MINUTES OF THE STATED MEETING THE PRESBYTERY OF GREATER ATLANTA November 14, 2017 Pleasant Hill Presbyterian Church, Duluth, GA INTRODUCTORY BUSINESS Moderator Jihyun Oh called the meeting to order and offered the opening prayer at 8:57 AM. Dave Fry, the host pastor of Pleasant Hill Presbyterian Church brought greetings to the body. Donna Wells declared a quorum to be present. WORSHIP Our preacher for the morning was Richard Allen Farmer, pastor of Crossroads Presbyterian Church. Rev. Farmer preached on the text of John 17:11-26 and entitled his sermon, Left…and Kept. Thoughts expressed in his message: “Jesus Christ,” says Rev. Farmer, “prays that the world would know union with God and with each other. Both take a lifetime to pull off…Jesus wants us to talk in the plural…We are called to do ministry with each other in the power of the plural…What would happen if we acted like Saints together?” We were treated to a beautiful solo sung by Erin McCollum. An offering of $2130 was received for the Atlantic Regional hurricane relief through PDA. § Deadlines for General Assembly Overture submission including concurrences of overtures from other presbyteries:

a. The deadline for submission of overtures to GA that amend or interpret the Constitution is February 16, 2018.

b. The deadline for submission of overtures to GA that have financial implications is April 17, 2018.

c. All over overtures has a deadline of May 2, 2018 Our first two presbytery meetings of 2018 are February 10, 2018 and May 1, 2018. This means for any session wishing to submit ANY overture to GA, there are three Presbytery dates: November 14, 2017; February 10, 2018; and May 1, 2018 Presbytery meeting. For any session wishing to submit an overture or concur with an overture, that must first come to our Bills and Overtures Committee before getting to the floor of Presbytery. Therefore, you have three opportunities to submit to us.

She attended Young Harris College then Georgia Southern - pre-football era – and earned a MA in Christian Education from the Presbyterian School of Christian Education (PSCE) before it merged with Union Seminary across the street. Mardee was also in the first cohort of the Doctorate in Educational Ministry degree at Columbia Seminary, earning her degree in 2010. She has served in the local church and on presbytery, synod and national staff, including overseas as a Volunteer in Mission in South Korea and China. She has written curriculum and several of the PCUSA Children’s Mission Yearbooks. Mardee is an ordained elder and currently serves as the Director of Children’s Ministry at Morningside Presbyterian. • Deloris Bryant-Booker is a ruling elder at Hillside Presbyterian Church where she has been a member for over 25 years. At Hillside she has served as chair of Worship Ministry, Chair of Congregational Care Ministry, Clerk of Session, member of the Bell Choir and served on the Pastor Nominating Committee. She has been an active member of the Hillside/First Presbyterian Partnership since its inception. At Presbytery of Greater Atlanta, she is currently serving a second term on Council and has served on various ad hoc committees. She participated in the 2015 Mosaic of Peace Conference to Israel and Palestine and has participated in various Presbytery-sponsored committees and workshops. Deloris is a retired educator, has two children, four grandchildren and one great-grandchild.

• Bo King is a staff attorney with the Capital Habeas Unit of the Federal Defender Program in Atlanta, where he represents prisoners on Georgia’s death row. A graduate of Duke University and the NYU School of Law, Bo has previously worked at the Equal Justice Initiative of Alabama and the Atlanta Legal Aid Society. Bo also served as a Peace Corps Volunteer in Uzbekistan. He and his wife, Catherine, live in Winnona Park with their three daughters: Madeleine, Amelia, and Eva Cate. His family attends Decatur Presbyterian Church, where he is an elder and has served four terms as Stewardship Chair. Bo currently serves on the Committee on Ministry for the Presbytery of Greater Atlanta and as co-chair of its Care of Churches subcommittee.

• Mary Smarr is a Ruling Elder at Oakhurst Presbyterian Church where she has been a member for

more than thirty years. She currently co-chairs the OPC Peacemaking and Justice Committee, and is a member of the Joining Hands for Justice in Palestine & Israel Partnership. Mary is currently the COM Liaison with Emory Presbyterian Church. She recently returned from the PCUSA August 2017 travel study seminar to Guatemala and Costa Rica where the focus was on climate justice and faith. Mary retired from the U S Department of Labor, Employment and Training Administration, after 31 years of federal service. She has served two years as a Business/Community Development Peace Corp Volunteer in Bulgaria. Mary enjoys family, travel and playing bridge. She has a son, Eric, and four grandchildren.

• Hiram A. Perez-Cordero is a Ruling Elder and member of Rock Spring Presbyterian Church in

Atlanta, GA. Hiram moved to Atlanta from Puerto Rico in 2003 and right away joined Rock Spring church where he has serve in different leadership positions including being a Deacon. He also has served in Leadership positions at Montreat and Massanetta Springs Conference Centers and has previous experience in the Northwest Presbytery of Puerto Rico and on the Boriquen Synod Council (also in PR). Currently Hiram works as Head Spanish Teacher at Marietta Middle School where he

teaches different levels of Spanish and Spanish for Native Heritage Students. Hiram lives with his husband in Chamblee, GA. He's passionate about what God is doing in the denomination and is looking forward to serving Christ thru the Presbytery of Greater Atlanta.

• Mardee Rightmyer grew up in Americus, Georgia where her father was the only Presbyterian

minister in town. She attended Young Harris College then Georgia Southern - pre-football era – and earned a MA in Christian Education from the Presbyterian School of Christian Education (PSCE) before it merged with Union Seminary across the street. Mardee was also in the first cohort of the Doctorate in Educational Ministry degree at Columbia Seminary, earning her degree in 2010. She has served in the local church and on presbytery, synod and national staff, including overseas as a Volunteer in Mission in South Korea and China. She has written curriculum and several of the PCUSA Children’s Mission Yearbooks. Mardee is an ordained elder and currently serves as the Director of Children’s Ministry at Morningside Presbyterian.

