes, an ACF is

used to connect a PCB (printed circuit board) mounted with a control circuit, interface circuit and

so on

Manufacturing Process of LCD Glass Substrate

TWIN STAR has chosen Fusion process for setting up its glass facility in India for manufacturing

of Glass substrates due to the advantages it offers through smaller plant size and no requirement for

‘Polishing’.

Fusion Process - Production Line

As per TWIN STAR’s complete understanding of Fusion process gained through meetings with

appropriate experts and vendors, the layout of the production line can be schematically represented

as follows:

‘Fusion process’ of manufacturing glass substrates consists of two process areas, namely Hot-end

and Cold-end. They are described as follows:

Hot-End Area

Batch House [mixing area]

In the Batch House, the raw materials are stored, dosed, weighted and mixed in order to ready the

batch for feeding the furnace. For TFT LCD glass, 13 different materials are mixed in a defined

amount.

Furnace [melting area]

The furnace used, is made from special refractory material, to withstand high melting temperatures

up to 1650 deg C. The modern furnaces use oxy fuel firing (mix of oxygen and natural gas) with

additional electric boosting by use of platinum electrodes.

Direct Heated Platinum System (DHPS) - [conditioning area]

In the DHPS, the glass is refined with temperatures up-to 1650 deg C depending on the glass

quality of the furnace. Generally, lower temperatures are used as life of the platinum system

depends mainly of temperature it is subjected to.

After the glass is conditioned (refined, stirred and cooled homogenously), it flows into the trough at

a temperature of approximately 1150 deg C.

Muffle, Trough and Annealer [forming area]

In the Muffle and Trough area, the molten glass flows on both sides of the trough into the Annealer

where it meets at temperatures of about 700 deg C. After annealing, a glass film forms which

leaves the area at approx. 200~300 deg C, in order to be cross cut in the body line.

BOD Vertical cutting line [cutting area]

The glass film is then, cross cut and further processed in the BOD to obtain a glass sheet. After

trimming of the edges of the sheet, a protective film covers it and it is unloaded from the

production line for further processing in the cold end area.

Cold-End

Processing line [Cold end area]

In this area, the glass sheet goes through following activities:

1. Polishing

2. Precise cutting, Edging and Corner cutting

3. Washing

4. Inspection (manual / automatic) & Packing

Major Equipment suppliers JSJ-EMP, will provide TWIN STAR with a complete turnkey

solutions. Their consent letter received from their consortium has been attached with the Subsidy

application.

4.2 Captive Power Plant

In thermal power generation, chemical energy of coal is first converted into thermal energy (during

combustion), which is then converted into mechanical energy (through a turbine) and finally into

electrical energy (through a generator). Figure shows the schematic process flow sheet for coal

fired thermal power plant. Its raw materials are coal, air and water.

(vi) Raw material along with estimated quantity, likely source marketing area of final

products, mode of transport of raw material and finished product.

(vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be

briefly outlined.

Waste generated from proposed LCD manufacturing unit Indium, Target Dust, N-Methyl-2-

Pyrrolidone , Al Stripper , Waste Activated Carbon/Media/Anthracite , Waste Glass , Waste

Aluminum Etchant , Waste EBR (Photo-Resist Thinner etc will be recycle in to the process. Hence,

there will be resource optimization in the proposed project.

(viii)Availability of water its source, energy/power requirement and source should be given.

The water requirement of the proposed project will be 50 m3/

day. Source of water will be MIDC

Water Supply System. Coal required for the operation of the project will be obtained from the

mines through coal linkage. Electric power requirement will be fulfilled by CPP.

(ix)Quantity of waste to be generated (liquid and solid) and scheme for their

management/disposal

Industrial effluent generation from proposed expansion project will be treated through dedicated

Common Effluent Treatment Plant (CETP) proposed in the premises of the project site. Treated

domestic effluent will be utilized for gardening & green belt development. Industrial effluent

generated will be treated and used for green belt development.

Dusts collected in pulse jet bag filters will be reused in sinter manufacture. Majority of solid wastes

will be utilized for sinter manufacture. Ash handling plant is proposed for the Bed as well as Fly

ash generated. Used/waste oil generation will be very less and it will be disposed off by sale to

authorized recycling vendors.

