(2) Experience of having successfully completed works during last 5 (five) yearsending last day of the month previous to the one in which applications areinvited.

(a) One similar completed work of costing not less than Rs.305.74 lacsOR

(b) Two best similar completed works adding to a total cost of minimumRs.489 .19 lacs

OR(c) Three best similar completed works adding to a total cost of minimum

Rs.550.34 lacs

Note: 50 % valuation will be considered in case of works completioncertificate issued by organizations other than Govt.lGovt. Undertakingagencies,

(3) Joint Venture/Consortiums are not permitted.

(4) FINANCIAL CRITERIA: The Prospective Bidders will be qualified onlyif they have minimum financial capabilities as below:-

i) Working Capital (Current Assets - Current Liabilities): Working Capital(Net Cash Flow) of the Prospective Bidders during last audited financialyear should be greater than Rs.l 0 1.91 Lacs.

ii) Profitability: Profit after Tax should be Positive for "Any Three Years" outof last five consecutive financial years. The profit shall not be negative forlast two consecutive financial years.

iii) Net Worth: Net worth of Prospective Bidder during last audited financialyear should be greater than Rs.61.15 Lacs.

iv) Average Annual Turnover: The average annual turnover of last threefinancial years should be equal to or greater than Rs.305.74 Lacs.

Notes:

i) The value of works shall be brought to current costing level by enhancingthe executed value of work in the year of completion at simple rate of 7%per annum.

ii) The information regarding Financial Criteria and Average Annual Tumover certified by Chartered Accountant will be only considered.

iii) If bids are called between 15t April & 30th September of the year, thenlatest audited financial year shall be a year before previous year for

financial criteria (for e.g. if bids are called between 1st April & 30thSeptember 2016 then latest audited financial year shall be a year beforeprevious year for financial criteria i.e. 2014-15).

5) BID CAPACITY CRITERIA:

The Prospective Bidder will be qualified only if their available bid capacity ismore than the Cost put to the Bid of the work as per notice inviting Bid. Theavailable bid capacity will be calculated based on the following formula:

Available Bid capacity= (2 x A x N) - B

where,

A Average Annual Turn Over for last three financial years.

N = No. of years prescribed for completion of the work.

B = Value of existing commitments and on going works to be completedduring the period of completion of work.

50% valuation will be considered in case of works completion certificateissued by organization other than Govt.lGovt. Undertaking agencies.

3) Joint Venture/Consortium are not permitted.

,Notes:1) For qualification, on-line submission shall be accompanied by attested

copies of all documents mentioned at Sr. No. (1) of Mandatory EligibilityCriteria such as Registration, Sales Tax certificate (MVAT), valid Banksolvency certificate of minimum Rs.75 lakhs, Income Tax PermanentAccount No., list of technical staff, list of machinery and equipments, listof works & it's magnitude executed in last five years along with workcompletion certificates, list of works in hand, Details of Financial Criteriaas per Sr.No.(4) of NIB & Details of Bid Capacity Criteria as-per Sr. No.(5) of NIB & Integrity Pact.

The applicant should also produce original documents for verification ifcalled for. Failure to attach necessary documents with applicationwill render applicant ineligible for qualification of Bid without anyintimation.

2) In case of damaged documents/non openable documents/relevant balancedocuments of already uploaded documents not found after opening oftechnical bids, then the hard copies of that documents shall be acceptedsubjected to such documents shall be possessed by the bidder before the dateof e-hand over of prepared documents.

3) CIDCO reserves right to reject any or all Bids without assigning any reasonand the same shall be at the entire discretion of CIDCO. CIDCO's decisionin this respect shall be final and binding.

4) I Conditional Bids shall be summarily rejected.

5) Bidder will not be eligible to participate for bidding, ifi) the bidder is deemed by law unable to pay his debts as they fall due, orenters into voluntary or involuntary bankruptcy, liquidation or dissolution(other than a voluntary liquidation for the purpose of amalgamation orreconstruction), or becomes insolvent, or makes an arrangements with, orassignment in favour of, his creditors, or agree to carry out the bidding undera committee of inspection of his creditors, or if a receiver, administrator,trustee or liquidator is appointed over any substantial part of his assets,or if, under any law or regulation relating to reorganization,arrangement or readjustments of debts, proceedings are commenced againstthe bidder or resolutions passed in connection with dissolution or liquidationor if any steps are taken to enforce any security or interest over a substantialpart of the assets of the bidder, or if any act is done or event occurs withrespect to the bidder, or if any act is done or event occurs with respect to thebidder or his assets which, under any applicable law has a substantiallysimilar effect to any of the foregoing acts or events, then the bidder is noteligible to participate in bidding process.

ii) Blacklisted/debarred/convicted contractor(s) are not eligible to participatethe bidding process. Intending bidders should furnish the affidavit dulynotarised on an appropriate value of stamp paper as per Sr. No.5 of Notes ofNIB.

6) The offer shall remain valid for a period of one hundred twenty (120) daysfrom the later date specified in the e-hand over of the prepared document.
