PANGANIBAN Regional Editor-Caraga LIANGA, Surigao del Sur--Some 2,000 lumads in the hinterland communities of Diatagon village fled their homes on Tuesday for fear of their lives after the brutal killing of a tribal group leader al- legedly perpetrated by soldiers and paramilitary Bagani tribal forces. The displaced residents coming from 14 neighboring lumad com- munities have sought refuge at the cramped and crowded barangay hall of Diatagon where the remains of Henry Alameda, council member of Malahutayong Pakigbisog alang sa Sumusunod (Mapasu) also lies in state on the stage. Alameda was shot several times on his chest and head, causing his skull to almost dismember report- edly perpetrated by 19 armed men after he was forcibly dragged out- side his house in the morning of October 24 in front of his terrified wife and children. The wife, Zenaida, recalled she pleaded for the suspects not to harm her husband while clinging tightly to his clothes, but three men continue to forcibly drag him outside the house. “While crying, I asked them what was wrong, but they just ignore me,” she said. Gov’t urged to recognize tribal leaders’ authority

of the tribal chiefs to the bagani or tribal warriors who become members of the special Citizens Armed

Force Geographical Unit (CAFGU).

Datu Ruben Labawan, chair of the Davao City Supreme Council for Peace and Development and representative of the Ata-Manuvu said leaders of dif-ferent tribes in the city share the same sentiment.

He said based on their indigenous political struc-ture, the warriors are under the operational control of the datus.

Labawan said that since the bagani became mem-bers of the government militia, they were placed under the supervision of a military officer.

“We lost control of the bagani based on this set-up,”

he said.Labawan raised this

concern during the regional indigenous peoples’ forum before the officers of the Eastern Mindanao Com-mand.

On development issues, he urged government line agencies to assist the indig-enous peoples in making requirements like the mak-ing of financial plans.

“They must help us in facilitating the issues and guide us in making the needed plans, useful in ad-dressing the concerns of the IPs,” Labawan said.

He stressed that they do not know the procedure in making formal plans by themselves.

Labawan said the IPs still need the presence of government in the coun-tryside.

He said bearing arms among their members will be illegal without the guid-ance of the military and police.

“The government must help us legalize the pos-session of weapons used in defending ourselves against the threat and intimidation by the insurgents,” Labawan said.

He said the IPs remain apprehensive since the Peace and Development Outreach Program of the military in the countryside only has a duration of six months.

Labawan claimed after six months, the soldiers leave and the rebels return to their communities.

“Only the recognition of our authority over our war-riors will give us confidence in leading and protecting ourselves in the countryside

in asserting our ancestral domain claim,” he said.

Leaders from the dif-ferent IP groups aired their plight during a consultation with line agencies under the Association of Regional Ex-ecutives of National Agen-cies and the military and police in Davao Region.

Lt. General Aurelio Bal-adad, commander of the Eastern Mindanao Com-mand explained the PDOP is not solely the responsibil-ity of the soldiers.

He said before the sol-diers leave the community, leaders and people in the area have been linked al-ready with other govern-ment line agencies in order for development works to continue.

“Around three to six months, the PDOP teams stay with the communities where we link them up with other government line agencies and institutions with corporate social re-sponsibility which can also extend assistance,” Baladad said.

On the operational con-trol of the bagani turned members of the special government militia, he ex-plained that under the cur-rent structure, members of the special Citizens Armed Force Geographical Unit have a contract and they consequently need must be a legal entity, and take guidance from an officer of government forces.

Baladad expressed will-ingness to listen to the sen-timents of the IP leaders on this issue.

He said peace is critical for development and the baganis can help for peace to prosper.

Baladad stressed that when they become special CAFGUs, the structure calls for them to be under the command of the govern-ment.

“With their proper train-ing specifically on human rights, rule of law and inter-national humanitarian law, then the more that there will be investors’ confidence because we can poster peace and invite development,” he said. (PIA 11-Joey Sem G. Dalumpines)

The multi-million pro-ject is one of ASELCO’s responses of the solicited recommendations/sug-gestions of its consumers and stakeholders who suf-fered from the frequent voltage drop over the past several years, particularly

in the municipalities of Bunawan, Trento, Sta. Jo-sefa, Veruela, and Loreto, which formerly get power served by its old 5MVA substation transformer.

Thus, the upgrading necessitated with due con-sideration to the growing demand with the con-tinuous implementation of Sitio Electrif ication Program (SEP) and Ba-rangay Line Enhancement Program (BLEP) and with the influx of investors and economic boom.

