Dr. Iseley holds a B.S. degree in Civil Engineering and an M.B.A.

degree from the University of Alabama in Birmingham and a Ph.D.

degree in Civil Engineering from Purdue University.

In 2002, Mayor Shirley Franklin appointed Jack Ravan as the

commissioner of her newly formed Department of Watershed

Management for the City of Atlanta. Her vision was to move Atlanta’s

water program past achieving requirements of the nation’s most

demanding consent decree to becoming “First-in-Class.” Dr. Iseley had

the opportunity in February 2003 to join Commissioner Ravan in the

formation of BAMI (Buried Asset Management Institute) to assist in

achieving Mayor Franklin’s vision.

1. Overview Dr. Najafi has more than 30 years of experience encompassing

management. As Director of the Center for Underground Infrastructure

Research and Education (CUIRE) at the University of Texas at Arlington,

The following gives backgrounds of King WONG from Utilities, Safety, Engineering,

Training and Education and IT (BIM and GIS).

Utilities, GIS and BIM King is one of the pioneer in utility specialist fields (Location, Condition and

Management).

He has been in the filed since 1994. He saw the need of better standards, safe practices, procedures and professional

personnel for a better living of the citizens that he devoted himself for the industry since 2000.

He helped to establish HKIUS from 2000-2002 as the Chairman of the Steering Committee. He was elected as President of HKIUS for two terms in 2013-2015 and

2015-2017.

He established ICUMAS (The International Conference in Utility Management and Safety) in 2009 which was then shaping to form IIUS (The International Institute

of Utility Specialists) in 2013 and King is the current Convenor of IIUS. The 6th ICUMAS will be held in Sabah, Malaysia in 2018/2019.

In 2000/2001, he introduced professional training from the UK and Australia to

Hong Kong.

In 2003, King established the training system under UTI (Utility Training Institute). Over the years, UTI has trained over 500 from government, private sectors,

properity management companies and academics, etc.

Trainees also come from mainland, Macao and overseas from Malaysia.

It is now a must that Licenced Land Surveyors and their assistants must complete a 84 hours Professional Certificate of UTI (which was accredited by HKIUS) before

they can become utility specialists in Sabah and Sarawak, Malaysia.

In 2005, UTI establish the Applied Learning Programme for F4, F5 students as

elective subjects as approved by the Education Department, HKSARG.

In 2008, King helped to establish the BSc (Utility Survey and Management) course

in the LSGI, PolyU. King was the course coordinator and appointed as Visiting Lecturer of PolyU in 2009-2012 which the first cohort of 12 students graduated.

Since 2013, King has been helping to accredit other higher education courses in Malaysia and India.

He has students graduated with PhD, MSc from PolyU, HKU and Open U for utility survey, management and safety.

Seeing the need of having an Integrated Data Management System (IDMS) for

better sharpen of utility location, condition and management, he established the first IDMS in 2003 which was enhanced in 2013 which is based on GIS and with

BIM as a part of it. 3D utility model is not a problem now.

Safety

Safety and health is an investment and we therefore shall invest sufficiently for safety and health which will yield with good returns.

Since 1998, King has been safety supervisor for a 100-men company (with safety

manager, project managers, HR & Admin Manager & IT Manager reporting to him as General Manager) which involved in high risk activities such as confined space

works. King has been active practitioner on safety and health since 2000 and he was

invited as speaker on a major event held in SZ for HK’s safety practitioners with an topic “Safety is an Investment”. King was then elected as Vice President and

later one President of CISA (Construction Industry Safety-management

Association) from 2001-2005. From 2004 till 2008, he was elected as Deputy Chair and then Chair of the HKIE-SSC (safety specialists Committee) who was first one

being served as Chairman for two consecutive years.

From 2001 to 2004, he was studying a Doctorate degree in the Hong Kong

Polytechnic University and in view to improve the safety management in the construction field, he chose “ The Critical Success Factors for Construction Safety

& the Relations Between Company Size, Management and Resources Inputs to Safety Performance in Hong Kong’s Construction Industry” as his Thesis.

