The Presbytery was called to order at 1:00 P.M. and convened with prayer by the Moderator, Teaching Elder

William Teague (Langhorne), who then called upon Teaching Elder Sanford Hull (Grace, Jenkintown) and

Vice-Moderator Teaching Elder Dr. Troy Janel Dixon (Cedar Park) who jointly welcomed the Presbytery to

Grace Church and shared with the body both the arrangements for the meeting along with the partnership of the

two churches and their mission efforts.

Moderator called on the Stated Clerk, Teaching Elder Kevin L. Porter for his report.

From the Stated Clerk

Teaching Elder Kevin L. Porter submitted the following:

Approval of the Docket. The amended docket was approved by the body as revised.

Consent Agenda (Attachment A). The Presbytery approved Consent Agenda.

Shared with the body the voting procedures for the proposed changes to the Constitution

5 Corresponding Members were introduced. Upon motion and second, the Presbytery voted to seat all as Corresponding Member. The members were: Teaching Elders Randal Bremer (Costal Carolina),

Rose Chan (Hudson River), Leslie Ann Dobbs-Allsopp (New Brunswick), Laura Donovan (West Jersey)

and Peggy Clark (United Church of Christ).

New Ruling Elder Commissioners were asked to stand and identify themselves and the church they represent. The new Ruling Elder Commissioners were: Robert Seed (Germantown, First), Cathy Stevens

(Doylestown), Kathy Maclin (Doylestown), Dick Schneider (Ivyland) and Emma Shaw (Narberth).

New Teaching Elders to the Presbytery, Teaching Elders Rachel Rhodes and Kristopher Schondelmeyer Deep Run were introduced.

The body was then referred to the Redress of Imbalance that is required by the Book of Order G-3.0301.



The Stated Clerk announced the receipt of a letter from the Session of the Narberth Church seeking gracious dismissal from the PC (USA).

The Stated Clerk reviewed with the body the process by which the Presbytery will review, discuss and vote

on all proposed Amendments to the Constitution and then called upon Teaching Elder Cynthia Jarvis

(Chestnut Hill) who brought the report from the Bills and Overtures Committee.

From the Committee Bills and Overtures

Teaching Elder Jarvis introduced the proposed changes, the committee’s rationale, along with its

recommendations as follows:

1. G-3.0106: Child and Youth Protection Policy - Committee recommends approval. On motion, and following discussion, the Presbytery, by voice vote, approved the proposed change

2. G-3.0109: Parity in Committees - Committee recommends approval. On motion, and following discussion, the Presbytery, by voice vote, approved the proposed change

3. F-3.0202, G-2.0102, G-2.0301, G-2.05/G-2.0501, G-2.0701, G-3.0307, W-4.4001a: Ordered Ministry Titles - Committee recommends approval. On motion, and following discussion, the

Presbytery, by voice vote, approved the proposed change

4. G-2.0509 and D-10.0401: Renunciation of Jurisdiction - Committee recommends approval. On motion, and following considerable discussion, the Presbytery, by voice vote, approved the

proposed change 5. G-2.110: Certified service requirements - Committee recommends approval. On motion, and

following discussion, the Presbytery, by voice vote, approved the proposed change

6. G-1.0304: The Ministry of Members - Committee recommends approval. On motion, and following discussion, the Presbytery, by voice vote, approved the proposed change

7. W-2.401a (“Theology of the Lord’s Supper”) and W-2.401b (“Welcoming to the Table”): Access to the Lord’s Table - Committee, noting that the wording is consistent with the wording in the new

Directory For Worship, recommends approval. On motion, and following a spirited discussion, the

Presbytery, by voice vote, approved the proposed change

8. Revised Directory For Worship (replacing the entire Directory For Worship) - Committee recommends approval. On motion, and following discussion, the Presbytery, by voice vote,

approved the proposed change

At the conclusion of the report, the Presbytery thanked the Commissioners for all their work.

Moderator Teague called upon Committee on Representation Moderator, Ruling Elder Wanda McNeill,

(Oxford) who brought her report.

Committee on Representation’s mission is to continue to create opportunities for our commissions and committees to reflect the diversity of our membership.