• Carrie Barnes serves as Associate Pastor at Buford Presbyterian Church in Sugar Hill. She also

serves on the Examinations Commission for the presbytery. Carrie is a graduate of Presbyterian College and Columbia Theological Seminary. Prior to seminary, she served as Director of Christian Education in churches in both Tampa, Florida and Charleston, South Carolina. Carrie is married to Hamilton Barnes, who serves as a Chaplain at Piedmont Hospital in Atlanta. Their son, Miller, will be two years old in January.

• Micah Nutter Dowling from Birmingham, Alabama has served in ministry for over 15 years as a

youth minister, a worship leader, and as a leader of many other church and community outreach programs. Micah received his undergraduate degree from Southeastern Bible College in Birmingham, AL where he was elected to Who’s Who among Students in American Universities and Colleges and received the Outstanding Musical Leadership Award. He spent summers serving in mission in Lima, Peru and in Piedras Negras, Mexico and served a Pastoral Internship in Cape Town, South Africa. In 2016 Micah earned his MDiv from Columbia Theological Seminary and was ordained as Teaching Elder in the PC (USA). Micah currently serves as Associate Pastor for Youth and Family at Newnan Presbyterian Church in Newnan.

• Shelli Latham has served as the lead Pastor of Druid Hills Presbyterian Church, in the Poncey

Highland neighborhood of Atlanta, for three years. Prior to that she served Westminster Presbyterian, in West Chester, PA; and Davidson College Presbyterian, in Davidson, NC. Shelli has a particular sense of call to Christian Ministry that is lived out in acts of bold compassion to the least of these and in vibrant and creative worship experiences. She has served in leadership and speaking capacities for Montreat, Massanetta, and the NEXT Conference. Shelli is excited about the opportunities for discernment amongst a vast, interconnected body of Presbyterians at General Assembly.

• Mun Gye Lee is the pastor of Hanbit Presbyterian Church in Johns Creek. Originally from South

Korea he served Tri-City Korean Presbyterian Church in Holston Presbytery (East Tennessee) prior to coming to Atlanta. While in Tennessee he also served on the committee of world-wide mission and as treasurer and clerk for the Korean Presbyterian Churches’ council within the Synod of Living Waters (U.S.A.).

Pastor Lee is a member of the Presbytery’s Committee on Preparation for Ministry and has participated in various activities of Korean Presbyterian Churches’ Council. He served KPCC as the vice president and president within the Synod of South Atlantic (U.S.A.). Moreover, as the Korea-American consultant, he had a make-bridge role between the Synod of South Atlantic and the KPCC for 2 years (2014-2015). In April 2017 he, as a commissioner of the KPCC, attended an annual meeting of NCKPC (National Caucus Korean Presbyterian Churches), which was held in Seoul, South Korea.

As a Commissioner to General Assembly he states, “I hope to experience the legacy, vision, and big picture of our denomination that God has entrusted today through General Assembly, even though I am part of a different language and culture.”

• Rick Neale is a Minister of Word and Sacrament in the PCUSA. During his 30-year career he pastored

churches in upstate New York, Miami, and Atlanta, and he has served as a hospital chaplain. He holds Bachelor of Arts and Master of Education degrees from Lehigh University, and a Master of Divinity from Princeton Theological Seminary. He taught elementary children for nine years in Bethlehem, PA, before entering seminary.

Rick is the 2018 Moderator of the Presbytery of Greater Atlanta. He also serves on the Committee on Preparation for Ministry and as a member of Presbyterians for a Better Georgia. Rick has three grown daughters, two of whom have growing families of their own. Rick’s wife, Ellen Herbert, a retired graphic arts consultant, serves as an elder at North Decatur Presbyterian Church. Together they enjoy choral singing, gardening, and spending as much time as possible with their six grandchildren. 2018 General Assembly YAAD (Young Adult Advisory Delegate) Elysee Fachet Mahangama LP Shalom (NCD)

• Elysee Fachet Mahangama was born in the Republic Of Congo, Brazzaville where he received his early

education. In 2012 he moved to the United States of America to further his education at Clarkston High School where he received his high school diploma in 2014. While being a student in high school Elysee was nominated to be part of Shalom International Ministry's leadership team. After graduation he served as a volunteer at the Presbyterian Center called Montreat where he earned a spot in the drama/ leadership team of Montreat Youth Conference for 2014. In the fall of 2014 Elysee served as one of the leaders at an after school program called Inspired: a Shalom after school initiative designed to assist immigrant/refugee middle school age students with their homework.

In 2015 Elysee worked as a Micah Corps intern in Nebraska/Kansas conference of the United Methodist Church program which allowed young adults to link their faith with social justice issues. Elysee served for 2 years (2016-2017) as a counselor at a social and justice based summer camp called Peacebuilders Camp, a camp designed to inspire middle school age youth to become peacemakers in a diverse world by reading and learning about different world peacemakers and the Universal Declaration of Human Rights. In the spring of 2017 Elysee was selected to serve as a Student Ambassador at North Dakota State College of Science where he's studying Robotics, Automations, and Mechatronics Technology. Elysee was part of the 1001 New Worshipping Community conference planning team in St. Petersburg Florida in 2017.

RETIREMENT OF DAVID (DAVE) FRY Whereas Dr. David Fry was ordained as a minister of the Word and Sacrament by the Atlanta Presbytery in January, 1978; and Whereas he served as youth Pastor at Shallowford Presbyterian Church, and Whereas he was the founding pastor and served as senior pastor at Pleasant Hill Presbyterian Church in Duluth, Georgia for more than 32 years, and Whereas he has served over 7,000 congregants over that 32-year history, and Whereas he has demonstrated imagination and original thought through Children’s sermons that speak to both children and adults and through sermons that bring the Gospel of Jesus Christ to today’s challenges, and Whereas he has shown compassion, understanding and exemplified the love of God in everything he does, and Whereas he served in that Presbytery on the Calvin Center Committee and as Chair of the Committee on Ministry; and Whereas he later served as Chair of the Committee on Ministry of the Presbytery of Greater Atlanta, and also as Chair of the Personnel Committee of this Presbytery, and Whereas he served as a commissioner to the Synod of the South Atlantic, and Whereas he also served as Chair of a task force for staff restructuring appointed by the Council of Presbytery, Therefore, be it resolved that he be granted the status of honorably retired. OPERATIONS Admit to Record:

1. On May 31, 2017, the Operations Committee, acting as the Board of Directors, approved the request of Druid Hills Presbyterian Church to extend the lease with the Druid Hills Child Development Center for 10 years.

