    As of 6:00 AM, 25 December 2012, a total of 711,682 families / 6,243,998 persons in3,064 Barangays /318 municipalities /40 cities /34 provinces of Regions IV-B, VI, VII,VIII, IX, X, XI, XII, CARAGA and ARMM were affected.

    The total number of population currently served inside and outside the evacuationcenters is 226,497 families / 973,207 persons.

    IV. EMERGENCY RESPONSE MANAGEMENT

    A. Meetings Conducted

    Emergency Meeting re Preparedness Measures for Typhoon "BOPHA" was held atthe NDRRMC Operations Center on 02 December 2012 at 2:00 PM. It was attended byOCD, PAGASA, DILG, DOH, DSWD, AFP, PNP, PIA, BFP, PCG, PRC and MMDA

    NDRRMC conducted Meeting to Provide Inputs and Actions Taken on the President'sDirectives on the Effects of TY "PABLO" held at the NDRRMC Operations Center at

    9:00 AM on 17 December 2012, attended by OCD-Training, OCD-OPNS, DepEd, BFP,PCG, DILG, DOH, PNP, PAGASA, AFPCC, PRC, DOH-HEMS, PCG, DSWD, DPWHand PHIVOLCS.

    Chairperson, NDRRMC and SND Voltaire T. Gazmin with Exec. Dir., NDRRMC andCDA Usec. Benito T. Ramos met with Mr. Sanny Jegillos of UNDP regarding theassistance from UNDP to TY "PABLO" affected communities.

    DOH conducted Briefing of Response Team from the other Regions for deployment toCompostela, Monkayo and New Bataan and a meeting with the new partner fromAustralia that will provide assistance in water quality monitoring.

    DOH WASH Team conducted cluster meeting with UNICEF, ADRA, Phils., CRS, WorldVision, ACF, WHO, PRC, HRC/OXFAM).

    RDRRMC ARMM held an Emergency/Special Meeting at ORG, ARMM re preparationsfor TY "PABLO"

    OCD XI attended the Joint Shelter Cluster Meeting regarding shelter concerns held atSeminar Hall DSWD XI Davao City and attended orientation of cluster approach incollaboration with UN-OCHA participated by Joint Cluster Goods & NGOs at SeminarHall, DSWD XI

    B. Search and Rescue (SAR) and Evacuation Operations

    SAR operations were concerted efforts of PCG, AFP (NOLCOM, WESTCOM,

    CENTCOM, WESTMINCOM, EASTMINCOM, PAF and NAVFORSOL), BFP and PNPwith a total of 164,331 families/702,746 persons evacuated to the designatedevacuation centers established in various affected areas and outside evacuation areas(relatives and friends) and with 134 persons rescued

    Below are assets from AFP, PNP, PCG, and BFP deployed to Davao Provinces,Negros Oriental, Compostela Valley, Surigao and Agusan Provinces for SAR operations

    PCG

    Task Force Maritime Search and Rescue SarGen is continuously conducting search

    and rescue operations for the remaining missing fishermen PCG-manned BFAR Patrol Boat MCS-3005 rescued four (4) survivors and recoveredone (1) dead body; BFAR Patrol Boat (MCS-3009) scoured the waters of Surigao andMati City, Davao Oriental.

    PCG K-9 Search and Rescue dogs with handlers were deployed for SAR and retrievaloperations in New Bataan, Compostela Valley, under the operational control of 10thInfantry Division of the Philippine Army

    PNP PRO 4-B - PPO Romblon provided police assistance to stranded passengers of MV

    Querubin of Montenegro Shipping Lines which was stranded in Romblon Port; PPOPalawan provided police assistance in the evacuation of 20 families from Brgy. Coron,Palawan to the Coron Gymnasium, 7 families from Brgy. San Francisco Laga, Roxas,

    Palawan to Roxas Gymnasium and 40 families from Arceli, Palawan. PRO 8 AbuyogPolice Station, Leyte Provincial Police Office conducted SAR operations in Brgys.Bagacay, Bulak, Kikilo, San Roque and Brgy Sta. Lucia.

    PRO 9 Regional Public Safety Battalion (RPSB 9) in coordination with BFP and 14thDiv Recon Coy rescued stranded villagers in Vitali District, a village near the border ofZamboanga Sibugay. Zamboanga City Police Office (ZCPO) was dispatched to Sitios

    Tamion, Bataan, Taloptap, Tamaran, Camino Nuevo, and Miami all in Brgy. Vitali,Zamboanga City and rescued 92 affected families who were brought to their designatedevacuation center in Vitali Church.