Increased participation of racial ethnic and young adults continues to grow

We need to be intentional in inviting other under-represented constituencies to take their place at the table

Vice-Moderator Teaching Elder Dr. T. Janel Dixon called upon Teaching Elder William Teague who presented

the Leadership Collegium Report

Moderator Teague reported on the work of the Leadership Collegium highlighting the following:

Continued preparations for the 300th Anniversary celebration

The Northwest Regions March 11, 2017 meeting titled: Race, Bias, Privilege, Black History Month, Introduction to Systemic Racism

At this time, Executive Presbyter Teaching Elder Ruth Faith Santana-Grace came to the podium, called

Business Administrator Ruling Elder Larry Davis (Ambler, First) to join her and called Andrea Cameron to

come forward. Together they led the Presbytery in celebration of Accounting Manager Andrea Cameron’s 20

years of service with the Presbytery of Philadelphia. Ms. Cameron exited the sanctuary with a humble “thank

you” to a standing ovation.

Following the report, the Moderator called on Teaching Elder Ruth Faith Santana-Grace to bring the report

from the Executive Presbyter.

From the Executive Presbyter

Teaching Elder Ruth Faith Santana-Grace, presented her report which included:

300 Days for 300 Years Devotional will be available February 1, 2017. This book contains reflections from individuals from our churches and members of the Presbytery staff.

The work on the 300th Anniversary celebration continues and more information will be coming.

Reflections on the current state of unrest in the nation and called upon everyone to look through a different prism as we journey together in 2017.

Upon completing her report, the Presbytery retired to Worship

The Presbytery at Worship

The Worship service was structured as a reverse Tenebrae service and contained reflections on “Seven Words

of Light” using passages from both the Old and New Testaments. Bring the message were: Teaching Elders:

William Teague (Langhorne), Joyce Shin (Swarthmore), Randy Barge (Olney, First), Leah Miller (Anchor),

Adan Mairena (West Kensington Ministry and Yeadon), John Willingham (Doylestown), and Aisha Brooks-

Lytle (Wayne). Following the messages, the Presbytery proceeded to install Teaching Elder Dr. T. Janel Dixon

(Cedar Park) and Ruling Elder Linda Rutkosky (Doylestown) as Moderator and Vice-Moderator respectively of

the Presbytery of Philadelphia. At the conclusion of the installation, Ruling and Teaching Elders who joined the

Church Triumphant in the past year were remembered. The service concluded with the celebration of the

Sacrament of Holy Communion.

The Presbytery returned to the meeting and the newly installed Moderator, Dr. T. Janel Dixon called on

Teaching Elder Kenneth Ross (Falls of Schuylkill, First) to bring the report from the Commission on

Preparation for Ministry and Membership.

From the Commission on Preparation for Ministry and Membership (Attachment P)

Teaching Elder Kenneth Ross (Falls of Schuylkill, First), Moderator of the Commission on Preparation for

Ministry and Membership presented candidate Christopher J. Holland, II (Cedar Park) for examination by the

Presbytery for Ordination. Mr. Holland read his Statement of Faith. Following questions and responses, a

motion to arrest the examination was received, duly seconded and approved. The candidate was excused from

the meeting and the Presbytery, having received a motion and proper second to sustain the examination of



Christopher J. Holland, II and that he be approved for Ordination, enrolled in the Presbytery, and be Installed to

the New Spirit Community Church, the Presbytery voted the affirmative. Mr. Holland returned to the meeting

and the candidate was prayed over by Teaching Elder Ross.

At 4:15 P.M. the Presbytery adjourned until the next Stated Meeting on May 16, 2017 at a time and place to be

determined.

INTRODUCING NEW MEMBERS TO THE PRESBYTERY OF PHILADELPHIA

Rev. Rachel Rhodes- Transferred from the West Jersey Presbytery,

as a Minister Member of the Presbytery of Philadelphia

Rev. Kristopher Schondelmeyer – Transferred from the Maumee

Valley Presbytery, and will be serving as Pastor of the Deep Run

Presbyterian Church.



