Saskatchewan’s Government Re-lations Minister Jim Reiter recently joined representatives from across the country to advocate for a new federal infrastructure plan and a funding pro-gram that meets the needs for all mu-nicipalities. This was the key discus-sion at the annual meeting of provincial and territorial ministers responsible for municipal government in Kananaskis, Alberta. “Saskatchewan is seeing unprece-dented growth and prosperity and we need to ensure that the right infrastruc-ture is in place now and in the years to come to maintain this momentum,” Re-iter says. “More than $1 billion has been committed to municipal infrastructure in Saskatchewan by provincial, federal and municipal governments in the last four years and now is the time to draft the long-term plan to sustain and build on that investment so that our prov-ince’s growth can continue.” Reiter was one of many ministers asking that the next federal infrastruc-

The injured male in the boom lift, the 17 year old, was reported to have minor injuries and declined treat-ment. The 26 year old male was transported to Hospital in Esterhazy by EMS. SaskPower was notifi ed and they attended to the scene and grounded the power lines. The 26 year old male, who has been identifi ed as Adrian Regehr from the RM of Saltcoats, was declared deceased at the hospital a short time after arriving. The Provincial Coroner as well as Occupational Health & Safety are now conducting an investigation into this fatality. It has also been noted that SaskPower employees and/or vehicles were not involved in the incident. They were called solely to ground the power lines.

Accident takes a life

It’s almost that time of year again. Preparations are well in the works for Mel-ville’s annual Chamber of Commerce Railway Days scheduled for July 27 and 28. The events kick-off on the 27th with free out-door movie “The Lorax” starting at 9 p.m. on the MCS grounds with fi re-works to follow. A pancake breakfast sponsored by the Hori-zon Credit Union, Prai-rie Co-op and The Co-operators will get the events going Saturday from 8 a.m. until 10 a.m. The parade will begin at 11 a.m. and this year’s theme is the Titanic. The Titanic will also be the theme of this year’s fashion show which will take place on the main stage. The stage will have no shortage of entertain-ment which includes the fashion show, Filipino dancers, a kung fu dem-onstration and musical acts the J Walkers, Min-ute To Win It and Hugo Mitrenga on violin. “We are going to in-corporate some new fun things this year,” says Railway Days committee member Jackie Wilson. “We will have some-thing for everyone.” This year’s event has plenty of new attractions and events including a strong-man challenge in which teams of four will compete in challenges in-cluding endurance, tug-of –war and a pie-eating contest. Teams will be required to pre-register at the main stage that afternoon at 2:30 p.m. and the contest will be-gin at 3 p.m. Winners of the event will receive a cash prize. “The strong-man chal-lenge will show the strength of Melville and challenges residents to claim the bragging rights for the strongest in Mel-

ville,” says Wilson. Other new attractions this year will include a petting zoo featuring a six-horse riding carousel for children wishing to ride a pony and a ram-bling reptile road show. There will also be a chil-dren’s infl atable fun cen-ter, a scavenger hunt, chalk art contest for kids in front ofCity Hall as well as a va-riety of ethnic food from the Philippines, Ukraine, Germany and Korea. “This year we plan on setting up picnic tables by the stage for people to sit,” says Wilson. “That was a problem last year.” Events scheduled throughout the day also include the side walk sale where downtown businesses will have merchandise for sale, the classic car show and tractor display to name a few. For those looking to escape the sun for a few hours, the Melville Le-gion will be putting on a cash bingo in their air-conditioned hall. Doors open at noon and quick-ies will start at 1:15 p.m. and the regular programbegins at 1:30 p.m. A roast beef supper will also be held down-town from 5-7 p.m. and tickets can be purchasedfor $12 at The Melville Advance, Cornerstone Retail & Treasures, Na-pady Meats and Nellie’s Bakery. The day will conclude with a street dance from 9 p.m. until 2 a.m. with Bucket List performing. “We have a lot of new people in our community and we want to show them what Melville is all about so we encourage them to come out and see everything we have to offer,” says Wilson. In case of inclement weath-er, some events will be held in the Merv Moore Sportsplex.

