PHYSICAL RESOURCES
Approach and summary: Describe physical characteristics and land use
potentials and constraints. Identifying potentials and constraints can
help define the supply of land and water resources available forfuture growth and development. This can be done by considering
what is: (a) legally mandated (land classification), (b) physically
appropriate (land suitability), and (c) physically inappropriate (areas
for protection).

ECONOMY
Objective: To describe
and understand theeconomic base,
sectors and
industries that drive
the provincialeconomy, the
potentials and other
opportunities for
economic growth,
including localfactors that need to
be mobilized in
order to realize
such growth.

Three step approach:4.1 Describe structure of local
economy
4.2 Identify priority industries or
industry clusters that have the
best potentials to contribute to
local economic growth
4.3 Identify local factors that can
enhance the growth potentials
of identified industries.

TRANSPORT/ACCESS
Objective: To describe access routes
and facilities in the province, and to
indicate how these relate to thelocation of urban centers and other
settlements, the land and water
resources of the province, and
production activities.

Transport
For planning purposes, transport considerations should always be integral part of analyses
involving population, activities and resources. Detailed considerations for transportation aretherefore discussed in individual sectoral analyses.
Approach and summary: Transportation is a key support
element to the interaction among population, economic
and other social activities, and other resources of the
province. In many cases, strategies involvingtransportation projects provide important opportunities for
enabling and catalyzing development.

Economic Activity
Physical Resources/
Transport
Approach and summary: Economic growth or the lack of it directlyaffects employment and income. This affects expenditures and
the ability to access goods and services. If income is low, access
to goods and services may be limited to the point that basic
needs are not met, resulting in poverty. Poverty, in turn, affects
the quality of production inputs and eventually economic growthitself. Following this cycle, this section will describe:
6.1 Employment and unemployment rates.
6.2 Family incomes levels.
6.3 The levels and extent of services.
6.4 The levels and characteristics of poverty in the province.

LAND USE/
PHYSICAL FRAMEWORK
Approach and summary: While spatial characteristics of
each sector are discussed as integral parts of sectoralanalyses, this section integrates them into a common
physical setting to provide a fuller picture of the way land
and other physical resources are being utilized in the
province and to guide future developments.7.1 Existing land use, trends

Ascertaining Risk Issues : Analysis of the risk
impact to land use and physical framework
Objectives: to enhance the relevance and significance of
the identified risk issues and concerns to the planned
development of the region/province
Output: an enhanced/revised land use and physical
planning framework
Process: from the high risk areas and vulnerabilitiesderived from risk evaluation, analyze how these
might affect the land use and physical framework

Implications of identified risks & vulnerabilities
1. Potential to fatalities & damages to property in high risk
areas
2. Low agricultural productivity in areas vulnerable to flood
hazard.
3. Decrease of economic opportunities due to adverse effect
of hazards in mining areas.
4. Vulnerability of development and possible decrease of job
opportunities in tourism related investments.
5. Vulnerability of critical infrastructure support e.gtransportation facilities, life line facilities and others.
6. May increase poverty incidence due to adverse impact
of natural phenomenon to economic activities of the
people.

Acceptability and Non-Acceptability
of Risk Identified
1 Fatality in every 100,000 population in a year is atolerable acceptable event for a natural
phenomenon in the province.
Flooding in the main business center, Surigao Cityis not acceptable.
Flooding in agricultural areas are acceptable to a
certain number hours tolerable for crops to
withstand.
One day inaccessibility to the main service center
maybe accepted

Planning Considerations
Test validity of key strategies
given the risks identified:
key settlements shall havemajor urban functions and
roles dispersal of socio-
economic activities to
identified growth nodes
emergence of new cities &
urban areasProvide extra incentives to
investments locating in
preferred areas for
agriculture, industrial and
tourism
Strengthen backward &
forward linkages thru efficient
physical & economic access
between raw material source
& processing areas and
production & market access