Rev. Dr. Janel Dixon:

Moderator Elect of the Presbytery of Philadelphia Teaching Elder Dr. Janel Dixon currently serves as Pastor, Head of Staff at Cedar

Park Presbyterian Church in Philadelphia. Rev. Dr. Dixon has a Bachelor of

Science Degree from Eastern College. She completed a Master of Theological

Studies in 1992 and a Master of Divinity Degree in 1996, both from Eastern

Baptist Theological Seminary (currently Palmer Theological Seminary). Rev.

Dixon earned her Doctor of Ministry Degree from Princeton Theological

Seminary, Princeton, New Jersey in 2008. She is noted as being one of only two

African American women to have earned the Doctor of Ministry degree from

Princeton Seminary.

In addition to preaching and teaching, Rev. Dr. Dixon has been blessed to be the

author of three articles in “The New Women of Color Study Bible”, published by

NIA Publishing, Atlanta, Georgia; and a contributor to “These Days: Daily

Devotions For Living by Faith” (October-December 2011 Issue: Sunday, October 23-29, 2011) published by the

Presbyterian Publishing Corporation. Janel also serves on the Presbytery’s Commission on Preparation for Ministry and Membership, as well as serving as co-moderator of the Philadelphia Chapter of the National BlackPresbyterian Caucus.

She is married to Calvin Lynn Dixon and they are the proud parents of Samira Lynn and Tai-Durell Calvin.

Rev. Dr. Dixon loves spending time with her family and friends, enjoying the life with which God has blessed

her.

Elder Linda Rutkosky:

Vice-Moderator Elect of the Presbytery of Philadelphia Ruling Elder Linda Rutkosky is a lifelong Presbyterian. She has a B.S. in

Health & Business Administration from Ithaca College and earned a Masters in

Education (with emphasis on corporate training) from Boston University in

1982. She has been a member of Doylestown Presbyterian Church for more

than 25 years and has served her church in numerous capacities.

She has served as moderator of the Associate Pastor Nominating Committee

that called the current Youth & Family Pastor, the committee that called the

current Mission Director, the Mission Committee, the Church Officer

Nominating Committee, the Children’s Education Committee, and served on

the leadership team of a church building capital campaign.

She is a Stephens Minister. Linda also spent five years on staff as Children’s Worship Leader while the church

was experiencing transition. In addition to serving her church, Linda has been on numerous community boards.

In 2014, Linda was a commissioner to the 221st General Assembly held in Detroit, Michigan. She currently

serves as the recording secretary for the Presbytery’s Commission on Preparation for Ministry and Membership.

Linda’s earlier career was in Pharmaceutical Advertising. After having children, her career was put on hold

when it was determined that her youngest child was disabled.

Linda and her husband, James, have been very happily married since 1988. They are grateful to God for the gift

of two beautiful children, Alexandra and John. A self-professed foodie, Linda likes to entertain. She enjoys

playing golf with her husband and friends, hiking, traveling, reading a good page-turner and art history.

REDRESS OF IMBALANCE

The Book of Order (G-3.0301) requires the Presbytery to “adopt and communicate to the

sessions a plan for determining how many ruling elders each session should elect as

commissioners to Presbytery.”

An examination of the total number of members of the congregations of the Presbytery and the total

number of minister members reveals a ratio of approximately 94 congregants for every minister

member. Using each congregation’s reported 2015 membership and assigning 1 ruling elder

commissioner for every 94 members would lead to the following number of ruling elder commissioners

for each Presbytery meeting. (Please note: This allocation caps the maximum number of ruling elder

commissioners for all congregations of 1,700 or more at 17.)

Total Minister Members: 310 Total Congregation Membership: 29,170

This assigning begins in December 1, 2016 and continues through November 30, 2017.

FROM FINANCIAL MANAGEMENT COMMISSION The following resolution was approved unanimously via Email vote by the Trustees on Friday, January 13th

and requiring Presbytery approval:

WHEREAS, the Clerk of Session of the First Presbyterian Church of Warminster (“Church”) has advised the

Presbytery of Philadelphia that at a special meeting of the Congregation of the Church held on January 9,

2017, due notice of which was given, the Congregation voted to sell the Church’s real estate located at 502

Easton Road, 311 Cameron Road, and 315 Cameron Road, Willow Grove, PA, to Cobalt BRM, LLC (an

Azzur Group Company) or its assignee (“Buyer”) for the sum of $750,000.00 under the terms of an

Agreement of Sale approved by the Session of the Church on December 21, 2016.

