Official City of Ozawkie Council Meeting Minutes July 11, 2016 Council in attendance: Mayor Nancy Leek, Councilwoman Jan Brasher, Councilman Shawn Owen, Councilwoman Leslie Grother, Councilman Ericson Willett, and Councilman Ken Schortmann. Others in attendance: Sandi Goetz, Wayne McNary, Jamie Klenklen, Kevin Klenklen, Sharon Branson, Gary Branson, Linda Chilcott, Jim Shaw, Kathryn Zwygart, and City Clerk Gail Dillenbeck taking minutes. 1. Call to Order and Opening Comments Meeting called to order at 7p.m. by Mayor Nancy Leek and all are asked to stand for the pledge of allegiance. 2. Approval of Agenda Ken moves to accept agenda with #10(executive session) being removed, Ericson seconds, all agree. 3. New Business Sharon Branson stands and comments about the corp land looking bad and needing cleaned up. She suggests that the city check with a farmer to bail it. She also comments that she enjoys the walking trail and hopes the city keeps it up as well. Council comments that they will look into the city contract/lease and see what can be done. 4. Council Comments, Questions, Concerns Nancy comments that there is a replacement utility section in all of council's packets and to replace the old one. Ken reports that he has tried several times to speak with Mr. Gomez about his letter regarding the sewer increases. Discussion ensues about issues in town regarding dogs running loose, hunting, destruction of roads, speeding, etc. Ken expresses that something needs done. Nancy states that she would like to see a newsletter of sorts being sent every other month and that she would like ALL of council to participate. Nancy announces a budget workshop to be held on Thursday July lA^*" at 7p.m. 5. Approval of Consent Items a) Minutes from June 13, 2016-Gail comments that she needs to correct the spelling of Ken Schortmann's name. Ken moves to accept the minutes with said changes, Shawn seconds, all agree. b) Cash Receipts Report-Shawn moves to accept, Jan seconds, all agree. c) Expenditure Report-Ken moves to accept, Jan seconds, all agree.

July 11, 2016 Council in attendance: Mayor Nancy Leek, Councilwoman Jan Brasher, Councilman Shawn Owen, Councilwoman Leslie Grother, Councilman Ericson Willett, and Councilman Ken Schortmann.

1. Call to Order and Opening Comments

6. Reports (approval of)

a) Planning and Zoning-Sandi reports that P&Z had no meeting in July, but there will be a new build home forthcoming, probably in August and also a sunporch at a separate location.

b) Governmental Affairs-ian speaks about the 2017 budget. We have a proposal from Jim Long to prepare our budget for $950, but that the software company offers a complimentary budget because it is included in our software cost, so she thinks this would be best, all agree.

c) Law Enforcement-Shawn speaks about the need to move forward with some sort of law enforcement due to the ongoing issues spoken about earlier. Shawn moves to approve that if he gets a job description together that all of council approves of as well as the city attorney, he may begin advertising, Ken seconds, all approve except Ericson.

d) Pof/fs-Leslie mentions that some of the playground equipment needs repair before someone gets cut or hurt on it. She has filled out work orders last month, but hasn't gotten any response from maintenance workers. Nancy comments that Scott will be having surgery soon, but she will ask Sam to look into it. Leslie states she needs to have someone look at the flagpole also to see what is needed to update it. The flags aren't hanging right and she wants to make sure any repairs are budgeted. Leslie further comments that she will be contacting EMC Insurance to see where we are on the hail damage to the shelter house roof.

e) Streets-Encson states that he and Nancy need to make an appointment with the county commissioner about the ownership/repair to Kiowa Street. Ericson suggests that if we aren't going to repair any roads, we need to at least seal all the roads before winter to protect from further damage.

f) Utilities-Ken speaks to the more detailed bids that were requested from Sargent and Layne for the work to be done on well #2. After request we made last month for more detailed bids, there was no response from Sargent, so Ken suggests that council go with Layne. Ken moves to go with the bid from Layne, Jan seconds, all agree. Ken states that he knows with the resignation of the treasurer in February, lots of work has fallen on the city clerk as well as others and he states that they haven't had a raise in over a year and a half. Ken moves for a 3% raise for all three employees, Leslie seconds, all agree. The raise is to go into effect July 16'^.

Shawn moves to adjourn at 8p.m., Jan seconds, all agree.