2. On September 6, 2017, the Operations Committee, acting as the Board of Directors, approved the request

of Kairos Church to sublease to Bethesda Church parts of the property leased by Kairos from the presbytery.

3. On September 6, 2017, the Operations Committee, acting as the Board of Directors, approved the request

of Trinity Presbyterian Church, Atlanta, to buy a strip of property along their south boundary in order to add a buffer to their memorial garden as the adjoining property is redeveloped.

4. The Operations Committee received from Brooks, McGinnis, & Company, LLC, the report of the audit of

the presbytery’s fiscal year ending January 31, 2016. They issued a qualified opinion based on the fact that the New Church Development Commission’s finances are separate from those of the presbytery’s operations and are, therefore, not included in the audit. They went on to state, “In our opinion, except for the matter described in the Basis for Qualified Opinion paragraph, the financial statements referred to above present fairly, in all material respects, the financial position of Presbytery of Greater Atlanta, Inc. as of January 31, 2016, and the changes in its net assets and its cash flows for the year then ended in

BILLS AND OVERTURES For Recommendation: The following overture to the next General Assembly has come to the Presbytery from the session of Central Presbyterian Church. The session of Columbia Presbyterian Church has sent in a letter of endorsement of the overture. The Bills and Overtures Committee met on October 11 to consider the overture. A representative from Central met with the committee to present the session’s viewpoint and to answer questions. The Committee voted 8 to 0 to recommend approval by the Presbytery. The reasons for the committee’s recommendation to approve are as follows:

• This action is consistent with previous General Assembly actions • This overture supplies updated statistical information helpful for consideration • Item 3 in the recommendation asks that the Stated Clerk of the Assembly communicate with the

President of the United States, representatives in Congress, and governors and legislators from the 33 states with persons incarcerated while awaiting execution. Many of these elected officials are new to their office and therefore a different constituency from previous correspondence from our General Assembly on this issue.

With this background, Bills and Overtures Recommends the following overture: Recommendation The Presbytery of Greater Atlanta overtures the 223rd General Assembly (2018) of the Presbyterian Church (U.S.A.) to do the following: 1. Join the 171st (1959), 177th (1965), and the 189th (1977) General Assemblies of the United Presbyterian Church, the 106th General Assembly (1966) of the Presbyterian Church in the U.S., and the 197th General Assembly (1985), 212th General Assembly (2000), 219th General Assembly (2010) of the Presbyterian Church (U.S.A.), and 221st General Assembly (2014), and declare its continuing opposition to capital punishment. 2. Call for an immediate moratorium on all executions in all jurisdictions that impose capital punishment. 3. Direct the Stated Clerk of the General Assembly to communicate the call for an immediate moratorium and our continuing opposition to capital punishment to the president of the United States, our representatives in Congress, as well as the governors and legislators of the thirty-three states with persons incarcerated while awaiting execution. Rationale This is the fourth anniversary of the last resolution of the General Assembly of the Presbyterian Church (U.S.A.) regarding capital punishment. Since 2007, seven more states, New Jersey, New York, New Mexico, Illinois, Connecticut, Maryland, and Delaware have abolished the death penalty. We give thanks that the death penalty has been abolished in a total of nineteen states. Both as Christians and as citizens of the United States of America, we believe that one of the greatest tragedies that can occur is the execution of an innocent person by the state, yet we know that this has occurred repeatedly throughout history. Human judgment is always fallible, including the judgments of juries and judges deciding death penalty cases.

It has been recognized by numerous authoritative sources that the death penalty has been imposed in a racially discriminatory manner. No state has been found to be in full compliance with the American Bar Associations Guidelines and other ABA policies regarding the death penalty. Even those states that have “adopted” the Guidelines often have fallen short in finding qualified defense counsel and providing adequate compensation for defense counsel and supporting services. (Director of ABA Death Penalty Representation Project July 31, 2017.) We recognize that the death penalty is a moral issue that demands paramount discernment by legislative and judicial bodies. Since 1973, 159 people have been released from death row with evidence of their innocence. From 1973–1999, there was an average of three exonerations per year, nationally. From 2000–2011, there has been an average of five exonerations per year, nationally (Death Penalty Information Center, Facts about the Death Penalty, current as of July 7, 2017). Given these rates, it is reasonable to assume that judges and juries will continue to make such errors in future death penalty cases. Yet such errors are not morally defensible. Nor can the legal system, as presently structured, provide any assurance against innocent persons being subjected to the death penalty. In recent years, prisoner appeals have actually been curtailed, increasing the risk of the execution of innocent people. In 1996, new legislation drastically limited federal court review of death penalty appeals and gutted public funding of legal aid services for death row prisoners (PC(USA), 212th General Assembly [2000]). Further, human judgment is flawed and influenced by human sinfulness. For example, in 1990, the United States General Accounting Office reported a pattern of evidence indicating racial disparities in charging, sentencing, and imposition of the death penalty. In 82 percent of their studies, race of the victim was found to influence the likelihood of being charged with capital murder or receiving a death sentence, i.e. those who murdered whites were found to be more likely to be sentenced to death than those who murdered blacks. This finding was remarkably consistent across data sets, states, data collection methods, and analytic techniques. The finding held for high-, medium-, and lowquality studies (U.S. General Accounting Office, Report GGD-90-57, Death Penalty Sentencing: Research Indicates Pattern of Racial Disparities, February 26, 1990, 5). A comprehensive study of the death penalty in North Carolina found that the odds of receiving a death sentence rose by 3.5 times among those defendants whose victims were white (Professor Jack Boger and Dr. Isaac Unah, “Preliminary Report on the Findings of the North Carolina Death Penalty Study 2001.” University of North Carolina, April 16, 2001). A study in California found that those who killed whites were more than three times more likely to be sentenced to death than those who killed blacks and more than four times more likely than those who killed Latinos (Glenn Pierce and Michael Radelet, “The Impact of Legally Inappropriate Factors on Death Sentencing for California Homicides, 1990–1999.” Santa Clara Law Review, Vol. 46. 2005). As of July 7, 2017, among the 1,456 people who have been executed in the United States since 1977, 307 have been executed for interracial murders. Of these, 20 involved white defendants and black victims and 287 involved black defendants and white victims (Death Penalty Information Center, Facts about the Death Penalty, current as of July 7, 2017). Our legal system does not currently assure that persons accused of crimes receive full economic justice. The right to effective counsel is recognized as one of our most fundamental rights, and one of our most important protections against wrongful convictions. However, about 90 percent of those persons facing capital charges cannot afford their own attorney. As Christians, we recognize God as sovereign in all spheres of human life, including the political sphere. We declare that God’s commandment against killing is still good law. We follow a Lord who taught us to go beyond “an eye for an eye.” We believe that human individuals and institutions are sinful and make mistakes. And, as humans, we lack any power to correct our errors if we wrongly execute another human being.

