Doordarshan Kendra, Mumbai, is one of the major Kendra in India. It was commissioned on
2nd
October 1972 with full fledged studio and recording facility with a mandate to organize and conduct
public broadcasting services to inform, educate and entertain the public and to ensure a balanced
development of broadcasting on television.
(B) Short history of Engineering wing Doordarshan Kendra Mumbai
Doordarshan Kendra Mumbai come into the telecast map of India on 2nd October 1972. Doordarshan
Mumbai is having Five fully digitalized Studio for various programme recordings and live events.
Engineering wing is contributing for 15 to 18 hours of programme per week for DD National, which
includes all national films, DD to 10. Rangoli, Chubuli, HBN film Money plant, Ratro, new year
programmes etc. all the programmes are technically previewed to maintain the technical standards at per
with private channels.
Regional News Unit is equipped with TATA FLEX News Automation System and catering for Five
Marathi News Bulletins every day. FCU section is equipped with 25 Nos. of DVC Pro make ENG
Cameras alongwith two Nos. of hired news DSNGS are extensively used for news coverages. Various
outdoor events are covered by deploying three OB Vans. Coverage of live Mega events like Mumbai
International Marathon, Robocon, T-20 Cricket, and many other Live sports coverages are
undertaken every year.
3+1 Digital Earth Station & Server based transaction are catering for 24 hours DD-Sahyadri Cannel,
Metro news & Business news for DD News, and feed for outside agencies on payment basis. KU-Band
and C-Band DSNG are extensively used for Up liking for live events. 12 Nos. of NLEs. Seven No. of
Linear Edit Suites, Smoke and Flame and graphics set ups are used for post production.
Two Nos. 20 KW Terrestrial TV Transmitter for DD-National & DD News and a 5 KW DTT is catering
for terrestrial delivery various channels. Organized training on equipments like Canopus NLE, DPS9.1
NLE, 3D graphic system and special training for Security Offices of the Zone. Technical wing is
contributing for the revenue generation by independently hiring DSNG and other technical resources,
imparting training for collage students in addition to regular revenue generation through cash outflow for
programme coverages.
After the 26/11 the terrorist attack in Mumbai security was revamped by additional reinforcement of
security personnel, installation of additional security gadgets and increase in surveillance and safety
measures by engineering wings.
Monitoring for the mandatory provisions in the Cable TV act is scrupulously done by engineering wing.
With a staff Strength of 175 Engineering, Programming and other Staff. DDK, Mumbai has grown to
take-up any challenges in the field of programme production and broadcasting with a high spirit of
professionalism.
(C) Function of the Organization
Doordarshan Kendra Mumbai functions as per the instructions of the Directorate General of Doordarshan
and mainly concentrates on ensuring formulation and implementation of policies of the organization and
fulfillment of the mandate in terms of the Prasar Bharati Act, 1990. The DTC (Director) functions as the
Head of Office, subject to the control and supervision of the Directorate General of Doordarshan, New
Delhi headquarters at Doordarshan Bhavan, Copernicus Marg, New Delhi – 110001
All important policy matters relating to finance, administration and personnel are submitted to the
Directorate as required, for the purpose of advice, implementation of proposals and decisions thereon.

(D) Duties of the organization:-
The major objectives of the Doordarshan Kendra Mumbai is same as Broadcasting Corporation of
India (Prasar Bharati) Corporation as laid out in the Prasar Bharati Act, 1990 are as follows:
(i) Upholding unity and integrity of the country and the values enshrined in the Constitution.
(ii) Promoting national integration.
(iii) Safeguarding citizens’ rights to be informed on all matters of public interest and
presenting a fair and balanced flow of information.
(iv) Paying special attention to the fields of education and spread of literacy, agriculture, rural
development, environment, health & family welfare and science & technology.
(v) Creating awareness about women’s issues and taking special steps to protect the interests
of children, aged and other vulnerable sections of the society.
(vi) Providing adequate coverage to the diverse cultures, sports and games and youth affairs.
(vii) Promoting social justice, safeguarding the rights of working classes, minorities and tribal
communities.
(viii) Expanding broadcasting facilities and promoting research and development in broadcast
technology.
(C) DEVELOPMENTS IN TECHENICAL EQUIPMENTS:
A 10 KW TV Transmitter was installed. TV Antenna was installed on 300 meters steel tower, which is
the highest in Asia.
Colour TV transmission was introduced on the eve of ASIAD 1982.
Another Transmitter for 2nd Channel was commissioned on 1.05.1985 for Metro Programs.
Marathi Regional Service Program was commissioned on 15.08.1986. One Earth Station was installed
for uplink of the program to Satellite. The program is telecast on local terrestrial transmitter and also
unlinked to Satellite for facilitating relay of the Regional Program by all High Power Transmitters,
Low Power Transmitter in Maharashtra State, Panaji and also for cable operators.
Old tube cameras have been replaced with latest CCD cameras over the years,
The recoding format namely Betacam and Digital have been introduced over a year.
Two OB Vans are used for outside events/coverage. There is also DSNG uplink terminal, through
which program can be up linked to Satellite which can be received by New Delhi or any other
Kendra.
The new building with 11 floors with additional studio facility was commissioned in 1999.
The four studios in new ASF building have state of art equipment.
Total staff and work is divided in to five wings under overall supervision of Director viz.

(D) DETAILS OF AWARDS GIVEN BY THIS KENDRA AS A PART OF SOCIAL
ACTIVITIES. :-
1. Sahyadri Hirkani Sanman Sohala: The Award is being given to 9 Women for their
achievements in deferent fields for last seven years. (in collaboration of UNICEF)
2. Shyadrichya Navajyoti: The main theme of the programme is Girl Child and her life cycle. The
basic theme of the programme is Girl’s education, encourage the girls not only Navjyotis but also
girls from rural & remote areas in Maharashtra.
3. Sahyadri Navaratna Puraskar: The award is being given to 9 people for their achievements in
deferent fields.
4. Sahyadri Cine Award: The Award was given to the extra ordinary personalizes in the film
world and for their contribution for the films. This award is given to the best script writer, screen
play, Dialogue, lyrics, music, background music, playback (male), playback (female), art
direction, cameraman, editing, sound, choreographer, upcoming face debut, best actress, best
actor, best direction and best film.
5. Sahyadri Manik Award: This Award is given to members of the staff of Doordarshan for
encouraging them to give their best services to the Kendra. **
6. SAHYADRI KRISHI SANMAN : ‘Sahyadri Krishi Sanman’ the awards in various fields of
agriculture are conferred upon to progressive agriculturists farmers, scientists & agro related
institutions by Mumbai Doordarshan Sahyadri Channel every year since 2008. Aiming to honour
the farmers & their efforts towards enhancing Agro economy & research.
The eleven categories of the awards are as follows:

