SUMARYEmpirical Observations & Assumptions
The presentation explores the involvement of the public sector in higher education. Empirical and field observations are presented using Moroccan case. The main challenges are presented and discussed.
1.Growing population impact, financial imperative burdens, weak private sector participation, market forces are discussed. 2.Societal drastic changes are creating new and complex tensions within public universities. Cultural-Religious issues and values create new challenges for university managers and professors. 3.Staff promotion and statute are less based on their teaching skills and more on published research papers. 4.Governance issues and resistances to changes from the whole higher education system are indicated. 5.Ministry, university managers, professors, students and parents seem to be on different pathways.6. The pace of changes is slow compared to the growing needs. 7.In addition, the collapse of the elementary and high school education systems becomes on of the future big challenges for high.
