Teachers Association meetingMonday, February 27, featuredGary Snook, Haakon County com-missioner, as the guest speaker.

Snook first explained the redis-tricting that was made necessarybecause of recent tallying by theUnited States Census Bureau. Imnot saying how accurate it is, but

we have to go by it, said Snook. Herelated that the current count is1,937 people in Haakon county. This is approximately 10 percent, about 200 people, less than duringthe previous census. The averageage of the countys population hasrisen from 41 to 49.

With help from the CentralSouth Dakota Enhancement Dis-trict, the commissioners settled ona redistricting of the countys fivevoter districts. Each must bewithin only a 10 percent deviationfrom the other districts. This isbased not only on the numbers ofthe voting age population, but alsoon the total population numbers. If you change (the boundaries) ofone, it would change all the others, like a domino affect, said Snook.

If more than one candidatewants to fill any of the commis-sioner seats, and if they are from

the same political party, then theprimary election is in June. Thegeneral election will be in Novem-ber. Snook mentioned that absen-tee voting could be easier for somevoters, with less travel on votingday. The deadline for filing nomi-nating petitions to run for commis-sioner is March 27.

The audience wanted to knowthe financial standing of the

county. Its tight, very tight, saidSnook. We did pass the opt-out,the second version. Its not going tocure all our problems, but its goingto help.

Snook is in favor of the Trans-Canada Keystone XL pipelinegoing through the county. He re-lated the thoughts of officialswhom he has been talking with, that once President Obamas needfor the Green Vote is past, then thepipeline will be okayed by the pres-

ident. There will be people here whileits being built, quite a few. Itsgoing through my land and I feelcompletely safe about it. Its notgoing to create any long-term jobsand save our population. They mayactually improve some of the roadsthat parallel the pipeline, saidSnook. The only thing thats goingto save us down the road is getting

people to come and stay here.AARP/RTA business included an

update on the free tax aid, in whichtwo-thirds of last years e-files havealready been done already this taxseason. A driver safety course willbe held March 15 from 8:00 a.m. tonoon at the senior center. On May5, volunteers will perform upkeepand maintenance to the OldSchoolhouse Park.

The local AARP was representedin Pierre on Lobby Day, January 1.Mike West said that state legisla-tors know the majority of peoplewho vote are the older people.

AARP/RTA members are encour-aged to attend city, county andchamber of commerce meetings. The Philip Chamber of Commercehas donated $750 to the CountryCupboard food pantry. The cham-ber will be holding a membershipdrive Saturday, March 3, in themeeting room of the 73 Saloon. The pantrys backpack program, though already helping 10 childrenin Wall and 12 in Philip, wants toaddress at least twice that manystudents who need to fend forthemselves on weekends while par-ents are working. Each backpackper weekend costs the pantry about$5.50. In general need, the pantryis specifically asking for canned

tomatos, meal packages to helpwith hamburger, crackers and anycanned beans other than greenbeans.

The next meeting for the local AARP/RTA will be at 6:00 p.m.,Monday, March 26. The two candi-dates for the Philip mayoral seat,Mike Vetter and Lou Ann Reckling, are being invited to be the guestspeakers.

South Dakotas number one in-dustry has made huge strides re-cently because of high commodityprices, rising land prices and newtechnologies, but faces severalchallenges including animal ac-tivist groups and water drainageissues.

That was the message fromSouth Dakota Secretary of Agricul-ture Walt Bones in his address tomembers of the South DakotaFarmers Union, February 17 inHuron, at the family farm organi-zations 97th annual state conven-tion.

Bones gave an overview of thestates Department of Agriculture, discussing how it works with the

states largest industry. Aboutone-third of our economic activityin this state comes from agricul-ture, Bones said. Thats an over$21 billion impact on our stateseconomy.

Bones pointed to the recent an-nouncement of the Bel Brandscheese plant that will be built inBrookings bringing hundreds of

jobs as a victory for the states agri-culture industry. Its a $300 millioncorporate investment in SouthDakota. They couldve put thatplant anywhere in the Midwest, and they chose South Dakota,Bones said. And Ill tell you it was-nt because we threw the mostmoney at them. They came here be-

cause of the people, they came herebecause of our work ethic.

High commodity prices has fi-nally given agricultural producersa profit in South Dakota and acrossthe country, a trend Bones said hehopes will continue as new technol-ogy increases productivity on lessland.