(B) Duties of officers of DDK, Mumbai:-
Program: The Deputy Director General (Prog.) is Head of Programming and also the Head of the Kendra. In DDK Mumbai, there is Deputy Director of Program beside Asstt. Director (P), who looks after various aspects of program works. The Asstt. Director(P) is assisted by Program Executive, Transmission Executive and other program staff and some clerical staff. The Administrative Officer/Senior Administrative Officer are assisted by Accountant, Head Clerk, UDC, LDC Cashier and Telephone attendants. In order to elicit viewer reaction to program and for making a systematic study of viewing habits, an Audience Research Officer also posted. He is assisted by Tabulator clerk. Engineering: Deputy Director General (Engg.) is the Head of Engineering wing at this Kendra who is the Chief Technology Officer. DDG(E)is assisted by Director (Engg.), Deputy Director (Engg)/Asstt. Director(Engg.) and Asstt. Engineers. For Various operations and Maintenance officials of various cadres like Senior Engineering Assistant, Engineering Assistant, Senior Technician, Technician, Store Keepers are posted. Security Department is looked after by one of the Director(E). News: The News Division is headed by a Director(News). There are Deputy Director(News)/Asstt. Director(News) and News Correspondents assisted by reference officer and Librarian. Administation/Accounts: There are Deputy Director(Admn)/Sr. Administrative Officer/Admn Officer to look after Administration and Accounts work. Beside this there are Car Driver, Studio Attendant, Daftary, Gestetner operator and other erstwhile Group D and watch and ward staff.
Section 4(1)(b)(iii) the procedure followed in the decision making process, including channel of supervision and accountability.
DDK Mumbai is one among the major Kendra in India. This Kendra produces/accepts
various categories of Programmes like in-house programmes, programmes under Self Financed Commissioned Category, Sponsored Programmes, Film based programmes produced for telecast on Regional Kendra and on National Network, etc. The work of the above programmes is carried out by the Programme Producers/Executives by submitting programme proposals for being approved by the higher authorities of the Kendra. Thus the Programme Producers are accountable for the production and Head of the Station is the decision making authority who is the final authority for the approval of the programmes and the all activities pertaining the programmes. The procedure for placing commercial contracts is governed by the norms and Rules mentioned in the commercial Rate Card. As per the procedure, only the Registered or Accredited agencies can place the commercial contracts and avail 15 % commission on the gross payment. The agencies which are not registered with Doordarshan, will not get any commission.
Works under minor work and METP are undertaker by Head of the Engineering wing.
Other works under power supply, OPA (OB works) are also done under the Engineering Head. There exist a Committee to decide on purchases and Major civil/Electrical works are under taken by CCW(C) /CCW(E). Any major works/Projects under Capital is undertaken by ADG(E), West Zone. All functions under Administrative wings are carried out by different administrative officials under Senior Administrative officer and approval of Head of office is obtained which includes the work of making payments to total staff of Doordarshan, to the artists who participate in various programs, etc.
Thus Head of office and Engineering Head are accountable for Administration, Programme and Engineering activities of the Kendra.

functions.functions.functions.functions. The functions of Doordarshan mainly concern the production of Programmes. To ensure that the programmes produced for Doordarshan conform to the objectives of Prasar Bharati, the following norms have been evolved:
i) Guidelines for commissioning of programmes by different units such as the central commissioning unit, Kashir Channel, Sports Channel, DD-Bharati etc.
ii) Guidelines for Sponsorship of Programmes by different Wings such as DD-National, Sports, DD-Bharati etc.
iii) Guidelines and norms for telecast of feature films on Royalty basis by Regional Kendras and for different Channels like DD-National, DD-India etc.
iv) Guidelines for acquisition of various categories of programmes. The following norms are also relevant:
i) Guidelines for Sports Programme coverages and Revenue Generation thereof. ii) Resolution of issues and disputes concerning telecast of programme by the Regional
Kendras and various Channels of which the Directorate is the Appellate Authority. iii) Pursuance of all such legal matters pertaining to the Programme activities in virtue of
(ii) as above. iv) Rate structure for payment to various categories of artistes, authors and performers
for production of programmes for DD National and Regional Channels/Kendras.
g) Selection empanelment, Utilization and Revision of Panel of Stringers-Revised
Guidelines.