West Point Presbyterian will contribute the following:

1. A payment of $160,000 will be made to the presbytery at the time of dismissal 2. Per the policy, the church may designate 10% of this amount to a PCUSA mission cause of their choice.

The team has designated that the 10% ($16,000) shall be given to Thornwell Home for Children

The Presbytery team came to this decision based on a couple of factors: (1) the size of the church. There is some cash on hand but this mutually agreed upon amount will not cripple the ministry of the church. That is always a goal of these conversations. (2) An additional factor was the church’s overwhelming desire to leave the denomination. Based on these factors, we believe this represents a mutually gracious dismissal agreement between West Point Presbyterian Church and the Presbytery of Greater Atlanta. Each gives thanks to God for the other as co-workers in the ministry of Jesus Christ. Respectfully Submitted by members of the PET team: Rev. • On May 16, 2016 the Stated Clerk received a letter signed by all session members of the West Point Presbyterian Church requesting that we engage in the process of Mutual Discernment. The church’s membership at this time was 85 members.

• On July 10, 2016 the members of the PET Team and the Stated Clerk met with the session of the church to go over the policy, entertain questions and to agree to pray for each other.

• On September 14, 2016 a theological discussion on PCUSA, was led by Rev. Joe Sandifer. Forty Nine (49) members of the congregation attended.

• On October 12, 2016 a listening session was held at the church. Thirty (30) people attended. Throughout

the meeting various additional questions arose. Those questions were taken, and responded to by the Stated Clerk of the Presbytery.

• On October 19, 2016 a survey was sent to every member of the congregation (85 members). The presbytery received 75 surveys in return representing 88.2% of the congregation. Of the responses received, two indicated they wished to stay PCUSA while the remainder indicated a desire to leave for ECO.

• On November 14, 2016 the Stated Clerk, on behalf of the PET team informed the session that the results

of discernment indicated a strong desire to leave; and would therefore be moving to the second stage of the policy involving a negotiated settlement.

• Two appraisals were received which averaged $907,500. The requested documents of financial information, bylaws and incorporation papers were sent to the Presbytery.

• On September 15, 2017 the church’s SCC team and the Presbytery’s PET team agreed on a mutual settlement of $160,000.

• The Congregational meeting to hold their advisory vote of agreement took place on October 22, 2017. The membership had declined to 82 by death and transfer. Therefore, per the policy a minimum number

for a quorum of 50% (in this case 41 people) was needed for this meeting. The actual number present was 66. This represents 80.4% of the active membership.

• Per the policy, 2/3 in attendance are required to approve the advisory motion. Therefore, the number of votes required to request dismissal is 44. At a called congregational meeting on October 22, 2017, the congregation had the advisory vote requesting dismissal from the PCUSA to ECO. The vote was held by ballot. The count was 66 in favor, zero opposed.

The above recommendation was approved by voice vote. The body sang the first verse of the Church’s One Foundation. Elder Ron Reams offered prayer.

COUNCIL For Information:

1. The Council is pleased to inform the Presbytery that Stated Clerk J. Herbert Nelson has accepted our invitation to preach at our February 9, 2019 meeting of Presbytery.

2. Council accepted the invitation of New Life Presbyterian Church to host our February 10, 2018 Stated Meeting.

3. A task force has been formed to work with our Partnerships on a new way forward. 4. The Council has invited our new Synod Executive Joyce Liebermann to bring greetings at our February

8, 2018 meeting. 5. Approved to continue having one Stated Meeting of Presbytery in the evening. 6. Approved the following dates for 2019 Stated Meetings: February 9, May 7 (evening), August 17 and

EXCEPTIONS TO THE STANDING RULES OR AMENDMENTS TO THE MANUAL OF THE PRESBYTERY OF GREATER ATLANTA

A. Exceptions

Any Standing Rule contained in this manual, excepting those relating to amendments to the Standing Rules, may be temporarily suspended by a two-thirds vote of all the members present at a meeting of Presbytery.

B. Amendments to the Manual of the Presbytery of Greater Atlanta 1. Recommendations concerning proposed amendments to the body of the Manual of the Presbytery of

Greater Atlanta, shall first be submitted to the Council of the Presbytery for consideration. These proposed amendments shall be submitted to the Stated Clerk to bring them to the Council’s attention.

