completed in replacing and testingall electric meters used by WestCentral Electric in its coveragearea.

The new meters are less expen-sive to purchase and offer a widevariety of services to the coopera-tive such as same day readings,same day usage, the ability to tellif power is to the meter in a remotearea, as well as what the peak de-mand is on a specific account, saidJoe Connot, director of memberservices for West Central.

The new meters look very muchlike the old meters. You cant tellthe difference unless you know ex-actly what you are looking for,

said Connot. The meters are singlephase units for residences andthree phase units for larger clients.

The new terawatt accumulator(TWAC) meters allow the coopera-tive to gather more useful datamore quickly. The older systemwas the turtle system, which mayhave taken two or three days to getany information to a substation.With these new TWACs, West Cen-tral Electric personnel in the officecan directly pull up the meter in-formation as needed, even as theemployee is talking with the clientin person or over the phone.

Along with installing the new

TWAC meters and software, WestCentral Electric was able to installdemand response units. The unitsallow the electric company to turnoff water heaters during high-peaktimes, thus diminishing over-allusage during those times. Theclient has to request this service.It will aid in our load control pro-gram, which in the long run willsave all of our members money aswe will have a better handle on ourpeak loads, said Connot.

I can do a lot of neat stuff withthis. It can tell me how many kilo-watts you use per day: on mastermeters per hour, and heat meters(electric heating) per hour, which isa discounted rate, said Connot. Ifa clients monthly bill jumps, West

Central Electric can analyze thelast month for possible explana-tions. It could be as simple as i llus-trating the time before an ailingwater heater or refrigerator finallyquit and had to be replaced, thusthe next months usage should benotably lower.

The older turtle system sent thesignal down the power line just asthe newer TWAC meters do, butwith the TWAC system we receivethe data quicker. With the turtlesystem sometimes it was a coupleof days before we received the sig-nal, now with the new system wecan get it right away. This will aid

in move-outs and move-ins as wecan get a current reading withoutsending someone out to physicallyread the meter, said Connot. Also,most of any future updates to theTWAC meters can be made re-motely.

West Central Electric serves fivecounties and all the towns in thosecounties. We still want that face-to-face, stressed Connot. Privateelectric usage information on a spe-cific property can be mailed, uponrequest, to the same address thatthe bill for that property goes to.

The new TWAC meters can beindividually checked, for example,to remotely determine which cus-tomers are experiencing power out-ages because of a blizzard. West

Central Electric can send a pingto the meter, and, if the breakersunder the meters are not blown,the company can tell if that clienthas power or not. Thats a bigbonus, said Connot. Hopefullygone are the days when we have tocall the consumer at 3:00 a.m. tosee if the power was restored. Nowwe can ping the meter from the of-fice in Murdo and tell if we havepower to the meter. If the breakersare tripped at the bottom of themeter we will not know that, so itis best for the member to checkthem before they call an outage in,said Connot.

Regions electic meter project completed

Philip Health Services, Inc.began a construction and renova-tion project 10 years ago. In De-cember 2011, the final payment forthe $716,000 borrowed for thatwork was made to West CentralElectric.

This is according to informationin the February 2012, issue of theWest Central Electric monthlynewsletter Cooperative Connec-tions. Almost two years of prepa-

ration and paperwork preceded theactual construction part of the proj-ect for the Philip hospital and nurs-ing home. The loan included a$450,000 Rural Development Loan,a $200,000 revolving loan fundgrant and West Centrals contribu-tion of $66,000 in matching fundswith zero percent interest.

The newsletter article stated,As PHSI made payments on theloan, part of the money went backinto a Revolving Loan Fund ... asource of money from which loansare made for multiple small busi-ness development projects. WestCentral Electric established theRevolving Loan Fund to improvethe quality of life in its rual areasby contributing to long term im-provements in local economies

Program criteria requires back-ing by a large corporation, such asthe Rapid City Regional Hospital,or a taxing entity such a city orcounty. The loan must be approvedby West Centrals Board of Direc-tors, at which time an interest ratewill be assigned .... In 2005, WestCentral made a $100,000, one-per-cent interest loan to the KadokaNursing Home Associaiton to reno-vate the long vacant Kadoka Hos-pital building to house the KadokaClinic. Then in 2007, the Kadoka

Nursing Home received a $75,000,one-percent interest loan fromWest Central to replace a faultyroof. As these funds are paid back,the money will again become avail-able for re-lending.