Provincial and territorial Ministers Responsible for Local Government meet each year to discuss issues and make recommendations for the development of municipal strategies, planning and legislation.

OH DEAR YORKTON! – Heavy rainfall on Wednesday put the city’s “in the works” improved drainage system to the test. With extensive fl ooding taking place throughout Yorkton streets were blocked, fi re and city crews as well as local RCMP were out in full force to ensure the safety of the public. Excess water did manage to disperse much faster than during the July 1 storm of 2010.

Ed, my neighbor next door, suggested we go for a game of golf out at Neudorf last week. Trying to get one step ahead of Ed, I agreed to go only if he brought his wallet and drove us out there. I’m sure it sounds petty, but Ed always forgets his wal-let and needs me to pay for his golfing. He always has an excuse why he cannot drive, so we go on my gas. I forgot how Ed loves to sightsee as he drives. It is like he is a detec-tive searching for clues in every field and a judge giving the verdict of best and worst crop he has seen this year. I should have known we would travel some grav-el roads there and back, because Ed had to check out reports of wind damage. A metal grain bin was swept away by recent high winds and no one can figure out where it disappeared to. Ed was determined we might spot it when others haven’t. We did not see a trace of it either. A lot of my golf balls disappeared that day without a trace also.

You probably know Ed had his wallet at the golf course alright, but it was emptier of money than a classroom of stu-dents in summer holi-days. Ed had forgotten he needed to go to the bank. The first golf game of the season was a rough one for me, as I lost more golf balls in the trees than I could count. Ed was having a great golf game, so he was gloating and I was pouting. Ed insists we go golfing together because I’m a poor golf-er. I make him feel great about his golfing. Try as we might, we cannot always get ahead of circumstances that frustrate us here on earth. Hitting the golf ball straight down the fairway can hap-pen, but not as often as I might want it to hap-

pen. They say that the rich get richer and the poor get poorer, but I hope it doesn’t hold true for good golfers and poor ones. Ed says that taking me golfing makes up for all the other stuff wrong with me, because I can make him look like a good golfer. That gave me the opportunity to tell Ed he should really give God a chance, because God specializes in mak-ing people look good. I asked Ed if he would honestly claim to be the best or one of the best golfers in the world. “Of course not,” he answered. “What has that got to do with any-thing concerning God?” Ed asked. “Most of us would admit we are not the best or one of the best

people in the world. When we come to that admission that we only look good compared to certain other people – God’s invitation to trust in his son Jesus Christ can make sense to us. Jesus lived a sinless life for us because we can-not be perfect. He died giving his righteous-ness to God for us. He also died as a sacrifice for our sins, that the penalty of our sin was paid by him in our place. When we trust in Jesus we are looking good before God.” Ed claims that look-ing like a good golfer compared to me is enough for him, which I say is a pretty empty honor in his life.

Two nearby provin-cial parks are in line for new funding for needed electrical upgrades. Parks, Culture and Sport Minister Kevin Doherty announced to-day that more than 400 provincial park camp-sites in three provincial parks will receive elec-trical upgrades. “The Government of Saskatchewan is invest-ing almost $1.6 million to further expand elec-tric services in Rowan’s Ravine Provincial Park, Duck Mountain Provin-cial Park and Moose Mountain Provincial Park,” Doherty details. “Government real-izes that many people visiting our parks de-sire the convenience of electrifi ed campsites, which is why we have added almost 1,100 electric campsites over the last four years. These upgrades ensure an enhanced parks ex-perience for everyone. They will help attract even more visitors to our parks, which helps grow our economy.” Electrical service in Rowan’s Ravine Pro-vincial Park will be expanded and/or up-

graded to 176 existing campsites in the Un-derwood Campground. Duck Mountain Pro-vincial Park’s Birch Campground will re-ceive expanded and/or upgraded electrical service to 130 exist-ing campsites. Moose Mountain Provincial Park will receive new electrical service to 121 existing campsites in Fish Creek Camp-ground.

Upgrades will start in the fall and should be ready for the 2013 parks season. Government has in-vested $33 million in provincial park im-provements over the last four years and will continue investing in Saskatchewan’s parks. Over the next four years, Government has committed to providing an additional $10 mil-lion for upgrades.

