    CIDCO (The City and Industrial Development Corporation of

    Maharashtra Ltd Between 1951 and 1961, the populationofMumbai rose by 50% and in the next decade by80.8%.This rapid growth was due to the increasingindustrial and commercial importance of the city. In 1958,the government of Mumbai appointed a study group underthe chairmanship ofS.G. Barve, Secretary of the PublicWorks Department, to consider the problems of trafficcongestion, deficiency of open spaces and playing fields,housing shortages, and over-concentration of industry inthe metropolitan and suburban areas of the city and torecommend specific measures to deal with these. The

    government of Maharashtra accepted the Barve group'srecommendation to examine metropolitan problems in aregional context. In March 1965, the government appointedanother committee chaired by Prof. D.R. Gadgil, then-director of the Gokhale Institute of Politics and Economics,

    Pune. This committee was asked to formulate broadprinciples of regional planning for the metropolitan regions

    In March 1971, CIDCO was named the New Town

    Development Authority for the project. In October the

    same year, CIDCO undertook to prepare and publisha development plan as required by the Maharashtra

    Regional and Town Planning Act, 1966. The

    corporation started functioning as a company fully

    owned by the state government with initialsubscribed capital ofRs. 3.95 crores from the

    government. It was entrusted with developing

    necessary social and physical infrastructure and was

    also entitled to recover all costs of development fromthe sale of land and constructed properties.

    1. To prevent population influx into Mumbai diverting it tothe new town by providing them another urban alternativewhich will allure the citizens wishing to relocate to a citywith peace and comfort.

    2. To absorb immigrants from other states and promoteefficient and rational distribution of industries by preparinga ground for them who otherwise could have opted, forMumbai.

    3. To provide basic civic amenities to all to elevatestandards of living of all social and economic strata.

    The corporation is controlled by its highest body of

    management - the board of directors - appointed by the

    state government and day-today management is looked

    after by the Vice Chairman and Managing Director

    supported with the team consisting of joint managing

    directors, chief administrator (New Towns), heads of

    various departments, personnel from various technical

    and non-technical disciplines including officers,

    engineers and subordinate staff.

    The Corporation, as a company, is managed asper the provisions contained in the Companies

    Act as well as the Memorandum of Articles of

    Association of the Corporation and the decisions

    are made through democratic process like headof the departments meetings, committee

    meetings, board meetings and general meetings.

    The annual reports on working and affairs of the

    company with audit reports are being regularlylaid before the Houses of the state legislature.

    Considering the exigencies of business to be

    transacted the Board of Directors of CIDCO meet

    at least once in a month.

    NAVI MUMBAI DEVELOPMENT

    PLAN

    There are about 2.7 lacs houses in Navi Mumbaiincluding under construction. CIDCO constructed

    houses for EWS under Bombay Urban

    Development Project I, II and III in Kopar

    Khairane, Kharghar, Nerul, Kalamboli and NewPanvel. Some ambitious housing projects were

    also undertaken by the Corporation for different

    income groups i.e. Gharkul and spagetti for LIG,

    Recently a Cidco employee was caught red-handed taking bribe on camera, which could be

    the unofficial reason for Bhaskar Jadhav, State

    Urban Development Minister, to visit the Cidco

    office. On Monday, Jadhav with his team was inCidco office at Belapur from 10.30 am to late

    afternoon meeting various senior officials of

    Cidco.
