Ward officers fight over jurisdiction

NAVI MUMBAI: Illegalbusiness continue tothrive on the footpathof Sanjay Gandhi Na-gar on Thane-Belapurroad, greatly inconve-niencing the pedestri-ans, but the ward of-ficers of Digha andAiroli are busy fightingover the jurisdiction. The matter has beenbrought to the notice ofthe authorities severaltimes but due to inde-cision regarding juris-diction between thetwo wards, no actionhas been taken by theauthorities till date.

The residents al-lege that the shopkeep-ers dealing in trashand other business usethe footpath for keep-ing their wares due towhich they are forced

to walk on busy roadwhich is quite risky.

“The stretch fromDigha Baba temple toSanjay Gandhi Nagarin Digha on the ThaneBelapur road has beenencroached upon ille-gally by the vendors, making it impossiblefor pedestrians to usethe footpath, whichhave been constructedfor them,” said Yesh-want Kamble. He fur-ther said, “The illegalhawker mafia is be-coming stronger dayby day due to the sup-port of some politicalleaders, who viewthem as vote bank”.

Another residentKishore Sarode said,“The clash betweenthe Airoli and Dighaward officers over areajurisdiction has embo-ldened these vendors

further who are confi-dent that no actionwill be taken againstthem. The Navi Mum-bai Municipal Corpo-ration should do some-thing otherwise thefootpath will vanish”.

When contactedDigha DivisionalWard Officer Priyan-ka Kalsekar said,“Sanjay Gandhi Na-gar falls under the ju-risdiction of Airoli, hence, it is the re-sponsibility of theAiroli ward to take ac-tion against the en-croachers”.

Airoli DivisionWard Officer AnantJadhav, on the othersaid, “I would have toconfirm if the areafalls under my juris-diction. If it is so, ac-tion will definitely betaken.”

NAVI MUMBAI: Whilethe use of Calcium Car-bide for the ripening offruits was banned inthe country since 2013,it is still being used il-legally by the traders, say the residents. Cal-cium Carbide are gen-erally used by the trad-ers in the market forripening fruits likemangoes, bananas, chickoo, oranges andwatermelon but due tothe presence of carcino-genic properties in thechemical, it has beenbanned by the govern-ment.

One of the fruit trad-ers from APMC market,Vashi on the conditionof anonymity said, “Ev-ery year Food and DrugAdministration (FDA)raids more than 1000 to2000 boxes of mangoesripened by calcium car-bide across the country. The government has al-ready banned the usageof this dangerouschemical but still manytraders across the coun-try use it rampantly tomake easy bucks. Un-til and unless strictrules and regulationscome into force, thefruit traders across thecountry will fearlesslyuse this chemical forartificial ripening offruits.”

Speaking withNewsband about theusage of calcium car-bide Alam Khan, a fruittrader in APMC mar-ket, Vashi told, “The is-sue of artificial ripeninghappens because of theway market is struc-tured. The mangoeswhich first enter intothe market before theseason, are sold at ahigher price. And due to

Rampant use of the bannedCalcium Carbide worry residents

this, the traders de-mand the farmers tosend raw mangoes, which are then artifi-cially ripened with thehelp of such chemicals. These are then sold athigher prices.”

When asked Alam togive details about theripening process, hesaid, “Acetylene gas isproduced by calciumcarbide and it createsheat. The main applica-tion of acetylene is inwelding and as a fuel.Acetylene gas when gen-erated from calciumcarbide contains toxic

impurities that affectthe neurological sys-tem. When acetylene isfilled up in the box ofmangoes and oranges,it heats the fruit fromoutside and thus themangoes and orangesstart losing their greencolour and turn yellowfrom outside.”

Under section 44(A) of the Food Safetyand Standards Act, 2006the use of calcium car-bide is banned acrossthe country as it is car-cinogenic and causescancer. Most of thetraders know about it,but still use it.

