MaineDOT Earns Kudos for I-295Southbound Rehabilitation Job

MONTPELIER, Vt. (AP) The long-stalled Chittenden CountyCircumferential Highway may move ahead as a divided boulevard, rather thanas a limited-access highway.

The Vermont Agency of Transportation said on Dec. 15 that it has selectedthat design, which an environmental group says is an improvement over theoriginal design for the project that has been in the planning stages since the1970s

The state instead is sticking largely with its original proposed road thoughWilliston and Essex. But if it clears the remaining regulatory hurdles, it willbe a boulevard, rather than an interstate-style highway.

The Maine Department of Transportation wasrecognized with two national awards for its work onthe I-295 Southbound Rehabilitation project. TheFederal Highway Administration (FHWA) and theNational Partnership for Highway Quality (NPHQ)each presented awards to MaineDOT at the 59thMaine Transportation Conference in Augusta.

Both awards commended MaineDOT for thequality, innovation, safety and timeline of the $28million project that was completed ahead of sched-ule in the summer of 2008.

“We are extremely gratified for the nationalrecognition regarding the outstanding work on thisunique highway project,” said MaineDOTCommissioner David Cole. “These two awards area very positive reflection on all who worked as ateam to make this project a success.”

The award winning $28 million project replacedan 18-mi. (29 km) stretch of a deteriorating concretehighway from Gardiner to Topsham, Maine. Thiswas an unprecedented full closure of the interstatethat detoured southbound traffic onto Route 201during the height of the tourist season. This allowedMaineDOT to compress the construction schedulefrom three years into 13 weeks, and increase safetyby keeping motorists off the construction site.

In the span of those 13 weeks in the summer of2008, more than 181,000 tons (164,200 t) of asphaltwas laid, five bridges were rebuilt and 7 mi. (11.2km) of guardrail was installed. The project wascompleted 20 days ahead of schedule through theuse of extended work days and a six-day work weekschedule.

NPHQ lauded MaineDOT for its commitment toteamwork, quality and safety throughout the proj-ect.

“This project team did an exemplary job ofachieving NPHQ’s National Achievement Awardquality criteria as the 18-mile length of SouthboundI-295 was rehabilitated,” said Bob Templeton,NPHQ executive director. “Our awards programconsistently draws out the elite highway and bridgeprojects that have launched innovations that deliverbetter performing projects faster and yield betterhighway service to highway users. This project is anexample of how to do things right.”

The FHWA awarded MaineDOT and the MaineDivision of FHWA its “Excellence In Teamwork”award for the work completed on the I-295Southbound Rehabilitation project as the team pro-vided outstanding design work, engineering, com-munity and business outreach, and emergency

responder coordination. The teamcombined to develop solutions toshorten construction time, achievethe needed service life of the newroad and ensure continued safe andefficient movement along the corri-dor during the summer tourist sea-son.

“This project was a great successand underscored the reasoning tocompletely close the road to safely,quickly and effectively completethe work. We were extremelypleased with the quality, the team-work and the early opening of thischallenging project,” said Cole.

The success and positiveimpacts of the I-295 SouthboundRehabilitation project also werefeatured this past year in bothRoads and Bridges and Hot MixAsphalt Technology magazines.

The two awards were presentedat the 59th Maine TransportationConference at the Augusta CivicCenter. The conference attractsmore than 500 attendees from allaspects of the transportation indus-try and is sponsored by the MaineBetter Transportation Association,the Maine Section of the AmericanSociety of Civil Engineers and theMaine Department ofTransportation.

AUGUSTA, Maine (AP) Officialson Dec. 15 identified locations of threeoffshore wind-power test sites thatcould unlock the door to huge reservesof energy equivalent to more than 100nuclear plants in the nation’s most oil-dependent state.

The sites will be near Boon Islandoff York in southern Maine, nearDamariscove Island south of BoothbayHarbor, and south of Monhegan Islandoff Port Clyde, Gov. John Baldacci’sadministration announced. TheUniversity of Maine, which hasreceived an $8 million federal grant foroffshore wind power studies, willdevelop the Monhegan site.

Maine already leads New Englandin development of land-based windpower with three major wind farms inoperation and more on the way. Thestate is now looking to harness abun-dant winds beyond its long, jaggedcoastline to help meet energy needs forthe region.

“This is where the future lies,’’Baldacci said during a news confer-

ence to announce the sites. “We wantto become an energy generating cen-ter.’’

State officials also see an opportuni-ty in nurturing industries that wouldproduce components of the deep-seastructures, such as blades and genera-tors churned by constant Gulf ofMaine gusts.

Full-scale development of wind-related industries could create 15,000jobs in Maine, said Habib Dagher,director of UMaine’s AdvancedStructures and Composites Center whohas been at the forefront of the state’soffshore wind research.

