NEAR is...an international organization founded in Sept. 1996

in Gyeongju, South Korea by 29 regional

governments in four Northeast Asian countries,

including South Korea, China, Japan, Russia.

Since the adoption of the NEAR Charter based on

mutual prosperity, NEAR has carried out extensive

exchange and cooperation projects in various

fields ranging from economy and trade, education

& cultural exchanges, environment, disaster

prevention, cross-border cooperation, science &

technology, tourism, ocean & fisheries, Mineral

Resources Development and Coordination,

Energy and Climate Change, Women and

Children, Bio-medical Industry to Agriculture.

Today, with the participation of North Korea and

Mongolia and the accession of new member

governments, NEAR encompasses 71 member

regions in six countries as an organization

representing Northeast Asia dedicated to regional

diplomacy & cooperation.

NEAR is open to all. Any local government located in the Northeast

Asian region sharing the founding purpose of

NEAR can join us through the NEAR General

Assembly.

NEAR This Month

NEAR Activities

The 2nd NEAR Subcommittee on Cross-Border

Cooperation was held on 7-9 November in

Irkutsk, Russia with 44 participants among 14

organizations from 4 countries in order to

discuss information sharing and ways for cross-

border cooperation.

Participants met to discuss a water quality on

the river flowing between Zabaikal and border

of Mongolia within China and Irkutsk and

Khabarovsk’s current situation of cross-border

cooperation among NEAR members.

Information on <Our common house, Altai >of

international concillation committee in Altai

region was also one of the topics.

Also they suggested two-way trade of cross

border region’s local government, presentation

for local PR, enhancement of fair activities,

border checkpoint of Russia-Mongolia-China,

mutual content and 24 hour work, and way of

establishing international free trade zone in

Altanbulag-kyakhta, border of Mongolia-Russia.

The Results of the conference

- Suggestion of bilateral trade, presentation on local promotion, and enhancement of

exhibition activities in Russia and neighboring local governments.

- Suggestion of joint project: Border checkpoint of Russia-Mongolia, Mutual Agreement of

Border Checkpoint of Russia-China, and 24hour Work System.

- Crackdown on infraction of border and Promotion of war with crime to continue

conciliation with the NEAR

- Preparation of a way making <Altanbulag-Kyakhta> International Free Trade Zone within

the NEAR member organizations

- Suggestion of giving opinions on allocation of Russia meat import quota system to

neighboring countries including China and Mongolia to local governments

- Establishment of a joint organization for exchanging information to strengthen cooperation

and relationship between trade and economy, investment project information publication,

exchange of information on foreign trade activities, legislative proposals, and preparation

of common website for exchange of information on international conferences (possible to

use the NEAR)

- Joint cooperation for protection of a water quality in the joint border area for nature

protection cooperation.

- Sharing experience of “International Coordinating Committee- Our Joint-Home- Altai”

Secretariat News

The Planning and Economic Committee of Gyeongsangbuk-Do

Provincial Council visited NEAR on Nov 15. Visitors consisting of

Chairman Park, Jin-Hyun of the planning and economic chairman and

other 11 members were reported about major job and outcomes from Kim,

Jae-Hyo, Secretary-General of the NEAR and spent time questioning and

answering

Also, while looking around working environment and encouraging

sending personnels of the NEAR abroad, Chairman Song, Pil-Kak,

Gyeongsangbuk-Do Provincial Council encouraged members of planning

and economic committee and NEAR secretariat staffs.

Secretary-General Kim, Jae-Hyo participated in the 10th Korea-China

International Seminar held on November 16, 2012 in Yecheon Cultural

Center and had an opportunity to present and discuss “the Role of the

Association of the North East Asia Regional Governments and the Way

of Connecting Regions among the NEAR members”.

The Planning and Economic Committee of

Gyeongsangbuk-Do Provincial Council visited NEAR

Chief Ku, Hae-Il, International Cooperation Department of the NEAR

with 3 participants participated in a workshop for Cooperation of Korea-

China-Japan public officials held on 7-8 Dec, 2012 in Grand Ambassador

Seoul and shared opinion about the way to develop localities of Korea-

China-Japan and a personal exchange in public officials.

In addition, he presented “The Current Situation of Cooperation among

the North East Asia Regional Governments”.