2. Upon recommendation by the Council, the proposed changes shall be in the handbook for the Stated

Meeting (posted 14 days in advance) where the changes will be considered. A three quarters (3/4) vote of the members present at the Stated Meeting shall be required for adoption.

COMMITTEE ON PREPARATION FOR MINISTRY Purpose The purpose of the Committee on Preparation for Ministry (CPM) is to guide those seeking ordination as a teaching elder through the inquirer and candidate process. CPM enters into a covenant relationship with those preparing to become teaching elders. The Committee on Preparation for Ministry (CPM) shall have the following specific functions and responsibilities:

• uphold all standards of ordination; • examine every candidate rigorously; and • protect the exercise of freedom of conscience as expressed in G-2.0105.

Functions and Responsibilities • To be the Committee on Preparation for Ministry (CPM) in accordance with Book of Order Section

G-2.06 and all other sections covering the preparation of persons for ordination as teaching elders; • To explore, with those who believe themselves called to the ordination as a teaching elder in the

PC(USA), their call in such a way that a decision regarding the individual’s suitability for this ministry can be reached;

• To work in partnership with sessions and seminaries to ensure that inquirers and candidates receive full preparation, nurture, guidance and care as they explore their suitability;

• To assist those who believe themselves called to ordained ministry as a teaching elder, as early as possible, to make a decision about whether the call to ministry is, in fact, God’s call for his or her life’s work;

• To affirm the call of those who seem called by God to be teaching elders by receiving them as inquirers, then candidates;

• To enroll inquirers and to dismiss candidates when they receive a call; • To submit a report of actions and recommendations at each stated Presbytery meeting; • To prepare an annual report and forward it to the Council;

• To set, review, and enforce Presbytery CPM policies; and • To maintain current information and policies related to the CPM process on the Presbytery web site. •

Membership • The Presbytery of Greater Atlanta shall elect up to thirty-six members to the Committee on Preparation

for Ministry (CPM) in three classes at the last Stated Meeting of Presbytery annually for terms of three years, and they shall take office on the first of January succeeding their election.

• CPM shall have one ex officio member on the Council. The Council representative is designated on a calendar year basis and is normally the Chair of CPM, or a designated alternate.

• The membership of CPM shall be representative. The Nominating Committee shall make nominations for CPM membership, but the floor shall be open for the nomination of any other teaching elder or ruling elder. Such nominations from the floor shall be made with due regard to representation.

• CPM members shall be eligible for reelection to a second three-year term. A person who has served a total of six consecutive years shall be ineligible for re-election for a period of at least one year.

• The Executive Presbyter shall designate an advisory member as the primary Presbytery staff liaison to the committee.

Leadership

• The Chair of the Committee on Preparation for Ministry (CPM) shall be appointed by the Executive Presbyter on the recommendation of the CPM Leadership Team and shall have completed at least one year of service on the committee. The term shall be one year, with eligibility for reelection for additional terms.

• CPM shall be divided into sub-groups with inquirers and candidates assigned to a sub-group. The chair of

each sub-group shall be appointed by the chair of CPM in consultation with the CPM Leadership Team.

• The secretary of CPM shall be appointed by the chair of CPM in consultation with the CPM Leadership Team.

• The chair of CPM, secretary of CPM, sub-group chairs, and staff advisory members shall comprise the

leadership team of CPM. The chair of CPM may appoint others to the leadership team. The leadership team shall meet between regular CPM meetings, as called by the chair or two members of the leadership team.

Meetings

• Meetings are normally held monthly but shall be held at least quarterly. Additional meetings may be called by the chair or at the request of any two of its members.

Governance

• The committee shall be governed by the policies approved within the committee which can be found in the Operating Manual of Council.

This paragraph is to be amended to allow for the expansion of membership if needed: NCDC consists of three classes of seven (7) people each totaling twenty- one (21). NOMINATING COMMITTEE Purpose and Scope The Nominating Committee shall determine the best available persons to perform the Presbytery’s work and shall present these names to the Presbytery as candidates for election to the respective offices and positions.

Mindful of this purpose, care shall be taken to use the available talents of as many as possible and to represent the Presbytery in the selection of members for all committees and commissions of the Presbytery.

For each committee and commission, the Nominating Committee shall

• consider the qualifications, the availability and the abilities of each person to meet the needs of the committee/commission

• seek leadership and service from all of the congregations of the Presbytery • maintain a record of those persons contacted to serve • ordinarily limit individuals to one area of service

Membership

• There shall be nine members of the Nominating Committee. Members shall be ordained ministers and elders who serve terms of three years in three classes with a limit of two terms or six years. The membership of the Nominating Committee shall be representative of and approved by the Presbytery.

• Paid employees of the Presbytery shall not be eligible to serve on the Nominating Committee. The

Executive Presbyter, the Stated Clerk, the Congregational Consultants and the Administrative Assistant may advise the Nominating Committee.

Method of Selection

• Presbytery shall ordinarily elect the members of the Nominating Committee at the last Stated Meeting of Presbytery annually. Nominations to serve on this committee shall be presented to the Presbytery by the Council. Nominations may also be made from the floor with the prior consent of the person nominated.

Chair

• A Chair or Co-chairs will be appointed by the Executive Presbyter. The Chair or one of the co-chairs will

serve as a voting member of Council. The Nominating Committee shall have one elected member elder serve as a Commissioner to Presbytery per the policy on parity.

• The Nominating Committee shall meet at the call of its Chair. In order to present nominations to the Presbytery at the last scheduled stated meeting of the Presbytery each calendar year, the Nominating Committee schedules one major meeting in late summer and a second meeting 4-6 weeks following the first meeting. A spring meeting is called, if needed, to fill vacancies.

• One member from the Committee on Representation shall be invited to meetings to assist in keeping

representation in the forefront.

Committee and commission chairs shall also report the names of members who are inactive. The Nominating Committee shall not be bound by such suggestions.