Subject: Selection empanelment, Utilization and Revision of Panel of Stringers-Revised
Guidelines.
These are the revised Guidelines on selection, empanelment, utilization, removal and revision of
the panel of stringers in super session of all previous Order on the subject. It comes into force
with immediate effect.
2. Selection of Empanelment Committee
2.1 The authority for selection, empanelment, removal and revision of panel of Stringers in each
Kendra would vest in a 5-member Committee constituted as under:-
i. RNU In-Charge as nomine of ADG (N&CA)/DG(News) Chairman
ii. Engineer In-Charge of the Kendra or his nominee Member
iii. Senior most Producer of the Kendra or his nominee Member
iv. Deputy Director (ADMN)/Sr. Administrative Officer/Admni Officer Member
v. One outside expert-Representative of the Films
Division/Pune Film Institute/SRFTI/IIMC/Jead of Broadcase
Journalism in Universities. Member
2.2 Every Kendra should constitute the selection and Empanelment Committee as aforesaid
for a term of two years. The Committee shall draw a panel of Stringers which would be
revised every two years.
2.3 If the present panel of Stringers in the Kendra is more than two yeas old, a new Selection
and Empanelment Committee should be immediately constituted to draw a new panel of
Stringers.
3. Application for Stringership
3.1 After constituting the mew Selection and Empanelment Committee, Kendras should
invite applications to empanel Stringers in towns and cities under the jurisdiction of the
Kendra. It should be given wide publicity through website, print media as will as in
Doordarshan and AIR Channels (including News bulletins). The advertisement should
mention towns and cities where the Stringers would be empanelled. Applicants should be
given a period of at least one month for submitting the completed application from in the
Kendra, beginning from the date of issue of the advertisement in the newspapers or
broadcast/telecast in AIR/Doordarshan.
3.2 The mode; advertisement for inviting application from Stringers is shown in Annex-1
The application for empanelment of Stringers should be submitted in the prescribed from
as indicated in Annex-2.
4. Number of Stringers
I.1 The maximum number of empanelled Stringers in cities of Delhi, Mumbai, Kolkata and
Chennai should not be more than 8 each. In cities/Town where other Kendras are located,
the number of Stringers in the panel should be limited to 5. Other Cities. Town and
District headquarters can have up to 2Stringers. A standby/Waiting list shal also be
maintained. Waiting list in Delhi, Mumbai, Kolkata and Chennai could be upto 8, in
Kendra town upto5 and other towns/cities up to 2. Stringers in the waiting list could
replace Stringers who are removed from the panel.
I.2 Although the upper limit of the number of Stringers has been indicated in Para 4.1 all
efforts should be made to keep the number of Stringers in a city/town to minimum
possible. This is to ensure that the empanelled Stringers get adequate member of
coverages to break-even and keep equipment and personnel dedicated to Doordarshan
coverage.
5. Stringers in Cit/Towns.
1.1 Kendras should make all efforts to empanel at least one Stringer in all district
headquarters, major towns/cities ad major news-falling centers in the region under
their jurisdiction. In the case of big metros like Delhi, Mumbai, Kolkata and Chennai,
one Stringer each could be empanelled in important sub-urban areas. A wide network
of Stringers all over the region would improve the new gathering facility of the RNUs.
1.2 Stringers should not only cover assigned tasks, but also alert the RNUs on major
news-fall or breaking news or stories of interest in their towns/cities.
2. Equipment and Facilities.
2.1 Stringers can use DVC-Pro/DV-CAM/CCD/Mini DV camera for coverages. The
requirements regarding camera, equipment and facilities would be reviewed from
time to time to factor in technological charges in the area.
2.2 The Empanelment Committee or any Technical Committee constituted by it should
verify the proof of ownership of the equipment by physical verification of equipment
and documents.
2.3 Stringers equipped with 4 wheel vehicles and mobile phone would be preferred, as it
would improve the movement and connectivity.
7 Experience and Qualification:
Ideally, Stringers should be good camerapersons with good news sense. Therefore, the
educational and professional qualification and experience of the stringers as a cameraperson as
well as a news person should be taken into account while empanelling the Stringers.
Qualification and experience in Broadcast journalism and newsgathering shall be taken into
account while assessing the suitability of the Stringers.
8 Criteria for Selection and Empanelment.
8.1 While the Criteria for selection and empanelment of Stringers cannot be spelt out in
detail, the Election and Empanelment Committee may adopt a 5 stage process to empanel
Stringers. These stages are 1) preliminary scrutiny to shortlist applications; ii) Test coverage by
shortlisted applications; iii) Interview; iv) Verification of equipment and documents; and v) Final
list.
8.2 If the number of applications are large, the selection and empanelment Committee may
constitute a sub-committee with the approval of competent authority, to assist the committee to
process the applications and to shortlist the applicant.
8.3 He eligibility of the candidates should be assessed based on the Assessment Scale
indicate in Annex-3, especially with regard to qualification, experience, equipment, technical
facilities, credibility etc. shortlisted applicants after preliminary scrutiny should be asked to
provide two test coverages using their own equipment and row material – for ascertain the
quality of their work.
8.4 The final Panel of the Stringers shall be drawn by the Committee based on the eligibility
as determined with the help of 1) Assessment scale, 2) interview and 3) the quality of the test
coverages. The names of selected Stringer should be published on the notice board of the office
of the Kendra and all selected applicants should be informed in writing.
8.5 Each selected Stringers will have to sign a Contract (Model contract given at Annex-5)
embodying essential conditions of services, fees, termination of contracts etc..
8.6 Existing Stringers in the panel shall also go through all processes mentioned in this
guidelines.
9 Utilisation of services.
9.1 It shall be the personal responsibility of the Head of RNU to ensure optimal and equitable
utilization of the services of the stringers. Head of RRNU would be held accountable of stringer
coverages are not optimally utilized. Only newsworthy events should be covered and the
coverages may be used as far as possible in at least one bulletin.
9.2 The number of Stringer coverages shall be kept to the minimum and it should be given
only under unavoidable circumstances. Assignments shall be given to the Stringers only when;
a) Film/ ENG/ Cameramen in the Kendra are not available being engaged for the coverage
of another important assignment; or,
b) The event cannot be economically covered by the staff cameramen of the Kendra or the
event to be covered id outside the station of the Kendra; Or,
c) The news feed on the event cannot be obtained from ANI/PT/UNI/I_Vision or any other
television news agency with which the DD Kendra has entered into a contract with prior
approval of DTE. General, Doordarshan, New Delhi.
9.3 The services of the part time Correspondent (PTE) of Prasar Bharati should be suitably
used for coverages. PTCs would be paid at rates applicable to Stringers, if the visual footage of
news coverage provided by them is used.
10 Roster
Every RNU shall maintain a Roster of Stringer and assignments should be strictly rotated as per
the Roster, so that all stringers get equitable number of coverages. The nominee of DTC should
check this Roster to ensure that assignments are fairly related.
11 Essential of Coverage
The coverages by Stringers should contain all elements of a news story. For each coverages , the
stringers should provide raw footage, dope sheet, press material and a scrip.
12 Performance Evaluation and Register.
The performance of Stringer shall be monitored and evaluated continuously. A Register shall be
maintained to record the details of assignments given to each Stringer along with dates, events
coverage, nature of ceverages, length of coverage and payments due/made, remarks especially
with regard to quality and speed of coverage. It should also show the summary of number of
local/outstation coverages and fee paid in a month. The format of the Register is at Annex 4.
13 Removal of Stringers
13.1 Stringer will be removed from the panel on all or any of the following grounds.
a) When the stringer refuses to cover the assigned coverages on two or more occasions;
b) If the coverages are poor in content or in technical quality – (poor audio quality noisy
video variation in chrominance or luminance levels, defocused pictures etc.).
c) Delay in providing timely covegares
d) When the stringer is suspected to be sub contracting the assigned work to others
e) If stringers are found to be operating a cartel system among themselves
f) If the information furnished by the stringer in the application from for empanelment is
found to be incorrect
g) Any act on the part of the stringer which creates embarrassment to Prasar bharati
13.2 In the case of the default on account of 13.1 a) b) or c) it should be communicated to the
stringer in writing so that he/she can improve performance.
13.3 Before removing the stringer from the panel a show cause Notice should be sent to the
stringer, asking why he/she should not be removed. The reply should reach the DD Kendra
within 30 days of the issue of the Notice if the reply is not found satisfactory or is not received
the stringer would be removed from the panel. The order of removal of the stringers from the
panel should be communicated to the striger, specifying the reasons for removal. The contract
referred to in Para 8.5 should provide for this action.
13.4 Stringers who are removed from the panel may prefer an appeal to the Director General,
Doordarshan within thirty days of receipt of the order on removal. The Director General’s
decision on the appeal shall be final.
13.5 Stringers can also get their name deleted from the panel voluntarily after giving at least
three months notice to the DD Kendra.
13.6 Stringers who have been removed from the panel of a Kendra shall not be eligible for
empanelment at any other Kendra of Doordarshan. The details of every removed stringer shall be
circulated by the Kendra to the Director General as well as other Kendras.
14 Revision of the Panel
The panel of stringers shall be revised every two years, after completing all the processes
explained in this guidelines.
15 Rates of Payment
15.1 The rates of payment to stringers will be fixed by Orders issued by the office of the
Directorate, General Doordarshan from time to time. For assigned local coverage, a lump sum of
Rs. 1200/- (irrespective of length of the footage or usage of the coverage), inclusive of
transportation and delivery charges will be paid for coverages done in DVC-Pro/DV-
CAM/CCD/Mini DV. In case 6 Hrs. is exceeded or when it involves locations apart for more
than 10 Kms. It will be treated as two coverages and 2ne coverage paid @ Rs.900 only i.e. 75%
of the last coverage.
15.2 In the case of outstation coverages which are coverages undertaken beyond
geographically limit of the town/city there the stringer is empanelled or beyond the town of
Kendra, the stringer fee would be Rs.1500/- (irrespective of length of the footage or usage of the
ceverage) inclusive of transportation and delivery charges. Outstation ceverages should be kept
to the minimum. If there are empanelled stringers in all important towns/cities, there may not be
any need for assigning outstation coverages.
15.3 Payment to stringers for coverage shall be made expeditiously without any delay.
Payment will not be made if the coverage is of poor quality or if the coverage is delayed.
15.4 The ceiling for payment per stringer per annum will be fixed by order issued from time to
time. At present the limit is Rs 3 lakhs per stringer for Delhi News wing and Rs.2 lakh per
stringer for other RNUs. ADG (N&CA) will be empowered to relax this norm on a case-to-case
basis after examining it.

