NEAR Activities

The 13th Sub-Committee on Disaster Prevention was held on March 9-12 in Hyogo Prefecture, Japan. A total of 32 people of 19 member regions across three countries were in attendance, including five regions from China, five regions from South Korea, and nine regions from Mongolia. NEAR Secretariat delegation, including Director General Kim Sang-gil, Director Park Chang-ho of Planning and General Affairs Division, Mongolian Expert Lkham Khishigjargal, and Japanese seconded staff Matsuo Shuichiro who participated in the Sub-Committee shared views and promoted NEAR.

The Sub-Committee on Disaster Prevention has been held since 2002 to improve measures to respond to disasters in Northeast Asia through providing a training to strengthen the capabilities to prevent disasters for staff of NEAR members in charge of disaster prevention and building a wide cooperative system for disaster prevention.

This year marks the 20th anniversary of ‘the Great Hanshin earthquake’ which happened on January 17 in 1995. Hyogo Prefecture has prepared various measures for disaster prevention and maintained facilities based on the lessons acquired from the earthquake and accumulated experience.

On the 10th, participants visited ‘the Disaster Reduction and Human Renovation Institution’ and had opportunity to learn methods and knowledge to realize the society where disasters are reduced by watching videos and reading documentaries at the time of the earthquake on display in the center. On the 11th, they visited ‘Hyogo Anti-Disaster Center,’ ‘Kobe Earthquake Memorial Museum,’ and ‘Kobe Disaster Management Center’ and shared information on disaster prevention.

Most attendees participating in the meeting had a chance to learn and benchmark Hyogo’s advanced and excellent policies.

The number of Mongolian participants is increasing in the Sub-committee as they are expressing a growing interest in disaster prevention. It was difficult for Mongolian participants to attend the meeting as handouts for Mongolians were not prepared last year. But, Mongolian participants were provided with Mongolian meeting handouts and interpreting service as NEAR Secretariat supported interpretation and translation.

In accordance with the Article 13 of the NEAR Charter, Secretary General Jun Jae-won was recommended by Kim Kwan-yong, Governor of Gyeongsangbuk-do Province and appointed by Eroschenko V. Sergey, Governor of Irkutsk Region. His career is as follows.

The 24th Heze International Peony Cultural and Tourism Festival is scheduled from April 16 to May 31. The festival will include around 60 events, including opening ceremony and China Heze Investment and Trade Meeting 2015.

Heze City is situated in the south-west of Shandong Province consist-ing of 8 counties and 3 districts and the old name of Heze is Caozhou. Heze has a population of 8.40 millions and it covers 1,223km2. Heze, “the city of Peony in China” has the largest and most varieties of peony. Also, it is a place for production, research, and export of phony. Heze began growing peonies around the mid 1500s and grows more than 1,200 species of peonies in nine color groups. Heze has been awarded several times at the World Flower Exhibition.

The NEAR Secretariat delegation led by NEAR Director General Kim Sang-gil had a meeting with Director Moriyass Hidekaze of International Relations Division of Hyogo Prefecture and Director Wakazki Shinzi of International Relations Division of Shimane Prefecture on March 12 at Hyogo Prefectural Government in Japan. They discussed management of General Assembly, introduction of membership fee system, and management of Sub-Committees. The following are details.

First of all, in terms of management of General Assembly, they shared view that current system that General Assembly’s agenda is firstly submitted to Working-Committee held a year before the General Assembly and finally submitted to General Assembly after accepting member regions’ opinions should be changed to the system that main agenda is discussed at the Working-level Workshop in May after accepting member regions’ opinions a month before the meeting.

Secondly, in terms of introduction of membership fee system and management of Sub-Committees, they decided to discuss the agendas proposed by the Secretariat at the 10th General Assembly at this year’s Working-level Workshop in May after accepting member regions’ opinions.

The meeting was arranged to exchange opinions at the NEAR Secretariat’s request as Toyama, Hyogo, and Shimane Prefecture, Japan brought up a problem regarding General Assembly’s management and discussion agendas in Jeollanam-do Province held last year.

Harbin. In particular, Japanese alcoholic drinks and the local food were favorably received and it was a meaningful time to attract interest in Yamagata along with food.