    PRO 10 Regional Public Safety Battalion (RPSB 10) conducted rescue andevacuation operation in various areas in Cagayan de Oro City utilizing 1 Patrol Hilux andother available SAR assets and assisted in the clearing of roads and highways fromdebris and other ruins in Brgy. Balulang, Cagayan de Oro City. RMU 10 six (6)-man SARTeam conducted search and rescue operations at Bgy. Consolacion, Cagayan de OroCity and was able to help more or less 100 residents stranded due to increasing waterlevel at CDO River

    PRO 11 Regional Public Safety Battalion (RPSB 11) SAR Teams augmented theLDRRMC of Davao Oriental for the SAR operations. Crime Laboratory Office X1provided 10 personnel to PPO Compostela Valley and 4 personnel to PPO DavaoOriental for disaster victim

    AFP (67IB and 701st BDE) conducted SAR and retrieval operations at Boston, DavaoOriental.

    Phil. Navy stationed in Surigao del Norte retrieved three (3) fishermen from GeneralSantos City in the custody of foreign vessel Reefer Calya Portese en route to Tokyo,Japan. The said fishermen were confined in CARAGA Regional Hospital.

    On 20 December 2012, troops from 66IB DRU, 72IB DRU and TG 1002nd conductedtheir search and retrieval operations and 525ECBn conducted clearing operation at NewBataan, Compostella Valley.

    C. RELIEF AND RECOVERY OPERATIONS

    1. CAMP COORDINATION MANAGEMENT (DSWD Lead Agency)

    DSWD Field Offices sustained mobilizing regional QRTs and SWAD teams to providetechnical assistance to LGUs along with rapid assessment, disaster reporting, reliefdistribution, camp management, and psychosocial interventions.

    As of 25 December 2012, combined amounts of assistance from DSWD, LGUs, DOH,NGOs/INGOs and NDRRMC amounting to PHP258,832,078.16, broken down as

    A total of 1,259 evacuation centers were activated at the height of the displacements andprovided temporary shelter to 164,331 families composed of 702,746 persons. On the

    other hand, 253,805 families with 1.06 million persons sought shelter outsideevacuation centers during the peak of the displacement. (Source: DSWD Report No. 51 Dec.21,2012/3PM)

    Additional evacuation centers were reported thus making a total of 87 evacuationcenters still operational and serving 3,011 families with 13,940 persons. On the otherhand, 223,486 families with 959,267 persons are still outside temporary shelters(Source: DSWD Report No. 51 Dec.20, 2012/3PM)

    DSWD Disaster Assistance Family Access Card (DAFAC) was utilized for the masterlisting and profiling of displaced families for the generation of disaggregated data bygender and age, identification of vulnerable sectors such as children, women, PWDs,older persons, etc.

    DSWD provided PHP126.34 million worth of relief augmentation support to affected

    LGUs in forms of food packs, non-food items, financial assistance for the bereavedfamilies of the dead, etc.:(Source: DSWD Report No. 51 Dec.21, 2012/3PM)

    Released PHP14 million to DSWD-CARAGA: (PHP13 million standby funds for relief,PHP280,000.00 assistance to individuals in crisis and PHP720,000.00 for emergencyshelter assistance. Also released an additional PHP12.5 million of standby funds toDSWD - CARAGA.

    Released additional standby funds for DSWD - CARAGA (PHP38 million) and DSWD-FO X (PHP3.78 million) amounting to PHP41.78 million.

    DSWD received PHP21.8 million donations in cash (PHP12.23 million) and in kind(PHP9.6 million) from various donors.

    RDRRMC/OCD XI established Regional Response Coordination Center (PRRCC) forPablo at DSWD XI Operation Center in Davao City and oversees the PRRCC whichserves as a nerve center for information and coordination of all clusters

    DSWD XI provided 14,500 food packs for the Davao Oriental and Compostela ValleyProvinces and has standby 2,155 packs of assorted food stuff and they now packingadditional 200 packs of assorted food stuff

    BFP

    BFP Misamis Oriental conducted water rationing in the evacuation centers located atLugait Central School, Lugait National High School and in Opol, Misamis Oriental and

    BFP Cagayan de Oro conducted water rationing in different barangays and evacuationcenters in Cagayan de Oro City

    DSWD's aid to include PHP44 million worth of family food packs (PHP10 million), fooditems (PHP8.45 million) and non-food items (PHP25.59 million), transported fromDSWD-NROC to Region XI as well as the 278,452 family food packs provided to the

    hardest areas of Region XI and CARAGA. DSWD - ongoing repacking of the PHP87.26 million worth of noche buena packs for

    Region XI with the packaging, transport and distribution assistance of DSWD-FOs X andXII in close coordination with DSWD-FOs XI: 113,490 packs for Compostela Valley,44,388 packs for Davao Oriental, 14,496 packs for Davao del Norte and 500 packs forDavao City.