Bones discussed his depart-ments initiative to create a re-gional watershed district in theform of Senate Bill 169 during thisyears legislative session. Themeasure wouldve been a first stepin solving water drainage issues, especially in northeastern SouthDakota, where over the past fewyears too much moisture has taken

met in special session Tuesday,February 21, to discuss personnelissues, state of assessors office andfor a second hearing on redistrict-ing.

Todd Bailey and Russ Hansonfrom the state Department of Rev-enue informed the board that theyhad started to print the assess-ments. Bailey said that everythingwas pretty much in order in the of-fice.

The board approved the secondhearing of the proposed commis-sioner districts.

The board entered into executivesession to discuss personnel. No ac-tion was taken following the 34minute session.

Highway Superintendent KennyNeville notified the board that thestate Department of Transporta-tion had accepted a bid from CorrConstruction Services, Inc., Her-mosa, for bridge work. Their bid of$319,521.35 was nearly $100,000lower than the estimate. Thecounty will be financially responsi-ble for 20 percent of the cost.

Kit Graham met with the boardto discuss wages and workmenscomp. The board approved to pay

Grahams wages in accordance tohis current pay with the city. Hewill also be added to the countysworkmens comp insurance.

The board discussed the sheriffvacancy. Interested parties can ob-tain a petition to run for the officefrom the auditors office. They haveuntil March 31, 2012 to return thepetitions and be placed on the pri-mary election ballet.

The board entered into a secondexecutive session for the purposeof conducting interviews for the di-rector of equalization position.

No action was taken after thesession.

a major toll on the industry. Our staff has been working on

this issue because its a huge con-cern, its caused huge problems andwe need to solve it by looking at thebig picture, Bones said.

Farmers Union supported thebill, which was later amended toset up a task force to look into theproblem.

The agriculture secretary alsoencouraged farmers and ranchersto tell their story to anyone whowill listen. Anytime you have achance to engage somebody, please, take that opportunity to tell yourstory. It can make a difference, itreally can, Bones said. We need tobe able to let folks know what weredoing and why were doing it.

As of Sunday, February 26,heading into the final week of the

2012 South Dakota Legislature, leaders of both parties are still atodds over the bill that seeks to re-ward the states best teachers andattract more in certain areas ofstudy.

The plan, which was started asGovernor Dennis Daugaards plan, but has suffered at last count 23amendments to make it morepalatable to educators and the pub-

lic, is embodied in HB1234.Republican House and Senate

leaders said Friday at their weeklynews conference that the education

plan has gained the most media at-tention of any of the bills. But now, said Senator Russ Olson, R-Madi-son, I think we have the peoplesplan. Olson said, with the currentversion, Olson said, we are allow-ing local school districts to havecontinuing contracts, and have ex-panded the local control option forschool boards that want to givemore money for such things as ateacher who acts as a mentor.Olson said as long as it is advanc-ing student achievement, we wantto reward teachers.

The bill was approved in the Sen-ate Education Committee and nowis expected in the full Senate, per-haps on Tuesday.

However, Democratic Senateleader Jason Frerichs, D-Wilmot,said what happened in the Educa-tion Committee was something towitness first hand, which he did.He said the bureaucrats were tes-tifying for the bill, continuing topush that top-down approach, while the foot soldiers, administra-tors, school board members, teach-ers and parents were saying holdon, lets do it right. Frerichs saidit looks like the governor meanswell, but he is really pushing thisforward at any cost.

House Democratic Leader BernieHunhoff, Yankton, said the plans$15 million cost has inaccuratelybeen called the biggest investment

in history for education. However,he said, that amount is just one-fifth of what was cut last year fromschool funding.

Numerous Republican legisla-tors also have voiced their displeas-ure with the bill, even with itsamendments, and are asking thatmoney be put back into the statesschool funding formula to benefitlocal school districts and the tax-payers who support them.

As legislators head into theirfinal full week of action, the bill isexpected to wind up in a conferencecommittee where both the Houseand Senate can hammer out a com-promise bill that would be pre-sented to each of the two chambersfor their consideration.

At weeks end it is also expectedthat the general appropriations billwill be finalized for fiscal year2013.

Legislators then give Daugaardtwo weeks to consider bills for hissignature or disapproval, and comeback for its final legislative day onMonday, March 19. The Legisla-ture also can deal with any vetoesthe governor may have issued.

In the late afternoon of Monday,February 27, HB1234, the contro-

Legislative leaders still at odds over education bill

THE BIBLE ON THE FLOORby Cornelius R. Stam"...Thou hast magnified Thy Word above all Thy name" (Psa. 138:2).

