The City of Placentia formed the Placentia Community Foundation as a 501(c)(3) California non-profit public benefit corporation in 2009. The Placentia Community Foundation is designed to assist, promote and sponsor programs in the City of Placentia that further civic pride and enhance the community’s cultural, recreational, social and historical interests. The Placentia Foundation has a collaborative leadership team comprised of community volunteers, and city staff. As a non-profit, the foundation’s mission will support other non-profit organizations.

Donations made to the Placentia Community Foundation are completely tax deductible. Gifts may be cash, non-cash assets, or in-kind donations including property and negotiable securities. Financial oversight and disclosure of the donor records and disbursements are available for public viewing upon request. Designation of funds, property or in-kind service to a specific program is available at the request of the individual donor. VETERANS MONUMENT COMMUNITY - WIDE FUNDRAISERThe Veterans Advisory Committee was essential in the establishment of the Veterans Monument in 1994 to honor residents who have served or are currently serving in the armed forces. Twenty-two years later, the Veterans Monument, located in the Civic Center Complex, is reaching its capacity and is in need of expansion to accommodate future names of those that have served, are currently serving, or have paid the ultimate sacrifice in serving our Country. The Committee has embarked upon a community-wide fundraiser to raise the necessary funds to build two new panels for the Veterans Monument. PLACENTIA AVENUE REHABILITATION PROJECTOn February 7th, the City Council awarded a construction contract for the Placentia Avenue Rehabilitation Project. This is a joint project with the City of Fullerton that will completely reconstruct Placentia Avenue between Chapman Avenue and Ruby Drive. The project will remove the existing asphalt pavement, reconstruct and compact the road base, replace broken concrete gutters and sidewalks and will reconstruct curb ramps to meet current ADA standards.

The City received a $500,000 grant from the Federal Government under the Arterial Pavement Management Plan Program for this project. The balance of the construction cost will be funded in part by the City of Fullerton, as well as the City of Placentia's Measure M Funds.

The nature of this project will result in traffic congestion and delays around the project site. The project is tentatively scheduled to begin the first week of June as the start was delayed to minimize traffic impacts related to school traffic generated by Cal State Fullerton. As such, significant public outreach will be needed before and during the course of construction of this project.

The City of Fullerton has retained the services of a public relations firm that will oversee the public outreach and notification effort. Project post cards and fact sheets will be distributed to residents and business located along Placentia Avenue beginning in late April and they will follow up with them verbally (door to door). The consultant will also create a project website and a project hotline to provide residents and businesses with multiple options to contact the project team with any questions or problems that may arise during the course of construction.

The City will be sure to provide timely information during this project to keep the public aware of our progress and any emerging issues during construction. Should you have any questions regarding this project, please feel free to contact Luis Estevez at (714) 993-8120.

BACKS COMMUNITY CENTER RENOVATION PROJECTThe City recently completed renovations to the Backs Community Center located at Kraemer Memorial Park. The renovations entailed reconstruction of the restrooms to provide Americans with Disabilities Act (ADA) compliant restrooms as well as an ADA compliant primary path of travel into the building. Some of the improvements included new entry doors, tile flooring, and interior paint. The restrooms feature automated low flow toilets and faucets, waterless urinals and electric hand dryers. The Backs Community Center is the most heavily rented facility in the City and we’re excited to be able to provide a newly renovated facility for the community’s use and enjoyment. The project was funded with a combination of Federal Community Development Block Grant Funds and developer paid park-in-lieu fees. GOLDEN AVENUE BRIDGE REPLACEMENT PROJECTThe City Council recently awarded a contract to Biggs Cardosa and Associates for the design and environmental permitting of the Golden Avenue Bridge Replacement Project. The City received approximately $2.7 million in Federal Highway Bridge Program dollars to replace this bridge that was originally built in 1934. The bridge was rated as functionally obsolete by Caltrans in 2005 due to its narrow width. The bridge narrows down to two lanes and there are no sidewalks or bike lanes on either side of the bridge. Golden Avenue Bridge crosses over Carbon Canyon Channel which will require the project to undergo significant Federal and State environmental review and analysis and will require the design team to coordinate the design of the new bridge with multiple regulatory agencies as well as the Orange County Flood Control District.