The new substation wi l l be connected v ia NGCP-Bislig-Trento 69 KV Transmission Lines.

The event was attended by all municipal mayors of the mentioned towns, pro-vincial officials headed by Governor Edward Adolph G. Plaza, 2nd District Rep-resentative Evelyn P. Mel-lana, executives from the National Grid Corpora-tion of the Philippines (NGCP).

While Fortun recog-nized the major contri-butions of these roads to economic develop-ment for the city, province and region, he was also cognizant of the local government unit’s inabil-ity to meet the financial demands of maintain-ing the integrity of these roads. “This has resulted in the bad condition of the roads, thereby causing an unwelcome impact on the economic and commercial activities in the affected areas,” the Agusan del Norte solon said in his resolution’s explanatory note.

Pagadian City – The Depart-ment of Interior and Local Government (DILG) Region 9 thru the Project Develop-ment and Monitoring Unit (PDMU) will conduct series of advocacy training on Hu-man Rights – Based Local Water Sanitation Governance in Bay Plaza Hotel, Pagadian City in two batches.

The first batch will be at-tended from recipient LGUs of Zamboanga del Norte and Zamboanga Sibugay Province on November 4-7, 2014 while another batch on November 11-14 from the recipient LGUs of Zamboanga del Sur.

The recipient LGUs are Bacungan, Baliguian, Manu-kan, Roxas, Tampilisan and Sergio Osmeña of Zambo-

anga del Norte; municipali-ties of Zamboanga Sibugay namely : Mabuhay, Malangas, Naga, Olutanga and Talusan.

In Zamboanga del Sur are the municipalities of Aurora, Dinas, Dumalinao, Kumala-rang, Labangan, Mahayag, Margosatubig, Molave, Somi-not, Tabina, Tambulig and Tukuran. Also included is the City of Isabela.

“ In region 9, implement-ed water projects covered 35 LGUs in 2013 under the Bottom Up Budgeting and another 45 LGUs this year. By this transition, the gov-ernment is also fulfilling the right to water and sanitation of the people with this new development” he said.

A “HOOLIGAN” anti-Islamist rally in Cologne/Germany turned violent. Is that what we want?

Hundreds of self-pro-claimed ‘hooligans’ from rival football clubs and far-right groups held a protest against Islamists in the western German city of Cologne. Police used water cannons after scuffles broke out.

There was a heavy police presence in Cologne last Sunday afternoon, when a rally of at least 2,500 people from the “Hooligans Against Salafists” (HoGeSa) group turned violent. The group, mainly made up of rival football fans clubs and far-right extremists, thronged north of the city’s central train station, yelling slogans such as “Foreigners out!”

A police spokesman told German news agency DPA that two water cannons were deployed, and that riled up protesters had mobbed offi-cers and hurled firecrackers, bottles and rocks at them.

“Foreigners out?” It seems, that extreme right wings supporters have noth-ing else to do than trying

A proposed legislation “providing for a system of interim succession for the position of President in the event that there is failure of elections for the position of President and Vice-President and the Senate and the House of Representatives have yet to elect their President and Speaker, respectively, and for other purposes,’’ is in order.

The 1987 Constitution provides that when no President or Vice Presi-dent shall have been cho-sen or shall have qualified or when both shall have died or become perma-nently disabled, the Presi-dent of the Senate or, in case of his inability, the Speaker of the House of Representatives, shall act as President until a Presi-dent or a Vice President shall have been chosen and qualified.

Interim succession, in case of election failure

The lawmakers, how-ever, noted that the said provision does not con-template a situation where there is a general failure of the national elections, citing possible conditions of massive and national brownouts, or a debilitat-ing and fatal virus attack on or widespread hacking of the automated election system, or a complete breakdown of the auto-mated national elections, there is that realistic pos-sibility that no President, Vice President or member of Congress is elected in the upcoming automated elections.

Even if the Senate is a continuing body, the twelve remaining senators cannot elect the President of the Senate as they no longer constitute the ma-jority of the members of the Senate thereby creat-ing a vacuum that could lead the country into a major political crisis and disorder is very likely to follow suit.

The Administrative Code cannot be the source of guidance since it does not contemplate a grant of authority to the incumbent President to rule the country in a holdover capacity.