Committee on Representation’s relationship to Nominating Committee

• As defined by the Book of Order, Committee on Representation (COR) shall partner with and advise the

Nominating Committee to achieve the goal of representation in the Presbytery.

• Nominating Committee and Committee on Representation shall work together to build up the portfolio of nominees and to invite nominations for all committees and commissions of the Presbytery.

• At the last Stated Meeting of the Presbytery each calendar year the Nominating Committee shall propose the name of a person for election as Moderator-Elect. In selecting this person, consideration shall be given to seniority, geography, general service to the church, and the timeliness of the election. Care shall be exercised to see that the number of elders and ministers nominated is approximately equal, though there need not be an exact alternation in the sequence of those elected.

• Election as the Moderator-Elect is a three year obligation. In Year 1 the elected serves ex officio as a

member of Presbytery’s Council. In Year 2 the elected serves as Presbytery Moderator and in Year 3 the elected serves as Chair of Council. Nominee will also serve as a Commissioner to General Assembly once during this term. Nominees shall be fully informed of the three year commitment prior to nomination and shall agree to serve as delineated.

• A brief biographical sketch of the nominee shall be presented to the Presbytery by the Nominating

Committee in the Commissioner’s Handbook.

• The floor shall always be open for additional nominations for Moderator-Elect provided that the nominee is fully informed of the responsibilities and expectations of the office(s), consents in advance to nomination and agrees to the three year commitment. Nominations from the floor shall be accompanied by written information contained in the Volunteer Information Form.

Nominations of Commissioners to the General Assembly/Bills and Overtures

• The Nominating Committee shall prepare one slate of nominees as commissioners to the General Assembly and submit the slate to the Presbytery during the last Stated Meeting of the calendar year preceding the upcoming General Assembly.

• Should an alternate minister or elder be needed between election and the meeting of the General

Assembly, the Presbytery authorizes the Nominating Committee to fill the vacancy, maintaining parity.

• The following general principles and procedures shall be applicable for nominations for General Assembly Commissioners/Bills and Overtures Committee.

1. The Nominating Committee shall issue broad invitations to the Presbytery of Greater Atlanta to submit names for consideration as Commissioners to General Assembly.

2. The Nominating Committee will nominate ordained elders and ministers as delineated by the General Assembly for election.

3. Nominations shall include: a. The Moderator of Presbytery during the year of the General Assembly. b. The Moderator-Elect of the Presbytery during the year of the General Assembly. c. Women Minister(s) d. Racial Ethnic Minister(s) e. Racial Ethnic Elder(s) f. Women Elders g. Minister or Elder under the age of 35 h. Other Ministers i. Other Elders j. Advisory Participants as authorized

4. The consent of persons to be nominated shall be secured in advance of submission of their names. Nominees must be willing and able, barring unforeseen emergencies, to train, prepare

5. A brief biographical sketch for each nominee shall be presented to the Presbytery by the Nominating Committee in the Commissioner’s Handbook.

6. Nominations from the floor shall be in order for Commissioners to General Assembly/Bills and Overtures, with the following stipulations. a. The Moderator of Presbytery and the Moderator-Elect of the Presbytery for the year in which the General Assembly is held shall serve as Commissioners to the General Assembly by virtue of office and are exempt from election that includes nominations from the floor. b. Nominations may be made from the floor provided the consent of the person(s) nominated has/have been obtained. c. Nominations from the floor shall be accompanied by the written biographical information that is included in the Volunteer Interest Form and the General Assembly Commissioner Interest Form. Persons making nominations must make this information available for distribution to the Presbytery at the time of nomination. d. Nominees from the floor will be added to nominees from the Nominating Committee, excepting the Moderator of Presbytery and the Moderator-Elect of Presbytery. Election will be by ballot and counted by the Nominating Committee. Election will be determined by majority vote.

7. Election shall be by majority vote. 8. The following criteria shall be considered by the Nominating Committee in determining

nominees: a. Nature of service to the church and governing bodies; b. Special skills, knowledge or expertise in relevant areas; and c. Length of time since a particular church was represented at General Assembly, and d. Length of time since a minister was a Commissioner to General Assembly.

PERSONNEL COMMITTEE Purpose and Scope The Personnel Committee’s duties and responsibilities include: · Providing personnel guidance, expertise and assistance to the Executive Presbyter as Head of Staff. · Developing position descriptions as needed, insuring descriptions are kept current. · Overseeing annual performance reviews of all staff; may participate in conferences with EP and staff

member. · Making recommendations for annual salary increases, pending budget availability. · Providing leadership, input and assistance to recruit and interviewing new potential staff members. · Maintaining and providing updates to the Personnel Manual of the Presbytery of Greater Atlanta. Membership and Terms of Service There are nine members. Members serve in three classes of a three-year term. Members are eligible for re-election for a total of two terms/six years. Chair

EXECUTIVE PRESBYTER REPORT The interim Executive Presbyter, Jane Fahey gave her closing remarks to the Presbytery anticipating that this would be her last meeting. She shared the following thoughts:

• The presbytery is not only a mission • How can the presbytery better equip us for shared ministry and mission • She has witnessed a deep desire on the part of many to see how we can connect to go deeper into mission

ADDITIONAL ITEMS, ANNOUCMENTS

1. EPNC announced that they are asking the Moderator to call a special meeting of the Presbytery to entertain their report and to vote on their candidate for the Executive Presbyter position. The meeting is called for December 9, 2017 at Radcliffe Presbyterian Church.

2. The Hunger Walk is coming up on February 25, 2018. The goal for the Presbytery is $30,000. 3. Clark Simmons from the Board of Pensions gave the Presbytery an update. 4. The Ministry Spotlight video highlighted the ministries of Crossroads and Mount Vernon

churches. The meeting was closed in prayer by Moderator Jihyun Oh at 11:45.