‘Ski Promotion’ was held in Harbin in 2013 and it attracted many ski-loving people to Yamagata Prefecture. Yamagata focuses on inbound travel and improves the system to attract overseas visitors. The expo is expected to make many visitors, including Chinese come to Yamagata and promote and expand exchange.

Gyeongsangbuk-do Province-South Korea

As East Sea Rim economic zone is emerging with China’s Changchun-Jilin-Tumen Program, Russia’s new eastern policy, and Russia- Rajin’s Hassan Project, Pohang of Gyeongsangbuk-do Province needs complicated strategy using diverse places of Gyeongbuk-East Sea Rim-Northeast Asian economic zone-Eurasia. For this, the necessity to connect national and regional development in East Sea Rim region and build international economic cooperation network has been brought up.

Accordingly. East Sea Rim Development Forum and the 3rd East Sea Rim International Symposium hosted by Gyeongsangbuk-do Province and Pohang City were held on February 26 at the meeting room of Pohang City hall.

Niigata Prefecture-Japan

Niigata Prefecture held ‘Niigata Spring Festival’ co-hosted by Chinese Consulate General during February 14~15. The opening ceremony was joined by Chinese Ambassador Cheong Yung Hwa, Governor of Niigata, Mayor of Niigata, Consul Generals of Korea, Russia, and China.

Crafts including, calligraphy, Hunan’s embroidery, and folding colored papers along with Chinese food such as Shandong’s dumplings and Daoshaomian were exhibited and art performance such as Lion dance and dancing were held in time for Lunar New Year, the largest public holiday in China.

A total of 65,000 people attended the event held for two days and it was a place to enjoy Chinese holiday trying delicious Chinese traditional food.

Yamagata Prefecture-Japan

This October marks the 5th anniversary since ‘Yamagata’s Harbin Office’ in Harbin City, Heilongjiang Province, China which is one of Yamagata’s friendship cities was established. The office, a Chinese base in Yamagata Prefecture, plays an important role to exchange economy, technologies, academia, and cultures.

‘Yamagata Food Expo’ was held in February and March by selecting two Japanese restaurants located in Harbin City to promote Yamagata’s food. The most important items were Japanese alcoholic drinks (eight brands), sample beverage set, Japanese cocktail, local cousin, and Yamagata’s local products.

The symposium consisted of presentations by authoritative researchers of Korea, Russia, China, and Japan and panel discussions. Prior to this, an ‘MOU for improvement in East Sea Rim region’ was signed for Pohang City and the East Sea of Gyeongsangbuk-do Province to play a role as a base for co-prosperity in East Sea Rim with nine related organizations in attendance.

Governor Kim Kwan-yong of Gyeongsangbuk-do Province stressed that East Sea Rim will emerge as a place to lead future world economy in the changing waves and cooperation among related nations and role of regional governments should be more important for development of economic blocks in Northeast Asia during the welcoming remarks.

Incheon Metropolitan City-South Korea

The World Education Forum 2015 is scheduled for May 19-22 at Songdo Convensia, Incheon. The forum, organized by UNESCO and hosted by the Republic of Korea, will be attended by about 1,500 participants from 195 UNESCO member states, UN and other international agencies.

The purpose of the forum is to establish world education agenda to

lead over the next 15 years through comprehensive review of ‘Education for All (EFA)’ and ‘Millennium Development Goals (MDGs)’ adopted in 2000. This year will review the progress of the EFA and practical action plans for Post 2015 education agendas along with other issues. The agreed Post 2015 education agendas and action plans are to be reflected in the future UN development agendas.

Khovsgol Province-Mongolia

‘Ice Festival,’ one of winter events in Mongolia, is held at Khovsgul lake from March 3 to 4 since 2000. It is hosted by a Special Protected Area of Khovsgul Province to introduce a beautiful Lake Khovsgul and increase tourism seasons.

In the early days, only residents participated in the festival, but now foreign tourists’ attention has increased. During the festival, there are a range of programs such as cultural and art performance, various sports and entertainment games. The highlight of the festival is horse sledding game on lake and participants can experience Reindeer people culture and riding reindeer as reindeer people attend the festival. In addition, visitors can visit ice ger at ice town made with ice flakes.