on the understanding that any inaccuracy or omission, contained therein due to inadvertence,

AGREEMENT BETWEEN REGISTERED ADVERTISING
AGENCY AND DOORDARSHAN COMMERCIAL SERVICE
An Agreement made on the __________ day of ___________ 20 _______ (Two Thousand
_________) between the Prasar Bharati (BCI) through the Director (Commercial), Prasar
Bharati (Broadcasting Corporation of India), Copernicus Marg, New Delhi – 110 001 (herein
referred to as the “Doordarshan Commercial Service”) of the First Part and
M/s.__________________________________________________________________________
______________________________________________________________________________
(herein called the “Agency”) of the Second Part.
WHEREAS for the better regulation of the practice of advertising and to secure the best
advertising service for advertisers, the Doordarshan Commercial Service has agreed to allow
commission in respect of advertisements placed by any advertising agent and registered by it and
whereas the Agency is desirous of being registered by the Doordarshan Commercial Service for
the purpose of becoming entitled to commission in respect of advertisements placed with
Doordarshan Commercial Service and has made in application in writing to Doordarshan
Commercial Service for granting a “Registered” status. The information contained in the same
application is the basis of this agreement and any inaccuracy or commission in the said
information due to inadvertence accident or otherwise shall render this agreement voidable at the
option only of the Doordarshan Commercial Service which has accepted the said application.
Now, it is hereby mutually agreed by and between the parties hereto as follows.
1. By the Doordarshan Commercial Service: - The Doordarshan Commercial Service
hereby granting “Registered” status to the Agency and includes its name in the list of
Registered Agencies:
2. By the Agency: - In consideration of the registered status herein granted and of the
commission to which the Agency will be entitled by reason of such registered:
(a) The Agency shall maintain a properly equipped office and use its best efforts to
ensure that all advertisements placed by it are legal, clean, honest and truthful
render the best possible advertising service to advertisers and encourage the
development of new advertising accounts.
(b) The remuneration of the Agency for placing advertisements in the Doordarshan
Commercial Service shall be in the form of standard agency commission of 15%
(Fifteen Percent) to be paid by the Doordarshan Commercial Service.
(c) The Agency shall retain in full all commission and remuneration earned as an
advertising agency and that it will at no time pay or otherwise allow directly or
indirectly any part of such commission or remuneration to any person, advertiser
or representative of any advertiser for whom it may be acting or has acted as an
advertising agency.
(d) The Agency will not charge any advertiser for any advertising time more or less
than the rates prescribed by the Doordarshan Commercial Service.
(e) The Agency will advise/inform in writing the Doordarshan Commercial Service
of any alteration in particulars furnished in the form of application for registration
originally submitted positively within fifteen (15) days from the date of the
alteration aforesaid.
(f) In the event of any important alterations, the Doordarshan Commercial Service
will be entitled to remove the Agency’s name from the list of registered agents,
or, if necessary require the Agency to submit a fresh application for registration.
(g) In the event of the Doordarshan Commercial Service removing from the list or
registered agents the name of any advertising Agency, the said Agency will not
for a period of 12 (Twelve) months after the date of such removal employ Partner
or Director of such De-registered Agency as a Partner or Director or make any
arrangements for the purpose of taking over the business thereof wholly or in part
without prior intimation in writing to the Doordarshan Commercial Service.
(h) The Agency shall pay to the Doordarshan Commercial Service the advertisement
charges and other related bills in advance by Demand Drafts on a bank in New
Delhi according to the rules framed and before the due date fixed by the
Doordarshan Commercial Service in this regard. If the agency fails to make
advance payment as hereinabove provided the Doordarshan Commercial Service
shall be entitled to stop its all further telecast without any may becoming liable to
the agency and without prejudice to all other rights and remedies hereunder.
Provided for the, if the agency fails to remit the amount of advertising charges
and other related bills already collected from the advertisers to the Doordarshan
Commercial Service the prescribed due date of payments or withholds such
amounts for unreasonably long periods, its registration will be liable to be
cancelled.
(i) In the event of breach or infringement of any terms or conditions of this
agreement by the Agency, it shall keep the Doordarshan Commercial Service in a
indemnified against all actions, claims, demands and expenses arising as a
consequence thereof. The agency will also be liable to lose its status.
3. The Doordarshan Commercial Service will have the right subject only to giving one
month’s notice in writing to suspend or cancel the Agency’s registration and remove its
name from the list of Registered Agencies without giving reasons for this decision. The
Agency may appeal to the Deputy Director General (Commercial),New Delhi for
reconsideration of the decision to suspend or cancel its registration and his decision shall
be final and binding on the Agency.
4. All Commercial telecast will be regulated by such code of conduct, standards and rules as
may be prescribed by Prasar Bharati (BCI) from time to time.
5. In the event of any question, dispute or difference arising under these presents or in
connection therewith (except as to any matters the decision of which is specially provided
for by these presents), the same shall be referred to the sole arbitration of an officer
appointed by the Director General, Doordarshan. It will be no objection that the arbitrator
is a Prasar Bharati employee, that be has to deal with the matters to which these presents
relate or that in the course of his duties as a Prasar Bharati employees he has expressed
views on all or any or any of the matters in dispute or difference. The award of the
arbitrator shall be final and binding on the parties to these presents. In the event to the
arbitrator dying, neglecting or refusing to act or resigning or being unable to act for any
reason ; it shall be lawful for the Director General, Doordarshan to appoint another
arbitrator in place of the outgoing arbitrator in the manner aforesaid. The arbitrator may,
from time to time with the consent of the parties to these presents enlarge time for
making and publishing the award. Upon every and any such reference the assessments of
the cost of any incidental to the reference and the award respectively shall be in the
discretion of the arbitrator. Subject as aforesaid, the Arbitration Act 1940, the rules
thereunder and any statutory modifications thereof for the time being in force shall be
deemed to apply to the arbitration proceedings under this clause.
6. The Doordarshan Commercial Service shall have the right to amend or alter the terms and
the rules governing granting of Registration status from time to time as it may deem
necessary and such amendments and alterations shall be binding on the Agency.
7. The Prasar Bharati (BCI) agrees to bear the stamp duty, if any, chargeable on these
presents.
IN WITNESS WHEREOF the parties hereto have set and subscribed their respective hands
there upto the day and year first above written.