Do you agree to the measure that the Chief Justice, as Interim Presi-dent, should call for a special election not later than three (3) months for the position of President,

Vice President, Senators, and Congressmen after assuming the interim position? The proposal argues that the Incum-bent President mayl not qualify to run for re-election in the said special elections.

Likewise, the bill man-dates that “Upon elec-tion and qualification of the President, the chief Justice, as Interim Presi-dent, shall relinquish the Presidency immediately after the President and Vice-President shall have been sworn into office and revert to his former posi-tion as chief Justice unless his term have lapsed due to retirement.”

Furthermore, the bill provides: “In the event that the term of the Chief Justice lapsed during his incumbency as Interim President, he shall con-tinue to serve as such un-til a President and Vice-President shall have been sworn into office.” These could be reasonable.

Under HB 3841, not-withstanding the date of his or her assumption into office, the term of office of the President elected in the special elections “shall be deemed to have started from the end of the term of the preceding President and shall end at noon on the thirtieth day of June, six years there-after, as provided under Section 4, Article VII of the 1987 Constitution. Thereafter, he or she shall no longer be eligible to run for re-election.

House probe on dentistsselling ‘Mercury’ sought

CAGAYAN de Oro City––A lawmaker this week has sought an investigation into allegations that Dentists are indis-criminately selling “Mercury” to small scale miners in the country.

Rep. Rufus Rodriguez, of Cagayan De Oro City, made the disclosure Thurs-day after filing a House Resolution 1590 seeking an investigation of the alleged report.

He said that the Interna-tional Association of Oral

Medicine and Toxicology and the Ban Toxics group have reported the alleged involvement of Dentists in the sale of Mercury to small scale miners in the country.

Mercur y is a heavy silver-metal that is liquid at ordinary temperatures used as dental amalgam to fill teeth that have cavities.

Rodriguez said that the use of Mercury as dental amalgam and is considered safe, sound, and effective treatment for tooth decay.

Because of its toxic ef-fects, only Dentists are allowed to use Mercury as dental amalgam in the Philippines.

However, Rodriguez said, that the ban on the use of Mercury has report-edly compelled enterprising

Dentists to sell Mercury to small scale miners for P 18,000 to P 30,000 per kilo.

He said that there is a need to investigate the report since Dentists can

buy Mercury freely with-out limitation which could encourage the prolifera-tion of small scale mining which is environmentally destructive.

Rodriguez said that HB 1590 urged the Department of Health, the International Association of Oral Medi-cine and Toxicology, and the Philippine Dental Associa-

tion to conduct an inquiry in order that measures could be instituted against the in-discriminate sell of Mercury to small scale miners in the country.

CAGAYAN de Oro City––The City Council has approved an Ordinance allocating P 12.4 million for the purchase of medicines and supplies for the city-owned J.R. Borja General Hospital here, a city official said Thursday.

City Councilor Prexy Elipe said that the city council approved Ordinance No. 12858-2014 authorizing the transfer of the fund from the P 12.4 million Unappropri-ated Surplus from last year’s General Fund to the J.R. Borja Gen. Hospital.

Elipe, chair of the council committee on finance, ways and means, said that the

P 9.5 million would be used to purchase medicines for the city hospital while the remaining P 2.9 million fund would used to procure medical, dental and laboratory supplies.

Elipe, however, has proposed to the City Council to conduct an inquiry in order to find out how the funds allocated for the procurement of medicines and medical equipment for 2014 were used since it appeared that the funds remained intact.

City Councilor Dante Pajo, chair of the council committee on health, was the proponent of the Ordinance, that was endorsed by City Councilor Ramon Tabor, of the committee on laws.

CAGAYAN de Oro City––The Department of Agrarian Reform–Misamis Orien-tal Provincial Office and the local government unit (LGU) of Manticao joined hands in the launching of the community-managed potable water, sanitation and hygiene (CPWASH) project in Barangay Cama-nga, Manticao on October 22, 2014.

During the opening pro-gram, Provincial Agrarian Reform Program Officer II Zoraida O. Macadindang informed that Manticao is the third municipality in Misamis Oriental, where CPWASH will be imple-mented after Villanueva and Opol.

She thanked the LGU of Manticao for their willing-ness to help the DAR in this project.

In response, Mayor Rob-erto M. Lagrosas of Manti-cao expressed his gratitude towards the DAR for choos-ing Brgy. Camanga as one of the sites for the CPWASH project. He acknowledged

A signing of the Mem-orandum of Agreement then followed. PARPO II Macadindang signed the MOA with Mayor Lagrosas, Camanga Barangay Chair-man Johny C. Duque, and Chairperson of the Camanga Farmers Multi-purpose Co-operative (CFMPC) Eusebio V. Sabellina.