Northeast Asia is a region with unique and distinct features. In terms of economic aspects, China is rapidly growing, Japan and Russia have the potential to become super economic powers, and North Korea is in a recession. In terms of social and political aspects, these nations continue to experience a mutual distrust. There are many issues such as the rapid growth of China, the current economic recession in Japan, and confrontation on the Korean Peninsula. The area contains a variety of political systems such as the American style of democracy in Japan, democracies in South Korea and Mongolia, a communist regime in China, and a dictatorship in North Korea.

Northeast Asia will create synergistic effects through exchange and cooperation within its regions as it has abundant natural resources and great potential for economic growth. Within this area, cooperation exists between two or more countries. The economic partnership between Korea, China and Japan affects not only Northeast Asia but also the world economy and trade. Even though these nations compete against each other, cooperation is more effective than competition.

China has developed heavy industry in three of its Northeast Provinces by promoting innovative policies since 2004. Mongolia has imported food and clothing from China and other daily supplies depending on their availability in the Chinese market.

The people of Northeast Asia learn about their neighbors’ cultures by living in other nations. For instance, there are many Chinese migrants who are working in Mongolia’s road-building and mining industries. There are also many Mongolian people who work in Korea. Those who have a low standard of living may choose to work overseas even though there are jobs in their own region.

Northeast Asian nations living in the same region should be kind to neighboring countries. Ordinary people will not want confrontations between Korea and Japan or distrust between South and North Korea.

As for me, a 16-year-old, I become distressed when I see North Korean children of my age living under dictatorships in isolated areas. It is a pity that wearing jeans, which can be enjoyed by men and women of all ages, is banned as it is considered American culture and therefore distasteful. China is an increasingly powerful country, having experienced rapid economic and population growth. However, the one-child policy has had negative consequences such as fewer people to support the growing number of seniors, a decreasing labor force, and a gender imbalance.

Despite these issues, Northeast Asia is a stable region which does not have the severe problems such as starvation and war that exist in other areas. Compared to Mongolia, a developing country, other nations in Northeast Asia are more economically advanced. Therefore, the young people of Mongolia should study hard and strive to become a talented society so that it can reach its full potential. I am confident that as a citizen of Northeast Asia, which has a wide range of advantages such as the best geographical conditions, abundant resources, and the largest population, we may one day be unified like the European Union if we help our neighbors as we would be our family.

The NEAR Secretariat held the 2nd NEAR Youth Essay Contest to promote exchange and cooperation among member regions aimed at young people of member regions (aged 14-18). With the topics regarding Northeast Asia, a total of 46 essays, including six from China, four from Japan, nine from South Korea, five from Mongolia, and 22 from Russia, were submitted. A Grand Prize and five Excellence Prizes were awarded.

In a rapidly changing 21st century, when I see the rapidly changing society from human to the society, one word ‘short of breath’ comes to mind. Under the name of development of science, the world has been expanded to globe beyond water and ocean, and further, to space and concept of perfect global village without borders has been created. Universal values have brought an atmosphere to respect harmony and variety, but it caused many side effects accord-ing to quick of a change.

To resolve the issue properly, the world requires a new spiritual value and moral standards. As the western world focusing on person-oriented and rational will sparked the industrial revolution, Northeast Asian view on the world with the esthetics of tolerance and nature friendship, in other words, Northeast Asian philosophy is emerging as the solution of the problem. Asian view on the world can suggest fundamental answers on the waving values casing a variety of issues such as environmental destruction and human alienation.

I usually have abundant opportunities to learn about the environment and earth during class. Whenever I learn, I realize seriousness of a trade-off and feel sorry. Also, I usually read about the conflict between nations related to their interest in Northeast Asia in the newspaper.

How can we resolve these issues?The clue to the problem lies at youths. The youths living in the 21st century are a bridgehead to connect the past and

future and an icon of the era. As current success started in the industrial revolution, we need to start going back to peaceful globe without conflicts. The value for a mature sense of global citizenship and sustainable development is needed as a basis. In this situation, we need to depend on eco-friendly and comprehensive Asian view on the world. This is the reason Northeast Asian youths should grow up as a multilateral talented person from humanity to science.

To become this talented person, what we should have is proper values. Young people’s idea should not be disturbed due to national conflict and division within Northeast Asia and active efforts to prevent these conflicts from passing down to our generation are needed. The approach to conflicts should be responsible and mutually cooperative and be based on respect for each culture and thoughtful approaches to different ideas. Young people should regularly exchange their opinions in order to understand other country’s position without misunderstanding. Further, young people should make their efforts to have proper awareness regarding each culture and position by organizing cultural autonomous organizations that we can participate in and lead.