As I passed by my study the other night, I noticed that I had left a Bible lying on thefloor next to a chair. In studying I had put it down momentarily to consult a reference

book and had neglected to pick it up again. Now, as I caught a fleeting glimpse of that blessed Book lying there, it bothered me; in fact it bothered me enough to make me

go back and pick it up and put it w here it belonged. Then I began wondering why so trivial a matter had troubled me. Was it because I remembered how dad would never allow

anything to lie on top of the Bible? Had mere sentiment confused my thinking?Surely the Word of God is forever settled in heaven and that bo ok lying on the f loor was only paper, ink and a leather cover. Or

was it? Was it not also the Word of God as given to us? And as such, was it not representative of God Himself? If our country's flagmust be treated with honor and respect; if it is sacrilege to treat it as mere cloth, how much more is this so where the Holy Bibleis concerned!

No, it was not merely dad's example that came to mind as I saw the Bible lying there: certainly it was not only that. Rather it wasa Scripture passage of which he often reminded us; the inspired words of David quoted above:

"Thou hast magnified Thy Word above all Thy name."To be sure God would have us use His Word as a textbook from which to learn His will. It is no sign of reverence for this great

Book to leave it lying untouched on the shelf. He would have us use it and study it, perhaps underlining important passages andmarking significant connections. But with all this we must never forget to treat it with the reverence and honor due the writtenWord of God.

To the Reader:Some of our Two Minutes articles were written many years ago by Pastor C. R. Stam for publication in newspapers. When many of these articles were later

compiled in book form, Pastor Stam wrote this word of explanation in the Preface:"It should be borne in mind that the newspaper column, Two Minutes With the Bible, has now been published for many years, so that l ocal, national and

international events are discussed as if they occurred only recently. Rather than rewrite or date such articles, we have left them just as they were when firstpublished. This, we felt, would add to the interest, especially since our readers understand that they first appeared as newspaper articles."

We hope that you'll agree that while some of t he references in these articles are d ated, the spiritual truths taught therein are timeless.

(continued from page 4)Saturday was in the high 40s in

Kadoka. Tony Harty was ready tomake a trip to Rapid, but that fellthrough, so instead he worked atcleaning out his garage a little.Sunday, he did manage to escape. He left early for the Milesville area.He went by Dana Fitzgeralds for avisit before church at Milesville

then had lunch and attended theMilesville play. He took greatpleasure in visiting with folks be-fore and after the play.

Sunday was cool and windy withabout two inches of snow inKadoka. There was more in theMilesville area. I couldn't think ofa soul to invite to attend the playon a spur of the moment notice, sowent alone. You're never alone forlong though. Once I got to thelunch, it was great to see Elsie andSonny Baye from Faith. It isthanks to the dedicated work doneby Elsie that we have the "HaakonHorizons" book about the folks who

made the area. Sonny, even thougha stroke sidelined him from gettingaround too great, was eager to seeeveryone and thoroughly enjoyedthe play. Dan Piroutek and DonnaKing were next to me in the bestseats in the house, or so it seemed.Boy, that was a great play. Thebest part was you could understandeverything. Red and Irene

Willoughby, Midland, stopped longenough after the play to give mehugs and a whisker rub. They wereanxious to get home because theywere calving. So to take a few pre-cious hours away meant they hadto do some quick catchup whenthey got home. It seems Red's win-ter beard may not be too greatlyappreciated by Irene. It was so en-

joyable to see so many friends. (Billdoesn't know what he missed!)

Greetings from frosty, overcast, cool northeast Haakon County! Itis pretty nice outside right now, buteveryone in our neighborhoodseems to be hunkered down, wait-ing for the storm that is predictedfor our area. The weather forecastkeeps changing, leaving us to won-der just how much snow to expect.Parts of the state will be getting alot of snow, some not so much, some will be getting freezing rain

and then snow, and it sounds likeeveryone can expect strong winds. It is the type of weather that hasme making soup and baking bread! The storm isn't supposed to last toolong, which is good, consideringthat many of us have new calves onthe ground. But after such a mildwinter, we are not used to this typeof weather. Last year, this forecastwould have just been another blipon the radar! One good thing aboutthe storm it is coming in late Feb-ruary, so whatever snow we do getwon't last too long.