    Alagang Kapatid Foundation Inc provided non-perishable food and NFIs Mayors League of the Philippines in Pampanga donated 114 coffins sent to new

    Bataan, Compostela Valley Panabo City Fire Station distributed relief goods to New Bataan, Compostela Valley.

    Surigao del Sur PPO personnel assisted the local DRRMC in packing and distributionof relief goods PCG Ship SARV-3504 transported 33 civilians, 4 BFAR, 1 PA and 12 PNP personnel

    and 300 sacks of assorted relief goods to Barangay from Port of Mati PDRRMC Isabela provided 1,000 sacks of rice Petron Foundation and Office of the Special Prosecutor, Ombudsman and Mr.

    Ramon Rechebei provided assorted clothing DPWH XI provided dump trucks for the transportation of assorted relief goods to different

    affected areas. CDRRMC Oroquita City with DSWD distributed relief goods at the different evacuation

    Non-Government Organization (NGOs) Donors

    GMA Kapuso Foundation provided 50 sacks of rice, 10 sacks of Laundry soap, 10sacks shampoo, 750 cases bottled water;

    Adventist and Development Relief Agency (ADRA) donated 3,000 pcs jerry cans(at 5

    gallons each) and 40 pcs (at 80g each); 3,000 pcs (2.5 gallons) and 40 pcs (at 45 geach); 10 bales (5,500 pcs) of empty sacks for food items and 1 truck load of usedclothing (packs of clothes)

    World Food Programme (WFP) provided 100 metric tons of High Energy Biscuitsthrough the DSWD which were transported to Davao Airport via C-130 ASEAN AHA Center provided three (3) 45 KVA generator sets with weight at 1.96 mt

    each ASEAN HUMANITARIAN ASSISTANCE ON DISASTER MANAGEMENT provided the

    meals of two hundred volunteers for five days who repack assorted goods at the RegionalRelief Operation Center for the victims of Typhoon Pablo

    New Zealand Government pledged to provide $NZ500,000 to the InternationalFederation of the Red Cross for the victims of Typhoon Pablo

    OXFAM Great Britain donated assorted goods and equipment Australian Government has approved the availability of emergency and early recovery

    relief assistance of up to A$ 5 million in support to the Philippine Government efforts:$2million for food and essential survival kit through the WFP, PRC and United NationsPopulation Fund and $3 million for relief and recovery needs through Australian NGOsworking in worst hit areas with their local partners.

    Second Harvest of Japan donated 2,399 boxes of bottled water subject for mobilization

    DSWD allocated the PHP9.57 million donation from the Government of Japan thruJICA to Region XI consisting of tents (300 sets), plastic sheets (200 pieces), polyestertanks (2,130 units) and sleeping mattress (2,820 pieces) set for airlifting on board the C-130 of the PAF-AFP and Installed two (2) mobile storage units (MSUs) for reliefwarehousing and management in Nabunturan and Trento, all in the Province ofCompostela Valley

    South Korea thru its Korea International Cooperation Agency (KOICA) donated8,880 pieces of blankets, 500 hygiene kits, 3,000 pieces foldable water bag and 400pieces tarpaulin.

    Local Donations

    DSWD FOs XI and CARAGA received donations amounting to PHP2,564,000.00:PHP1,500,000.00 from the Tarlac Provincial Government; PHP1,000,000.00 fromMetroBank Foundation, Incorporated; and PHP64,000.00 from private donors

    3. HEALTH, WASH, NUTRITION AND PSYCHOSOCIAL INTERVENTION

    3.1 HEALTH

    3.1.1 Health Logistical Support

    As of 24 December 2012, the total health logistical support amounted toPHP35,573,666.95: supplies prepositioned (PHP4,329,752.20); DOH logisticalsupport (PHP31,243,914.75); and

    Buffer stock in warehouses (PHP304,497,683.74)(Source:HEARS PLUS Report Dec 24, 2012)

    3.1.2 Causes of Death

    The cause of death were severe injuries due to fallen trees and debris (61%),drowning (18%), multiple injuries secondary to trauma (8%), awaiting reports (13%)

    3.1.3 Common Consultations

    Acute Respiratory Infection, open wounds and bruises, fever, acute watery diarrhea,skin diseases, high blood pressure, acute asthmatic attack, animal bite, fracture, and

    suspected measles3.1.4 Common Diseases

    Top leading consultations - Acute Respiratory Infection (500 cases), fever (44cases), acute watery diarrhea (18 cases), open wounds and bruises (27 cases), highblood pressure (35 cases), skin diseases (9 cases) and acute asthmatic attack,animal bite, fracture and suspected measles.

