WELCOME Welcome to the 2017 NoSCA Handbook.

2016 was another busy year for cricket in the North of Scotland, with the welcome return of Huntly to our Senior League and two new teams entering our Reserve League we managed to complete over 50% more league games than 2015 and had 38% more players appearing in these games.

I was honoured to be elected as the first NoSCA representative on the Board of Cricket Scotland during 2016, and the closer link to our National Governing Body has already resulted in an award to our Cricket Officials organisation to enable them to start paying travelling expenses to our qualified umpires in 2017.

I was also honoured to be re-elected President of NoSCA for a second term at the AGM in February. The last two years have seen many changes to Cricket in the North - more teams playing more games, more junior cricket (thanks to the MCA), increased use of, and reliance on, our social media platforms (website & Facebook) and more support for our annual dinner to name but a few.

The coming season presents more opportunities for us to expand the game in the area, typified by the exciting new All Stars program for 5 - 8 year old players and which is being delivered in partnership with Cricket Scotland, promoted by a local radio advertising campaign!

I would like to thank our Patrons and our two main sponsors - Black Dog Financial Services (League) and Blake Geoservices (Cup) - for their continued support; I would also like to thank the handbook advertisers who help cover our printing costs but most importantly I would like to thank my fellow office bearers and club administrators for all their support over the past two years.

Finally, I will refrain from commenting on the weather this year, I simply wish all players, officials, clubs and supporters an enjoyable and memorable 2017 season.

ECB Guidelines for Junior Players in Open Age Group Cricket

Making the step up from junior to open age group cricket is a significant event in any player’s cricket experience. Ensure the player’s safety, personal development needs and overall cricket experience are considered.

Clubs, squad coaches and managers must take into account the requirements on age detailed in this guidance.

Each case is to be determined on an individual basis, depending on the player’s ability and stage of cognitive and emotional maturity to take part at this level – however, the minimum age guidance provided below must be adhered to.

Boys and girls who are area squad players are able to play open age group cricket if they were at least 11 years old on 1st September of the year preceding the season.

Players who are NOT in an area squad must be a minimum of 12 years old on 1st September of the preceding year before being able to play in any open age group cricket.

Written parental consent is required for these players.

Juniors should be involved in all aspects of the game wherever possible i.e. socialising, team talks, practice, decision making and so on, so that they feel part of the team

Children will often feel more comfortable and able to perform if they have a family member or friend also playing in the side.

Provide an opportunity for players to show their talents in an appropriate way. Children who are just used as fielders will not fully experience the game.

Be supportive, at all times, for all forms of effort even when children are not successful. Try and put them in situations where they will experience some success (however small) and ensure plenty of praise and encouragement.

A captain must inform the Umpires of all under 18s in their side

Restrictions on Junior Players PROTECTION Helmets with a faceguard or grille MUST be worn when batting against

a hard cricket ball in all matches and practice sessions. Young players should regard a helmet with a faceguard as a normal

item of protective equipment when batting, together with pads, gloves and, for boys, an abdominal protector (box).

Young wicket keepers must wear a helmet with a faceguard, or a wicketkeeper face protector when standing up to the stumps.

FIELDING No young player in the U15 age group, or younger, shall be allowed to

field closer than 8 yards from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball.

For players in the U13 age group and below the distance is 11 yards (minimum distances apply even if the player is wearing a helmet)

Should a young player in these age groups come within the restricted distance the umpire MUST stop the game immediately and instruct the fielder to move back

In addition, any young player in the U16 to U18 age groups who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector when fielding within 6 yards of the bat, except behind the wicket on the off side (players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk).

FAST BOWLING To ensure that young fast bowlers do not place undue stress on their

bodies, every attempt must be made to keep the amount of bowling within reasonable limits, as follows (for the purpose of this directives a fast bowler is defined as a bowler to whom a wicket keeper in the same age group would, in normal circumstances, stand back to take the ball).

FAIR PLAY Reprinted from MCC Laws of Cricket

Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains.

RESPONSIBILITY OF CAPTAINS Team Captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws.

Player’s conduct In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire shall report the matter to the other umpire and to the player's captain, and instruct the latter to take action.

Fair and unfair play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required.

The umpires are authorised to intervene in cases of: Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair

The Spirit of the Game involves RESPECT for: Your opponents Your own captain and team The role of the umpires The game and its traditional values

It is against the Spirit of the Game: To dispute an umpire’s decision by word, action or gesture To direct abusive language towards an opponent or umpire To indulge in cheating or any sharp practice

LIMITED PARTICIPATION IN RESERVE GAMES

In addition to those on the Limited Participation List (LPL) opposite, any player who played 2 or more games in the following leagues in 2016 is automatically added to the LPL.

CSL Eastern Premiership ESCA Championship Western District CU - Premier & First Divisions SPCU - North East Championship Aberdeenshire Cricket Association - Grade 1

A maximum of 3 LPL players are permitted in any team in a Reserve competition game.

When batting, players on the LPL must retire on reaching (or passing) 20 runs.

With the exception of players only appearing on the LPL due to batting performance in the NoSCA Senior League, players on the LPL may not bowl in NoSCA Reserve competition matches.

Notwithstanding any of the above, players under the age of 16 on 1st September 2016 are exempt from the LPL and may take a full part in all Reserve competition matches.

It is the responsibility of the team captain to inform their opposite number (and any appointed umpires) before the toss is made of the presence of all players in their team appearing on the LPL. Failure to do so could result in the game being forfeited on appeal by the opposing team.

Clubs may apply to NoSCA for a exemption for any player on the LPL (e.g. a player who wishes to retire from senior cricket and play in Reserve competitions in the coming season).

Clubs are reminded that the agreed aims of the Reserve competitions are to a) provide recreational cricket and b) to

act as a pathway for young players into hardball cricket.

Every Club has the responsibility to uphold these aims
