LTR 2040: Likely drivers of change Over the next 20-25 years:
1. Automation 2. Data availability and sharing (big data, connected technology) 3. Shared mobility (ride sharing) 4. Consumer demand for convenience and new services
What would it mean for governments? • Dramatically change their role in transport e.g.
– Fewer congestion management and supply chain issues – Reduced public transport involvement and subsidies – Fewer accidents = reduced costs – Current licensing and registration systems redundant – Fuel and fine-based revenue reduced – Enforcement needs could change from roadside to back office

• Consultation papers out now • Present stage 1 findings to
ministers May 2017 – Public release – Include any
recommendations for future regulatory work
Automated vehicle project • NTC project to address barriers to AV technology • Hundreds of potential barriers to road AVs • Remove barriers but need to consider replacing them and how • Short-term priorities:
1. On-road trials – exemptions and national guidelines 2. Resolve ‘control’ via staged approach:
• Human driver still in control of level 3 AV • National enforcement guidelines • Possible legislative change
AV project continued • Medium-term priority = Safety assurance system • Road managers to administer • AV operators to demonstrate they meet safety criteria • Key points:
– Mainly performance-based – National system, internationally aligned
A responsive regulatory environment 1. National consistency 2. More performance-based regulations 3. Remove barriers – replace with fit-for-purpose regulatory tools 4. Only regulate where necessary 5. Regular reviews 6. Flexibility 7. Recognise that mobility will be seen very differently