The City’s bridge project also happens to intersect with the OC Loop Project. The OC Loop Project is a proposed 66-mile County-wide recreational trail loop. The Orange County Parks Department (OC Parks) is currently pursuing a project to close several trail gaps in the loop. The Segment D gap in the trail loop runs through the City of Placentia and its proposed route would be constructed along Carbon Canyon Channel. Segment D intersects with Golden Avenue and the bridge.

Golden Avenue currently has Class II bicycle lanes between Imperial Highway and its terminus at Tri City Park. This project presents an opportunity to link the City’s bicycle facilities on Golden Avenue to a much larger regional recreation and bicycle facility to provide residents with new trail and recreational facilities. The design and environmental permitting for the bridge project is expected to take approximately 2 years to complete. Staff anticipates construction to begin in the third quarter of 2019.

A MESSAGE FROM THE CITY ADMINISTRATORWe are pleased to report that Michael Nguyen, a former employee of the City of Placentia’s Finance Department, plead guilty for his role in the embezzlement and misappropriation of $5.16 million of public funds. During a pretrial hearing on March 3, Mr. Nguyen accepted the court’s offer of 25 years in federal prison, by admitting to committing dozens of felonies including numerous counts of embezzlement and money laundering. He has agreed to pay approximately $10 million in fines and $2.6 million in restitution to the City of Placentia.

Herbert Trotter, 45, from Beverly Hills, was arrested on March 27 in connection to Mr. Nguyen’s crimes. Mr. Trotter has been arraigned and charged with 14 felony counts of misappropriation of public funds and 14 felony counts of money laundering, with sentencing enhancement allegations for theft, aggravated white collar crime, property damage, and money laundering. If convicted, Trotter faces a maximum sentence of 37 years and four months in state prison.

The City of Placentia continues to work closely with the Orange County District Attorney’s Office to prosecute the offenders and recover the stolen funds. The City has successfully received $1 million from an insurance claim filed, bringing the City's total recovery of embezzled funds to $4.16 million. We believe the arrests and prosecution of these individuals sends a clear message that these types of activities will not be tolerated. We are grateful for the District Attorney’s Office aggressive efforts to investigate and pursue justice for the residents of Placentia. We will continue to keep you updated as more positive developments unfold. The City has established a fraud hotline and implemented additional financial controls that exceed municipal standards, many of which are being adopted by other municipalities.

Aquatics 2017 Summer AquaticsLEARN-TO-SWIM PROGRAMThe City of Placentia Learn-to-Swim Program offers swimming instruction for youth ages nine months through twelve years. All Water Safety Instructors are trained and certified by the American Red Cross. The program is offered at Valencia High School in the morning and afternoon and at El Dorado High School for evening classes.

REGISTRATION INFORMATIONLearn-to-Swim Program registration begins at the Summer Recreation Program Kick-off event on Saturday, May 20, at Placentia City Hall and is not available online. Only Placentia residents will be permitted to register on this day. A parent or legal guardian must be present to register a child. Proof of residency (i.e. driver’s license, state issued ID card, or recent utility bill) must be provided to be eligible to register. Registration number will be handed out on a first-come, first-serve basis beginning at 7:00 a.m. Registration will begin at 9:00 a.m. and continues until 12:00 p.m. Proof of age is required at the time of registration for new program participants (birth certificate).

PUBLIC RECREATION SWIM The City of Placentia offers free recreation swim at the Gomez Community Pool and at the Whitten Community Pool. Children seven years and under must be accompanied by an adult in a swimsuit and must be within arm’s reach at all times. Flotation devices are NOT allowed during recreation swim.