One casualty of the impendingstorm is our neighbor T.J. Gabriel'sannual bull sale. The sale wasscheduled for Tuesday, but it hasbeen postponed until Sunday,March 4. I think buyers and sellersalike were concerned about travel-ing in the blizzard conditions thatare forecast. It sounds like Sun-day's weather will be much im-proved.

The storm has also delayed anyyardwork I might have beentempted to do, so I guess I'll stayinside and do some spring cleaning. The first day of spring is less thana month away, so any spring clean-ing chores I can accomplish nowwill allow me more hours outsidewhen the weather improves! Istarted a few days ago, washingdown kitchen cupboards and walls. It feels good to have winter's dirtand grime banished to the scrubbucket!

There was a rescue on Robb'sFlat yesterday. Our faithful maillady, Dianna Dinsmore, wasstranded on the road when herpickup decided to malfunction. For-tunately, several neighbors helpedher out and loaned her a vehicle tocontinue her mail route. The mailmust go through, after all! We sure

    enjoy and appreciate her faithfulservice.

Mary Briggs said her week con-sisted of driving back and forth toPierre to her job with state govern-ment. She enjoyed being able towatch the State A Wrestling Tour-nament via computer technologyis amazing!

Jon and Connie Johnson andfamily attended the annual dia-betes camp last weekend at OutlawRanch near Custer. This year, there were 41 diabetic kids andtheir families, and it sounds like agood time was had by all. All exceptConnie, that is. Unfortunately,Connie got sick the first day ofcamp, so she spent her time in thecabin hoping to feel better. She wassick most of last week, but she'smuch improved now. Friday night, the Johnson's attended theMilesville play. A couple of the cast

members are classmates of sonsWyatt and Avery. Sunday, Jon,Wyatt and Avery did some ice fish-ing at Lake Oahe. They caughtfish, but it sounds like everyone gotplenty cold.

T.J. Gabriel was in SpearfishFriday to attend an angus meeting.Saturday evening, T.J., Jeanineand kids attended the Milesvilleplay.

Gene Hudson taught at theCheyenne School Tuesday andWednesday. Her daughter, Connie,is the teacher, and she was homesick. Thursday, Dick and Gene

were in Rapid City to be with theirbrother-in-law, Son Keffeler, as heunderwent some surgery. The sur-gery went well, and Son hopes to bereleased from the hospital aboutmid-week. Dick and Gene spentThursday night in Rapid in orderto keep a Friday appointment. Onthe way home Friday evening, theyattended the Milesville play. Genesaid the cast did an excellent job,as usual.

Billy and Arlyne Markwed had arather quiet week, mostly helpingtheir grandson, T.J. Gabriel, getprepared for his bull sale. They at-tended the Milesville play Satur-day evening. There was no churchat Deep Creek Sunday because ofblowing snow.

Frank and Shirley Halligan werein Pierre Thursday for a tax ap-pointment. They took Frank's fa-ther, Ken Halligan, out for lunch ata new restaurant in Pierre. Satur-day, Frank and Shirley were inRapid City to watch their grand-son, J.J., play in a freshman bas-ketball event there. J.J. plays forthe team from Faith, and his teambeat Rapid City teams from bothCentral and Stevens high schools pretty successful day! Followingsupper with their son, Murdock, and family, Frank and Shirley re-turned home.

Lola Roseth was in ChamberlainWednesday and Thursday for inci-dent management classes. DuaneRoseth attended a sale in PlatteFriday. Sunday, their son, Thor, and his wife, Jackie, were at Duaneand Lola's for lunch. Thor andJackie will soon be welcoming theirfirst child a pretty exciting timefor the young couple, and also forgrandpa and grandma!

Nels and Dorothy Paulson werein Pierre Monday, taking care ofsome business and getting somesupplies. They had lunch with theirfriends, Dale and Myrna Hart-mann. Dorothy said the grocerystore was busy with folks stockingup ahead of the storm.

Joyce Jones was in Pierre Mon-day also, as she took grandchildrenLuke and Mattie in for piano les-sons. Joyce also stopped at the gro-cery store to pick up a few items(which is normal practice for people

who live this far out in the coun-try you never want to miss an op-portunity!) and she said there wereno loaves of bread on the shelves. Iguess people are really taking thisstorm warning seriously!

Clark and Carmen Alleman arekeeping each other company asthey try to recover from the illnessthat has been going around thecommunity. Daughter Kelly andher family were at the ranch overthe weekend helping move cattlehome in preparation for calving.