To do that, cultural understanding on each nation of Northeast Asia and efforts to correct proper historical conscious-ness are needed. The history and values of Northesat Asia is close enough not to exist separately. For example, when I met Asian people during an overseas trip, I felt a sense of Asian kinship and experienced getting quickly closer. The power of similar culture and values is big. Even though nation's specific interests are different, Northeast Asian nations will be able to work together to protect the values based on these cultures. The understanding through cultural ex-change will develop an attitude to respect each other and solidify a sense of fellowship. To make a history textbook which is recognized by all nations of Northeast Asia, the foundation for proper education for young people should be established.

In addition, we can set a direction for new growth through ‘convergence of science and humanities,’ another charac-teristic of Eastern philosophy. And as the future society requires great diversity and harmony, this would be a guide to lead future society. With Northeast Asia emerging in the source of influential thought, future generation of Northeast Asia underundertakes an important responsibility. To reinterpret oriental thought into modern ones and widely intro-duce the broad-mindedness, it is important to understand our own culture. The sustainable academic chances to discuss old classics among young people of Northeast Asia should be arranged and young people’s idea should be drawn. Asian idea and philosophy will be a foundation for development at the base of the modern society and will become the essence leading spiritual culture in the world. As talented people have interest in cultural accumulation of Northeast Asia and academic research is active based on cooperation among nations, a clue to solve current issues will be given. With this, Northeast Asia will have the effort to propose the future plan as a stable pillar of future society.

At this moment, the society moves toward the future. We are living in the age to pursue the earth’s wellbeing and world peace for better tomorrow. The role and effort of young people should be for people all around the world. Our generation with cultural background of one Northeast Asia has enough power to lead the future for sustainable earth. If we try to do our best, Northeast Asia will play a great role to lighten the way of world culture, politics, and economy.

There seems to be so many issues regarding global world, complicated cultural society, and globally competent citizens.

Probably, it is not bad for each person to choose where we live and what we would like do to. However, we should choose where we live and what we want to do with a loving and thankful heart, care to consider customs and tradition valuable, and interest in homeland and surroundings such as sky, mountain, and river.

Northeast Asia is a big continent with Japan, Russian Far East, Russian Siberia, South Korea, North Korea, Mongolia, China, and Taiwan involved. My country is Republic of Tuva, located in the southeast of Siberia and center of Asia. Tuva is the most beautiful and precious place in Russia and various ethnic groups, including Tuvans live. There are Japanese, Korean, Chinese, Mongolian, Far East Russian along with Tuvans in Northeast Asia. What makes these people connected as a one? There is a common ground for Northeast Asian people in that Northeast Asian ethnic groups have deep respect for various traditions and customs, including mythology, folktale, legend, music, and proverb along with folklore greatly contributing to world heritage passing down over a few centuries. There are many great relics such as traditional crafts made of stones (Tuva, Korea, China) and bones, (Japan, China, Far Eastern minority group, and Siberia), pictures, decorations, traditional outfits and shoes, housing type, tool, housewares, accessories, and musical instru-ments.

Northeast Asian people think that harsh environment affected their world-view. Tuva people are nomad. They have been taught to be close together and help each other when neighbors are in difficulties in order to adapt to the harsh environment for a long time. In addition, Tuvans share what they hunt with the neighbors in need and share even a handful of sorghum with hungry people.

What sort of person am I in Northeast Asia? What kind of person should I be today? Today’s citizen is a person who is modern and well-educated, open to any person of any region, considers other ethnic groups’ culture, custom, and tradition valuable, and adapts to busy modern society. But, at the same time, they give their love to their hometown, their ethnic group, and their country.

Northeast Asian citizens are talented global citizens. Northeast Asian citizens respect both neighboring residents and the residents living in farthest from the homecountry. Northeast Asian citizens have a special feature in that they can control their feeling and expressions compared to Europe, Africa, and other territory’s citizens. They are also diligent and share various talents.

Asian cultures have been reflected in pictures, wood engraving, stones, metal, pottery, free melody’s music, traditional dance, and customs over a few centuries. Beautiful nature and life have also been reflected in various traditional arts as nation’s way to express arts.