MINIMUM COMPENSATION STANDARDS FOR 2018

These Minimum Compensation Standards apply to all churches with full-time pastoral services of a Minister of the Word and Sacrament (Teaching Elders) and full-time educators. All Terms of Call should meet or exceed these Minimum Compensation Standards. They should also be considered as guidelines to prorate compensation for part-time calls, except that paid time off for vacation and continuing education leave should not be prorated for part-time calls. These standards are written for the situation of a congregation calling a minister to fill a vacancy. Calls, Terms of Calls and annual changes in either or both should be approved by the Committee on Ministry.

The compensation guidelines are based on the Cost of Living Adjustment published by the Social Security Administration. For 2018, the COLA increase is 2.0%. COM’s policy is to take the average of the last three years of COLA. Therefore, for 2018, our increase is 0.77%. All congregations are encouraged to review the history of salary increases and consider giving this as a minimum increase to all clergy and educators. The COLA increase applies to all clergy and certified Christian educators presently serving congregations. In addition to the COLA increase, in 2013 the Presbytery increased the minimum amount in order to more closely align with other professionals such as school teachers with Masters degrees in Dekalb county whose present average is over $43,000. The 2018 minimum effective salary is $42,675.71. Ministers called by congregations are considered by the IRS to be “employees” for income tax purposes, and yet “self-employed” for purposes of Social Security taxation. Ministers are exempt from withholding for income taxes or for Social Security taxes. Instead, they are required to pay quarterly estimated income taxes and self-employment Social Security taxes (SECA). At the end of the year, one’s salary and certain cash allowances are reported in Block 1 of a W-2, upon which both income and SECA taxes must be paid. One’s housing allowance is reported in Block 14 of a W-2, upon which only SECA taxes must be paid (to the extent that the Housing Allowance is used specifically for this purpose). Both income and SECA taxes must then be paid on any Housing Allowance received in excess of what the IRS allows. The following six categories and annual amounts are required parts of these standards for calendar year 2015: I. Salary and Housing: NOTE: The cash amounts for Salary plus Housing Allowance is the effective salary for a pastor serving a congregation. For 2018 the minimum effective salary is $42,675.71. The minimum effective salary is increased by 1% for each year of service compounded beyond ordination, for up to 30 years of service. The pastor may adjust how the salary and housing will be divided, so that the Pastor receives the maximum tax benefit of a housing allowance. For more information, see VI.2. below. II. Benefits

1. Full Pension (including death and disability coverage) and Medical Benefits through the Board of Pensions. Dues for 2018 for the pastor are 37% of the total of Salary, any deferred compensation (such as employer contributions to a 403 (b) Plan), and Housing Allowance as a minimum (“Effective Salary”). Professional Expenses above and other benefits may be included also. SECA amounts in excess of 50% must also be included as part of Effective Salary for calculating benefits dues. For further information and publications, see http://www.pensions.org. 2. At least one-half of Social Security (SECA) based on Salary and Housing Allowance. 3. Four weeks paid vacation. 4. Two weeks of Continuing Education per year, which can be accumulated up to six weeks. 5. Moving Expenses - actual. 6. Expenses for First Call program, if applicable. (See VI.6. below.) III. Continuing Education Expenses: Continuing Education and Professional Books expense minimum of $1,000. This expense should be set up under an Accountable Reimbursement Plan and substantiated by adequate documentation before reimbursement by the church. (See below for further information.) IV. Professional Expenses: Any combination of the following, minimum $4,100: 1. Dental coverage 2. Church Business Travel Expenses 3. Additional Continuing Education Expense 4. Cell Phone 5. Other Church Business and Professional Expenses These expenses should be set up under an Accountable Reimbursement Plan and substantiated by adequate documentation before reimbursement by the church. This is beneficial to the pastor since Professional Expense Allowances paid directly to ministers are reportable as taxable income in Block 1 of a W-2, and deductible only to the extent they exceed 2% of adjusted gross income. It is also beneficial to the church because cash allowances are included in effective salary for purposes of calculating Board of Pensions dues. The church should set up an accountable reimbursable plan for the church business use of a minister's personal car. The published IRS business mileage rate will be used and can be found at www.irs.gov. V. Annual Review 1. Consideration of a merit increase, cost of living increase and changes in Fair Rental Value of the Manse. VI. Additional Standards 1. Any additional agreements shall be in writing and shall become part of the terms of call when approved by the presbytery. 2. The designation for Housing or Manse Allowance shall be approved before the calendar year begins in order to meet Internal Revenue Service requirements. From Church Treasurer Alert, October 2002: “Relevance to church treasurers: The tax code now limits the nontaxable portion of a church-designated housing allowance for ministers who own their home to the annual fair rental value of the home (furnished, plus utilities), beginning in 2002. As a result, ministers who own their home will not pay federal income taxes on the amount of their compensation that their employing church designates in advance as a housing allowance, to the extent that A) the allowance represents compensation for ministerial service, B) is used to pay actual housing expenses, and C) does not exceed the annual Fair Rental Value of the home (furnished, plus utilities).” 3. Churches may want to consider leasing an automobile for a minister. All personal use shall be included as income to the minister. 4. The budgeted amount for Travel is an estimate and should be negotiated on a yearly basis in light of the current IRS rate and the miles a pastor drives on church business. 5. Churches are encouraged to develop creative ways to compensate clergy, such as extra vacation time, a Sunday off each quarter, use of a parishioner vacation home in the mountains, beach, etc.

1. Ordinarily, all interims: a) will be members of the Presbytery of Greater Atlanta, and; b) are required to have completed Phase One of Interim Training, or be able to demonstrate to the

Presbytery Executive and/or the Congregational Consultant, clear understanding of the intent and purpose of that training;

2. All interims: shall not be called to an installed or contract call pastoral position at the church where he/she is serving as an interim pastor. See Pastoral Designations Policy of the Presbytery of Greater Atlanta.

