Newsletter 2014-12 March 21, 2014 ODEBRECHT BUSINESS DEVELOPMENT DIRECTOR KEYNOTE SPEAKER AT STATE MEETING David Peebles, who announced in November that Odebrecht Environmental is exploring the development of a new cracker complex in Wood County, is the keynote speaker at the CAWV State Meeting to be held Wednesday, March 26, in conjunction with WV EXPO. Peebles is Director of Business Development and is now engaged with Ascent in assessing the feasibility of investments in a new petrochemical plant near Parkersburg using ethane from shale. Odebrecht is building a similar facility in Mexico. The $3 billion project is employing 10,000 construction workers. He will be discussing the future of such a project in West Virginia. Peebles joins Secretary of Commerce Keith Burdette as a speaker. The CAWV State Meeting, which will be held at 7:30 a.m. in Room 105 at the Charleston Civic Center, will recognize members for excellence in their safety programs, quality concrete awards will be presented, and the CAWV Scholarship Foundation recipient will accept his or her CAWV scholarship check. “The CAWV State Meeting will give members a great opportunity to learn about future contracting opportunities with construction of a cracker plant in West Virginia,” said CAWV President Phil Weser, March-Westin Company, Inc. “This project, along with other announcements that Governor Earl Ray Tomblin and Secretary Burdette have made regarding other developments, will create thousands of construction and permanent jobs in spin-off industries for years to come. Many of these projects will be built by CAWV members. I encourage everyone to attend and participate in the March 26 State Meeting,” the president said. CAWV “HARD AT WORK” LICENSE PLATE SIGN UP AT EXPO Since it was unveiled on August 14 in a ceremony in the Governor’s office, over 300 bright yellow license plates with the CAWV’s “Hard at Work” logo are traveling West Virginia on members’ company and personal vehicles. The CAWV is only the third organization in the state to have its own license plates, joining Friends of Coal and Organ Donors. “From this day forward, a vehicle carrying the “Hard at Work” license plate will remind all those who see it that our contractors are hard at work building West Virginia bridges, roads, hospitals, office buildings and other projects that lead to future economic development,” Governor Earl Ray Tomblin said at the unveiling ceremony. “These plates will also remind all who view them of the good-paying jobs this industry provides to more than 36,000 West Virginians.”

The CAWV plate is for vehicles under 10,000 pounds and titled in West Virginia. The initial cost of the plate, payable to the CAWV Scholarship Foundation, is $70. This includes a one-time $40 fee for the license plate and the normal $30 yearly registration fee. Annual renewals are $45. The entire license plate fee goes to the State Road Fund. Members can pick up a form at the CAWV booth at WV Expo (Booth #505) or go to the CAWV website at www.cawv.org WV CONSTRUCTION NEWS ON MEMBERS’ DESK The January/February issue of West Virginia Construction News should have arrived on members’ desks this week. WV Expo, the region’s largest trade show for the construction and design industry, hosted over 5,000 at last year’s show. This year’s show expects to be just a popular. Business Over Breakfast, or “BOB”, will be held 8 a.m. to 10 a.m. on the second day of the WV Expo, Thursday, March 27. There will be food stations throughout the Charleston Civic Center and members can take this opportunity to meet and interact with construction and design businesses from across the United States. Members can then attend Expo seminars to walk the exhibit floor, which closes at noon on Thursday. COUNTIES ASK FOR SCHOOL BUILDING MONEY

School districts across the state asked the West Virginia School Building Authority for funding for various projects Monday. A total of 19 counties asked for funding, adding up to more than $100 million in requests, with the SBA only planning to award about $45 million. Kanawha County Schools, the state's largest district, asked for more than $2 million to add on to Andrews Heights Elementary, where some students are housed in portable classrooms. The largest request comes from Wayne County, where officials hope to receive up to $18 million to build two new schools for the rural district. If approved, Wayne County will use the funding to create a new Ceredo Kenova Elementary School for students up to the fifth grade and a new Crum school for students in pre-kindergarten through eighth grade. The students at Kenova Elementary are being housed in a temporary outdoor classroom "that is at the end of its useful life," according to SBA documents.

An addition and renovations, including those for security improvements, would also be made to Wayne High School. The school has been ranked as the highest security risk in the county, with "no safe entry," according to the SBA. The school's setup also forces all students to travel outside between buildings. The SBA has labeled Wayne County's current facilities as "poor," but the requests for state funding are contingent on the passage of a local bond up for vote in May. Jackson County Schools asked the SBA for more than $17 million to build a new Ravenswood Middle School. If approved, the new school would replace the current facility, which was first built as a temporary school in 1950. Brooke, Ritchie, Doddridge, Preston and Greenbrier counties also made requests on Monday. In addition to Kanawha, Wirt, Mercer, Monongalia, Ohio, Mingo, Pocahontas and the West Virginia School for the Deaf and Blind will make requests today The SBA will announce its selections April 28.

