WHAT IS TECHNEST AND WHY IS IT NEEDED?

Solving employment inequality in Silicon ValleySilicon Valley is renowned for its fast-paced economic growth and job creation. However, the stark reality is that that many in our community either do not possess or lack viable options for developing the skills they need to meet the requirements of high-tech employers.

The tech skills deficit has led to a deteriorating social landscape characterized by long-term unemployment, income inequality, and outright poverty. At the same time, more than 68% of the region’s employers report significant difficulty in securing talent, evidenced by the soaring rates of regional H-1B visa applications.

While the area’s community colleges do presently offer computer science and IT degrees and certificates, many students require several years to complete these programs, owing to the need to work full- or part-time. Thus, these graduates may enter the workforce with outdated skills. No community college in the region currently offers an accelerated, certificated program to help students and job seekers rapidly acquire the skills to enter the workforce, or to update their skills.

To address the growing skills gap, San Jose City College (SJCC) has created Technest, a new program that aims to provide affordable, high-quality training and employment assistance to underrepresented groups, as a pipeline for local talent to enter high-growth occupations in technology.

Technest at San Jose City College is focused on four specific areas of technology and business with the greatest identified potential for skills transfer in the shortest time, and the greatest immediate employment opportunities. Technest also includes skills training in cloud computing and artificial intelligence (AI). The innovative Technest model incorporates sufficient flexibility to evolve in step with new, emerging technologies and industrial change. The initial areas of instruction are Data Science, Coding Academy (Computer Science), the Internet of Things (IoT), and Entrepreneurship. A brief description of these four are as follows:

Class Duration: 18 WeeksArea of focus: Python is currently the most popular programming language because of its suitability for managing large amounts of data and its universal appeal. Students learn fundamentals of programming that can be applied to any programming language and that can also be applied to Data Science and IoT.

Class Duration: 16 WeeksArea of focus: Students are taught to use advanced statistics, data visualization, data science tools, database management systems, and some programming tools to make sense of the large volumes of data being generated by millions of devices today.

Class Duration: 12 WeeksArea of focus: Students focus on understanding small System on a Chip computers (SoCs), and on integrating these small computers with sensor devices to collect data that is sent to the Internet for processing.

Class Duration: 16 WeeksArea of focus: The Entrepreneurship course offers students a unique opportunity to learn the “how-to’s” of starting and managing a successful small business, from the conceptual stages, through implementation and operation. The Entrepreneurship program builds on a foundation of writing skills for creating a successful business plan, acquisition of funding, and marketing and management.

CIS 106 TECHNEST 1: INTRODUCTION TO COMPUTER CODINGAs the first course in the Technest Coding Academy, students will learn to thinkalgorithmically to create code and to solve programming problems. Utilizing MIT-created instructional videos, SJCC faculty will guide, coach, and assist students in creating code. After students view the MIT lecture videos, faculty will answer questions, assist students with lab assignments, and proctor exams. Enrollment in this class is contingent upon acceptance into the Technest Coding Academy. Interested students will need to contact personnel listed in the schedule of classes. This is the MITx 6.0 Introduction to Computer Science course.

Recommended: Although no formal programming background is needed, students without prior programming experience will find there is a steep learning curve and may have to put in more than the estimated time effort.

CIS 107 TECHNEST 2: DATA SCIENCEAs the second course in the Technest Coding Academy, students learn the three main factors of data science: inferential thinking, computational thinking, and real-world relevance. Topics include critical concepts and skills in computer programming and statistical inference, and the analysis of real-world datasets, as well as social issues surrounding data analysis such as privacy and design. This is the UC Berkeley Data 8 Foundations of Data Science course.

CIS 098 DIRECTED STUDY IN COMPUTER INFORMATION SYSTEMS (IoT)Individual or small groups of students who would benefit from Independent Study under the direction of faculty members in specific or related disciplines may develop individualized learning contracts designed to enhance their individual instructional programs. The students and the faculty member in consultation with the Division Dean will determine appropriate learning objectives and activities, as well as the number of units to be earned. Instructions and the Learning Contract forms are available in the Division office. Repeatable to a maximum of 9 units across all disciplines.

