About the University:
The Babasaheb Bhimrao Ambedkar University (A
Central University) Lucknow, (NAAC Accredited “A”
Grade) is one of the premier Central Universities in the
country established on 10th January 1996 to promote
advanced knowledge offering master courses and
research, which is now extended to UG courses also.
Presently the University is offering 22 courses in various
disciplines and number of courses is in row. Its 250
acres campus located of the Raebareli road about 10
k.m. south of Charbagh Railway Station of Lucknow.
The University is a residential University and is
committed to develop as a centre for excellence in the
field of higher education. The University offers
appropriate courses relevant for the development of
socially and educationally depressed section of the
people, including agricultural technology and rural
crafts; to promote the study of the principles for which
Babasaheb Bhimrao Ambedkar worked during his
lifetime, to pay special attention to the promotion of
educational and economic interests and welfare of the
people in general and members belonging to the SC/ST
in particular.
About Lucknow:
Lucknow, the city situated on the banks of the river
Gomti popularly known as the city of the Nawabs and
Nawabi culture worldwide. It is also known as the
Golden City of the East, Shiraz-i-Hind and the
Constantinople of India. Lucknow is a beautiful city and
famous for its historical monuments which were built
during the ancient times and still retains its old world
charm. Lucknow is also famous for its traditional
cuisine, fine arts and the most courteous people you will
ever find in India. It is the capital city of Uttar Pradesh
and stands out as a city that takes pride in the endearing.
Concept Note:
Throughout centuries, the disabled have been oppressed
marginalised and stigmatized in almost all societies.
They constitute a section of the population, which is
most backward, least served and grossly neglected.
Person with disability are the poorest of the poor and
weakest of the weak, who have been socially,
educationally and economically disadvantaged; thus
having customarily denied their right to self-assertion,
identity and development.
India is not an exception to this there are so
many issues and challenges regarding protections of the
rights of the persons with disabilities. WHO report states
that ten per cent of the entire world's population live
with disability (650 million) and that there are more
people living with disability in India than in any other
country. India is party to the United Nations Convention
on the Rights of Persons with Disabilities (CRPD). It is
mandated for all countries that the substantive rights and
principles of the Convention should reflect on the
relevant laws of the land. The Constitution of India
within its general welfare perspective made provisions
for the persons with disabilities under Part III of the
Constitution. The 1970s marked a new approach to
disability. The concept of human rights for disabled
persons began to become more accepted internationally.
The Declaration on the Rights of Disabled Persons,
adopted by the General Assembly on 9 December 1975,
encouraged national and international protection of the
rights of the disabled. Recognition was given to the fact
that disabled persons were entitled to the same political
and civil rights as others, including measures necessary
to enable them to become self-sufficient. This was the
era when there was a shift from welfare based approach
to the rights based approach for the PWD. For getting in
tuned with this right based approach the parliament
enacted The Rights of Persons With Disabilities Act,
2016 (Repealed 1995 Act), The Rehabilitation Council
of India Act 1992 and The National Trust Act 1999
along with various policies for the upliftment of the
PWD. But unfortunately all these acts and policies are
more inclined towards the medical model than the social
and legal model for the PWD that emphasized that
disability is not merely a medical issue rather; it’s a
social issue, it’s a human rights issue The human rights
based approach or construct of disability upholds the
view that disability is a condition which results from
interactions of impairments with various barriers in
society. Such interactions prevent one’s participation in
society on an equal basis with others. Society needs an
inclusive rather than a perspective and restrictive
understanding of disability. The barriers which a person
with a disability encounters are broadly–attitudinal,
environmental, institutional and informational not
physical. Only this understanding to disability would
create an environment where people with disabilities
will be accepted as equal citizens with rights, will
equally capable of claiming these rights and making
autonomous decisions based on their free and informed
consent and will act as an active members of society.
Besides the adoption of a number legal
instruments India has also developed various policies
and programmes related to persons with disability to
achieve equity across the nation but still the effective
impact of it is yet to be seen. Hence this Seminar aims to
review the existing understanding, laws and Policies
regarding disability in India. This also aims to create
awareness amongst academicians, educationist, peoples,
civil society members and parliamentarians and also to
promote and encourage them to respond proactively to
the issues related to the disability sector in India today.
We hope that this seminar will effectively inform and
assist our representative bodies in working to secure the
rights of people living with disabilities at the appropriate
policy levels.
Objectives of the Seminar:
In this background, the main objective of the seminar
would be to critically discuss and deliberate upon its
theme Problem, Protection and
Perspective of Persons with
Disability: Law & Policy in order to develop
a comprehensive understanding of the issues involved
and come out with some appropriate solutions relating to Problem, Protection and Perspective of Persons with
Disability . Following are the specific objectives of the
one day National Seminar:
To explore and disseminate the correct
understanding of disability;
To discuss the constitutional provisions and
other national and international laws and
policies on disability;
To critically analyze the proper implementation
of various rules, regulations and laws related to
persons with disability by government.
To address all the issues and challenges of
persons with disability in all the aspects of life
and their development both physical and
mental;
To discuss the educational, economic and
social status of persons with disability;
To support the disabled persons to get their
self-respect, rights, welfare and security in the
society
To assist them with their proper rehabilitation,
attainment of equal opportunities, reduction of
poverty and increasing their role in building of
an inclusive society;
To increase awareness and sensitivity towards
the human rights based approach for persons
with the disability.
Sub-Themes of the Seminar:
1. International Perspectives on persons with
Disability.
2. National Legal Framework and Policies for
Persons with Disability.
3.Social cultural , religious and Human Rights
Perspectives for Persons with Disability
4. Any other issue related to main theme.

Submission of Abstract:
The Participants interested in making Paper
presentation on the seminar theme are
requested to submit their Abstract along with
registration form.
The abstract of paper Maximum 300 words, in
MS word 12 points Font New
Times roman, 1.5 space.
Full paper within 4000- 8000 words and should
be typed in MS word 12 points
Font New Times roman, 1.5 space on A4 size
paper.
Abstract and full paper must be sent on e-mail
followed by hard copy of the same by post on
the address given below.
Rules of Participation:
For participation, registration is mandatory.
Only registered participants will be allowed to
take part in National Seminar.
Participants/ Paper Presenters have to register
at the time of Registration.
Personal presence is necessary. No certificate
will be issued to the candidate who will not
present in the seminar personally.
No abstract or full paper shall be accepted after
the last date of submission respectively.
Only the quality paper based on original
research will be accepted for presentation.
Only ONE co- author shall be allowed.
TA/DA AND ACCOMMODATION SHALL
NOT BE PROVIDED.