Senior official fromFDA, Maharashtra onthe condition of ano-nymity said, “In theyear 2012 our officialsseized more than 1000dozens of calcium car-bide ripened mangoesfrom all over Maharash-

tra and in May 2013 theofficials seized 706 doz-en mangoes worth Rs1.23 lakh from KasbaPeth area in Pune. Inthe year 2014, around600 dozen mangoes andother fruits were seizedfrom all across Maha-rashtra and in the year2015 at least 500 dozenof fruits with calciumcarbide usage wereseized. In the year 2016too, 300 dozen of fruitswith calcium carbideusage were seized andin the 2018-19 theamount of seized fruitscontaining calcium car-

bide were 100 dozen. The use of calcium car-bide is banned in mostof the country becauseit contains the traces ofarsenic and phospho-rus which pose a seri-ous threat to humanhealth. We have al-ready issued a directiveto the traders and havestrictly warned themagainst the use of thischemical. But still it isbeing used in Maha-rashtra and also acrossthe country. In order tocurb down the inci-dence of calcium car-bide usage in ripeningof fruits we need tobring more awarenessamong masses. Weneed to inform andmake the tradersaware that instead ofcalcium carbide theycan use ethylene gas toripen the mangoes andother fruits.”

Right combination ofrules provide idealatmosphere for the

young brains to growAbsolute liberty or independence often

tends to dilute the rules and regulationsand consequently, many times, leads to in-discipline. This is true in most of thespheres of life. Over stretching of the def-inition of liberty is evident in the presentsociety and specifically in the educationalfield. The modern day colleges appearmore as a get together point for the youthsrather than seats of learning.

As soon as the students complete theirschooling and enter the college, there isinherent feeling amongst students to breakaway all the shackles of the school life. Notonly they wish to feel liberated, they alsofeel that they have grown up in life. Theidea of cool and casual life of the collegecampus elates them. The present day con-sumerism catches fast on them and mod-ern dresses, mobile phones, bikes andcars, canteens, parties, etc. tend to be-come bare minimum needs. For many, ed-ucation takes a back seat and mere quali-fying exams are the ultimate dream. Thishas not only spoilt the results, but has alsoin turn brought down the reputations of theinstitutions.

As a corrective measure, few collegesin Mumbai, Navi Mumbai have brought inregulations to control dress code, use ofcellular phones, loitering in campus, banon smoking in campus etc. to curb the ero-sion of standards. They have brought insimilar restrictive rules for the teachingstaff as well. This has not trickled downwell both with the students as well as theteachers who feel that their liberty hasbeen encroached upon. Though it may ap-pear so, the dress code always brings asense of discipline besides a sense of fra-ternity feeling amongst the students of aparticular college. Also it shall help iso-late outsider, who enters the campus. Theban on mobile phones shall provide unin-terrupted lectures and more concentra-tion.

The college life develops citizens of to-morrow. Too much of rules and too much ofliberty, both are harmful. The right combi-nation shall provide ideal atmosphere forthe young brains to grow. It is definite thatonslaught of consumerism on education hasto be curbed to prevent the seats of educa-tion from becoming the fashion ramps or aget together place for gossiping.

I want to narrate adream and then willcontinue. So last nightI dreamed that peopleare shouting and whenI asked them they saidthat their bank, withtheir hard-earned mon-ey, is closed. Cut to nextscene, many people aretaking axes in theirhands. I was afraid inthe dream what theywill be doing but thenthey started diggingthe holes in the ground.I asked them why youare doing this? Thensomeone answered thatwe will keep our mon-ey in these pits asbanks are not safe any-more. What if someonefinds it? I asked. Thenone senior citizen toldthat this is better thansome money lender anddefaulter getting ourhard-earned moneyand suddenly I wokeup. I understood that Iwas reading about theban on PMC so myworst fears came in thedream. Are we not liv-ing in a lawless societywhere anything hap-pens? Why RBI wassleeping for six years orthings should not havereached this point? Iheard that at some co-operative society no oneturned up to delivermilk, as the deliveryboys were apparentlyunable to withdrawenough cash from theirbank to buy milk sup-plies. And the reasonwas their savings iscurrently stuck at Pun-jab Maharashtra Coop-erative (PMC) Bank, which has been putunder restrictions bythe Reserve Bank ofIndia and it was donebecause they were re-fusing to recognize itsbad loan situation.Withdrawals from

ties, localities and workplace groups and theyessentially lend tosmall borrowers andbusinesses. Thesebanks are also regulat-ed by the RBI and theyare governed by theBanking RegulationsAct 1949 and BankingLaws (Co-operative So-cieties) Act, 1965.

The main objectiveof Co-operative banks isto provide financial as-sistance to economical-ly weaker sections of so-ciety. By RBI data weknow that till March 31this year, 1542 urbancooperative banks wereoperating in the coun-try and of these, 46UCBs had a negativenet worth (liabilitiesmore than assets) and26 UCBs were underdirections of the RBI.We can understandthat all is not well withthe cooperative banksand their oversightmechanism also be-

comes apparent whenone examines the fre-quency with whichsuch banks are put un-der restrictions.