    3.1.5 Hospital Services

    DOH teams had so far treated 1,282 patients, undergone surgery to 162 patients and572 admitted in four (4) hospitals namely: Davao Regional Hospital, Mati ProvincialHospital, Compostela Valley Provincial Hospital-Montevista; and Southern

    Philippines Medical Center (Davao City) PRC teams also treated 720 cases of cough and colds, loose bowel movement

    (LBM) and fever in its Emergency Health Station in Baganga: 74 (below 5 y/o) and259 (above 5 y/o) outpatients

    3.1.6 DOH Augmentation to Affected Areas

    DOH had so far augmented essential medicines/supplies worth PHP22.25 million;distributed 1,948 cadaver bags, 300 cot beds, 3 generators (Baganga, New Bataanand Cateel), 3,000 water containers, 20 tents as medical clinics and 2,000 vials anti-tetanus toxoid vaccines; and deployed DOH medical teams from DOH hospitals/facilities (Regions V, VII, IX, X, XI, XII, XIII)

    A total of 121 medical teams (1,166 personnel deployed) and 107 technical teams

    (1,009 personnel deployed) had been mobilized from 5 Dec to 23 Dec. in Region XI.A total of 114 sites had been visited/assessed by Medical Teams and 107 sites byTechnical Teams in Region XI.

    The following private, NGOs and other partners that have been providing assistancesupport in 3 municipalities of Davao Oriental and seven (7) municipalities ofCompostela Valley: MERLIN, UNFPA, Philippine Red Cross, Plan International,

    Catholic Relief Services, Save the Children, World Food Program, WHO,Humanitarian Response Consortium (HRC)/OXFAM, UNICEF, World Vision,Singaporean (Mercy Relief), Maynilad, Manila Waters and Adventist Relief Agency,Albay Government and MMDA

    DOH CHD Bicol deployed Public Health Team of 32 members from differentagencies to provide medical services with drugs, medicines and supplies.

    CHD VII gave Tetanus vaccines to New Bataan and requested CHD XI to sendvaccines especially anti-measles and anti-tetanus and some additional medicines

    CHD X conducted Rapid Health Assessment in Lanao del Norte, Bukidnon, MisamisOriental and Cagayan de Oro City and augmented additional PHP50,000 worth ofassorted drugs and medicines to all Provinces of Northern Mindanao

    CHD XII delivered PHP27,950.00 worth of assorted medicines and cadaver bags on13 December 2012 to CHD XI

    CHD CARAGA deployed medical teams in Bohol, Cebu, Negros Oriental andSiquijor; and provided additional medicines to Hinatuan, Surigao del Sur and Agusandel Sur Psychosocial services (Assessment and Counseling) in Brgys. Sinobong and

    Del Monte, Veruela and Agusan del Sur

    3.1.7 NGOs and Other Agencies

    PHAP Cares Foundation Inc. provided 24 boxes medicines for CHD Region XI OCEANA GOLD (PHILS), INC provided 24 boxes of medicines for Mindanao PCG donated and transported fifty-five (55) boxes of medicines intended for

    Municipalities of Baganga, Cateel, Boston AFP Medical Team conducted medical mission on 20 December 2012 at Brgy.

    Bantakan, New Bataan, Compostella Valley

    3.2 WASH

    Distribution of hygiene kits and water quality monitoring are continuously beingundertaken by the WASH teams. So far, nine (9) water filtration systems from thefollowing donors were already deployed to the municipalities of Cateel, Baganga andBoston in Davao Oriental; Compostela and New Bataan, Compostela Valley

    Province, with 49,139 families served: PDRRMC Albay Humanitarian Relief Mission 70-man SAR and WATSAN

    teams dubbed as "Tabang MindaNow" 1 unit Water Purifying Machine MMDA - 9 man-SAR teams with one (1) water sanitation equipment and

    rescue tools Maynilad - Portable water treatment plant and portable water supplies LGU Isabela two (2) units water purifier 51st Engineering Brigade 1 unit water filtration system Singaporean NGO - two (2) units Pedalpure Portable Water Filtration