Kent Olsen, current administra-tor for PHSI, said, We are sograteful they have this program.

The purpose of the program is verymuch appreciated, and is working.If you have to borrow money, zeropercent loan is the way to go.Thats wonderful. There are manygood causes in any community.Local health care is one, but thereare others, too.

William Sidney Bill Clary wasa teenaged gunner in a World WarII B-29 bomber when another B-29cut his plane in two over the rollingprairie of South Dakota.

Clary dove through the hole cre-ated in the front half of the planeand parachuted 21,000 feet into thecare of farmers working their fieldsnear the tiny town of Philip, S.D.

One other crewman survived.The remaining eight perished onthat Thursday, Sept. 28, 1944.

The U.S. Army Air Corps as-signed Clary another B-29 aboardwhich he earned a DistinguishedFlying Cross and five air medalsduring 29 missions over Japan..

When war ended, it took a ship,a train, his thumb, two weeks and29 hours to bring him back home toGaffney, S.C. His thumb failed him18 miles from home so he called anuncle to come get him.

Only one reason for his survival,he said. Im so thankful that God

let me live through that.He is 87-years-old today and en-

joys a quiet life in the modest homehe shares with Betty, the pretty 16-year-old he married 69 years ago.Clary was a healthy 17-years-oldthen.

Today his health is supported bya pacemaker, five heart drugs andan artificial knee.

Comforts are Bettys cooking anda recliner overlooking the TValongside a teenaged girls paintingof Jesus. Her inspiration was de-scriptions of Jesus from two boyswho died, went to heaven, returnedand wrote a book, Clary explained.He cherishes his memories of life ina B-29 and shares them in a clear

and delightful southern fashion.Faith fuels his humility, kind-

ness and gratitude for long life.The Lords blessed me so good, Icant believe.

He is number five of 14 born toBarney and Mabel Clary. Foursons died as babies.

Bill Clary graduated high schoolin May 1942 and joined the Army

Air Forces the following October.Six of his brothers also served inthe military. Three left for WWII inone week, he said.

Barney Jr., left on Monday,Wayne left on Wednesday and I lefton Friday.

All survived the war but onlyfour of Barneys and Mabels kidsare alive today.Clarys brother, Barney Jr., an

Army medic, came home from warwith a Silver Star and PurpleHeart.

Bill Clarys war started at FortShaw in Sumter, S.C. He marriedBetty on a weekend pass two weekslater. It was her idea, he quipped.The Army sent Clary to fourschools and assigned him to a B-29Super Fortress.

Soon he found himself manninga blister gun on a training mission.His B-29 was one of four flying in adiamond formation out of Kearney,Neb.

The air was so bumpy, an orderto tighten the formation scared co-

pilot Roland J. Hand. He advisedthe crew to don their parachutes.

He saved my life, Clary said.A short time later, the right out-

side engine of the B-29 flying at therear of the diamond cut the tail offhis plane.

Clary ran to the hole in the frontsection where the pressure pulledhim into the sky. If I had hesitatedfive seconds, I would have nevergotten out, he said.

Radar operator Arthur J. Liberiwas sucked out of the bomber byair pressure just before Clary ex-ited. By then, Liberis chute wasfar below.

Thats because Liberis para-chute was connected only to his

shoulders and he had a lengthyfree fall before he was able to pullhis rip cord, according to his state-ment to investigators.

The front portion of the plane hitthe ground and exploded on theMartin Kellogg ranch. Clarylanded about a half-minute laterand was running toward thewreckage when it exploded again.

The tail section, with the body oftail gunner Marshall Ballard in ittook about five minutes to reachthe ground, according to coverageby the Pioneer Review, localnewspaper.

Clary had cut his head on somejagged metal when he bailed out.

The Pioneer Review reportedtwo farmers, the late Merle Carleyand Homer Woods, drove Clary andLiberi to the small one-doctor hos-pital in Philip present day popu-lation about 800.

The doctor was not there soClary used the hospital phone tocall his group commander Lt. Col.Crocker Snow at the air base inKearney.

