Chief Maritime Executive – 26-state district, including the Gulf Coast 2011 - 2013Realigned 5,100 employee unit to meet evolving deepwater drilling and river safety demands. Led change of priorities to assess and address maritime business risks across the Heartland and along the Gulf Coast, covering 12,000 miles of coastline and inland waterways. Advanced new capacity, established new unit, and focused on technical complexities and constituents. Representative results:

Adjusted break-even point for “new resource reality” through business wide cost reductions.

Led process improvements in multiple areas, including: inspection of regulated offshore mobile drilling platforms, towing vessel safety examinations and traffic management, revised risk mitigation plans, and re-assignment of top talent to greatest risk areas.

Responsible for coordinating strategic planning, logistics, information flow and resourcing the oil spill response assets. Representative results:

Co-led government-industry team to effect safe oil spill response to return environment to pre-spill condition, re-open fisheries and remove oil from water and shorelines of 5 states.

Led incident briefs and-daily reports to White House, Cabinet Secretaries, and State officials.

Oversaw environmental specialists’ suggestions to achieve goals. Coordinated comprehensive sampling and analysis plan for a safe, credible, and timely re-opening of fisheries.

Operations Executive – USCG Sector Southeastern New England 2005 - 2007Led successful merger of 2 operating units into a single, 550 employee unit. Directed operations involving 4 ships, 8 search and rescue stations, and 3 maritime safety components examining commercial ships and responding to maritime operations and crises. Representative results:

Planned and led merger efforts over 2-year period, resulting in cultural “oneness.” Led high visibility and precedent-setting LNG terminal / waterway suitability

assessment. Analyzed navigation risks, safety and energy needs. Diplomatically addressed activists at public events. Reached objective-based decision following 28-month review process.

Led fire / oil spill response at Motiva marine oil facility. Months-long efforts into fire that closed facility included fire investigation; damage assessment; temporary repairs; and complex, long term repairs. Restored partial terminal operations within weeks.

Marine Safety Executive – USCG Marine Safety Center 2003 - 2005Implemented new Marine Transportation Security Act regulations smoothly and efficiently. Led 50+ employee national center, with engineers and naval architects reviewing ship designs, structures, safety and security systems of passenger ships, freight and tank vessels, in addition to navigation, fire protection, and engineering systems on mobile offshore drilling units and production facilities. Representative results:

Led lightning fast creation of team & processes and completed project reviewing 10,000 US vessel security plans within tight international deadline. Project came in 24% under budget.

Created visionary “compliance through engagement” outreach strategy to connect with thousands of plan submitters, often numerous times, to create a