Within 50 mi. of its coast, Maine haspotential wind energy of 149gigawatts, roughly the equivalentpower of 149 nuclear plants, Daghersaid. The state’s goal is to have enoughoffshore turbines to produce 5gigawatts of power — about twiceMaine’s yearly consumption — by2030, Dagher said.

That could add up to hundreds ofturbines, which would be situated 10 to20 mi. offshore, out of sight from themainland.

Experimentation will start on a

much smaller scale, with floating testturbines anchored in 200 to 300 feet ofwater within 3 miles of each of theislands.

Officials plan to have the first float-ing turbines in place in 2011, Daghersaid. Larger windmills would bedeployed starting in 2013, before con-struction of the first windmills in acommercial array.

The demonstration sites will alsomeasure the potential to producepower by wave energy, but the focus ison wind power. Private companies willbe invited to propose projects at theBoon Island and Damariscove Islandsites. Each demonstration area is limit-ed to two turbines.

UMaine has already spoken to about30 private and public groups interestedin working at its site.

The final ocean demonstration siteswere chosen after 40 public meetingswith fishermen, conservation groups,public officials and others with aninterest in offshore activities.

The November ceremony includedremarks by several speakers, followed by alocally catered meal for all who attended.

Cianbro’s construction team shut downoperations for less than an hour to allow theguests of honor to deliver short speechesand to discuss the importance of the projectto the stability of electricity supplies andprices to the islands, as well as to the futureof the power industry in Maine.

“When I look at this crowd today, and Ilisten to the stories about the commitmentof the people from these islands in terms oftheir desire to set a standard for the State ofMaine to develop the first offshore islandwind project on the east coast, it’s remark-able,” said Vigue. “This is a celebration ofpeople who were committed … to set astandard for the neighborhood, the area,and the State of Maine.”

Cianbro constructed three GE 1.5 megawatt wind turbineson Vinalhaven Island, as well as provided support to theowner through permitting, engineering and procurement ofthe turbines. The company placed the concrete foundations,installed the collection and interconnect system, as well asthe SCADA and communications system.

A Very Unique ChallengeCianbro faced a very unique challenge by building this

project some 12 miles offshore.This required all construction materials and equipment to

be barged to the island. In order to transport the 18 erectioncrane loads, 27 turbine loads, 30 concrete loads, and all theconstruction material and equipment to the project site, itrequired precise logistics, including scheduling and the coor-dination with the owner, the vendors and marine transporta-tion companies to ensure all material was sent in the mostcost effective and safest way possible.

Due to the size of Vinalhaven Island and how its economy

depends on fishing and summer tourism, Cianbro workedclosely with the community to mitigate any impacts thatmight have arisen during construction.

The first four wind turbine blades arrived this summerafter a smooth seven-hour journey by truck. The four 123-ft.(37.5 m) blades departed Eastport in a two-truck convoy,escorted by state police cruisers. At the time, CianbroTransportation Supervisor Nick Arena, said, “We had noproblems. We had a plan in place and plenty of preparation,and the plan worked well. It was an uneventful job, and Ithink that’s what we want [all the way through].”

The transport was an event in the rural area. The oversizedtrailers and their cargo generated curious glances amongmotorists and bystanders along coastal Route One fromEastport through downtown Machias, Ellsworth andBucksport.

Then, at Verona Island, the convoy used the new Cianbro-built Penobscot Narrows Bridge to cross the PenobscotRiver. The trucks traveled onward to Belfast before taking adetour around Rockland to disappear into the Prock Marine

‘A Big, Big Deal’In November, Baldacci said, “The Fox

Islands community wind project demon-strates that a local community can harnessthe power of a local, renewable resourceand become an example to the rest of thestate and the nation. This new wind instal-lation puts Maine at the cutting edge ofrenewable energy development, and provesthat coastal wind is a viable, low-cost ener-gy source.”

“It is exciting to see the turbines in oper-ation,” added Baker. “To see them provid-ing benefits to these islands is the culmina-tion of years of contribution by many peo-ple. These island communities are trulyleaders in the field of coastal renewableenergy.”

The three huge turbines expect to gener-ate about 11,600 megawatt hours of elec-tricity per year. This is expected to offset5,400 tons of carbon dioxide emissions.

Vigue added, “The success of this project is a result of thehard work and cooperation of all the talented people whohelped make these wind turbines a reality; from the techni-cal expertise of consultants, subcontractors, and engineers, tothe hands-on quality provided by the crews in the field, to thewisdom of island citizens who know a pragmatic solutionwhen they see one.

“As you’ve heard today, this is the most significant andthe largest community owned wind project on the Northeastor the East Coast. That is a big, big deal. We have donesomething that no other community on the entire EasternSeaboard has been capable of making happen.”

The project is a collaboration of several New England-based companies and organizations, including the IslandInstitute, Cianbro Corporation, EOS Ventures, DiversifiedCommunications and Fox Islands Electric Cooperative.