Northeast Asian citizens have their unique identity and respect ancient tradition and customs, and protect all living things in nature and the earth.

In my opinion, global citizens should think about the future of the society where they live, environmental problem, dispute among nations and regions, and shortage of natural resources, as well as personal request and interest. As each of global citizens is a representative of their country, they should share their effort and experience and respect other cultures wishing for happiness and prosperity not only in their country but also in the globe.

Many people think that global citizen has no borders, but, it is pity to forget their tradition, custom, tradi-tional lifestyle, and traditional art while losing their national identity.

The important role of Northeast Asian citizens as global citizen is to preserve culture and tradition in their own life and pass down world heritage. I am not only Northeast Asian citizen but also Tuva citizen. I am proud that I was born in Republic of Tuva, which is the most beautiful region where past and present, individual and society, inherent and common things coexist together.

Even if I leave Tuva, I will enjoy the flight listening to Tuva’s music with soft melody. I can’t stop loving Tuva established in the center of Asia. I am the most happiest citizen in Northeast Asia, one of the most great regions.

‘The Jeju Peace Forum for Peace and Prosperity’ will be held from May 20 to 22, 2015 in Jeju, South Korea with the theme of “Towards a New Asia of Trust and Harmony.” The forum is expected to be joined by more than 4,000 people from 50 countries. The Jeju forum has been a platform to explore peace and prosperity on Korean Peninsula and in Northeast Asia with today’s most outstanding leaders and high profile experts in various sectors in attendance, therefore establishing itself as one of the major forums in Asia.

Purpose & Background

‘Jeju Forum for Peace and Prosperity,’ which started as ‘Jeju Peace Forum’ for a regional multilateral dialogue process to promote peace and co-prosperity on Korean Peninsula and in East Asia in 2001, has convened every two years until the 6th forum in 2011. The Forum was renamed as ‘Jeju Forum for Peace and Prosperity’ (hereinafter: Jeju Peace Forum) from the 6th Forum and reorganized as an annual event with the 7th Jeju Forum in 2012.

The Jeju Forum explores practical measures for peace, mutual cooperation, and growth in Northeast Asia and presents a future-oriented vision based on international consensus on a consistent theme ‘Peace and Prosperity in East Asia,’ in order to contribute to world peace and prosperity by providing a place for dialogue for peace and prosperity in the region under the perspective that all nations' efforts are required to set peace and co-pros-perity in East Asia and international cooperation based on creative ideas is essential.

Asia's Most Representative Forum where Global Leaders and Related Experts Gather

The Jeju Forum which marks the 10th anniversary of its founding this year will be participated by today’s most outstanding leaders and related experts. The Jeju Forum begun in 2001 with the theme ‘Building Common Peace and Prosperity in Northeast Asia’ and was attended by 350 people from nine countries, including former South Korean President Kim Dae-jung and former U.S. Defense Minister William Perry.

The 5th Jeju Forum in 2009, under the main subject “Shaping New Regional Governance in East Asia: A Common Vision for Mutual Benefit and Common Prosperity” brought together world leaders, including U.N. Secretary General Ban Ki-moon, former South Korean Prime Minister Han Seung-soo, former Australian Prime Minister John Howard. Last year’s forum included 3,734 attendees from 58 countries, including former Australian Prime Minister Julia Gillard, former Palestine Prime Minister Salam Fayyad, President of Chinese Public Diplomacy Association Li Zhaoxing, and former CEO Carly Fiorina of Hewlett-Packard.

The Jeju Peace Forum explores Asia’s new vision by inviting experts in various sectors with a variety of themes. The Forum is making efforts not only to discuss cooperative system for sustainable peace and prosperity, but also to build a place for exchange and cooperation.

The 10th Jeju Peace Forum

This year’s Forum will cover a wide range of topics from the trust building process in East Asia to the UN Post-2015 Development Agenda for three days and held with two sessions- plenary sessions and other concurrent sessions.

During the plenary sessions, six programs will be held, includ-ing opening ceremony, keynote speeches, world leaders’ session, and special session. Around 60 sessions will be held under concurrent sessions in accordance with each sector such as peace, prosperity, sustainability, diversity, and competitiveness.

