Article 12 items (4) to (6) inclusive shall be deleted. After Article 14, the following one Article shall be added : Article 15. The Fifth Section shall take charge of the affairs pertaining to : (1) Settlement of matters relating to Korea, Formosa, Saghalien, Kwantung Province, the South Seas Islands and other areas; (2) Matters relating to Okinawa and Ogasa- wara Islands ; (3) Disposal of matters relating to the repat- riation of Japanese nationals and necessary research thereof. The Regulation concerning the Organizationof the Ministry of Foreign Affairs (Ministry ofForeign Affairs Ordinance No. 27 of 1951) shallbe partially amended as follows :

In Article 10, "Fourth Section, Debts CouncilRoom and Repatriation Research Rjoom" shall beamended as "Fourth Section, Fifth Section andDebts Council Room."

Article 12 items (4) to (6) inclusive shall bedeleted.

After Article 14, the following one Articleshall be added :Article 15. The Fifth Section shall take charge

of the affairs pertaining to :(1) Settlement of matters relating to Korea,

Formosa, Saghalien, Kwantung Province,the South Seas Islands and other areas;

(2) Matters relating to Okinawa and Ogasa-wara Islands ;

(3) Disposal of matters relating to the repat-riation of Japanese nationals and necessaryresearch thereof.

Article 15 shall be made Article 16 and Article16 shall be deleted.

Supplementary Provision :

Article 1. The subject matters stated under anyone of the following items shall be those withregard to which the special non-life insurancepremium rates provided in Article 10-(8) para-graph 1 of the Law concerning ^Non-Life In-surance Rating Organizations (Law No. 193 of1948; hereinafter called "the Law") shall beapplicable :(1) Fire insurance;(2) Insurance for general risks in fire insur-

ance;(3) Insurance for dwelling risks in fire-insur-

ance;(4) Insurance for general risks excluding

dwelling risks in fire insurance ;(5) Insurance for industrial risks in fire insur-

ance;(6) Insurance for petroleum risks in fire in-

surance ; *#&&*&(7) Insurance for warehouse risks in fire in-

surance ;(8) Insurance for forest in fire insurance;(9) Marine insurance ;

•E(10) Insurance for hull in marine insurance;(ll) Insurance for cargo during marine trans-

portation in marine insurance ;(12) Transit insurance;(13) Automobile insurance ;(14) Accident insurance.(Premium Rates Schedule)

Article 2. When a non-life insurance rating Or-ganization (hereinafter called "a rating organ-ization") has calculated its premium rates, theorganization has to provide its principal andsubordinate offices with a schedule settingforth the said premium rates.

2 Any interested person may request the perusal

of the said schedule or delivery of a copy ofsame of a rating organization.

3 In case of the delivery of a copy of theschedule as prescribed in paragraph 1, in ac-cordance with the preceding paragraph, therating organization may request the interestedperson the payment of its cost.(Public Notice of Premium Rates)

Article 3. When a rating organization hascalculated premium rates it shall make a publicnotice appear in the Official Gazette or.ordinarydaily newspapers on the following items withinone week after the day of application for ap-proval to the Minister of Finance with regardto such premium rates in accordance with theprovision of Article 10 paragraph 1 of the

Law:(1) Kind of insurance business concerning the

said premium rates, and the subject matter

of insurance ;(2) Date of application for approval of the

said premium rates to the Minister of Fi-

nance;(3) Names of offices where the schedule of

premium rates is provided ;(4) Names of offices where premium rates

schedule is obtainable and the amount of itscost in case the payment thereof is requestedin accordance with the provision of para-graph 3 of the preceding Article.

(Section of Hearing of Opinions)Article 4. A rating organization shall have a

section at its principal and subordinate officesto hear at any time the opinions of interestedpersons concerning the calculation of premiumrates.

Supplementary Provisions :

1 This Ministerial Ordinance shall come intoforce as from the day of its promulgation.

2 The Ministry of Finance Ordinance relativeto the public notice of premium rates, provid-ed in accordance with the provisions of Article12 paragraph 2 of the Law concerning Non-

National Gymnasium Regulations

(Purpose and Location)Article 1. The National Gymnasium shall be

established, in the Social Education Bureau,Ministry of Education, as a facility for thestudy of physical education and recreation, andfor the training of leaders in this field.

2 The National Gymnasium shall be located at1-chome, Hitotsubashi, Chiyoda-ku, Tokyo-To.

3 The National Gymnasium may be put togeneral use, as provided for in the Regula-tions, in so far as such use is not contrary tothe purpose under paragraph 1 and does notinterfere with the achievement of the saidpurpose.

4 Of the National Gymnasium, those partswhich may be put to general use in accordancewith the provision of the preceding paragraph,shall be the indoor playground and the swim-ming-pool, and equipments attached to them.(Hours for Use)

Article 2. Available hours of the National Gym-nasium for general use shall be from 8 a.m.to 9 p.m. every day. However, the NationalGymnasium shall, in case where it is neces-sary for the management thereof, suspend itsbusiness or alter its opening or closing time.(Application for Use)

Article 3. Those who desire to use the NationalGymnasium must submit three copies of theformal written application for the permissionof the use of the National Gymnasium to theDirector of the Social Education Bureau, Min-istry of Education.(Charges)

Article 4. Those who have obtained the permis-sion under the preceding Article, must prompt-ly pay the charges as provided for in theannexed table. However, the whole or part ofthe charges may not be collected, in such caseswhere the National Gymnasium is used forshort course institutes, committee meetings,etc. under joint sponsorship with the Ministryof Education, or in other cases where theDirector of the Social Education Bureauadmits of special circumstances.

2 The business of receiving the charges underthe preceding paragraph shall be conductedin the Accounting Section of the Minister'sSecretariat, Ministry of Education.

3 The charges shall be paid in advance.4 The charges already paid shall not be repaid.

However, in case where the practical use hasbecome impossible owing to special circum-stances such as calamity and others, this shallnot apply.(Revocation of Permission for Use or Order to

suspend Use)Article 5. The Director of the Social Education

Bureau may, even if he has permitted the use,

revocate the permission for use or order tosuspend the use, in case where he finds theexsistence of cause falling under any of thefollowing items :(1) False application for the use;(2) Contravention of the restriction for per-

mission ;(3) Contravention of the Regulations or non-

compliance with directions by the personnelconcerned.

2 Even when the user has received the revoca-tion of the permission for use or has beenordered to suspend the-use according to theprovision of the preceding paragraph, and hashad loss or damage caused thereby, the Stateshall not be liable for indemnification of suchloss and damage.

Article 6. In case where facilities, equipments,fixtures, etc. of the National Gymnasium haveperished or have been deteriorated, the re-sponsible user for such equipments, fixtures,etc. may be made to indemnify the loss or-damage caused^ thereby;

Article 7. Particulars necessary for the use ofthe National Gymnasium shall be established bythe Director of the Social Education Bureau, inaddition to those provided.for in this Regula-tions.

This Ministerial Ordinance shall come into forceas from the day of its promulgation.
