Investment opportunity:
• The Black Sea project is contained within Pan-European corridor VIII and will form part of the European highway route from Varna on the Black Sea coast in Bulgaria to Durres on the Adriatic coast in Albania. The section from Varna to Burgas is currently served by the I-9 road which is, for the majority of its length, a single carriageway route running close to the coast and through the many towns and resorts between Varna and Burgas.
• The new road will provide a higher level of service and reduced journey times along the Black Sea coast and improve road links between the Black Sea and the Adriatic, in addition to assisting industrial and commercial links between Bulgaria, Albania and Macedonia. More widely, the Corridor VIII improvements provide better integration between South Eastern Europe and North Eastern and South Central Italy.
• The preferred option consists of a 94.8 km section of new two lane motorway which follows adjacent to the Black Sea coast and goes from the eastern end of the A-1 motorway near Burgas to the end of the A-4 motorway south of Varna. The total capital cost of the scheme preferred option is estimated € 322 mln. (not including expropriation costs).

Current status of the project
• The results of the 2011 cost-benefit analysis show that the project is strong in economic terms. Because there were no sources of income included in the financial analysis the rate of return and net present value inevitable turned out negative. The potential of the project to generate revenue has not yet been thoroughly studied.
Project partnership • The National Company Strategic Infrastructure Projects is the entity responsible for the project. The Black Sea Motorway was originally intended for funding under the EU Operational Programme Transport. However for the 2014-2020 programming period funds will most likely not be available.
• The preferred form for development of the Black Sea Motorway project would be through a public-private partnership for up to 35 years between the Bulgarian state and a strategic investor, based on the applicable law.
• From a financial perspective, there are two main scenarios - with availability payments and with toll taxes. Pre-calculated amount of the toll tax is too high and makes this scenario unacceptable from social point of view. This leaves the possibility of the investment to be made by the private partner and the cost of maintenance to be covered by the state.
• In preparation of the project is important carefully to examine the options for structuring and funding so to achieve the minimum cost to the budget. If it is assumed by the State that the project costs are eligible, it can be proceeded with the implementation and the motorway to be in operation by 2020.

• The demand for semolina flour made from durum wheat, as well as residual products from durum wheat processing is constantly increasing in the countries of the European Union, other European countries, Asia, Africa and America
• The demand increases due to remarkable nutritive qualities of the products manufactured from durum wheat flour, the positive effect on healthy diet
• According to the World Health Organization, countries with traditionally high consumption of such kinds of food have lower (about 45%) general percentage rates of cardiovascular morbidity and death
