Основни цели Разработване и изграждане на системи и инфор- мационни услуги, позволяващи интегрирането на нови хармонизирани пространствени бази данни и услуги със съществуващи информационни сис - теми на общинско и областно ниво. Базата данни ще позволи създаването на всеобх - ватен пакет от индикатори на ниво NUTS2, NUTS3 и LAU. Obiectivul principal al activității din cadrul proiectului este de a crea o bază de date de referință privind acoperirea terenului în aria transfrontalieră România-Bulgaria pentru nevoile strategiei comune de dezvoltare teritorială durabilă și monitorizarea efectelor sale. Оbiectivele principale Dezvoltarea și construcția de sisteme spațiale și servicii care permit integrarea de noi baze de date și servicii cu sistemele de informații existente la nivel local și regional armonizate de informații. Основната цел на Дейност3 по проекта е съз-даване на референтна база данни за земно по-критие на трансграничната територия за нуждите на Общата стратегия за устойчиво териториално развитие и мониторинг на въздействията му.
Основни цели Разработване и изграждане на системи и инфор-мационни услуги, позволяващи интегрирането на нови хармонизирани пространствени бази данни и услуги със съществуващи информационни сис-теми на общинско и областно ниво.Базата данни ще позволи създаването на всеобх-ватен пакет от индикатори на ниво NUTS2, NUTS3 и LAU.
Obiectivul principal al activității din cadrul proiectului este de a crea o bază de date de referință privind acoperirea terenului în aria transfrontalieră România-Bulgaria pentru nevoile strategiei comune de dezvoltare teritorială durabilă și monitorizarea efectelor sale.
Оbiectivele principale Dezvoltarea și construcția de sisteme spațiale și servicii care permit integrarea de noi baze de date și servicii cu sistemele de informații existente la nivel local și regional armonizate de informații. Baza de date va permite un set cuprinzător de indicatori la nivel de NUTS 2, NUTS 3 și LAU.

Референтен слой земно покритиеЕднозначно определени гео-пространствени обекти на управление, съдържащи информация за земното по-критие и земеползване.Изградени и поддържани въз основа на:
� Концепцията за описание на земно покритие зало-жена в ISO 19144-2 (Land Cover Language Meta - LCML) � Най-добрите практики за управление на земята за-легнали в Системата за Идентификация на Земедел-ските Парцели (СИЗП) насочваща всички преки помо-щи на ЕС в селското стопанство � Базови спътникови данни от Европейската Програма COPERNICUS в комбинация с наземни (in-situ) данни (СИЗП, въздушно ортофото) � Методика създадена в сътрудничество с Обединения Изследователски Институт на Европейската Комисия (DG JRC)
Strat de referință - acoperirea terenurilorElemente spațiale clar definite cuprinzând informații lega-te de utilizarea și acoperirea terenurilor.Realizat și întreținut prin:
� Descrierea setului de acoperire a terenurilor conform ISO 19144-2 (Land Cover Language Meta – LCML) � Bune practici de management al terenurilor din cadrul sistemului de identificare al parcelelor agricole (LPIS) pentru orientarea ajutoarelor UE pentru agricultură � Date satelitare din programul european COPERNICUS în combinație cu informații de pe teren (in-situ) și alte date (LPIS, ortofotoplan) � Metodologie realizată împreună cu Centrul Comun de Cercetare al Comisiei Europene (DG JRC)

Основни резултати � Два съседни (долепени) референтни слоя изготвени в рамките на проекта CBC за проектните райони в Бълга-рия и Румъния (AOIs). � Пълна съвместимост на базите данни съгласно принци-пите на INSPIRE � Общи спецификации осигуряващи ефективен транс-гра-ничен анализ и докладване � Уеб-базирани гео-услуги за различните потребители
Бъдещо Развитие � Резултатите от Дейност 3, както и от целия проект ще послужат като: � отправна точка на инициативата за Европейска мрежа от регионални центрове за интегрира-но управление на риска и територията /Реше-ние на Министерски съвет, протокол 29,т-18, от 24.07.2013г-/ � пилотен пример за изграждане на инфраструк-турата за референтни данни и услуги (DRDSI) по Дунавската Стратегия � първо по-всеобхватно тестване на пригодността на спецификациите по INPSIRE на транс-гранично ниво
Dezvoltare viitoare
� Punct de pornire pentru o reţea europeană de centre regionale pentru managementul integrat al riscului şi planificare (decizie a Consiliului de Miniştri protocol 29, point 18, din 24 iulie 2013) � Exemplu pilot de realizare a infrastructurii şi serviciilor de date de referinţă în cadrul Strategiei Regiunii Dunării � Prima testare mai comprehensivă a modului în care specificațiile directivei INSPIRE se potrivesc la nivel transfrontalier

�Două strate de referinţă adiacente (contigue) pregătite în cadrul proiectului pentru aria transfrontalieră România-Bulgaria. �Compatibilitate totală a bazelor de date în concordanţă cu principiile directivei INSPIRE �Specificații generale pentru analiza ariei transfrontaliere și pentru raportare �Geoportal web oferind servicii pentru diferiţi utilizatori