WVU PLANS MAJOR RENOVATIONS OF FOOTBALL STADIUM, OTHER SPORTS FACILITIES

West Virginia University officials have a lengthy list of projects either underway or in the idea stage, the result of what they expect to be windfall profits from the school's association with the Big 12 Conference and its multimedia rights deal with IMG College. Many of the projects are already known and, in some cases, planning or construction has begun. However, on Thursday, the Mountaineer Athletic Club -- the school's athletic fundraising arm -- put most of the ideas in print. The total amount expected to be available for the projects is $106 million, according to a "West Virginia University Department of Intercollegiate Athletics Facilities Plan." The majority of that is a $75 million bond made possible by the guaranteed annual revenue from the Big 12. The project, if approved, would mean the renovation and expansion of Mountaineer Field's concourses, restrooms, entrance gates and concession stands, according to the athletic department plan circulated Thursday. The team room at the Puskar Center would be renovated,

and as many as four LED information boards would be added to the stadium. Construction on the stadium, if approved, would begin at the end of next football season, according to a WVU official who asked not to be named. The only nonfootball project in the initial phase would be a marquee in front of WVU's Coliseum, at the intersection of Patteson Drive and Monongahela Boulevard. The plans would have to be approved by the WVU Board of Governors and the state Higher Education Policy Commission, and WVU Associate Athletic Director Mike Fragale emphasized Thursday that the entire plan is still "subject to appropriate approval." The WVU board's finance committee is expected to consider the proposals on March 28, and the full WVU board could take them up on April 4. The plan also includes several other projects "under consideration": • Renovation of the rest-rooms and concessions stands and possible expansion of the concourse at the Coliseum. • Additional suites on the inner concourse of the Coliseum. • Renovations for the school's indoor track, Natatorium and tennis courts.

• A repurposing of Hawley Field, the school's baseball stadium. Hawley Field will be replaced by the $20 million baseball park under construction at University Town Center.

March 21, 2014 EMERGENCY! What would YOU do?

What would you do? That question should make you think. Your answer could mean the difference between life and death for a co-worker or a friend. Emergency, Rescue 911, Code Red, Squad 51, and for the old timers Rescue 8 are all TV shows that deal with real life emergencies. Are you prepared for the unexpected? Do you know what to do? Do you know who to call for help? Are you qualified to help? No matter what your position at the construction project, you need to know what to do in the event of an emergency. Your life and the lives of your co-workers could depend on your training and knowledge. If you are the first one on the scene, you need to protect yourself from any hazards. For example, precautions may need to be taken to deal with blood or other body fluids, gas leaks, and power lines. You don't want to become another victim. Stay cool, don't panic, and call for help. Contact 911, local emergency officials or a jobsite emergency response team. You are the main link between the emergency and the outside world. Secure the area and keep co-workers and others out of the area unless they are trained to provide assistance. If you are qualified to give emergency care, protect yourself first. Make sure you wear your universal PPE (Personal Protective Equipment - gloves, goggles, and a one way mask.) Talk to the victim. Check your ABC'S: Airway, Breathing, and Circulation. If the victim is not breathing start CPR (Cardio-Pulmonary Resuscitation). If the person is bleeding apply direct pressure to the wound. Emergencies are unplanned events. They come unexpectedly and may involve you. What will you do if an emergency occurs? Find out whom to call and know where a telephone is available. Learn the locations of fire extinguishers and first aid kits, and make sure you know how to use them. Learn and understand emergency procedures and evacuation routes for the jobsite. Be prepared for the unexpected and media coverage. Do not let a situation get worst by not being trained in how to effectively communicate with the press and the public. Do it now. Don't wait until after the emergency to learn what to do. Ask your supervisor if you have any questions. You may be in an emergency situation tomorrow! Is your first aid and CPR certification up to date? Do you know how to respond? Are you trained to talk to reporters? Do you need some help? U.S. DOT LIKELY TO DELAY REIMBURSEMENTS THIS SUMMER Last week, committees in the Senate and the House heard from the U.S. Secretary of Transportation Anthony Foxx and other Department officials about their FY 2015 budget submission, MAP-21 reauthorization, and how they intend to administer highway and transit programs considering the pending insolvency of the Highway Trust Fund (HTF). Acting Department of Transportation (DOT) Undersecretary for Policy Peter Rogoff warned the House Transportation and Infrastructure Committee that, in order to maintain a HTF balance of $4 billion for the highway account and $1 billion for the transit account as required by law, DOT will have to delay payments to state highway and transit programs at some point this summer. The highway account is expected to dip below $4 billion as soon as July and the transit account is projected to fall below $1 billion in August. At the hearing, Rogoff acknowledged the looming threat of insolvency could lead states to begin delaying construction projects this spring. In order to prevent the possible slowdown in reimbursements from DOT this summer, Congress and the administration must provide the HTF at least $4 billion in order for obligation to be met through Sept. 30, 2014.

President Obama’s FY 2015 budget submission recognized the fact that these emergency measures may have to be taken by DOT; however, the budget did not propose a long-term sustainable funding solution for the HTF. Instead, the budget calls for a one-time infusion of $150 billion from “pro-growth” tax reform, $63 billion of the proposed $150 billion would be needed just to maintain current HTF spending.

The CAWV spoke this week with Tom Smith, Division Administrator for FHWA, on the likelihood that contractors could see a delay in their payments on federal-aid highway projects in August and September. Director Smith could only speculate, but noted that Congress must act soon to address the pending threat of insolvency in the HTF.

MULTIMILLION-DOLLAR ‘POTHOLE BLITZ’ PLANNED

Crews with the West Virginia of Highways are planning a multimillion-dollar effort to fix pothole damage across the state. Gov. Earl Ray Tomblin is diverting money to increase the spring patching budget from $18 million to $30 million. The WV Division of Highways has referred to the plan as a “pothole blitz.” “These potholes are the worst our maintenance crews have seen in years,” said WV Department of Transportation spokeswoman Carrie Bly. WVDOH crews have been doing cold patch spot repairs. WVDOH has been talking to CAWV asphalt members to determine when plants will be able to open to provide hot mix asphalt. APAWV provided the DOH with a list of scheduled plant openings to assist the districts with their scheduling. Asphalt producer members are encouraged to communicate with local district personnel regarding plant schedules. Greg Phillips, District 4 Engineer, told the Fairmont Times West Virginian that “there are hundreds of thousands of potholes in Marion County alone.”