RESOLVED, that the sale of those three parcels of real estate known as 502 Easton Road, 311 Cameron

Road and 315 Cameron Road, Upper Moreland Township, Willow Grove, Pennsylvania, to the Buyer for

the sum of $750,000.00 in accordance with the terms of an Agreement of Sale approved by the

Congregation of the Church, be approved by the Trustees and recommended for approval by the

Presbytery of Philadelphia at its meeting to be held January 31, 2017.

RESOLVED, that any duly elected officer of the Church or any individual designated by the Session be

authorized and empowered to execute and deliver all agreements, instruments and documents to

consummate the sale and to receive the proceeds of the sale.



INFORMATION ITEMS FROM THE STATED CLERK A-2

1. The Ordination of Robert Eyre took place on Sunday November 6, 2016 at 7:00 pm at the Grace Presbyterian Church of Jenkintown, with the Rev. Randy Riggs preaching, all questions were answered in the affirmative.

5. That the following procedures were adopted for our deliberation and voting on the ratification of the

Proposed Amendments to the Constitution:

A. Church representation by Ruling Elders is determined by the Redress of Imbalance.

B. Only this number of Ruling Elders (per Church) may have Voice and Vote once registered.

C. Commissioners intending to vote must register by 3:00 p.m.

D. Each speaker will have a maximum of 2 minutes to speak on each amendment.

E. All comments and questions are addressed to the Moderator.

F. Debate will alternate between those in favor and those against the motion.

G. Once there are only speakers for one side waiting to speak, the Moderator may exercise the right to

end debate.

6. An Administrative Commission was constituted on Thursday, November 10, 2016 in response to the

written request from the Session of the Lawndale Holy Grace Presbyterian Church, that the congregation be

graciously dismissed from the Presbyterian Church (USA) to the Korean Presbyterian Church. The members

of the commission are: Teaching Elders Nancy Muth (Honorably Retired, Moderator), Gloria Yi (Woodside),

Ki Nam Lee (Member at Large), and Randy Barge (Olney, First), and Ruling Elders Mike Henry (Valley

Forge), Charles Bethea (Germantown, First) and Alice Hughes (Newtown).

Proposed Changes to the Constitution from the 222nd General Assembly

Process: The Commissioners to the 222nd General Assembly have met twice as your Bills and Overtures Committee to review, discuss and agree on recommendations to the Presbytery concerning the proposed changes to the Constitution, specifically the Book of Order, made by the 222nd General Assembly. All the committee’s recommendations were unanimous. The Bills and Overtures Committee subsequently held a pre-presbytery session prior to the Presbytery’s stated meeting on November 15, 2016 (Swarthmore Presbyterian Church), for the purpose of reviewing the amendments and offering opportunity for discussion. In addition, Revs. Jesse Garner and Ken Ross led a discussion, which was open to all, on the proposed new Directory for Worship, on January 9, 2017, at Presbytery office. We commend for your prayerful consideration the following documents to help you in your discernment on these matters:

• “Proposed Amendments to the Constitution” (OGA)

• “Association of Stated Clerks: Analysis of Amendments to the Constitution”The proposed amendments are, for the most part, straightforward and, the committee believes, non-confrontational. The recommendation to approve item 4 (below), the amendment to G-2.0509, regarding Renunciation of Jurisdiction, elicited the most discussion within the committee. The Bills and Overtures Committee recommends APPROVAL of this item. Our rationale is that the Book of Order’s current wording of the last paragraph of G-2.0509, does not allow for the possibility of future grace, repentance by the accused, reconciliation, and restoration. Adding the amended wording to G-2.0509 allows for a process of redemption.

G-2.0509: Bills and Overtures Recommendation - Approveadds the following words (shown in bold italics) to the last paragraph of G-2.0509“Whenever a former teaching elder has renounced jurisdiction in the midst of a disciplinary proceeding, as the accused, that former teaching elder shall not be permitted to perform any work, paid or volunteer, in any congregation or entity under the jurisdiction of the Presbyterian Church (U.S.A.) unless and until the person rejoins the church, comes forward and resubmits to the disciplinary process.”

b. D-10.0401: Bills and Overtures Recommendation - ApproveAdds a paragraph (new section d.)“d. For instances in which a former teaching elder comes forward in self-accusation to undergo a disciplinary process to regain permission to perform work under the jurisdiction of the Presbyterian Church (U.S.A.) (G-2.0509), no time limit from the time of the commission of the alleged offense to the filing of charges shall apply. Charges based on all accusations that had been made by the time that the former teaching elder had renounced jurisdiction may be brought regardless of the date on which any such offense is alleged to have occurred.”

