THE murder of municipal council-lor Buyisile Mkavu, has highlight-ed the fact that many municipalward councillors are working andliving under a dark cloud of fear

as many of them have been intimidated andattacked during their time in office.

Mkavu was gunned down in his car inKwaNobuhle on Saturday, August 2. The Herald reported onMonday that a suspect (29)wasarrested on Saturday. According to the reportthe arrest came amid mounting speculationin ANC circles that Mkavu was slain to stop

him from uncovering massive corruption inthe city’s human settlements department,which he headed.Many Municipal councillors say at one

time or another they had been intimidated orattacked by angry and “misguided” citizenswith some councillors saying they are livingin fear for their lives.Democratic Alliance Ward 32 Councillor,

Sandra Phillis, said that there were allega-tions that she was on a hitlist on her life andhas needed protection for her life and that ofher staff since she began her time in office.Phillis said on three occasions in 2011 her

satellite office in Missionvale, which wasbuilt in order for her to make frequent visits

to the area to assist the people ofMissionvale,was contaminated with human feaces. Thisalso happened twice this year just after thenational elections.“I do not feel safe in that office as I do not

knowwhatmight happen ifmy staff and I con-tinue to operate from that office. It might juststir those who wish us to stay away to moredrastic ways of getting rid of us,” she said.DACouncillorDeanBiddulph,whohas also

experienced intimidation, said anger direct-ed at public officials falls into a number of cat-egories. “Firstly there are genuinely angrycommunities with legitimate complaints re-garding the slow pace of service delivery. Thesecond category of anger is more calculated

and carries with it a strong criminal elementwhich infiltrates a genuine protest action togain personal advantage via looting, etc.“The final, and possibly the most sinister,

is the use of intimidation and violence to pre-vent the uncovering of corrupt and illegal ac-tivities. This is the most dangerous kind be-cause when one considers the amounts ofmoney that may be involved, this is the kindof money that people are killed for.”Biddulph said the murder of Mkavu placed

into sharp focus the potential dangers of theirline of work, particularly those who exercisethe most vigorous public oversight.

THE Nelson Mandela Bay municipal councilis set to adopt a Local Spatial DevelopmentFramework (LSDF) for the Cape Road andNewton Park area which will result in thebusiness zoning of more properties to thesouth of Cape Road.

According to metro DA leader and ward 6councillor, Retief Odendaal, this specificLSDF dictates how Newton Park and sur-rounding areas will develop over the next fewyears.

Although Newton Park north of Cape Roadhas become a business node, Newton Parksouth of Cape Road is still mainly residentialin character. The excellent locationofNewtonPark has made both residential and businessproperties in this area very sought after.

“Over the last number of years, Council hasseen a substantial increase in the occurrenceof illegal businesses being run south of Cape

Road. While a number of residents were run-ning businesses from home in terms of Coun-cil’s Work from Home regulations, otherswere operating illegally.

“I would like to urge residents and businessowners alike to take heed of the provisions ofthe LSDF and to adhere to the permissible usefor their properties.”

A recent blitz by investors to snap up resi-dential properties inNewtonPark,will proba-bly subside after business rights are ratifiedby Council tomorrow.

According to Jaco Rademeyer of Jaco Rade-meyer Estates (JRE) in the Bay, the markethad been stimulated running up to the ratifi-cation of the new zoning allocation.

“Buyers were keen to buy at residentialprices, with the knowledge that buziness zon-ing was pending.”

When properties are rezoned to allow forbusiness, pricesusually skyrocket ina scurryto secure this sought after commodity.

However, the Newton Park area may al-

ready be near, or beyond saturation point inthe supply of business properties.

Rademeyer said many business propertiesin Newton Park are currently vacant. “Thenew zoning would most certainly see a pricehike in the affected properties, but with thecurrent over supply of business properties inthe area, this increase may not be as signifi-cant as owners here would have hoped for.”

Odendaal said when selling or purchasinga property, people had to make sure they werewell informed as to the existing zoning of theproperty as well as Council’s future plans forzoning in the area.

“Very often uninformed estate agents makemisrepresentations to the public in this re-gardand these fraudulentmisrepresentationscould lead to legal disputes.”

He warned that his office would be takinga zero tolerance stance to illegal business inNewton Park.

Biddulph said his experience with intimi-dation occurred a few months ago as a resultof having launched the “Save Our Metro”campaign which tackled a number of conten-tious issues at the time, including calling forthe return of the City Manager who had fledthe city as a result of intimidation and re-ported political interference, the release ofthe Pikoli report and investigation into IPTSirregularities.