3. The Congregational Consultant may approve for Session consideration resumes of potential interims who are not members of this Presbytery. If such a candidate is chosen by the Session, before he/she can begin work that minister must:

d. Have been approved by the PGA Examinations Commission e. Have successfully completed (or have registered to attend) at least Phase One of Interim Training f. Have received a positive recommendation of Interim Pastor performance in another presbytery, if

applicable, and g. Have passed a criminal background check

4. While a minister is not required to join the Presbytery of Greater Atlanta to be an interim in this

presbytery, he/she is expected to be regular in attending the meeting of the Presbytery and participating in Congregational Consultant’s Pastor Support Groups.

5. Temporary Pastoral Leadership in a church will be approved by the Committee on Ministry until an Interim has been secured.

6. Under no circumstances will an associate pastor of the church with a pastoral vacancy be permitted to serve as an interim pastor (or defacto interim pastor) of that church.

7. Sessions seeking interims will be required to develop an Interim Ministry Contract (available from the Congregational Consultant or the Committee on Ministry Liaison) in consultation with the candidate. The signed contract will be returned to the Congregational Consultant.

8. The following procedures, accountability, expectations and termination provisions will guide the agreement between the interim, the church, and the Presbytery.

PROCEDURES 1. The pastor (or associate pastor) notifies the Congregational Consultant before announcing his/her resignation

or retirement to members of the church. 2. The church’s Congregational Consultant and the COM Liaison will meet with the Session at the time the

announcement is made. They will give information concerning the dissolution of the pastoral relationship (including COM POLICY: Ethical Guidelines Governing the Relationship Between Pastors and Their Former Congregations), the interim period, and the search process. Terms of dissolution are to be discussed. The Session calls a congregational meeting to vote upon the resignation.

3. The Congregational Consultant will provide resumes, endorsed by COM, to the Session’s Interim Search

Committee.

4. The Interim Search Committee will make telephone contacts with the possible candidates, make reference checks, conduct interviews, and make a decision as to which person they wish to present to the session. After the session decides, the COM reviews the session’s choice. The proposed compensation is sent to COM for approval.

5. The compensation and benefits for the position of interim should be comparable to that of the previous pastor.

(May be adjusted for part-time) The session should provide rationale to the COM for compensation that is not within 90% of the previous pastor’s package.

EXPECTATIONS OF THE SESSION 1. The Session will provide spiritual support for the interim. 2. The Session will review the interim process and the performance of the Interim pastor at six-month intervals. 3. The Session will review the agreements with the interim for changes and extension at least 90 days prior to the

end of the agreements. The agreements may be extended by mutual consent among the interim, the Session, and the COM.

EXPECTATIONS OF THE PRESBYTERY 1. The COM, the Executive Presbyter, and the Congregational Consultant will provide professional support to the

interim. 2. The COM Liaison and the Congregational Consultant will assist the Interim Pastor Search Committee. 3. The COM and Congregational Consultant will assist the Session and the interim with emerging needs. TERMINATION PROVISIONS 1. The agreement between the church and the interim pastor may be terminated with the approval of COM prior

to the Session setting the date for a congregational meeting for the calling of a new pastor. Either the Session or the interim pastor may initiate termination with a written notice.

2. At the end of the interim pastor’s service to the church, the interim pastor will be paid for earned (prorated) but

unused vacation and study leave time. 3. When the search committee is ready to extend a call to a new pastor, the PNC/APNC will work with the

Session on timing of the pastoral changes. ADDENDUM #3

ADMINISTRATION AND RELATIONSHIPS COMMITTEE (ARC): • The Child Protection Policy was approved by the Synod body. The Sexual Misconduct Policy was

approved as amended, to be consistent with General Assembly policy. BUDGET AND FINANCE COMMITTEE (BFC) AND TREASURER:

• The Synod of South Atlantic adopted a 2018 Per Capita and Mission Budget totaling $438,033, which anticipates a deficit of $54,595 from the presbyteries’ receipts. The deficit could be significantly reduced if presbyteries paid their full per capita in 2018 and considered increasing mission funding. Per capita will not be increased for 2018, but remains at $1.50, and mission funding remains at $1 per member.

• Howard and Isabella Hawkins Trust Funds: The Florida Presbyterian Homes received a $174,604.14 disbursement from the Howard Hawkins Trust Fund. The Synod receives the other half of the fund, $174,604.13, and another disbursement of $240,112.66 from the Isabella Hawkins Trust fund, both for Seminary students.

COMMITTEE ON REPRESENTATION (COR) ~ 2018 COMMITTEE CHAIRS:

MINISTRY SUPPORT COMMITTEE (MSC):

• In 2017, the MSC approved a total of $10,625 for various grants. The Committee also clarified that the R. M. Urie Scholarship can be used for scholarships.

RACIAL ETHNIC CONSULTANT REPORTS:

• Rev. Joe Rigsby, African-American Consultant, St. Augustine Presbytery, reported that they continue with annual retreats, a national Black Caucus gathering, and an emphasis on growing their endowment fund.

• Rev. Keonbae Kim, Korean-American Consultant, Tampa Bay Presbytery, reported that a new, joint retreat with parents was very successful, so it will be continued for two more years. Other events included a Pastor’s retreat and a Union Prayer Session.

• Luis “Tony” Boada Davila, Hispanic-American Consultant, Greater Atlanta Presbytery, reported on their retreat, climbing Stone Mountain with worship along with way, as a memorable youth event. They are anticipating future ministry to Hispanics moving into Synod area because of Hurricane Irma.

SYNOD OFFICE: • To avoid future weather issues, the Synod Stated Meeting will be moved to the spring of each year. In

2018, the Stated Meeting dates are April 19-20, 2018, noon to noon, in Columbia, South Carolina. • Committee Meetings will be January – March, 2018. • Rev. Joyce Peyton Lieberman was installed as the Synod Executive/Stated Clerk. • Elder Gloria Graham Boyd was installed as the Moderator, with the Rev. Kathi Parchem as

Moderator-Elect.
