VICTIMS of card fraud who arelosing thousands of rands in theprocess, are taking to social me-dia to vent their frustration asthe spate of card fraud cases be-

comes a grave concern for local police.

Police say they are investigating several

cases of card fraud with a special task teamassigned to investigate the problem.Police spokesperson, Sandra Janse van

Rensburg said, “There has been a drastic in-crease in ATM card swopping crime over thelast eight months. At the same time therehas, however, also been a decline in ATMhandheld card skimming. The decline inskimming can be related to the almost com-plete roll-out of the chip bank cards by all the

banks.”Janse van Rensburg said it was a known

fact that ATM card crimes were committedby organised groupings. “It is also apparentthat these syndicate groups do not restrictthemselves to a particular area.”One of many local victims who has been

hit by card fraud said he has lost over R3000.Xolisile Trongo, who banks with African

Bank, said he was awakened by an SMS no-

tice on January 18, stating that he had with-drawn an amount of R1 169.“The first thing I did was locate my wallet.

I could not believe it, because my card wasstill in my wallet,” Trongo, a barman atWalmer Country Club, said.The next day, another R1 594 was with-

drawn from his account before he could alerthis bank of the problem.

NELSON Mandela Bay Municipality (NMBM)said they smashed several service delivery tar-gets according to their mid-term budget andperformance report, but MNBM Mayor BensonFihlacautionedthat themunicipalityshouldal-sobemindfulofchallengesexperiencedinsometownship areas.

“While there has been a welcome improve-ment in a number of areas (particularly servicedelivery), I am concerned about refuse collec-tion in most of our townships as desired im-provements are not visible,” Fihla said.

Key service delivery highlights recordedfrom July 1st to December 31 – the first half of2014/2015 financial year – include the following:

•A total of 746 state subsidised housing unitswere built completely demolishing the target of335;

•A total of 1 509 erven provided with perma-nent water and sanitation against a target of 1500;

•The target to rectify 52 state subsidised hous-es was well improved upon as 1 238 RDP houseswere rectified,

•Continued provision of drinkable water sup-plyto100%ofhouseholdswithintheurbanedge(within a 200 m radius);

•Continued provision of electricity to 100% ofhouseholds on officially surveyed sites;

•Exceeded the target of electricity provisionto1100newerven(low-costhousing)byactuallyelectrifying 1 189 new low-cost housing erven;

•Provided career development opportunitiesfor 44 unemployed graduates;

Provision of support to Small, Medium andMicro Enterprises (SMMEs) are:

(a) Start-up equipment to 14 SMMEs in vari-ous categories;

(b) Support to 104 SMMEs in terms of the In-formation; Communication and Technology(ICT) and Construction Incubation Pro-grammes of the Municipality/Small EnterpriseDevelopment Agency (SEDA);

Fihla said among his plans are retaining fullBlue Flag status for two local beaches (Hume-wood Beach and Kings Beach) and achieving pi-lot status for Hobie Beach. Recording a billedrevenue collection rate of 94,89% (before write-offs), against a target of 95%, and the creationof 755 full-time equivalent jobs and 4 552 workopportunities, in terms of the Expanded PublicWorks Programme amongst others.

“Ourreflectionsoncurrentandpastperform-ances in service delivery by this institution in-dicate that considerable progress has beenachieved, but also that a number of challengesstill remain in realizing our mandate of ensur-ing a better quality of life for residents of NelsonMandela Bay.

“We remain committed to this ideal,” Fihlasaid.

When Iinformed African Bank, all they said was that theycould not investigate because there wasn’t sufficientevidence. This leads me to believe that it’s an insidejob,” he said.Other victims who have lost thousands of rands dueto what they say is card cloning took to the Public Ser-vant News Network Eastern Cape page on Facebook,warning residents to be alert while using ATM ma-chines around the city.Jesse Brisley said her mother was robbed of R3000after her card was rejected by an ATM machine inMiramar Spar next to Charlo pharmacy.Brisley said after the machine rejected her mother’scard, with an error message stating that the wrong pinhad been entered, the card was swallowed at a secondattempt with a deduction of R3 000 in her statement.Another report by Jessica Viljoen, stated that hergrandparents were robbed of R4 000 in StandardBank’s ATM at Moffett Retail Park.According to Viljoen, this was not the first incidentwhich had occurred at the same ATM.Standard Bank Media Relations Manager, Sihle Bo-lani, said the bank took the safety and security of itscustomers, employees and assets extremely seriously.“Proactive measures are in place to protect ATMs andthis is done on a regular and consistent basis. Stan-dard Bank has also initiated many consumer educa-tion drives to ensure that consumers are educated andunderstand the methods that criminals employ,” saidBolani.Janse van Rensburg said during the festive seasonthe Port Elizabeth Commercial Crime Unit conductedATM Crime Awareness duties at various ATM “hot-spots” in Port Elizabeth. She said that 1 600 crimeawareness pamphlets concerning ATM Bank cardskimming and swopping were distributed.