All who come to the table are offered the bread and cup, regardless of their age or understanding. If some of those who come have not yet been baptized, an invitation to the baptismal preparation and Baptism should be graciously extended. “Worshipers prepare themselves to celebrate the Lord’s Supper by putting their trust in Christ, confessing their sin, and seeking reconciliation with God and one another. Even those who doubt may come to the table in order to be assured of God’s love and grace in Jesus Christ. “Welcoming to the Table “b. In cases where baptized children who have not yet begun to participate in the Lord’s Supper express a desire to receive the Sacrament, the session should provide an occasion to welcome them to the table in public worship. Their introduction to the Lord’s Supper should include ongoing instruction or formation in the meaning and mystery of the Sacraments.”

Trustees of the Presbytery of Philadelphia Summary of Activities in 2016

During 2016 the Trustees met six times to conduct the corporate business of the Presbytery, including the following:

Approved 24 leases from churches, Provided $110,000 in capital grants to 5 churches, and Authorized $54,000 in loans to 4 churches, and a grant mortgage of $45,000.

In addition, the Trustees authorized the sale of church property at Aston, Chambers Memorial, Tully, and Willow Grove, and continued to work with a developer to sell property at 1235 Franklin in exchange for renovations to Temple Church. They also provided $45,000 in grants and a loan to Kirkwood Camp, and agreed to join two land parcels to obtain zoning approval for a new cabin at the camp.

The Audit Committee of the Trustees worked with Clifton Larson Allen to produce an unqualified opinion on the 2015 Presbytery financial statements.

The Budget Committee developed a balanced $1.2 million 2017 operating budget for approval by the Leadership Collegium and the Presbytery.

Through successful negotiations with the Sovereign Insurance Group, the Insurance Committee authorized approval of a comprehensive insurance program covering 105 churches, and put in place the various property and liability insurance policies of the Presbytery itself.

The Investment Committee met quarterly with Glenmede in coordinating the management of over $12 million in invested assets representing endowment funds, restricted funds, funds held for churches, and the Covenant Fund, and redesigned the structure and distribution of the Covenant Fund portfolio to extend the life of the fund into the future.

The annual Trustee Workshop provided guidance on legal, insurance and financial matters facing churches, with 38 people from 17 churches attending.

The Presbytery Legal Counsel reviewed all leases, property transactions, and contract documents; monitored all active litigation activity, and provided guidance on several trusts and bequests.

Biography

Elder Christopher Holland II serves in a bi-vocational capacity as the supply pastor for New Spirit Community

Church (PC (USA)) since September 2014. He is a native of Philadelphia, graduating from Franklin Learning

Center High School, and holds a Bachelor of Science and Engineering degree in Computer Science from Drexel

University. After co-founding a technology startup, he obtained his Master of Divinity degree from Palmer

Theological Seminary. He has served as youth director, pastoral associate and worship leader for various

ministries and currently facilitates nurturing fatherhood groups through Turning Points for Children. He is

happily married to Ime Holland and together are blessed to be parents of six children.

Statement of Faith I believe in God the Father Almighty, maker of heaven and earth. The Triune God is one and 1

understood in three persons, God the Father, God the Son, and God the Holy Spirit. God is our 2 creator, redeemer, and sustainer. God has given us the gift of his only Son, Jesus Christ for our hope 3 and salvation. God has given us the gift of the Holy Spirit to accomplish God’s purpose in the world. 4

I believe in Jesus Christ, the Son of the living God. Jesus, fully God and fully human, lived a 5 sinless life on earth. As the scriptures declare, Christ died for our sins, he was buried, he was raised 6 on the third day, and he appeared first to the women, then to Peter, and to the Twelve, and then to 7 many faithful witnesses. 8