The boilers are designed to meet the requirements of combustion process.

Adequate height provided for furnace: Sufficient residence Time available for fuel to burn in

for furnace furnace, resulting in very high combustion efficiency and comparatively lower

unburnt carbon loss in bottom ash as well as fly ash.

Minimum heating surfaces provided inside furnace: Almost uniform Temperature achieved

throughout the furnace zone from grid level upto furnace roof level, providing excellent fuel

burning conditions.

Wing wall superheater provided in widely spaced vertical tube panel arrangement - Vertical

tubes arrangement with parallel flue gas flow , avoids direct impingement on tubes, thereby

minimizing tube erosion, ensuring higher availability and lower maintenance cost.

(x) Schematic representation of the feasibility drawing which give information of EIA

purpose.

The schematic representation of the feasibility drawing giving complete information of the

complete EIA process is enclosed as Enclosure - 2.

5. SITE ANALYSIS

(i) Connectivity

The proposed site is accessible by National Highway No. 7 at crow fly distance of 1.0 km in E.

Nearest Railway Station is Borkhedi about 3.5 Km in N direction and nearest Airport is Nagpur

about 30.0 Km in N direction from existing Site as crow flies.

Nearest City is Nagpur located at a distance of about 35 km in N direction of the existing site. Vena

River is 8.0 km away towards east direction.

(ii)Land Form, Land use and Land ownership

The proposed project will be located at Additional MIDC, Butibori, Nagpur (M.S.). The land is

notified for industrial use and land ownership is with MIDC. Land is leased to Twin Star Display

Technologies Ltd.

(iii)Topography (along with map)

The topography of the area is plain and the proposed plant of TSDTL is located at an altitude of

275 m from mean sea level.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including

area under CRZ), shortest distances from the periphery of the project to periphery of the

forest, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the

HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification

should be given.

The proposed land of the TSDTL is located in the MIDC area, which is barren, non-agricultural,

non-forest land. The land is notified for industrial use. In the 10 km radius area notified forests,

national parks, wild life sanctuary and eco sensitive areas are not exist. Vena River is 2.5 km away

towards West direction.

(v)Existing Infrastructure

The MIDC has developed good infrastructure in the Butibori Industrial area and it is adequate for

proposed project.

(vi)Soil classification

The majority of soil of study area is medium to deep clayey black cotton soil. The numerous

varieties of soil are known by many local names, yet they are grouped as Kali, Kanhar, Morand,

Khardi , Wardi etc.

(vii)Climatic data from secondary sources

The climate of the district is characterized by a hot summer and general dryness throughout the

year except during the south-west monsoon season, i.e., June to September. The mean minimum

temperature is 12°C and mean maximum temperature is more than 45°C. The normal annual

rainfall (1901-1992) over the district ranges from about 1000 mm to 1200 mm. It is the minimum

in the western parts around Katol (985.4mm) and increases in the eastern direction and reaches a

maximum around Umrer (1213.6 mm).

(viii) Social Infrastructure available

In 2011, Nagpur had population of 4,653,570 of which male and female were 2,384,975 and

2,268,595 respectively. In 2001 census, Nagpur had a population of 4,067,637 of which males were

2,105,314 and remaining 1,962,323 were females. Nagpur District population constituted 4.14

percent of total Maharashtra population. In 2001 census, this figure for Nagpur District was at 4.20

percent of Maharashtra population.

There was change of 14.40 percent in the population compared to population as per 2001. In the

previous census of India 2001, Nagpur District recorded increase of 23.74 percent to its population

compared to 1991.

Due to Nagpur City at 27 km from proposed site, adequate social infrastructure is available. The

social infrastructure comprising hospitals, schools, colleges, community halls, places of worship,

cemetery, crematory etc already exists and within an hour these facilities can be availed.

6. PLANNING BRIEF

(i) Planning concept (type of industries, facilities, transportation, etc.) Town and country

planning/development authority classification

The proposed project will be located in Additional MIDC Area, Butibori, District-Nagpur. In this

MIDC Industrial Area, Infrastructure facilities in this MIDC area are well developed and have well

connectivity by road and rail. The nearest town Nagpur is 35 km away and easily accessible by

road where all facilities such as schools, collages, hospitals and markets are available.