“Whilst I was at a meeting, a stranger ar-rived at the gate at my home in an unmarkedcar without number plates enquiring afterme. He did not introduce himself and whenmy wife informed him that I was not home,he said he knew and that she should tell methat the petition was not a good idea. His be-haviour was extremely unsettling for mypoor wife,’ he said.

“Having to live with constant security af-ter the threat at my own home and havingto be followed by security to your children’sschool, is cold comfort and the fear is veryreal, particularly when you don’t know fromwhere or why the threats have been made,”said Biddulph.

Ward 31 Councillor, Penny Naidoo, saidthe reasons for many councillors beingthreatend are that residents are not awareof the role of council especially when dealingwith housing projects.

“What I have realised is that many of theresidents who have tried to intimidate methought I was solely in charge of housing.There needs to be education on what exactlycouncillors do in government. We are thereto represent the people in our wards andspeak for their needs. What people need toknow is that we are not in charge of govern-ment administration; this is not part of ourmandate. Unfortunately people think thebuck stops with us,” said Naidoo.

Naidoo said she had been a victim of intim-idation for several years now and just latelyshe said she had been receiving annony-mous threatening phone calls from disgrun-tled residents who had also broken into hercontainer office and allegedly practisedblack magic against her.

PE Express spoke to three other ANC Coun-cillors who refused to comment for fear fortheir lives.

in from Johannesburg to establish wheth-er acceptable tolerances have been ex-ceeded.“Any areas found to be outside of the

prescribed specification have beenbrought to the attention of the contractorto rectify and to raise the existing man-hole and service access points to the samelevel as the road surface.“I am pleased to confirm that these are-

as are now receiving attention, includingthe lifting of covers that are too low. It ishoped that this work will be completedover the course of the next few weeks,”

“Some families have surrendered their ani-mals, saying that they cannot afford them any-more,” said Linda-Louise Swain from AnimalAnti-CrueltyLeague (AACL) inPortElizabeth.The cost of animal food has escalated in the

pastyear andsterilisationthroughprivatevetshas becomeexpensive – something the averageearner can no longer afford.“A caring owner who surrendered a few of

her own puppies asked if she could keep onepuppy and mentioned that four puppies weretoo expensive,” said Swain.The AACL is currently dealing with a large

number of animals from theNorthern suburbsin Port Elizabeth. “Some of the puppies are ina bad state when we find them. A number ofanimals had Parvo and other diseases and hadto be put out,” said Swain.“We sterilise at our clinic every day and our

waiting list continues to grow,” she added.Healthy puppies are looked after by foster

mothers. “We do not have animal shelters yetbut we do go out on a daily basis to dip, treat,collect and sterilise,” said Swain.BayWealthManagement, aStonehousecapi-

The Harley Davidson Bookclub Port Eliz-abeth was founded in June 2008 by a groupof Harley enthusiasts who used to meetonce a week in a garage.Member Le Roi van Niekerk said, “Most

of the time was spent reading up on custombikes and the Harley life-style in variousmagazines.“One evening a friend walked in and stat-

ed ‘you guys look like a book club’. In short,that was all that was required to design ourclub badges and form a social motorcycle

club (SMC),” said Van Niekerk.“The Book Club Family has become a

great circle of friends with a strong com-mon passion shared for one of the greatestbrands on earth. We eat drink and sleepwith Harleys on our mind.“What really has bonded us over the

years is the friendship and openness of theClub towards our families and understand-ing of the individual needs and interests.“As we have grown considerably and

run by the Golden Oldies Fundraising club and is a prestigiousevent; one which recognises thetime and effort volunteered bysenior citizens, making a positivecontribution to the community.It is a programme rewarding

senior citizens through a nomina-tion programme, which is as-sessedbya local selectioncommit-tee and judging panel.The award aims to promote the

concept of active ageing which isall about creating and maintain-ing a great quality life for individ-uals and groups as they age.

“For someone who excelled ina sport in their heyday, becominga mentor or coach to the youngergenerationcanbeveryrewarding.Today so many youngsters leadsedentary, unhealthy lifestyles.Seeing an active senior citizenleading thewaycould inspire chil-dren and their parents to get ac-tive themselves,” said accountantat BLG Logistics South AfricaJuanita Krauspe.“Being nominated for the Sen-

ior Citizens of the year Awards is

a great honour,” she added.“This isyouropportunity to rec-

ognise and reward someone whomakes you proud to be a SouthAf-rican. Wewill be seeking nomina-tions for worthy elderly candi-dates who are still actively in-volved in their communities,businesses, entertainment orsport,” said Krauspe.Nominees must be 70 years or

older and still be active in their re-spective communities and activi-ties. “These are senior citizenswhomake a difference in the livesof othersandwhogoaboveandbe-yond in all spheres in their com-munities,” said Kraupse.Persons who are turning 100

years or older will also be hon-oured. “This is a milestone thatthe organizers feel deserves recog-nition,” said Krauspe.The three main objectives of

ENTRIES to the Walmer Park Baby of the Yearcompetition 2014 have officially closed and our30 finalists have been chosen.

