Biography of: Newell Carlyle Kephart was born on January 24, 1911 to Harvey Carlyle and Ella Duvall Kephart in Parker, Kansas. His father was a minister. He attended schools in Monte Vista, Grand Junction, Canon City, Fort Morgan, and Denver, Colorado. He received Bachelor‘s (1932) and Master‘s (1933) degrees from the University of Denver and a Ph.D. in child welfare from Iowa State University in 1936. He was a mental hygienist at the Wayne County Training School in Northville, Michigan from 1936 until 1941 and then worked as occupational analyst at the United States Employment Service in Washington, D.C. During World War II, he served in the Classification Section of the Bureau of Naval Personnel from 1942-1945. Kephart then taught at Purdue University from 1945-1968. While at Purdue, Kephart advanced from associate professor in 1948 to professor in 1954, served as professor of special education for several years and as executive director of the Achievement Center for Children from 1960, when he established the center, until 1968. His areas of research included ―special education and learning disabilities.‖ Kephart founded and directed the Glen Haven Achievement Center in Fort Collins, Colorado, from 1968 to 1973. The Center was a ―nonprofit clinic and educational center for children with learning disabilities.‖ The Glen Haven Achievement Center was a practicum site for the University of Northern Colorado.

After 1970, Kephart was a ―distinguished adjunct professor of special education at the University of Nevada at Las Vegas. Additionally, he served as a ―guest professor and lecturer at the School of Special Education at the University of Northern Colorado from May, 1971 until 1973.