The Near Secretariat is in progress of website reorganization because of

obsolescence of current website and lack of functionality .Especially, this

construction project will strengthen video conference system, web-mail

system, and web-accessibility. The project also focuses on communication

reinforcement in members and plans to have a connection to SNS such as

Facebook and Youtube.

The project is scheduled to complete in the mid January, 2013.

Foundation ceremony of “Shandong-Gyeonggi Province University Exchange Conference”

Hunan - China

2012 China Hunan Province’s International Tourism Festival was held

on 12 Sep, 2012 in Chenzhou in Hunan. The festival set scene in

Dongjiang Lake in the theme of water for the first time and made people

feel romance and poetic mood through conversation between Hunan-world

water.

During this festival, participants had experienced various activities to

celebrate events such as Joint Performance with the theme of Chenzhou

folk culture, the 3rd China Mineral Exhibition, China Traditional Medicine

Forum, 2012 Miss Tourism of the Globe etc.

2012 China Hunan International Tourism Festival held

Shandong - China

Foundation Ceremony of Shandong-Gyeonggi Province University

Exchange Conference was held on October 25.

27 participants from Shandong Province and 100 participants from 12

institutions of higher education in Gyeonggi Province attended this

conference. Vice-Governor Shha-Gung and Choi, Seung-Dae, Vice

Governor of Gyeonggi Province signed “Shandong-Gyeonggi University

Exchange Conference Cooperative Agreement”.

Vice-Governor Shha-Gung of Shandong and Choi, Seung-Dae, Vice-

Governor of Gyeonggi Province took charge of co-president for

Shandong-Gyeonggi University Exchange Conference, and Universities

and Colleges from both Shandong and Gyeonggi Province will become

members.

Shandong built up comprehensive exchange platform with Korean local

governments for the first time and is going to offer many-sided

conveniences such as promoting school-works link, providing students

with education, enhancing student life, finding employment etc. by

showing both sides’ excellent resources from institutions of higher

education.

The number of universities located in Shandong is 156 and the number

of the Korean students is approximately 6000.

“Shandong-Gyeonggi Province’s University

Exchange Conference” co-started

Ningxia Hui - China

State Council of China ratified “Inland Opening-Up Economic Zone” in

the Ningxia Hui and an establishment of “Yinchuan Comprehensive

Bonded Area”. With this, Ningxia became China’s first “Inland Opening-

Up Economic Zone”.

The Provincial government of the Ningxia Hui held a press conference

regarding “Inland Opening-Up Economic Zone of the Ningxia Hui” and

“China-Arab Expo” on 7 Dec, 2012 in Diaoyutai State Guesthouse,

Beijing, in order to introduce related circumstances to each society

including internal and external press.

China’s National Development and Reform Commission, the Foreign

Office, the Department of Commerce, Custom House, and major

executives from Ningxia government including China diplomatic mission

from 60 countries took part in a press conference and answered the

questions.

Expo” held

Yamagata Prefecture - Japan

Yamagata prefecture participated in ‘Korea-Japan Festival, 2012 in

Seoul’ held on October 3 in Seoul, Korea, distributed materials of tourism

promotion, and had an event for taste testing of “Cheongju (Sake)”

produced in Yamagata as sightseeing caravan’s member of northeastern

region and Northern Kanto Region.

Fukui food Week

Fukui Prefecture launched 8 day session (2nd Sunday-3rd Sunday of

November 2012) for Fukui Food week. Providing food tasting classes in

schools, “Kenkoubishoku” which was made by Fukui as a health menu,

and “Fukui Taste Festival” allowing food to be gathered at one place,

Fukui implemented these activities for the first time as an autonomous

government

Fukui, highly evaluated as a repository of delicious foods according to

gourmets throughout the world as well as in Japan , is well known for the

hometown of Koshihikari, rice brand, and flourished with fall foods

representing Fukui such as snow crab, taro, buckwheat, etc.

Fukui rediscovers the attraction of Fukui foods upon this event and plans

to impress the importance of food and announce people that Fukui has

delicious foods.

Classical Drama Festival, held once in four years, was opened on 1-8

Nov, 2012 in Uvurhangai Aimag, middle part of Mongolia, for the

purpose of improving classical arts.