Snow sent a staff car and ambu-lance from the air base in RapidCity, S.D., 85 miles away. They ar-rived three hours after the crash.Liberi rode in the ambulance,Clary in the staff car.

After they arrived at the RapidCity base hospital, an officer founda bottle of liquor and a water glass

and invited Clary to say when.When happened as the boozereached the top. Clary drained it.Didnt feel a thing, he said.

Later it was learned that the B-29 that hit Clarys bomber flew an-other 150 miles before it crashed atClearfield, S.D. near Winner, ac-cording to the Pioneer Review.The crew bailed out safely.

After three days in the hospital,Clary declined a flight back toKearney, Neb., and asked for atrain ticket. One problem: his flightsuit was torn and couldnt be re-placed at Rapid City.

These classes are great for keep-ing up-to-date on some of the subtlechanges in treatment standards,said Henrie. The training teachesthe provider to distill any traumasituation into the critical decisionpoints. It trains you to respondquickly and to make the correcttreatment decision.

PHSI Administrator Kent Olsonagreed, As a critical access hospi-tal and a statewide trauma hospi-tal, we never know what is going tocome through our emergency room.Keeping our medical staff currentin ATLS is a win-win for us and thecommunity.

Holman, Henrie and Gerberdingtraveled to Casper, Wyo., for ATLStraining January 6 and 7, 2012.The training included lectures, in-teractive instruction, and a writtenexamination. Each participant wasalso required to carry out a simu-

lated trauma situation in front ofthe instructors in order to receivecertification. Other medicalproviders at PHSI are scheduled toattend ATLS training later thisyear.

ATLS was designed by the Amer-ican College of Surgeons to trainmedical providers in a safe and re-liable method for assessing and ini-tially managing severely injuredpatients, including adults and chil-dren. Since its introduction in1978, ATLS has become the stan-dard of care for both urban andrural emergency centers because itteaches a common, systematic ap-proach that can be applied to anytrauma.

After initial certification in ATLS, recertification is neededevery four years for practitioners tokeep abreast of changes in the fieldof trauma medical care. Medicalproviders at PHSI maintain certifi-cation in ATLS not only to meet thestate requirements of a trauma re-ceiving hospital, but to maintaintheir skills and knowledge in thewide variety of emergency casesthey treat.

monthly meeting, Monday, March5, first approved the payment ofbills. Gross salaries for Februarytotaled $20,958.69. The citys per-centages of insurance, retirementand withholding added another$7,417.45. The total for all otherbills came to $55,715.04, which in-cludes over $10,698 for health anddental premiums and over $5,283for water.

The council approved a buildingpermit for Jeff Konst to put up a12x20 shed.

The city collects a little over $400per month for the rubble site sur-charge fund. This account is for thepurchase of land for future expan-sion and for any improvements asneeded. The committee will reportto the rest of the council next meet-ing about possibly capping this

fund.The South Dakota Municipal

League workers compensationaudit was completed the end of

February. The council approved alist of 40 Philip Volunteer Fire De-partment volunteers for 2012. Fi-nance Officer Monna Van Lint saidthat it would be a little difficult get-ting the firemen to take pre-em-ployment physicals, especiallysince they arent being employed.City crew workers will be taughthow to identify possible meth-labmaterials discarded in roadwayditches; a safety precaution or theycould mow over it and toxify them-selves, explained Van Lint.

Van Lint and Deputy FinanceOfficer Brittany Smith requestedguidance in determining a limit forscheduled and unscheduled proper-ties on the citys insurance cover-age. The citys bath house has beencovered, but the swimming poolnever has been insured accordingto the citys insurance agent. Thecommittee will report back next

Van Lint and Public Works Di-rector Matt Reckling will be meet-ing with the Federal Aviation

The FAAreauthorization bill has beensigned by the president, thus fed-eral funding will be at 90 percentfor projects in 2012 and beyond.The city and state have yet to de-termine how they will split the re-maining 10 percent.

The council approved surplusinga 1988 Dodge Ram Charger, 1977Ford dump truck, Roto-cut, 1990Chevy pickup, 1970 Chevy Subur-ban and a 1994 Chevy Pickup. The1986 loader, still having repairwork completed, will be first of-