The mission of MITx (MIT Exchange) is to provide online channels to advance knowledge and educate students in science, technology, and other areas of scholarship that will best serve the nation and the world in the 21st century. MITx has partnered with San Jose City College to provide the Coding Academy curriculum, including Python coding and entrepreneurial training to prepare students for the Gig Economy. MITx has additionally committed to provide technical assistance for the development, implementation, and on-going support of Technest operations.

edX is a leader in sequenced courses that maintain the same degree of rigor and discipline as their source institutions. The courses consist of weekly learning sequences composed of short videos interspersed with interactive learning exercises where the students can immediately practice concepts gleaned from the videos. The courses often include tutorial videos that are similar to small-scale on-campus discussion groups, as well as, an online textbook and an online discussion forum where students can share questions and comments with other students and the teaching assistants.

CLASS OFFERINGS BUS 068 ENTREPRENEURSHIP AND SMALL BUSINESS MANAGEMENTStudents will study the basic elements of entrepreneurship, and starting and managing a small business. Students study management fundamentals including planning, organizing, staffing, directing, and controlling the business. Students learn how to develop a business plan which includes: site location, legal form of business, capital requirements, raising capital, cash flow budget, and marketing and promotional plans.

Microsoft Corporation is a leader in the most comprehensive Internet Cloud environment available. Microsoft’s Azure is an ever-expanding set of cloud services to help organizations, developers, and students build, manage and deploy enterprise applications. This includes all of the layers of the cloud that are needed, including Software (SaaS), Infrastructure (IaaS), and Platform (PaaS). The Azure platform also includes a powerful Data Science and Artificial Intelligence development environment featuring Cognitive Services, Bot Service and Machine Learning. Microsoft's Visual Studio is the most powerful and comprehensive Interactive Development Environment (IDE) available. The Visual Studio IDE helps developers quickly integrate with the Microsoft Azure platform including Machine Learning, AI, and Cloud Services.

ARTIFICIAL INTELLIGENCE (AI)

UC Berkeley is universally regarded as preeminent in the field of Computer Science. In partnerships with San Jose City College, UC Berkeley developed a transferable course in Data Science that teaches students critical concepts and skills in computer programming and statistical inference, in conjunction with hands-on analysis of real-world datasets, including economic data, document collections, geographical data, and social networks. The course also delves into social and legal issues surrounding data analysis, including privacy and data ownership.

Integrated Device Technology, Inc. is a publicly traded corporation with head-quarters in San Jose, California. IDT designs, manufactures, and markets low-power, high-performance mixed-signal semiconductor solutions for the advanced communications, computing, and consumer industries. IDT is instrumental in providing materials, expertise, and facilities used to train Technest students.

work2future Foundation (WF) is the non-profit Workforce Innovation and Opportunity Act service provider for the San Jose Silicon Valley Workforce Development Board that operate its America’s Job Centers. Serving over 5,000 job seekers annually, WF operates the work2future program along with summer employment programs for the City of San Jose Mayor’s Gang Prevention Task Force, the County of Santa Clara, the East Side Union High School District, Bank of America, and the San Jose Silicon Valley Chamber of Commerce. WF will provide Technest students with ongoing career counseling, support services, referrals to wrap-around services, on-the-job training placements, and job placement services through funding from San Jose Silicon Valley Workforce Development Board (SJSVWDB). WF will offer SJCC direct input from job seekers who enroll in Technest to ensure that its services continue to be aligned with the students’ needs.

EMPLOYMENT SERVICESTo optimize opportunities for Technest graduates to find employment while their skills are still fresh, SJCC has partnered with the San Jose Silicon Valley Workforce Development Board (SVSJWDB) and the work2future Foundation (WF), a Workforce Innovation and Opportunity Act (WIOA) service provider that operates the local America’s Job Center (AJC), to provide ongoing career counseling, job development, and work-based learning opportunities via on-the-job training (OJT) placements with IT business partners from the San Jose TechHire initiative (www.techhire.org). These training opportunities will be cultivated from local employers who have committed to placing graduates from SJCC as part of the local hiring initiatives. Project Team members will be actively involved throughout the project to ensure student success and placement in IT occupations.

Technest students, upon completion of the Technest coursework, may earn Certificates, Badges, or Credentials specific to the enrolled course/s.

Certificates, Badges, or Credentials earned upon course completion are recorded and verified by a credentialing organization. Students and employees can quickly and efficiently send verified academic records to employers, reducing time and administrative costs associated with verifying candidate records.

LINKEDIN INTEGRATION

Students can create a LinkedIn profile so that employers can identify qualified candidates by matching skills and education history from multiple entities to open positions.

POTENTIAL EMPLOYERS

A potential employer can access verified credentials securely and identify qualified candidates by matching skills and education history to open positions.
