1) For qualification, "On-Line" submission shall be accompanied byattested copies of:i) Statement of similar types of work done with details such as : Time,

Location, Organization etc. & Work done certificates of the same andother credentials of the agency.

y'ii) Sales Tax Certificate (MVAT)./iii) Valid Solvency Certificate of minimum Rs.2 lakhs.-iv) Income Tax Permanent Account Number.v) List of technical staffvi) List of equipments (Software / Hardware)vii) List of works in hand.

The above submissions are mandatory.

2) Joint Venture/Consortium are not permitted,

attested copies of documents mentioned at Sr. No. (1) of MandatoryEligibility Criteria such as Statement of similar types of work done withdetails such as : Time, Location, Organization etc. & Work donecertificates of the same and other credentials of the agency. Sales Taxcertificate (MYAT), valid Bank solvency certificate of minimumRs.2 lakhs, Income Tax Permanent Account No., list of technical staff,list of equipments (software / hardware), List of woks in hand.

The applicant should also produce original documents for verification ifcalled for. Failure to attach necessary documents withapplication will render applicant ineligible for qualification ofBid without any intimation.

1) In case of damaged documents/non openable documents/relevantbalance documents of already uploaded documents not found afteropening of technical bids, then the hard copies of that documents shallbe accepted subjected to such documents shall be possessed by thebidder before the date of e-hand over of prepared documents.

3) CIDCO reserves right to reject any or all Bids without assigning anyreason and the same shall be at the entire discretion of CIDCO.CIDCO's decision in this respect shall be final and binding.

4) Conditional Bids shall be summarily rejected.

5) Bidder will not be eligible to participate for bidding, ifi) the bidder is deemed by law unable to pay his debts as they fall due, orenters into voluntary or involuntary bankruptcy, liquidation or dissolution(other than a voluntary liquidation for the purpose of amalgamation orreconstruction), or becomes insolvent, or makes an arrangements with, orassignment in favour of, his creditors, or agree to carry out the biddingunder a committee of inspection of his creditors, or if a receiver,administrator, trustee or liquidator is appointed over any substantialpart of his assets, or if, under any law or regulation relatingto reorganization, arrangement or readjustments of debts, proceedingsare commenced against the bidder or resolutions passed in connectionwith dissolution or liquidation or if any steps are taken to enforce anysecurity or interest over a substantial part of the assets of the bidder, or ifany act is done or event occurs with respect to the bidder, or if any act isdone or event occurs with respect to the bidder or his assets which, underany applicable law has a substantially similar effect to any of the

foregoing acts or events, then the bidder is not eligible to participate inbidding process.

ii) Blacklisted/debarred/convicted contractor(s) are not eligible to participatethe bidding process. Intending bidders should furnish the affidavit dulynotarised on an appropriate value of stamp paper as per Sr. No.5 ofNotes of NIB.

6) The offer shall remain valid for a period of one hundred twenty (120) daysfrom the later date specified in the e-hand over of the prepared document.

The Bidder eligible on the basis of CIDCO's registration and having fixedEMD with CIDCO will have to upload EMD Exemption Certificate /B.G. in the Technical Envelope. In case the agency who have fixed EMDfor an amount less than required EMD, will have to pay the full amount ofEMD (No part payment shall be allowed). The Bidders who are eligiblefor issue of Bid document on the basis of registration other than CIDCOregistration, shall be eligible for availing the facility of EMD Exemptionas mentioned above.