ACCORDING to Nelson Mandela Bay Tour-ism (NMBT) the 2014 festive season was abusy one for the Bay attracting more visi-tors, families and locals who enjoyed all thedestination had on offer and NMBT statis-tics reflected a general improvement over-all.

NMBT said during December 2014, ap-proximately 367 753 bed nights were sold inNelsonMandela Bay at an average occupan-cy of 79.17%up by 8.40%. It is estimated thatin the region of 319 253 overnight visitorscame to Nelson Mandela Bay spending inthe region of R346 282 013, up from R309 000272 during the same period last year.

From NMBT’s occupancy surveys it wasfound that during December 2014, 323 269(87.90%) of bed nights sold were domesticvisitors. Based on methodology utilised byNMBT from the bed nights sold it can be as-sumed that during the month there were294 667 domestic overnight visitors to NMBspending about R285 599 380 using 2013 indi-cators.

Mandlakazi Skefile, Nelson Mandela BayTourism CEO, shared that part of NelsonMandela Bay Tourism’s strategy in attract-ing and increasing visitors’ to the Bay isbased on research and feedback obtainedfrom visitors and industry stakeholders.

Skefile advised, “We have noted all thefeedback which reveals that visitors arerather price-sensitive and are shoppingaround for value formoney experiences andpackages. The foreign direct spend in Nelson Man-dela Bay for the month is estimated atR60 682 633. The top 10 foreign countries vis-itors came fromas reported on by accommo-dation facilities were the United Kingdom,Germany, United States, Netherlands,France, Argentina, Switzerland, Italy, Aus-tralia, and Israel.

Skefile said she is excited to say, “Eventscontribute extensively in extending the vis-itors’ length of stay in the destinationwhichincreases the visitors’ spend. The events al-so make Nelson Mandela Bay attractive forvisitors as the place to be for next year.”

The destination had a busy season ofgreat events which were able to attract andentertain locals and visitors over and abovethe constant attractions and activitiesavailable. These events included the officialsummer season celebrations, Boxing DayCricket Test between South Africa and theWest Indies and the Rugby 7s’ Tournamentover and above concerts such as the Ebubel-eni festival that attracted over 9 000 musicenthusiasts, to name but a few.

FORMER Springbok rugby player, RobbiKempson, has been appointed as coach ofthe Madibaz Young Guns for the 2015 Varsi-ty Cup competition and will guide theNMMU junior team in the build-up to theirfirst game against Pukke on March 2.The former Springbok prop debuted for

the national team in 1998 and retired fromprofessional rugby in 2003 after playing 37tests for South Africa.Following his retirement from profes-

sional rugby, Kempson began coaching in2005 and is currently academy and highperformance manager of the SARU KingsAcademy.Kempson’s association with the academy

allowed him to become involved withNMMU rugby structures, specifically theYoung Guns team, which is restricted toplayers under the age of 20.“There is a strong relationship that has

been built between the SARU Kings Acade-my and NMMU, which creates a conduit forthe players to be educated at the same timeas pursuing their dream of playing profes-sional rugby,” he said.“The EP Kings and NMMU have worked

hard to harness the talent within the prov-ince from the first-year students all the waythrough to the EP Currie Cup main side.”Having coached at various levels, Kem-

pson said the most rewarding part of guid-ing the Young Guns side was seeing howthe young talent took on their rugby chal-lenges and developed their skills and ca-reers.“Experiencing how they react to the

highs and the lows and how they managetheir very different personalities in a teamenvironment is a high point for me.”Kempson said that, in terms of the Varsi-

ty Cup tournament as a whole, the value ofthe Young Guns competition was highlyunderestimated.“It is the first opportunity for these

young men to compare their talents withthose of their peers around the country.”According to Kempson, this year’s Madi-

baz Young Guns team is a very talented

men and women who often perform at univer-sity events.Funk, contemporary modern and hip-hop

dance styles all exist within the group.Rayepen said this year sees the addition of

gymnastics, thanks toMandy’s School of Tum-bling and Gymnastics.“This will only increase the standard of the

team, and provide a great platformof exposurefor the sport too.”Although thecheerleader competition is tak-

ing place on campus at the NWU-Pukke Am-phitheatre, the cheerleaders are also involved

at the new cricketcontest at nearbySenwes Park.On the day of the