    Systems PMS - Water Purifier with truck and 10 gal Ferric Chloride (for tracking) ACF International - two (2) water pumps, two (2) kit bladders (10m3), two (2)

    kits and hygiene kits at Boston, Davao Oriental. Additional 546 hygiene kits and water kits were provided in Boston, Davao Oriental

    by DSWD and UNICEF. DOH CHD XI briefed the response teams from other regions for deployment to

    Compostela, Monkayo and New Bataan in Compostela Valley; conducted meeting

    with new partner from Australia who commits to provide assistance in water qualitymonitoring; and provided 100 PHC at Compostela and New Bataan and 16,000 aquatabs at Laak all in Compostela Valley and Kapalong and Asuncion in Davao delNorte.

    DOH-CHD XII provided 269 jerry cans with 72 hyposol bottles, 1,297 tarps forlatrines and 100 PHC at Cateel, Davao Oriental.

    3.3 NUTRITION

    The distribution of ready to use supplementary food (RUSF) plumzy doz in five (5)priority municipalities in CHD Davao started December 11, 2012 and a total of 1,452boxes of RUSF amounting to PHP3,136,320.00 were distributed to 26,136beneficiaries (children with age ranging from 6 to 36 months)

    The Nutrition cluster conducted active screening for acute malnutrition through MidUpper Arm Circumference (MUAC) measurement and distributed Vitamin A in the

    municipalities of Montevista, Monkayo, New Bataan and Compostela; distributedposters and flyers in Municipal Nutrition Offices; oriented field staff to supervise thedistribution of ready to use supplementary food (plumpy Doz); finalized arrangementfor storage and distribution of ready to use supplementary food (RUSF); continuouslymonitored milk code violations in the evacuation sites; coordinated with GOs andNGOs volunteers for the integration of MUAC screening and Vitamin Asupplementation in their service delivery packages; mapped out organized teams forbreastfeeding support; finalized agreements on Infant and Young Children Feeding inEmergencies (IYCF-E) interventions.

    3.4. PSYCHOSOCIAL

    DSWD provided stress debriefing sessions to an additional of 80 survivors (28

    males/52 females) held at the multi-purpose building of Compostela, CompostelaValley and a total of 287 survivors in Compostela, Compostela Valley have beenprovided with stress debriefing sessions

    Deployed 15 stress debriefers and 16 camp managers from DSWD-FOXI in thehardest hit areas of Compostela Valley and Davao Oriental.

    4. LOGISTICS AND TELECOMMUNICATIONSAirlift Operations

    On Dec 12, 2012, PN vessel BRP Laguna (LT-501) transported 295,140kgs ofassorted relief goods consisting of food and non food items to Region XI andCARAGA: DSWD (139,844kgs); PRC (24,625kgs); WFP(9.442kgs); Mayors League(9,030kgs), OCD (16,685kgs), Alagang Kapatid Foundation (13,075kgs); CMOG- PN(3,650kgs); Naval Reserve CommandNCR (1,600kgs); Naval Base Cavite (200kgs);ADRA and LWUA (12,182kgs); PN AFRESCOM (Shelter box 21,150kgs); NFEM(10,000kgs); DepEd (2,375kgs); PATFOR (100kgs ), FMRF (400kgs)

    MARINA coordinated with the vessel owners to ship relief goods to Mati City

    Land Transport Operations

    Logistics cluster provided thirty (30) trucks to DSWD for use in transporting reliefgoods within Davao Region

    DILG XI provided DSWD XI with vehicles to support the delivery of relief goodsAFP 20 December 2012, three (3) M35 truck loaded with relief goods from EMC arrived at

    HTF DRRO and forwarded to ICP 1001Bde at Poblacion, New Bataan fordistribution.

    5. EDUCATION

    DepEd reported that 385 schools in 22 Divisions of 8 regions were damaged. TyphoonPablo has a longer effect on the conduct of classes in Davao Oriental as 87 schools outof 170 schools, will resume their classes in January 2013: 11 in Boston, 23 in Cateel, 14in Baganga North District; 15 in Baganga South District; 21 in CARAGA; one (1) inManay; and two (2) in Tarragona.

    In Compostela Valley, 141 schools had been damaged (80 partially and 61 totally).Some schools in the Districts of Monkayo and New Bataan are still occupied byevacuees. Classes in Compostela Valley will resume by 17 December 2012.