Orkhon Aimag, Darkhan Aimag, Bulgan Aimag, Arhangai Aimag, Tuv

Aimag, Huvsgul Aimag, Uvurhangai Aimag, all belonging to middle part

of Mongolia, took part in the second anniversary of Classical Drama

Festival. This festival showed “Romeo and Juliet, The Tempest, King

Lear” by William Shakespeare”, Et Dukkehjem by Henrik Ibsen, Desire

under the Elms by Eugene Gladstone O’Neill and etc.

Uvurhangai - Mongloia“smells good”.

Also, on the following day, travel agencies that handle Japan travel

goods at Lotte Hotel held meeting session and introduced golf course,

experience facilities, and hot spring in Yamagata.

Since Japan’s massive earthquake in 2011, the number of Korean

tourists visiting northeastern region of Japan has been rapidly reduced and

can’t recover previous level, but Yamagata is expecting that this event will

encourage more people to visit northeastern region again.

Mongolian Mountaineer Guide Association, supported by Ltd MCS-Coca-

Cola, held the First Ice Climbing Contest.

Ice climbing, one of the extreme sports is divided into high mountain

climbing and river fall climbing.

Climbing place for this time is “Ulaantsutgalan waterfall” standing 24

meters high and having a gradient of 85-90°∆, located in Orkhon River of

Uvurhangai Aimag.

As Mongolia has long and cold winter, ice climbing is likely to be developed

to be a popular winter sporting event. Mongolian Climbing Guide Association

holds this contest every year upon this opportunity.

The preparation for Gyeongju World Culture Expo 2013 in Istanbul is

speeding up.

The Organizing Committee of Gyeongju World Culture Expo held

briefing session and sponsored events on Istanbul-Gyeongju World

Culture Expo at “the conference of integrative investment promotion for

Korean enterprises” held on November 22 in Turkey and set a joint

secretariat office.

From 31 August to 22 September, 2012, Gyeongju World Culture Expo

will be held in Istanbul, Turkey, under the theme of the Ways, Meetings,

and Companionships.

As many as 50 countries including Asia, Europe, and America will

participate in the festival.

Gyeongsangbuk-do Province - Korea

The first winner of the 5th Magadan Crystal Contest - Lituania artist work: <Harpist>

<Magadan Crystal>, the 6th Magadan international Ice Sculpture Contest,

was held on 17 -22 Dec, 2012 in Victory Square of Magadan, Russia.

Magadan held this contest in order to promote ice sculpture work and

expand cultural base in a bid for program <2010-2014 local autonomy

education and cultural development>.

Northeast cities of Russia, cities of international goodwill exchange

including Magadan participated in this contest. The contest is divided into

2 parts with free topics: <Adolescent Sculptors> (participants under 18

years old) and <Experts> (participants more than 18 years old)

The result of contest was announced on Dec 22, 2012 Christmas Tree

Opening Ceremony in Magadan after examination of the panel composed

of 7 judges including representatives of contest organizing committee and

special sculptors.

Magadan - Russia “Upon Mongolian public officials’ invited training program last July and

this visit , if we push forward with expanding interdependent exchange in

inter local government invigorating to enter into Mongolia by exporting

capital, technical skills, high quality human resources, etc, the status of

Gyeongsangbuk-Do Provincial Government may be upgraded to a higher

level.” said Lee, Jae-Chun, Chief of the Department of Construction

Park, Mayor of Pohang, drew attention by introducing gratitude sharing

movement in a meeting, held on 14 Nov. in the Blue House, with

President Lee and Alliance for Character Education Nationwide

Association.

“If this program is determined to be certified program, there is an

opportunity to disseminate it to schools in Korea through Alliance for

Character Education Nationwide Association’s investigation and

confirmation process for personality program for the adolescent.” Said

Mayor Park.

Park, Seung- Ho, the Mayor of Pohang, introduced

gratitude sharing movement in the Blue House.

The 1st National Lifelong Learning Expo was held in Daejeon

Convention Center and Ilwon, Trade Exhibition Center, from 23 to 26

Nov, 2012

The expo was successfully finished with the participation of 150

institutions from 16 cities and provinces of the country, education offices

in-local of cities and provinces, institutions for lifelong education of cities

and provinces, learning cities.