King was the PIC (Project in charge) of the consultancy Agreement C11024 for the

Shatin Central Link. With effective controls on safety and health, progress, quality, etc., the project was completed in time, within cost and with no incident records

which also won the MTRC’s Innovative Award (Silver) for a design/procedures to

help minimizing the risk and at the meantime improve the accuracy of data. He has been PIC for other projects such as Pipe Jacking crossing the Connaught

Road C., utility design and installations, pipe rehabilitations, utility tunnels by hand dug methods, etc.

TRAINING & Education King has been active in promotion for the professionalism for engineers, safety

practitioners and utility specialists by organizing training programme, certificate course with specialist from different engineering background to further enhance

the professional level in the industry. He also provides teaching manuals, Code of Practice, quality control requirements to set up guidelines for the construction

industry. The establishment of the Community & Construction Professionals’ Development Centre (CCPDC) that further expands his belief by providing advanced training courses for construction professionals in even bigger and wider

scale. Over the past two decades, King was invited by The University of Hong Kong, The

Open University of Hong Kong and The Hong Kong Polytechnic University -

Trenchless Techniques offers appropriate solutions and the Indian Society for Trenchless Technology (IndSTT) is the apex organization to promote its application in India and SAARC region. Prof. Niranjan Swarup functions as the Executive Director of IndSTT.

Upon graduating in civil engineering from Regional Engineering College Rourkela in 1987 he has been involved in various infrastructure development projects. The assignments handled by him have ranged from design, estimations, project planning and execution. In addition to being a Trenchless Technologist Prof. Niranjan Swarup is also a formally trained arbitrator from Singapore International Arbitration Centre and Lead Quality Assessor under ICQ project of European Council.

He is currently the Board Member of various professional bodies like Engineering Council of India (ECI), International Council of Consultants (ICC) & The Council for Application of Actuarial Science in Risk Management in Construction and Allied Industries (CARM). He also represents India on the board of several international organizations like Asian Forum, Asian Concrete Construction Institute, International Council of Consultants. Dr. Sanjay Rana is a geophysicist working in the field of

engineering, mining, environmental and ground water geophysics

for last 28 years. Dr Rana passed out in 1990 from University of

Roorkee, now IIT Roorkee, in M Tech (Applied Geophysics), as

Gold Medalist. Since 1995 he is working tirelessly towards growth

of geophysical industry in the country, exploring new & unique

application areas in various fields like Hydropower, dam safety,

oil & gas, mining, infrastructure, etc. Dr Rana started his career

with UP State Government and carried out extensive ground

water geophysics operations including radio-active loggings. Dr

Rana also worked briefly as Scientist ‘C’ with Department of

Atomic Energy.

He has been instrumental in starting full fledged operations in

private sector providing services like seismic refraction, ground

penetrating radar, electrical tomography, seismic tomography,

Microgravity, magnetic etc. He has carried out geophysical

investigations for more than 2000 projects including projects in

India, Afghanistan, Bahrain, Singapore, Qatar, Saudi Arabia,

Nepal, Bhutan, Kuwait etc.

Dr Rana is invited regularly for training geophysicists on latest

techniques by various departments and organizations. He is also

invited as trainer for geophysics applications by companies

Dr Rana has been instrumental in bringing various technologies

in India including Ground Penetrating Radar, High Resolution

Tomography, Dam Geophysics and Passive Seismic Tomography

etc. His major contributions towards geophysics industry in the

country are as under:

• Pioneered use of GPR in India (Private Sector) in 1996. • Pioneered use of non-destructive geophysical

investigations of dam structures in India in 1998. • Successfully used integrated geophysical approach for

investigations across flowing rivers, saving huge cost and time for investigations of hydropower projects, pipeline projects etc.

• Pioneered the concept of Subsurface Utility Engineering (SUE) in India, dealing with management of underground

utility infrastructure during construction projects, to ensure safety of utilities, personnel and public.