Gerhard SCHRODER, former Chancellor of Germany, Joseph Clark, former Prime Minister of Canada, Susilo Bambang YUDHOYONO, former President of Indonesia, John Howard, former Prime Minister of Australia, Fukuda Yasuo, former Prime Minister of Japan, LI Xiaolin, President of Chinese People’s Association for Friendship with Foreign Countries will be in attendance as speakers at the opening ceremony and world leaders’ session.

Other sessions consist of sessions regarding UN development agendas, Korea-China-Japan Disaster Relief Training Center, next generation leaders’ forum, role of trilateral public opinion for peace and reconciliation, and Diplomat Roundtable. Further,

this year’s forum will be managed connected with the 13th East Asia Forum, KF Public Diplomacy Network related meeting, international organizations participating in the World Education Forum with expansion of participation of foreign media, inter-national organizations, foreign institutions, and corporations.

During a long period of time, Siberians obtained food at Taiga and lake and the meat and fish could be preserved for longer periods of time in a salted version. When Taiga’s natural seasonigs are added to meat and fish, Siberian special cousin is prepared.

‘Omul fish’ is Siberian best cousin, which lives in lake Baikal. Contrary to the Korean word ‘Omul’, Russian Omul with light silver which belongs to the salmon family is a freshwater fish which grows to 64cm and 3kg in largest size.

There are two types of Omul recepe, including removing the internal organs and preserving fish with salt and preserving fish with salt without removing the organs. It is important for making tasty fish to have appropriate recipe and the time to be preserved with salt.

There is also grilled Omul fish. It is important to roast fish on skewers standing top to bottom without skewers’ penetrating the tail because Omul can slip when roasted.

The city of Jeonju, designated as a Creative City of Gastronomy by UNESCO in 2012, has become famous as an area of taste and recognized as a city contributing to cultural development. When visiting Jeonju, we should try the following food.

Jeonju Bibimbap: Different ingredients are needed to create Jeonju Bibimbap. You can taste the harmony of various ingredients, but it keeps its inherent flavor. Culture and Festival of Jeollabuk-do

Jeollabuk-do harmonizes with Hanbok, Korean food, and Korean-style house and is a cultural center to connect tradition such as Hanji (traditional Korean paper), calligraphy, and Korean music and future. Jeollabuk-do is also the birthplace of the Joseon Dynasty. Furthermore, it is a base for spiritual culture, including Catholic, Won Buddhism, and Donghak. As it preserves Korean people’s tangible and intangible culture, there are a variety of resources that can be developed as a global commodity with abundant cultural contents. Many special festivals which show lively Korean identity and uniqueness are held in Jeollabuk-do Province.

- Pansori: K-POP is derived from Pansori. Recognized for originality and excellence in 2003, Pansori was listed as a UNESCO intangible cultural heritage of humanity.

- Jeonju Hanok Village: Jeonju Hanok Village is a representative tourist attraction of Korea where more than 6,000,000 tourists fully enjoy the traditional Korean culture. Furthermore, it was designated as an International Slow City. It’s quite meaningful that we can find the value of slow with small things such as walls, alleys, doors, windows, trees, forest, crocks, and roofing tile surrounding more than 700 traditional houses.

- Muju Taekwondowon: Taekwondowon, located in Baekwoon Mountain, Seolcheon-myeon, Muju-gun, is a place for education, training, research, and cultural exchange of 80 million adherents worldwide. The Taekwondowon is equipped with the T1 Arena where Taekwondo matches are held and which can accommodate up to 4,500 spectators, the T1 theater that can accommodate 400 people, the Taekwondo training center, the Taekwondo museum, and an experience center for learning Taekwondo. Muju Taekwondowon is for Taekwondo people worldwide and recognized for a base to establish new Korean wave based on Taekwondo culture.

- Jeonju International Film Festival: Launched in 2000, Jeonju International Film Festival has been arranged for a new communication with tourists through independent films, art films, and experimental films.

- Jeonju International Sori Festival: Jeonju International Sori Festival, launched in 2001, is an international music festival that showcases various foreign traditional music and world music centering around Korean traditional music. It has done its best not only to bring out the real value of Korean traditional music on the elegant stages of the greatest musical artists, but also preserve its original forms, and search for what Korean traditional music in the future, through various creative works and interchange with new artists in many genres.