Jesus Christ came into the world so that the world, through him, might be saved from our sin. 9 I believe sin is a universal condition in which humanity is born into. I believe sin is in direct 10 opposition to God’s grace, love, peace and justice. By faith, we can be free from the dominion of sin 11 and death. 12

I believe in God the Holy Spirit. The Holy Spirit unifies believers all over the world. The 13 Holy Spirit is the giver of life to all living things and binds humanity to all creation. Physical 14 healings, spiritual wholeness, and the manifestation of gifts, given to humanity, granted by God are 15 works of the Holy Spirit. 16

Jesus Christ is the head of the Church. The Church universal is made up of all people in 17 every time and space that professed faith in Jesus Christ as their Lord and Savior. The local church 18 consists of a physical body of people in community, that exist for the purposes of proclamation of the 19 gospel, to be the outpouring of God’s grace in the local community and the world through mission, 20 ministry, evangelism, and worshiping God in Spirit and in truth. 21

I believe Scripture is the divinely inspired Word of God, given to women and men by God, 22 written down and preserved through time for the proclamation to the world. Scripture serves as the 23 basis for living the Christian life and maintaining a right relationship with God. 24

God gifted the church the sacraments of Baptism and the Lord’s Supper. Both sacraments are 25 commended by God and instituted by Jesus Christ. 26

Baptism is an outward expression of Gods covenant of grace and cleansing of sin for those 27 who are called to be apart of the visible and invisible church. 28

The Lord’s Supper is a sign and seal of God’s covenant in the New Testament. The Bread 29 and the wine represent the sacrifice of Christ for the remission of Sin and spiritual nourishment. 30

We come to the table thankful as sinners, that Gods is faithful, keeping us in covenant 31 community, nourishing and sustaining our whole being through the power of the Holy Spirit. As 32 often as we do these things we proclaim the life, death and resurrection of Jesus Christ until he 33 returns. 34

I believe the activity of love, grace and peace through the triune God in the world is essential 35 for the restoration, redemption, and hope of humanity. 36



COMMISSION ON RESOURCES AND COMMUNICATIONS R-1

Mentoring urban youth, ministry to families who are victims of gun violence, offering food and shelter to the homeless- these are just a few of the initiatives churches and ministries throughout our presbytery have developed in response to God’s call and in partnership with the Commission on Resources and Communications. The CRC ends 2016 excited as we see more congregations and worshipping communities stepping out to engage in new forms of mission and outreach. The Great Ends Grants and Covenant Fund of the Presbytery have provided financial assistance enabling churches to start projects that would not have been possible otherwise.

The Commission continues to explore ways to better resource our congregations. In September, the Presbytery partnered with the Lutheran Church (ELCA) to host the Money, Mission & Media learning day, with over 200 in attendance. At its November meeting, the Presbytery and CRC hosted the Dream Tank for Ministry Possibilities and awarded three of our churches grants that will leverage new and collaborative initiatives in their communities. Along with the Financial Management Commission, the CRC agreed to a restructuring of the Covenant Fund distribution that will extend the life of the fund long into the future. Resources to help our churches take advantage of the power of social media are also in the works.

The telling of our churches’ exciting and expanding mission story is an on-going effort of CRC, with articles and interviews appearing regularly on the Presbytery’s website. This year the Commission has sought to strengthen its liaison role to grant recipients through on site visits and follow-up collaboration.

We look forward to the opportunity of working with more of our churches as they follow the Spirit’s lead into new forms of mission and service. To that end, a special reminder to our congregations that the kick off for the Covenant Fund 2017 application process will be launched on April 15.

The Presbytery of Philadelphia continues to grow and prosper as we intentionally embrace diversity and differences. Over the years, there has been anincrease in the various ethnic, age, and gender inclusion across the Presbytery as we attract and engage individuals to step forward and take leadership rolesin shaping of our presbytery.

However, there is more work to be done related to theincorporation of leadership under the age of 35

In 2016, we have 27 committee/commission membersunder the age of 45. This is a 48% increase in this agegroup since 2011.

In the past 4 years, we had 12% increase with inclusionof our Racial Ethnic brothers and sisters. This increaseincludes inviting our non-African American racial ethnicmembers to take leadership roles and share their talentsand gifts.