Clint and Laura Alleman tooktheir daughter, Alivya, to the doc-tor on Monday, and the good news

is that her croup is much improved.Laura and the cast members of theupcoming Hayes play have beenworking hard in preparation forthe performances this weekend. Some practices were cancelled lastweek because several of the castwere sick, but hopefully everyonewill be in top form soon!

Mark this weekend on your cal-endar performances of the Hayesplay will be Friday and Saturday,

March 2 and 3 at 7:00 p.m. CST,and Sunday, March 4 at 2:00 p.m.,CST. This will be the 59th Hayesplay quite an accomplishment forthe small community. The play is acomedy, and the group always doesa great job!

Julian and Coreen Roseth werein Huron over the weekend to helpher mother celebrate her 80thbirthday. All of Coreen's siblingsand their spouses, as well as all thegrandkids and great-grandkids,were in attendance, coming from asfar away as Utah and Minnesota.Coreen said it was a wonderful oc-casion, and there were over 30 peo-ple in attendance.

I'm not often successful in catch-ing up with Ed Briggs for his news, and last week he had a tough timegetting in touch with me! But wedid finally have a chance to visit, and he said he has been busy at-tending Haakon County Commis-

sion meetings as well a meeting ofthe Central South Dakota En-hancement District. Ed alsostopped to visit at the Dave andLaura Hand home recently. Allthese meetings plus the normalranch work keep Ed on the move!

Mary Neuhauser was at theranch over the weekend. Hermother, Kathryn Schlecter, contin-ues as a patient in Sioux Falls fol-lowing a recent surgery. She isimproving, but it will be a slowprocess. Her spirits are good, whichI am convinced helps the healingprocess.

Marge Briggs said she has beenstaying in and staying warm. I'msure she is prepared to measure

the snow and moisture after ourstorm is finished. Sometimes thestrong winds make measuring a bittricky, but Marge has been collect-ing weather data for a long time, soshe'll be able to accomplish thetask.

Ray and Nancy Neuhauser havebeen staying close to home thispast week. They had planned to at-tend a basketball game last Thurs-day, but icy roads convinced themto listen to the game on the radio. They were at the senior centerThursday, and Ray has been keep-ing up with his card playinggroups.

Ruth Neuhauser said she hasn'tmade much news this past week ei-ther. Now that winter seems tohave arrived, the icy roads and iffytravel conditions have caused theschedules to be varied with thephysical therapists and others.Thankfully, Aunt Ruth can stay in-

side and remain warm and com-fortable.

Bill and Polly Bruce had a visitfrom Gene Hudson and her grand-son, Noah Johnson, Tuesday. The

The Philip High School is field-ing nine investment teams madeup of 20 family and consumer sci-ence students to compete in theCapitol Hill Stock Market Game.

Currently there are 2,125 teamsfrom 231 schools participating, rep-resenting the 435 congressionaldistricts across the United States.Selected schools may only enter upto 10 teams. The Philip HighSchool teams will be competing onbehalf of Senator Tim Johnson.

We are so excited to be part ofthis national competition, saidBrigitte Brucklacher, FACSteacher at PHS. It is an honor tobe chosen to participate in thisprestigious challenge.

    Philip High School qualified for

the CHSMG since the team ofShelby Schofield and MeganWilliams won the fall semesterSouth Dakota Stock Market Game.Philip also had teams that placedfifth and eighth in the state compe-tition. Only one other SouthDakota school is participating,Clark High School sponsored bySenator John Thune.

Since its inception in 2004, the

CHSMG has engaged almost 800United States representatives andsenators with over 20,000 studentsacross the country. The game al-lows students to experience thestock market in real time. Each col-laborative team is given $100,000to invest. Initial investment deci-sions are made after the studentsresearch stocks and mutual fundsand decide which ones to investtheir capital in. All buy and selltransactions are made online at theStock Market Game website. If theteams so choose, they can sell andreinvest capital at any time, whether to stem losses or to cap-ture profits. Performance is meas-ured against the performance ofthe Standard and Poors 500 index

from February 6 through May 11.The top five teams and theirteachers representing five differenthigh schools will win an expensepaid trip to Washington, D.C., June19-21. As of this last week, ourschool is 11th out of 231 schools. That is absolutely outstanding per-formance for these Philip students. One team was seventh out of 2,125teams and another was 30th. It is

still very early in the game and alot can change until the end date inMay, but we are off to a very com-petitive start, said Brucklacher.