This Expo was evaluated to have prepared the ground for Korean

lifelong learning expo by showing the direction and policy for lifelong

learning to go forward in the future ,with the participation of all age

groups from schoolchildren to senior citizens.

Gangwon-Do launched on-site special marketing program in order to

attract tourists from Shanghai, the biggest tourism market in China,

scheduled Yangyang international airport for regular charter flights which

is planned to operate next January, 2013.

Gangwon-Do expects that the Shanghai marketing will be a chance to

vitalize air route between Yangyang and Shanghai and expand air routes

to other cities and plans to reinforce consistent marketing for attracting

more Chinese tourists.

Gangwon-Do and China target Shanghai as the biggest

tourism market in China.

Geography

Altai Krai is located in the southwestern part of Siberia close to China and

Mongolia and borders with Kazakhastan.

The area of Altai Krai is 168,000㎢, which is two times larger of Austria, the

Czech Republic and Portugal. The population is 2,500,000 people with the

administrative center of the city of Barnaul.

Nature and Climate

Altai Krai has a great variety of landscapes such as grasslands, forest steppes

and forest, mountains and etc. The warmest month is July (21℃) and the

coldest is January (-18, -21℃).

Culture and History

Altai Krai is one of the Siberian regions with rich historical and cultural

heritage. There are 5000 cultural relics of archeology, architecture, history and

culture.

Economy

The leading sectors are the power, engineering, chemical and petrochemical,

building material, textile, and light industries. Altai Krai is a leading

manufacturer of ecologically clean agricultural products as well as cheese,

flour, cereal and macaroni.

Additionally, the bio-pharmaceutical cluster was built with the center in the

Russian science town of Biisk. Besides pharmaceutical industry, the town is

also a place for implementation of research and development projects in the

field of laser technologies, nanotechnologies, polymers and composites.

Main types of tourism

One can travel over the region by foot or ski, helicopter or paragliding, riding

horse or rafting, enjoy downhill skiing or riding mountain bike or car through

mountain passes. Also, one well-equipped can study the caves of mysterious

underground world, hike to the highest mountains or hunt wild animals.

The beach and spa recreational facilities are being developed in the numerous

salt and freshwater lakes of steppe Altai.

Tourist and health resort clusters

There are 180 hotels, 44 health resorts, 147 tourist centers and other

recreational spots and more than 160 “green” guesthouses.

Health resort zone

Altai Krai has valuable recreational resources. The water of mineral springs,

lakes` mud, unique climate conditions as well as velvet antlers` bathes, herbs

and etc. are applied for healing purposes. There are 44 health recreational

facilities providing 8,700 places for people at once.

3 main tourist and recreational clusters: <Belokuriha>,

<Golden Gates> and <Biryuzovaya Katun>

<Belokuriha>,

Belokuriha is a large-scale recreational area, including 9 tourist zones with

different purposes. The construction of these zones is scheduled for 2012-2016

with the help of private investors, federal, regional and municipal budgets. The

facilities for 4000 people will be built on the total area of 7,700 hectares.

<Golden Gates>

The Golden Gates is the site of integrated service for transit tourists heading

to Altai. Integrated services will include advertisements and announcing tourist

and natural spots of the region, hotel booking and trip packages, food services,

car maintenance and hotel services.

2014 is scheduled implementation period of “Golden Gates” investment

project.

<Biryuzovaya Katun>

Biryuzovaya Katun is a Special Economic Area with the project plans to

build aquapark, sport and recreational, shopping and entertainment centers,

extreme sport center, horse sport barns, youth camp, slopes for downhill ski

with equipment for producing artificial snow.

NEAR Member Tour

Gyeongju World Culture Expo 2013 is scheduled to open from 31 of August

to 22 of September of 2013 in Istanbul, Turkey, under the theme of the Ways,

Meetings, and Companionships.

This is the second international expo following Angkor Wat, Cambodia in

2006. As many as 30 various cultural programs in 9 fields including exhibition,

performance, images, experience, special event, etc will be shown by about 50

countries from Asia, Europe, and America. Gyeongju and Istanbul is scheduled

to organize a Joint Organizing Committee next January and prepare the festival

in earnest with setting up specific plans next March.