REFUND REQUESTS:Refund requests for Learn-to-Swim classes must be made 7 days prior to the start of the session. A $5 administration fee applies per class. Refund requests received less than 7 days prior to the start of the session will be processed at 50% of the registration fees. Refunds are not available once the session begins. There are no make-ups for missed classes or partial refunds.

SWIM LESSON DESCRIPTIONS

Big Fish, Lil’ Fish 9 months to 3 yearsA basic water orientation class for tots and their parents. The child and parent work on skills together in the water. Skills include water adjustment, blowing bubbles, kicking, holding onto the wall, floating on back, water entry and exit, face submergence, and safety skills. A parent is required to accompany each child.

Tiny Tots 3 to 5 yearsA class for preschoolers who have very little to no aquatic experience. Fun and safety are emphasized while learning necessary swimming skills such as water entry and exit, face submergence, blowing bubbles, water adjustment, kicking, exploring arm movements, and safety skills.

Level 1 5 to 12 yearsA class for children who have very little to no aquatic experience. Fun and safety are emphasized while learning necessary swimming skills: water entry and exit, face submergence, water adjustment, floating on front and back, retrieval of submerged objects, and safety skills. In this class children will learn how to side breathe as well as practice freestyle and backstroke.

Level 2 5 to 12 yearsClass reviews entry by stepping or jumping from side, bobbing, head submergence and holding breath, floating on front and back, treading water, side breathing, freestyle, backstroke, and safety skills. Participants will also be introduced to elementary backstroke.

Prerequisite - Participant must be able to demonstrate the following with little to no assistance: safely enter and exit the water, float on front and back without support, swim freestyle the entire length of the pool.

Level 3 5 to 12 yearsIn this class, children will review side breathing techniques, freestyle, backstroke, and elementary backstroke. They will also be introduced to breaststroke and kneeling and standing dives. Participants will continue to practice treading water, retrieving submerged objects, and safety skills.

Prerequisite – Participants should be very comfortable in the water and able to swim a least one lap (25 yards) without any assistance.

Level 4 5 to 12 yearsClass will continue to practice treading water, retrieving submerged objects, kneeling and standing dives, and safety skills. Along with perfecting freestyle, backstroke, and breaststroke, they will be introduced to butterfly.

Prerequisite – Participants should be very confident freestyle swimmers and comfortable with backstroke and breaststroke.

Level 5 5 to 12 yearsThe course will focus on reviewing all of the strokes, underwater swimming dives, flip turns, and safety skills including survival swimming and rescue breathing.

Prerequisite – Swimmers should be comfortable with all swimming strokes and able to swim constantly throughout the 30 minute class.

REFUND POLICYRefunds for classes will be considered if the request is received before the second class starts. A refund request must be made in person or in writing. A $5 processing fee will be deducted from all refunds. Refunds for excursions must be requested at least two (2) weeks prior to the trip to be considered and will only be granted if spaces can be filled. The center, located at 900 S Melrose St, provides a variety of resources to families in need. Family support services, counseling, educational classes, tutoring, food assistance and a myriad of resources and referrals are available to all. The Neighborhood Services Division’s goal is to strengthen communication with residents, foster civic duty and responsibility, and work collaboratively with residents to create solutions that enhance the quality of life in our community. Positive Activities and Recreation for KidsThe City of Placentia Community Services Department offers FREE recreation programs for youth at four locations. There is no charge for the basic program; however, a fee may be charged for excursions and special events. Children attending the program are supervised by Community Services Leaders trained in first aid and CPR. P.A.R.K.’s activities include sports, games, arts and crafts and special events.

The City of Placentia partners with the Friendly Center to provide additional academic resources and support for P.A.R.K.’s programs. There is no charge for the basic program; however, a fee may be charges for excursions and special events. Designed for youth 6 - 14 years of age.
