Online Payments Background Online payment systems have become increasingly popular due to the widespread use of the internet-based shopping and banking and also the convenience such platform allow. More people are now willing to use internet banking and for payment through Credit/ Debit Cards. Hence the Corporation has proposed that facility for online payment of service charges and water charges be started. Location The application is hosted on State Data Centre. Scale City Cost No cost to CIDCO Date of Commencement October 2015 Date of Completion November 2015 Detailed Scope The process for collection of service charges and water charges is as under- The customer logs into CIDCO website, access the online payment webpage from the home page link, fills in the details like consumer no. etc. and presses on ‘Pay Online‘ button Once the above process is successful, the customer is guided to online payments page where he/she is presented with option of making online payment using a credit card / debit card / net banking etc. The customer then selects his/her preferred option of making the payment (through the credit gateway where he/she needs to use a VISA/ Mastercard / American Express credit card etc. or the debit gateway where he/she needs to use acceptable debit cards or net banking accounts). For credit card mode of payment, the credit card gateway section will follow, where the candidate enters the required validation details (card number, expiry date, verification number etc.) For debit card mode of payment, the debit payment gateway section will follow where candidate enters the requisite validation details (debit card number, PIN, password etc.) For net banking mode of payment, the net banking payment gateway section will follow where candidate enters the requisite validation details (net banking user id and password etc.) After successful validation, the customer’s account is checked for available balance etc. The transaction is either successfully processed or rejected. The customer is intimated of the same instantly via SMS and Email and an electronic acknowledgement on CIDCO website shows the payment confirmation number

The scope of work is as under- • The Corporation has selected three Banks which will provide

internet based payment gateway services for online collection of service charges and water through credit cards/ debit cards and net banking etc.

• The authorised representative of the Banks shall co‐ordinate with the Website (ISP) for integration, testing and using best practices and has to follow-up with the service provider for troubleshooting and maintain the uptime

• For the purpose of RTI/Court Cases, system generated reports/logs shall be provided as and when required

• Authorised banks shall provide Test/UAT URL for testing/user acceptance test

• There will no additional charges to the customer or the Corporation in this system.

• The banks are to credit the amounts received in CIDCO’s account on the next working day.

Progress The payment Gateway Integration for three banks, namely ICICI Bank, IndusIand Bank and YES Bank has been completed by M/s UTIITSL, the testing is completed and ready for launch. In the next phase it is proposed to start online vendor payment, COPAS payments and for Estate Payments. Benefits All citizens of Navi Mumbai will benefit by this application for payments of service charges and water supply charges online. The benefits of the Online Payment Gateway application are as under- • User friendly – The online payment systems are user friendly • Convenient – Online bill payments can be made from the

comfort of one’s home. Even if the bill is due the next day, the payment can be made 24x7

• Time saving - Citizens can save time by using the online bill pay feature. There is no longer any need to stand in long queues, or write cheques. Management of Bill payments become much easier faster

• Cost Saving –Since these payments are done from home or office, there is no travelling cost to bill payment centre. Missed payments could result in payment of delayed payment charges etc. Such charges can be avoided by making online payments

• Historic data available online -If a citizens wants to review past bills, these can be viewed at one centralised location

• Secure – The online payments are secure • Environmental friendly – Online payments reduce travel and

use of paper, hence environmental friendly • Instant confirmation of transaction – Online payment

gateway provides an online receipt thereby confirming the payments made instantly