(ii)Population Projection

In the area, trained manpower is already available and in the proposed project local workers will be

given priorities for employment. There will not be significant increase in population due to

proposed project. The additional people influx due to the proposed project can be easily

accommodated in the Nagpur city and nearby villages. The development of new residential facility

is not anticipated.

(iii)Land use planning (breakup along with green belt etc.)

The proposed project will be located in Additional MIDC Butibori area, Nagpur (M.S.) Industrial

area and land use is already notified as Industrial purpose. At present, land is barren and not in any

use. The proposed project will be constructed with well developed green belt all around the

boundary of the plots as well as all around the various units.

Total land of the proposed project is 80.94 hector (200 Acres) and 20 Acres land will be developed

as Green Belt. It is proposed to plant 2500 saplings every year. Suitable plant species will be

planted all along the internal road, raw material storage & handling, ash/dust prone areas. It is

planned to plant saplings considering the parameters as type, height, leaf area, crown area, growing

nature, water requirement etc. Green belt will be progressively developed on land earmarked for

the purpose.

(iv)Assessment of Infrastructure Demand (physical & social)

The road and rail infrastructure is already well developed in the area which requires for the

transport of the raw material and finished goods to the various part of the country. The manpower

is local and their social infrastructure is also developed. The inflow of money in terms of taxes to

grampanchyat and salaries to the manpower will further improve the physical and social

infrastructure.

(v)Amenities/Facilities

In the proposed project, additional amenities and facilities for drinking water, medical dispensary

first aid box, communication facilities, emergency vehicle for shifting the workers during accident

etc are available.

7. PROPOSED INFRASTRUCTURE

(i)Industrial Area (processing area)

The infrastructural facilities are already developed in the premises of the unit as per the

requirement and additional facilities for the expansion purpose will be provided as per the

requirement.

(ii)Residential Area (non processing area)

The local peoples will be employed for the proposed project. The development of residential area is

not needed.

(iii)Green belt

Green belt development work will be undertaken on area of 20 Acers.

(iv) Social Infrastructure

The social infrastructure in the region is well developed due to presence of MIDC area.

(v)Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc.)

The connectivity in terms of traffic, transportation road is already developed and good. There are

well connected roads in the area. The nearest railway station is existing at Butibori.

(vi)Drinking Water Management (Source & Supply of Water)

The MIDC water will be used for drinking purposes.

(vii)Sewerage System

CETP will be provided for the treatment of domestic and industrial effluent from the LCD

manufacturing unit and CPP and treated effluent will be utilized for green belt development.

(viii)Industrial Waste Management

Industrial effluent generation from proposed project will be low and it will be treated in CETP. The

treated effluent will be utilized for Green Belt development.

(ix)Solid Waste Management

Dusts collected in pulse jet bag filters will be reused in sinter manufacture. Majority of solid wastes

will be utilized for sinter manufacture. Slag generated will be utilized for the construction of the

roads and balance quantity will be disposed off by landfill.

(x) Power Requirement & Supply/Source

The power requirement will be fulfilled from CPP.

8. REHABILITATION AND RESETTLEMENT (R & R) PLAN

(i)Policy to be adopted (central/state) in respect of the project affected person including home

oustees, land oustees and landless laborers (a brief outline to be given)

The rehabilitation and resettlement (R&R) is not required for the proposed project as it will be

constructed in the MIDC area.

9. PROJECT SCHEDULE & COST ESTIMATES

(i)Likely date of start of construction and likely date of completion (Time schedule for the

project to be given)

All necessary statutory permissions will be obtained. The construction will be started after getting

Environment Clearance. It is expected that the construction will started from 2017 & operation of

the project will be started by 2019.

(ii)Estimated project cost along with analysis in terms of economic viability of the project

The estimated gross capital investment of the proposed project is about Rs. 16500 Crores. The

economic viability is still good due to availability of raw materials, market and infrastructural

facilities.