• Launched Passive Seismic Tomography for hydrocarbon

exploration in India. Member of various working committees for development of Code

of Practices and Standards, including IRC (Indian Road Congress)

Profile:

Pioneer of trenchless technology in India with the first slurry microtunneling project for

installation of sewers to his credit. Since that time he has developed skills in virtually all

aspects of trenchless technology for new installation as well as for rehabilitation and

replacement. Perhaps he is one of the few experts who have implemented practically all

variants of trenchless technology in India.

Switched over to hard core water sector in Municipal Corporation of Greater Mumbai

where got opportunity to work at various levels from lower management to senior

management on multi-million multi disciplinary projects funded by the World Bank,

JNNURM. Managed projects throughout their lifecycle of inception, planning, detailed

engineering, bidding and procurement, project management and operation and

maintenance. Took lead in asset management strategy for assets in water sector and

developed asset management strategy- rehabilitation, replacement and renovation as well

as expansion plans through managed phasing and funding in optimized way.

A key person in the Mumbai Sewage Disposal Projects (Stage I (INR 8000 Mil) and Stage

II (INR 45000 Mil), JNNURM (INR 6000 Mil) along with other projects and master

planning for the city of Mumbai as the Executive Engineer in-charge of the sewerage

projects covering networks over 300km. Water reuse and recycling as the option for

augmentation of water requirements has been on top of the agenda throughout the tenure.

Pioneered trenchless technology like microtunneling, water and sewerage tunnels, lining,

in-line replacement in India so as to ensure cost effective and non-disruptive speedy project

deliveries. (First microtunneling project in sewerage in India). Keenly interested in low

cost sanitation, community sanitation, shallow sewers as well as concepts like vacuum

sewers.

Implemented GIS for asset mapping and monitoring and integrated software network

modeling tools for effective planning.

Headed the IT department at a stage when systems were changed from conventional to

SAP based system providing integration of key functions of project, finance, inventory

control.

As an independent Consultant has worked as sub-consultant mostly in Trenchless

Technology on projects funded under MDBs and provided key detailed engineering as well

as project monitoring support.

Joined Mott MacDonald (I) in managerial capacity and was promoted as Divisional

Director (Integrated Water Utilities) and has done business development in new areas for

the organizations like trenchless technology, solid waste management, 24 x 7 water supply

initiatives, waste water recycling, desalination, water and sewer tunneling, microtunneling.

Worked on microtonals of dia ranging from 1200mm to 3300mm dia and TBM tunneling

up to 6m dia.

Worked as Vice President (BD and Projects) for Pratibha Industries Ltd (PIL) and was

instrumental in development of Microtunneling Project for DJB with PIL bagging two

biggest packages totaling to around Rs 1000 Cr. Also involved in transportation and metro

tunnels.

Worked as Principal Engineer and Trenchless Technology, microtunneling and Sewerage

Rehabilitation Expert with NJS Engineers India Pvt Ltd. Lead role in Augmentation of

Water Supply to Nashik city under Mukane Dam Project, Water and Energy Audit,

Sewerage planning for F/N and M/W wards of MCGM,

House connections for Thane Municipal corporation, Trenchless Sewer Rehabilitation

Expert for Ganga Action Plan, Varanasi, Ichalkaranji Water Supply, Vadodara

Microtunneling etc.

Also, worked as underground space management and tunneling/ microtunneling expert for

MWH India in their project development under BRIMSTOWAD.

Well conversant with international procurement norms and requirements, techno-

commercial and techno-legal aspects of projects.

Team building and capacity building had been forte. He is a visiting faculty of Engineering

Staff College of India, Hyderabad, NICMAR, Pune- ADB Capacity Building programmes,

Civic Training and Research Institute (Municipal Corporation of Greater Mumbai)-

CPHEEO (MoUD) and IIT- Bombay. He has been dedicating himself towards

development of trenchless techniques for Indian needs and development of solutions

related to public sanitation, community sanitation.

He is a member of Indian Society of Trenchless Technology (IndSTT) and is on the various

expert committees of IndSTT for development of guidelines for trenchless technology and

standards and codes of practices for various trenchless techniques and products like jacking

pipes.