such fee or part thereof shall, in any circumstances be refunded.
(iii) The Doordarshan Commercial Service reserves the right to make reference
to all or any or the clients listed above.
(iv) All the photocopies enclosed with the application must be attested i.e. must

been black –listed by the PB or whose accreditation status has been withdrawn by the PB.

indirectly related to any of the sole proprietor who is black listed and whose name has
been withdrawn from the accredited agency of PB. (Note: Not applicable to Ltd.

company/companies) being a subsidiary company/companies shall jointly and severally
be liable to clear the entire outstanding dues of Doordarshan which may be accrued out of
the business done by either of them during itsinterim Accreditation Status, if any. (Not

6. That, (Name of applicant company) will submit revised application form, undertaking,
agreement and required documents as and when required by the Doordarshan
commercial Service for the grant of fresh Accreditation Status after the expiry of the
interim accreditation status or prior to that.
7. That, (Name of applicant company) will clear the dues accrued from business done during
the said interim accreditation status within the stipulated time mentioned in
accreditation agreement.
8. That, in the event of non-payment of dues accrued from the interim accreditation status
these shall be carried forward to the fresh accreditation agreement including interest
payment @ 14.5% per annum for delayed payment.
9. That, Doordarshan Commercial Service reserves the right to revoke the said interim
accreditation at any point of time within stipulated period of 3 months.
10. This undertaking will be binding on me/ us and my/our/executors/ successors/
administrators/ directors.

AGREEMENT BETWEEN AN ADVERTISING AGENCY
AND
DOORDARSHAN COMMERCIAL SERVICE PRASAR BHARATI
FOR GRANT OF INTERIM ACCREDIATION STATUS.
An agreement made on the__________day of ________20______ (Two
Thousand___________________) between the Prasar Bharati (BCI) through the Deputy Director
General (Commercial) Doordarshan Commercial Service, Doordarshan Bhawan, Copernicus Marg,
New Delhi-110001 (herein referred to as the “Doordarshan Commercial Service”) of the First Part
AND
M/s.____________________________________________________________________________
Registered under the Companies Act 1956, having its registered office
at______________________________________________________________________________