In 2019 at least fourcooperative banks havebeen put under similaror harsher restrictionsbetween January andSeptember this year–Kolikata Mahila Coop-erative Bank and Unit-ed Cooperative Bankfrom West Bengal, Hin-du Cooperative Bankfrom Punjab and nowPMC Bank. The case ofPMC has come in thepublic eye because it ishaving significant mon-ies invested by deposi-tors. But one thing Idon’t understand is howcome things turned soalarming all of a sud-den? The annual reportof PMC for 2018-19,which has been pre-sented only last month, says that everythingappeared normal. Thebank had also shown adeposit base of over Rs11,000 crore. Not eventhe statutory auditors

to this bank, Lakadwa-la & Co, have notflagged a single con-cern in their audit re-port for 2018-19.So theauditors had no idea ofanything being amiss, the RBI had no ideathat the bank was in-dulging in alleged dubi-ous lending and thestate government re-mained oblivious to thegoings-on at PMCBank.

Now whom to blameand what happens tohard-earned money ofpeople who had invest-ed their life savings. The RBI should comeout with a better regu-latory mechanism forcooperative banks ingeneral and with a bet-ter roadmap for over-sight of these banks. AsJonathan Swift says “Awise person should havemoney in their head, but not in their heart.”So, are we getting to-wards the time thatmoney will be in thehead only and not inbanks?

Onions are making uscry bitterly

The price of onions has seen a steep rise inMumbai and other parts of the country in the lastfew weeks. This is because of black marketingand hoarding. Very soon it is likely to touch Rs 100 a kilo (Newsband,September 28). This will result in kitchen grievances for the house-holds, as the prices are too high for most of the middle-class families toafford. Onion is the staple food of the common man and it is required byus daily, not only for cooking but even for making salads and snacksitems like poha. Without onions, we are unable to cook our food.

The government must control inflation and must do something tobring down the price of onions as a relief to the families of the lower andmiddle-class income groups. The steep price rise of onions is bringingtears to our eyes and making us cry bitterly.

Nightingale Lata Mangeshkar turns 90Every time, you listen to ‘Meri Awaaz Hi Pehchaan Hain,’ it leaves

you with goose bumps. Such is the charm of that song even after somany years! And the credit goes to Lata Mangeshkar. Popularly knownas the ‘Nightingale of India’, she has lent her voice to over a thousandHindi films and many regional and foreign languages as well.

Her real name is Hema, and she is the eldest child of the Mangesh-kar family. She began her singing career in 1942 and soon made herway to the Guinness World Records List as the ‘most recorded artiste inthe history of playback singing’. As the legendary singer celebrates her90th birthday today, we bring you some interesting facts about her whichwill leave you amazed.

There may not be a moment when somebody, somewhere, is not lis-tening to a song sung by Lata Mangeshkar. It has been so for the last sixdecades or so. That golden voice turns a melody and no singer has cap-tured the imagination of an entire nation like she has. Music fans maybe divided when it comes to choosing their favourite male singers – somemight swear by Mohammed Rafi, others by Kishore Kumar, and someothers by K.J. Yesudas – but the majority of them may pick Lata thefemale voice they most want to listen to.

It is a blessing to have a repetition of same voice in the present daysof modernization where the city is devoid of trees and nightingales andperhaps for these reasons alone god blessed the great soul, the personifi-cation of Nightingale , the queen of melodious voice and a great motiva-tor in music. For a country where music mostly means film music, thispatriotic song moved a nation like no film song could. Recorded as atribute to the Indian soldiers who fought against China in the 1962 war,it was written by poet Pradeep and tuned by C. Ramachandra.

It was no rousing song, but a poignant one – penned so evocatively byPradeep – that spoke about the sacrifices of the soldier. Lata’s perfor-mance, at the National Stadium in New Delhi on the Republic Day in1963, in the presence of President S. Radhakrishnan and Prime Minis-ter Jawaharlal Nehru, had the audience in tears. Happy birthday LataMangeshkar. Many more happy returns of the day. We wish you mayinspire other celebrities and awardees to follow your footsteps and notpeddle cheap goods and services that they never use just to enrich them-selves.