YOUNG TALENT – The kindergarten class at Dr. Brass school performs in the recent talent show. The show signaled the end of the school year, and brought out many of the schools talented students to show their stuff for classmates and par-ents.

The deadline for submissions on Sas-katchewan’s labour legislation review is just over two weeks away. “We continue to look to the people of Saskatchewan to provide input that will assist in modernizing Saskatch-ewan’s labour legislation,” Labour Re-lations and Workplace Safety Minister Don Morgan says. “Our goal is to effectively meet the needs of employees and employers in today’s workplaces.” Stakeholders and interested parties are asked to submit written feedback no later than July 31, 2012. On May 2, 2012, Minister Morgan announced a comprehensive review of the current labour legislation. The review will restructure and reorganize the existing legislation, eliminate in-consistencies, clarify legislative appli-cations and modernize legislation to refl ect today’s changing work environ-ment.

Some examples of the topics under consideration are: essential services legislation, union fi nancial disclosure, notice requirements, collection of em-ployees’ wages after business closure, variable hours of work to meet needs of both employers and employees, and indexation of the minimum wage. An advisory committee comprised of subject matter experts representing labour and business from across Sas-katchewan has also been created to provide advice. An advertising cam-paign aimed at remind-ing motorists to slow to 60 km/hr when passing workers and equipment in Orange Zones dur-ing the busy highway construction season was recently launched by the Ministry of Highways and Infrastructure. “Whether it’s hauling important resources by truck or taking a family trip to one of our many lakes, a safe and effi -cient highway network is vital to the movement of goods and people in Saskatchewan,” High-ways and Infrastructure Minister Don McMorris says. “Our crews and con-tractors are working to ensure highways are in a condition that can ac-commodate additional traffi c in our growing

province. Catherine Esther Underdown (nee Cross) passed away peacefully in the Penticton Hospital on Saturday, July 7, with her daughter Susan Lamarsh at her side. She would have been 96 on August 3rd. Catherine also known as Kay or Auntie Kate was born in the farming com-munity of Saltcoats, Sask. She met her husband Leslie in 1947, they owned sev-eral orchards in the Penticton area. After Leslie's passing in 1976 Kay continued to sell fruits on South Main for many years. She was devoted to her church, never afraid to speak up her mind, a hard working loving mother, grandma and great-grand-ma. She will be missed by her son Barry (wife Cecile), daughter Susan Lamarsh (predeceased by husband John); grandaughters, Lisa and Michelle (husband Chris) and her beloved g r e a t - g r a n d a u g h t e r Bethany; surviving sisters-in-law Florence and Nina Cross, Doreen Edgar and Rosa Underdown; and many nieces and nephews. Our heartfelt thanks to the staff of Mariposa Gardens in Osoyoos for giving Kate the dignity and power of choice in her final years. Our thanks also to the doctors and staff of the Oliver and Penticton hospitals. Cremation pro-vided by Providence Funeral Home. A Celebration of Life will be held on Friday, July 13th at 2 p.m. at the Salvation Army Church at 2469 South Main St. in Penticton. No flowers by request, donation may be made to the Salvation Army or PBS TV.--------------------------------

Rural Municipality of Good Lake No. 274Pursuant to The Planning and Development Act, 2007, the Council of The Rural Municipality of Good Lake No. 274 hereby gives notice of its intention to amend Zoning Bylaw No. 2-1984 by enacting Bylaw No. 8 - 2012.

It is proposed to change the maximum building height for an accessory residential use to a height not to exceed the height of the principal use on the same site in the SR-2 District (Good Spirit Acres).

ReasonThe purpose of the zoning bylaw amendment is to allow taller garages at Good Spirit Acres. The garage cannot be taller t han the house on the same lot, and the garage must remain residential in character and use.

Inspection

Interested persons may inspect the proposed bylaw at the R.M. office in Canora, during normal workdays from 8:30 a.m. to noon, and 1:00 p.m. to 4:30 p.m. Monday to Friday.Copies of the proposed bylaw are available, at cost, at the R.M. office.