(herein called the “Agency”) of the Second Part.
For the purpose of this Agreement an Accredited Agency is an agency registered with Doordarshan
allowed to do business on credit with Doordarshan. A registered agency is an agency registered
with Doordarshan and allowed to do business only on advance payment basis. However, both the
Registered and Accredited agencies are allowed a discount of 15% on gross amount of business
done with Doordarshan.
WHEREAS the agency is desirous of being accredited by the Doordarshan Commercial Service
and has made application in writing to Doordarshan Commercial Service for granting the status of
Accredited Agency. The information contained in the said application is the basis of this agreement
and any inaccuracy or omission in the said information due to inadvertence, accident or otherwise
shall render this agreement voidable at the option only of the Doordarshan Commercial Service
which has accepted the said application. Now it is hereby mutually agreed by and between the
parties hereto as follows.
1. By the Doordarshan Commercial Service:- The Doordarshan Commercial Service hereby
grants “Interim Accreditation” status to the Agency. The interim accreditation will be
effective from the date of execution of this agreement and it can be terminated at any time if
any of the terms of the agreement are breached by the agency.
2. By the Agency:- In consideration of the interim Accreditation herein accorded and the
credit facility to which the agency will be entitled by reason of such interim accreditation:
(a) The Agency shall ensure that all advertisement placed by it are legal, clean, honest, truthful,
as per Code of Commercial Advertising of Doordarshan (Prasar Bharati) and render the
best possible advertising service to advertisers and encourage the development of new
advertising accounts and are in conformity with technical parameters of Doordarshan.
(b) The Agency shall abide by the “Codes of Cable Act” and other related rules prescribed by
the Doordarshan Commercial Service as amended from time to time.
(c ) The remuneration of the Agency for placing advertisements in the Doordarshan Commercial
Service shall be in the form of standard discount of 15% (Fifteen percent) on the airtime
charges.
(d) The Agency shall furnish to Doordarshan Commercial Service an affidavit regarding
financial solvency of the agency, income tax return for last two years and Profit & Loss
Statement and Balance Sheet of the last two years. In case of failure to furnish these
documents the agency may lose its interim accreditation status.
(e ) The Agency shall retain full discounts earned as an advertising agency and that it will at no
time pay or otherwise allow directly or indirectly any part of such discount or remuneration
to any person, advertiser or representative of any advertiser for whom it may be acting or
has acted as an advertising agency.
(f) The agency will ensure that it files the commercial sponsorship contract hereunder at least
48 hours (2 clear working days) before the scheduled telecast of the programme including
the telecast schedule, details of banking etc. and deposit all dues arising from the telecast of
the said advertisement/ sponsored programme / episode /part of the programme in favour of
Doordarshan Commercial Service within the allowed credit period.
(g) The Agency will inform in writing to the Doordarshan Commercial Service of any alteration
in particulars furnished in the form of application for interim accreditation submitted
positively within fifteen (15) days from the date of the alteration. Any suppression of
information in this respect may result in cancellation of interim accreditation status by
Doordarshan Commercial Service.
(h) In the event of any important alterations the Doordarshan Commercial Service will be
entitled to remove the Agency’s name from the list of provisionally accredited agencies, or,
if necessary require the Agency to submit a fresh application for interim accreditation.
(i) In the event of de-accreditation of the agency, its Directors/Partners will not be allowed to
be Director /Partner of the new agency or any other agency for doing business with
Doordarshan (Prasar Bharati) for a period to be decided by competent authority of Prasar
Bharati.
(j) The Agency with interim accreditation and the Producer of the concerned programme shall
be jointly and severally responsible for payment of all dues whether arising from this interim
accreditation agreement or the sponsorship agreement of the concerned programme relating
to the commercial terms mentioned in the agreement.
(k) In event of default in payment of dues referred to in Clause (i), Proprietor / Partner /
Directors of the Agency with interim accreditation shall be liable to clear the dues of
Doordarshan (Prasar Bharati). The Proprietor / Partner / Directors of the Agency have
signed this Agreement in token of acceptance of their liability.
(l) The Agency with interim accreditation can avail the facility of credit upto 60 days from the
date of billing. If the agency fails to pay the billed amount within the allowed credit period
of 60 days from the date of billing, the agency shall be liable to pay interest @14.5% per
annum on amount due to it.
(m) The Agency may lose its interim accreditation if it fails to make payment of bills /
advertisement charges / sponsorship fee within 60 days after expiry of the credit period. The
Doordarshan Commercial Service (Prasar Bharati) in such an event shall be at liberty to
black-list the agency and may debar it from any kind of business engagement with
Doordarshan. It shall also be at liberty to serve a notice to the agency and initiate legal
action as mentioned in clause 8 of this agreement.
(n) The Agency with interim accreditation shall furnish a Bank Guarantee of Rs. 25,00,000/-
(Rupees Twenty Five Lacs only)from a Scheduled bank favouring Prasar Bharati . The Bank
Guarantee required to be furnished by a member of AAAI is Rs. 10,00,000/- (Rs. Ten Lakh).
In the event of the failure of the agency to pay dues in terms of this agreement, Doordarshan
Commercial Service without prejudice to it shall be entitled to encash the bank guarantee.
In the absence of a valid Bank Guarantee from a Scheduled bank the interim accreditation
status shall stand automatically suspended and the agency will revert to the Registered
Agency Status.
(o) The agency shall furnish, when asked by Doordarshan, Bank Guarantee of such higher
amount in case of irregular payment behavior within the time frame as stipulated by DCS
failing which its interim accreditation may be withdrawn.
(p) The Agency shall keep the Doordarshan Commercial Service indemnified against all
actions, claims, demands and expenses that may be made upon Doordarshan Commercial
Service as a consequence of its dealings with the agency or any breach or infringement of
the terms and conditions of this agreement by the agency arising as a consequence of its
dealings with Doordarshan Commercial Service.
3. If an Agency with interim accreditation is blacklisted by Prasar Bharati due to default in
payment, then credit facility to all other agencies, wherein the said defaulting agency has
any stakes and vice versa, shall also be withdrawn till the time the black-listed agency with
interim accreditation settles all its dues with Doordarshan (Prasar Bharati).
4. In the event of any breach of the terms of this agreement other than non-payment of dues by
the agency, Doordarshan Commercial Service shall call upon the agency by a written notice
to cure the breach within 15 days. In the event of the breach not being remedied,
Doordarshan Commercial Service will have right to suspend or cancel its interim
accreditation
5. In case of any dispute, the agency must pay the portion of the bill which is not disputed,
failing which the agency shall be liable to pay interest @14.5% per annum as per clause 2(l).
The cases of dispute in billing, dispute in wrong telecast and dispute in late issue of bills
shall be acknowledged as disputes only if the agency has made representation to the
DDG (DCS) of Doordarshan within 10 working days from the date of invoice. DDG (DCS)
Doordarshan shall resolve the issue by the agency within two weeks from the date of receipt
of representation. If the agency is not satisfied with the orders of the DDG(DCS), it can go
for an appeal before the Appellate Authority within 10 working days of the order of
DDG(DCS). The Appellate Committee shall resolve the appeal within two weeks from the
date of appeal and the orders of the Appellate Authority shall be binding on the agency.
6. The Appellate Authority shall consist of ADG(Fin)-Doordarshan Directorate, Delhi as
Chairperson, ADG (CRD) Doordarshan Mumbai, as Member and ADG (DCS) ,
Doordarshan Directorate, Delhi as Member.
7 In the event of any question, dispute or difference arising under these presents or in
connection therewith (except as to any matters the decision of which is specially provided
for by these presents), the same shall be referred to the sole Arbitrator appointed by the
Director General, Doordarshan in accordance with the provisions of Arbitration and
Conciliation Act, 1996 as amended from time to time. In the event of the Arbitrator dying,
neglecting or refusing to act or resigning or being unable to act for any reason what so ever;
it shall be lawful for the Director General, Doordarshan to appoint another Arbitrator in
place of the outgoing Arbitrator in the manner aforesaid.
8. The Doordarshan Commercial Service shall have the right to amend or, alter the terms and
the rules governing grant of Interim Accreditation status from time to time as it may deem
necessary. The agency shall be informed of such changes in writing / e-mail by DCS and
the agency shall have to give its acceptance in writing within one month of such
communication of change of terms and rules failing which this agreement shall stand
terminated.
9. The notices/ requests/comments and other communications under this Agreement shall be in
writing in English language and shall be sent by either by Speed Post or , Fax / e-mail or
Personal Delivery to the respective parties to this Agreement at the address set forth above.
In case of any change in address, phone no., e-mail address, etc. each party will notify the
change to the other immediately. Each such notice given in accordance with this paragraph
shall be deemed to have been given Five (5) days after having been mailed or immediately
upon transmission by fax (with confirmation of error free transmission).
10. The Agency agrees to bear the stamp duty, if any, chargeable on these presents.
11. The provisions, terms and conditions contained in the new (revised) Registration and
Accreditation Policy for Advertising Agencies with Doordarshan issued by Prasar Bharati
vide no. PB/K-I(011)(83)/2017-Fin/(Part) dated: 27.06.2017 and any subsequent
amendments in it, will be binding on the agency.