Also, with the place of sports cultural interchange between Korea and

Turkey, large-scale’s preliminary events such as “Country Representative

Soccer Game between Korea-Turkey”, “Korea Wave Auto Caravan” that 100

cars go across Silk Road from Gyeongju to Istanbul, and “Sea Cruise Training

that is outspread along Silk Road sea” are also scheduled to open.

Both sides are under discussion to prepare various programs such as Korea-

Turkey National Show, Special Concert at Dolmabaceyche Palace, Meeting on

Silk Road, Silk Road Merchant Parade, Queen Seondeok Parade, A Thousand

years’ Photo and Picture Exhibition, Shilla Treasure Exhibition, World Movie

Festival, Korea-Turkey Food Trial Exhibition, Korea-Turkey Traditional Dress

Parade, K-pop Concert, etc.

Gyeongju expo plans to spread excellence and value of Korean culture as

well as Gyong-Buk in all the world including the history of Shilla Dynasty

with more than a thousand years, that embodies valuable beauty of Shilla

Dynasty’s inheritance by the photo, non-verbal performance ‘FLYing’ that has

been exported to Singapore and succeeded internationally, and ‘Korean

Culture’ representing lifestyle of Korean with traditional culture and the

necessities of life.

To spread the rise of Korean Wave all over the world, Korean Film Festival,

We invite you to ‘the Silk Road of Culture’ combining

the Ways, Meetings, andCompanionships.

Gyeongsangbuk-do Province - Korea

The history of human civilization is a history that

develops ways, comes along the ways, and

communicates through the ways. Gyeongju, the

capital city of Shilla Dynasty and Istanbul, the

cultural center of Greece, Rome, and Osman have

been flourished as a center where cultures of both

the East and the West meet along the Silk Road.

As such, Silk Road is more than simple route of

communication. It means a way of dream and hope

as well as exchange and communication. Now,

this road is new-born as “the Silk Road of the 21st

century”.

Overview

Dungovi Aimag is located 260km away from Ulaanbaatar, the capital of Mongolia. From old times,

Dungovi Aimag put their heart and soul into music. Especially, many singers with talent in “Urtiin duu”, one

of the genres of Mongolia folk song are discovered from Dungovi Aimag.

“Urtiin duu” has a great compass to reach a three octavevocal range and was designated in the World

Heritage Intangible Cultural Assets in 2005. Also, Kousimss and lamb are nationally well known for its taste

and quality. As Dungovi Aimag is comparatively close to Ulaanbaatar, the capital of Mongolia, it is cheaper

and takes less time traveling to Ulaanbaatar than other desert regions in Mongolia.

Trace of Wind- Strange Rocks

Dungovi Aimag located at the intersection of South and North of the airflow is one of the most windswept

areas in Mongolia. Therefore, Dungovi Aimag is a Heaven of the Sculptures of the Nature with exotic

scenery and magnificent strange rocks produced by wind. Most of the granitic areas in Mongolia are mostly

located in this area. It is a Granite mountain spreading out from west to east covering 20 kilometers. It is

1,706 meters high and there are about 40 caves and rocks looking like all creations. This course is not

difficult to travel by walking as the caves are located near each other and not dangerous to walk.

Local Sports- Camel Polo

Gobi in Mongolia considered as the hometown of a Bactrian Camel can’t be imagined without camel. But,

as the number of camels is decreasing every year, local government has started to hold Camel Polo Contest in

Gobi Aimag such as Umnugobi and Dornogovi to encourage people to raise camel and attract tourists. After

holding the 1st Camel Polo Contest in 2006, Dornogovi Aimag held championship series in the range of

whole country. Today, Camel Polo became popular sports as it belongs to 9 Mongolia tradition sports items.

Local Brand

Major industry of Dundgovi is live stock farming and it plays an important role for economic development

in Aimag. Among stock farming products, Koumiss and fermented food from a camel’s milk are excellent in

terms of taste and quality so that these items are local representative brand. Koumiss in this area has more

fatty acid including protein and unsaturated acid than other locals have and especially, the reason why the

taste of Koumiss and lamb is good is because of unique ingredients of wild grass produced in desert areas.

International Exchange

Dundgobi Aimag has an international sisterhood relationship with Kyahta city , Republic of Buryatia in the

filed of education, public health, and culture and agrees to promote antidesertification business and

improvemet in the water suply with Goyang-si and Jangseong-gun.
