What is Climate Change?

• Climate change is the modification or distortion of weather patterns in a climate system caused by the gradual changes in temperature.

• Global temperatures have been gradually rising, leading to distorted weather patterns with various impacts such as increased/decreased rainfall, changing wet/dry seasons, sea level rise etc.

• Cause of Global temperature rise (man-made or natural?) is subject of much debate however studies show a relationship between increased GHG levels in the atmosphere since the 1800s and rising temperatures.

Climate Change in PNG

• Climate change is happening in PNG.

Autonomous Region of Bougainville – Carteret Islands are now inundated, Islanders have been evacuated and are being called the world’s first “climate change refugees”

Some low-lying Manus Islands are also undergoing the process of inundation. Some minor islands have completely vanished. Manus was the subject of a recent NBC documentary on climate change and the Provincial Government has already gone ahead with plans to establish a dedicated climate change office.

Eastern Highlands – There is an increase in reported cases of malaria. Mosquitos are now breeding in parts of the highlands that were previously too cold or hostile for their survival. With warmer conditions, disease carrying vectors like anopheles mosquitos are now spreading traditionally ‘tropical’ diseases to the region

Establishment of OCCES

• OCCES was established in mid 2008 by an NEC (Cabinet) decision that rationalised a need to:

Address adverse effects of climate change in partnership with the world community; and

Participate and benefit from carbon emissions trading arising from reduced emissions from deforestation and forest degradation.

Role of OCCES: OCCES is PNG’s leading agency tasked to address challenges posed by global warming, and to manage & commercialise carbon trading rights for the Government and the people of PNG

Establishment of OCCES

NEC Decision No. 147/2008 provides four main responsibilities which the Office is currently undertaking;

Provide sound and relevant advice to Government of Papua New Guinea

Devise appropriate policy frameworks consistent with Government policy and PNG’s international commitments and obligations in the UNFCCC

Work horizontally and vertically with other Government agencies

Lead development, commercialization & management of carbon trading rights for the Government and people of PNG

GHG Emissions Inventory Project

• PNG is a signatory to the UN Framework Convention on Climate change

• To honour this commitment, PNG set up the Papua New Guinea Climate Change Assistance

Project (PNGCCAP)

• The PNGCCAP has three main components programmes containing measures to facilitate adequate adaptation to,

and mitigation of climate change, and, programmes and national action plans that are considered relevant for

the achievement of the objectives of the UNFCCC inventory of GHG emissions

GHG Emissions Inventory Project

• In 2006, PNGCCAP produced an initial ‘desk top’ report titled “1st National Communication”

• A 2nd National Communication is now due, and is currently being worked on

• The GHG Emissions Inventory Project has thus been set up to generate data for a more comprehensive and accurate 2nd National Communication

• The 2nd National Communication will be submitted in the 15th Conference of Parties at Copenhagen

• The GHG Emissions Inventory Project involves collection of data from sources that emit Greenhouse Gas

• Not an easy task - everybody is an emitter of GHG!

• The UNFCCC through a body called Intergovernmental Panel on Climate Change (IPCC) has developed guidelines for this procedure to make things easier

1. Papua New Guinea is categorized a ‘Tier 1’ country2. There are 5 sectors – Agriculture, Land Use and Land Use Change

(LULUCF), Energy, Industrial Processes and Waste3. A software for computing data has been developed by experts from

the various sectors and made available to all countries

• The GHG Emissions Inventory Project involves collection of data from sources that emit Greenhouse Gas

• Not an easy task - everybody is an emitter of GHG!

Milne Bay & GHG Emissions

• Unfortunately, because of funding limitations the GHG Emissions Inventory Project had to prioritise its scope of work

• Milne Bay, due to it’s thriving (agro) economy and geographical location has been identified as a key province to be included in the scope of the project

• The UNFCCC through a body called Survey Questionnaires in the 5 sectors of Agriculture, Land Use and Land Use Change (LULUCF), Energy, Industrial Processes and Waste will be carried out

• Expected Outcome of Milne Bay GHG Emissions Inventory:

Apart from honouring our commitments to UNFCCC, it is hoped that the information collected can go towards a more accurate 2nd National Communication that the PNG delegation for COP 15 can use to negotiate it’s agenda for PNG’s climate change adaptation and mitigation strategies in which people of PNG are all stakeholders!

The information collected will also be very useful in planning and decision-making for regional and provincial adaptation and mitigation strategies or even sectoral projects like CDM in Milne Bay. Such information can be used by OCCES, NGOs, other Gov departments & agencies.