NEW REGISTRATION/ACCREDITATION POLICY 2017 FORADVERTISING AGENCIES
1. Short Title and Commencement
1.1 These regulations may be called the Prasar Bharati (Registration &
Accreditation of Advertising Agencies) Regurations, 2o1T .
1.2 These Regulations shall come into force on the date of their
notification.
2. Defin itions:
2.1 Prasar Bharati means the autonomous corporation as defined in
the Prasar Bharati Act 1990.
2.2 Doordarshan means the Directorate of Doordarshan under
Prasar Bharati.
2.3 Director General means the Director General Doordarshan or any
other officer duly authorised by him.
3. REGISTERED AGENCY
3.1 Eligibility:-
3.1 1 The applicant must be a company registered under Companies Act or apartnership firm or a proprietary firm
3.1.2 The applicant or any of its partners or Directors is not a partner or
Director on the Board of any entity which is black-listed by the PB or
whose name has been withdrawn from the list of accredited agencies
by PB. The applicant or any of its partners or Directors should not have
any kincl of stake in the entity which has been black-listed by the PB or
whose accreditation status has been withdrawn by the pB.
3.2 Manner of Applying for Registration -
3.2.1 Every application for the registration shall be made to DDG/Director,
Doordarshan Commercial Service (DCS) in the Form prescribed by
Doordarshan;
3.2.2 The application shall be supported with lncome Tax certificate/return lf
the applicant is a Firm or a Company, copy of N/emorandum and
Articles of Association must be provided.
3.3 Fees:
3.3.1 Every application for the grant of a Registration shall be accompanied
by a fee of Rupees twenty five thousand. The fee shall be paid through
Bank Draft favouring "PB BCI Doordarshan Commercial Service,
payable at New Delhi". The applicant can also pay the fee through
NEFTiRTGS or net banking to the Accouint of PB (A/c No )Nosuch fee or part thereof shall, in any circumstance, be refunded
3.4 Grant of Registration
3.4.1 lf DDG, DCS is satisfied about the bonafide and eligibility of the
applicant, Doordarshan shall inform the applicant about the decision
regarding grant of Registration to the applicant and thereafter an
agreement shall be signed between the Agency and Doordarshan The
agency, after being registered with Doordarshan, can bring
advertisement business for Doordarshan on advance payment basis.
Doordarshan shall issue a "Certificate of Registration" to the Registered
Agencies.
3.5 Terms & Conditions relating to the engagement of Registered
Agencies with the Prasar Bharati/Doordarshan.
3.5.1 The Registered Agencies will be entitled for discount @ 15 % on the
Gross business done by them.
3.5.2 The registration status to an agency shall be accorded initially for a
period of 3 years and its performance shall be reviewed thereafter. lf
the agency fails to provide annual business of Rs. 5,00,000 in any
consecutive 2 years, its registration status shall be terminated. The
agency can apply for re-registration with requisite application fee.
4, ACCREDITED AGENCY
4.1 ELIGIBILITY:-
4,1.1 The applicant must be a registered agency with Doordarshan
4.1.2 The applicant must have transacted a gross business of worth at least
Rs. 25 lakh within one year from the date of registration or within
preceding 12 months from the date of application for grant of status as
accredited agency. The applicant shall also be eligible for accreditation
immediately after it has transacted a gross business of Rs. one crore or
more during 6 months preceding to the date of his application for
accreditation.
4.1.3 The applicant or any of its partners or Directors is not a partner or
Director on the Board of any entity which is black-listed by the PB or
whose name has been withdrawn from the list of accredited agencies
by PB. The applicant or any of its partners or Directors should not
have any kind of stake in the entity which has been black-listed by the
PB or whose accreditation status has been withdrawn by the PB

4.3
Manner of Applying for Accreditation:-
4.2.1 Every application for the Accreditation shall be made to the
DDG/D|rector, Doordarshan Commercial Service in the Form prescribed
by Doordarshan;
4.2.2 Every application shall be accompanied with
(a) lncome Tax clearance certificate
(b) lncome Tax return of the last two years;
(c) Business Turnover etc.
(d) lf the applicant is a company, the following documents must also
be submitted along with the application:-
(i) Copy of Certificate of Registration;
(ii) Copy of [Vlemorandum and Articles of Association;
(iii) Copy of Annual Financial Statement;
(iv) Copies of Adhaar Cards of its Directors if lndian National
and copy of the Passport if foreign national.
(v) Resolution of Board of Directors nominating an authorised
signatory etc.
(vi) A copy of resolution of the Board of Directors to the effect
that they will be responsible to clear Doordarshan dues in t!me, if
any.
(vii) Bank account certificate
(e) lf the applicant is a partnership firm, the following documents
must also be submitted along with the application:-
(i) a copy of partnership deed;
(ii) Copies of Aadhar Card of its Partners
(f) An affidavit to the effect of confirming its eligibility as per clause 4.1.2
4.2.3 Every application shall be signed in the case of a firm or company, by
the proprietor, partner or the [Vanaging Director of the firm or by any
other person authorised to sign any declaration on behalf of the
firm/company. The name and designation of the person signing the
application shall be recorded legibly in the space set apart for the
purpose in the application form.
4.2.4An application may be rejected if the applicant does not compl.rt with
one or more of the following requirements: -
(i) Application fee not accompanying the application;
(ii) Application form is incomplete;
(ii) Documents mentioned in para 4 2.2 are not attached with the
application.
4.3 Fees:
Every application for the grant of a Accreditation shall be accompanied by afee of Rupees Twenty five thousand. The fee shall be paid through Bank
Draft favouring "PB BCI Doordarshan Commercial Service, payable atNew Delhi". The applicant can also pay the fee through NEFT/RTGS or net
banking to the Account of PB ( A/c No
shall, in any circumstance, be refunded