This year we boasted a total number of 780 en-tries from in and around Nelson Mandela Bay!

The photographic judging took place atWalmerPark Shopping Centre on Monday August 11 2014at 3pm. The 6 judges had the unenviable task ofchoosing 90 semi-finalists from 780 entries. Oncethe 90 semi-finalists were chosen from their pho-tos, they were narrowed down to 10 finalists ineach age category, forming the 30 finalists in theWalmerParkBabyoftheYearcompetitionfor2014.

The 30 finalists will be notified telephonicallytoday. These finalists now go on to attend a per-sonal interview session with our panel of judgeson Thursday August 14. During the interview ses-

sionthefinalistsandparentsmeetwiththe judgesfor a brief interview that determines who our topwinners in each category will be. Our judges for2014 are:Leonie Scheepers

Codemasters has announced two new titles. F12014 will feature all the “seismic” changes tothe sport while drawing on the developer’s ex-perience in this specific category. Creatorshave revealed that F1 2014 will feature refined

handling and a new driver evaluation systemcalculated according to your personal skilllevel. This announcement doesn’t exactlymake us light a halogen lamp. IT IS an austere body that makes up the IRB(International Rugby Board) – and not agroup of gentlemen to be taken lightly. Sohow would they react to the thoughts of twoordinary fellows, even if once upon a timethese two were among the game’s elite asinternational players?

It came up, this point of contention, inlast weekend’s first round Currie Cupmatch between the Sharks and Griquas atKimberley’s down-at-heel-looking rugbystadium not far from the famous Big Hole.The incident caused TV analysts, NickMallett and Naas Botha, to question theIRB law book – and to make some valid sug-gestions.

In Round One in which referees weregenerally tough on even minor infractionsof the law, referee Craig Joubert wasted notime in awarding, in only the seventhminute, a Red Card against Griquas’ cen-tre, Jonathan Francke, for a tip-up tackleon Sharks’ fullback, SP Marais.

Both former Springboks, Mallett andBotha were in agreement that the tackle,jerking Marais back by the neck before

landing him on his head, deserved the ulti-mate penalty of terminating Francke’s partin the game. Yet, while they were happywith the ref’s ruling that banished Franckefrom the field for the rest of the match, bothfelt the law did not properly meet the needsof the game.

In a match in which a brave Griquas,forced to play 14 against 15 for almost theentire game – except a 10-minute periodwhen Sharks prop, Thomas du Toit, wasyellow carded – surprised the visitors witha courageous fightback and a final score of31-24, the two TV critics were adamant thatthe law governing foul play could betweaked in the interests of presenting amore even contest.

“The object of the game,” Mallett pointedout, “is to present a fair contest betweentwo teams of 15. Therefore even though Gri-quas put up a brave fight – might even havedrawn the match with a bit of luck –wouldn’t it be a fairer contest if the red-carded player could be replaced by a team-mate from the bench?”

Botha agreed. “Fifteen will nearly al-ways beat 14 players and, just psychologi-

cally, it takes a lot out of a game when thenumber of players a side isn’t equal. Ratherallow the offending side to replace the red-carded player from the bench – and dealwith the offending player at a disciplinarymeeting later. The IRB is unlikely to takeany notice of the two internationals’ views,but they have a valid point. Let’s not forgetthat, with three tries apiece, it was a braveeffort by Griquas.

Meanwhile it was a weekend to remem-ber for another unusual event in the ap-pearance at Ellis Park of home team, Lions,in a navy-blue strip – a tribute to the un-ion’s original colours 125 years ago. Andwhat a tribute it turned out to be, the Lionshammering a disjointed Blue Bulls 41-13!

By today we’ll know how the Proteas’first cricket Test against Zimbabwe inHarare turned out.

For a while it looked plain sailing untilcaptain Brendan Taylor came to the creasefor Zimbabwe for a smoothly struck 93. Hewas out eventually to the bowling of DanePiedt, who took the first of the four wicketshe collected with his first ball. Now that’ssomething to remember!