4.4 Grant of Accreditation
4.4.1 lf DDc/Director, DCS is satisfied about the bonafide and eligibility of the
applicant, Doordarshan shall inform the applicant Registered Agency about
the decision and thereafter the Registered Agency shall be required to furnish
a Bank guarantee to PB for Rs. 25,00,000 from a scheduled bank favouring
Prasar Bharati and sign an agreement with the PB for accreditation. The
Bank guarantee required to be furnished by a fVtember of AAAI is Rs^
10,00,000. The agency, after getting accredited status with Doordarshan,
shall be entitled to do business with Doordarshan on credit basis.
4.5 Terms & Conditions relating to the engagement of AccreditedAgencies with the Prasar Bharati/Doordarshan.
4.5.1 The Accredited agency will be entitled for discount @ 15 % on the
Gross business done by them"
4.5.2 The Accredited Agency can avail the facility of Credit up to G0 days.
The period of 60 days shall be calculated from the first day of billing.
This will be applicable to all the agencies who are already registered as
Accredited Agency with Doordarshan before notification of this policy
and the relevant clause of the agreement already entered into shall
stand modified accordingly.

pay interest @ 14.5 ok per annum on amount dues to it.
ln case of any dispute, the agency must pay the portion of the bill which
is not disputed, failing which the agency shall be liable to pay interest as
per provision mentioned in sub clause 4.5.3. Following cases shall be
acknowledged as disputes only if the agency has made a
representation to the DDG(DCS) of Doordarshan within 10 working
days from the date of invoice:
(a)Dispute in billing
(b)Dispute in wrong telecast
(c) Dispute in late issue of bills
DDG(DCS) Doordarshan shall resolve the issue raised by the agency
within two weeks from the date of receipt of representation. lf the
agency is not satisfied with the orders of the DDG(DCS), it can go for
an appeal before the appellate authority constituted under clause 5.1 of
this Regulation, within 10 working days of the order of DDG (DCS). The
appellate committee shall resolve the appeal within two weeks from the
date of appeal and the orders of the appellate authority shall be binding
on the agency.
Doordarshan may ask the agency to furnish such higher amount of
Bank guarantee in case of irregular behaviour. The agency shall be
bound to furnish such increased Bank Guarantee within the time frame
stipulated by DCS failing which the accreditation status of the agency
may be withdrawn.
The agency shall abide by the "Code for Advertisement of
Doordarshan"; and "codes of cable Act" and other related rules
prescribed by the DCS from time to time.
The Agency shall furnish to Doordarshan Commercial Service every
year its Balance Sheet along with Profit and Loss Accounts duly audited

by Chartered Accountant within six months of the date of closing of their
annual accounts. lt shall also furnish income tax clearance certificates
in respect of the previous assessment year within a month of the
finalization of the accounts. In case of failure to furnish the requisite
certificate, the agency may lose accreditation status.
4.5.8 The Agency shall retain full discounts earned by it as an advertising
agency and that it will at no time pay or otherwise allow directly or
indirectly any part of such discount or remuneration to any person,
advertiser or representative of any advertiser for whom it may be acting
or has acted as an advertising agency.
4.5.9 The Agency will advise /inform, in writing, the Doordarshan Commercial
Service of any alteration in particulars furnished in the form of
application for registration originally submitted positively within fifteen
(15) days from the dates of the alteration aforesaid.Any suppression of
information in this respect may result in cancellation of accreditation
status by Doordarshan Commercial Service.
4.5.1O lf an accredited agencies is blacklisted due to default in payment,
then credit facility to its sister concerns, having accredited status with
Doordarshan, may be suspended until the blacklisted company settles
all its dues .
4.5.11 DG:Doordarshan may stipulate such other conditions as may be
required from time to time.
4.5.12 The accreditation status to an agency may be withdrawn by PB
on following grounds:
(i) lf the payment behaviour of the agency is not satisfactory
(ii) lf the agency has failed to comply with the "Code for
Advertisement of Doordarshan" and other related rules
prescribed by the DCS from time to time.
(iii) lf the agency fails to produce additional Bank Guarantee
when asked for by Doordarshan under clause 4.5.5.
4.5.13 Accredited agencies who are not active in doing business with
Doordarshan for one year should be given dormant status and their
status would be restored to actrve when they re-apply for active status
with a fee of Rs. 25,000 and bring requisite business for DD.
4.5.14 If the accreditation status of an agency is withdrawn on ground of
sub-clause (i) & (ii) of clause 4.5.12, PB may black-list that agency and
may debar it from any kind of business engagement with Doordarshan.
5. APPEAL
5.1 The Agency can prefer an appeal against withdrawal of accreditation or
its being black-listed by the Doordarshan or decision of DCS mentioned
in clause 4.5.5, to the Appellate Board whose Composition shall be as
under:

5.2 Appellate Committee may also consider the appeals of the agencies,
whose accreditation has been withdrawn by the DCS before these
regulations came into force.
5.3 The decision of the Appellate Committee shall be considered by the
DG: Doordarshan, who shall take a final view in the matter.
These Regulations shall apply to the agreements entered into by DCS
conferring accreditation status to the Registered Agencies after these
Regulations are notified. The agreements entered into with the
accredited agencies prior to these Regulations came into force may be
modified to incorporate the provisions of these Regulations if the
existing accredited agencies so desires.
ln the event of any question, dispute or difference arising in connection
with engagement of the registered or accredited agency with the

Doordarshan, the same shall be referred to the sole arbitration of a
person who may be an employee of Prasar Bharati or an outsider from
any field appointed by the DG, Doordarshan. The award of the arbitrator
shall be final and binding on both the parties.