CPWASH was concep-tualized by the DAR to install low-cost water supply technology and sanitation systems that primarily ad-dress the requirements of safe, clean and potable water for the agrarian reform beneficiaries (ARBs) and non-ARBs in the agrarian reform communities.

TWO lawmakers from Min-danao are calling for an inquiry into the possibil-ity that the country’s rice supply contains arsenic, a toxic substance dangerous to the public’s health.

Rep. Rufus B. Rodriguez (second district, Cagayan de Oro City) explained that arsenic is a poison-ous substance, which may be absorbed by all plants, but is more concentrated in leafy vegetables, rice, apple and grape juice, and seafood.

He said humans might be exposed to arsenic main-ly through food and water; particularly in certain areas where the groundwater is in contact with arsenic-containing minerals.

R o dr igue z and h i s brother, Rep. Maximo B. Rodriguez Jr. (Party-list, Abante Mindanao) filed House Resolution 1548, which directs the Com-mittee on Agriculture and Food to conduct an investi-

gation, in aid of legislation, on the said issue.

The resolution also or-dered the House panel to summon all concerned, particularly the Depart-ment of Agriculture (DA), the Office of the Presiden-tial Adviser on Food Secu-rity, Codex Alimentarius Commission, Food and Agriculture Organization, World Health Organiza-tion, EcoWaste Coalition Project Protect and other agencies and entities which may shed light and resolve

the issue.Rodriguez stressed the

need for the government to ensure that all Filipinos, especially the children and other vulnerable groups, have access to safe rice, the Philippines being a rice-eating nation of 100 million people.

The Mindanao solon also echoed the suggestion of Thony Dizon, EcoWaste Coalition Project Protect Coordinator, that the DA must test samples of pol-ished rice to allay consum-

ers’ concern over arsenic in the rice supply and in order to assure the public that rice being sold in the market is safe from arsenic.

“The EcoWaste Coali-tion Project Protect also suggested that the sampling should cover locally grown rice and rice imported from other countries,” he said.

Rodriguez cited the rec-ommendation of Codex that arsenic in rice must not exceed 0.2 mg/kg to protect consumers from excessive exposure.

“According to Codex, rice can take up more ar-senic than other foods and due to its high consumption can contribute significantly to arsenic exposure,” Ro-driguez said.

The Codex, established by the FAO and WHO in 1963, is the international body that sets food safety and quality standards.

A WHO report states that long-term exposure to arsenic from drinking water and food can cause cancer and skin lesions.

Among his successful projects was a massive polio immunization campaign, which soon prompted the World Health Organization to declare the Philippines as polio-free.

His other programs in-clude Oplan Alis Disease, Kontra Kolera, Stop TB, Araw ng Sangkap Pinoy, Family Planning, and Doc-tor to the Barrios Program.

He also launched the popular “Let’s Doh It” slogan of the DOH.

This year, Barangay Washington topped the number of cases with 104; followed by Barangay Luna, 70; Barangay Taft with 63 cases; Barangay Canlanipa, 57; and San Juan, 56.

Menor said dengue cases normally occur from Sep-tember to January.

CAGAYAN de Oro City - Members of the Cagayan de Oro

Chamber of Commerce and Industry (Oro Cham-ber) elected Wednesday (October 29) night, at the Grand Caprice Restaurant, six new members of the board representing various sectors for the year 2015-2017.

The new members of the board are Bryan Noble, president of Noble Farms, representing the Agricul-ture, Fishery and Mining Sector ; Cosme Pacana, president and co-founder of M&A Resource Train-ing and Publishing, Inc., and Irene Floro, president of Skills Mastery Institute, both representing the Busi-ness Support Organiza-tion and Institute Sector; Roberto Cuicio, Jr., vice president and yard man-ager of Philippine Iron

DAVAO City - Potential in-vestments worth P6 billion committed from the busi-ness matching activity of the 2nd Brunei, Indonesia, Ma-laysia, Philippines (BIMP) – East Asean Growth Area (EAGA) and Indonesia, Malaysia, Thailand (IMT) – Growth Triangle (GT) Trade Fair and Business Leader’s Conference will be in agribusiness.

Romeo Montenegro, di-rector for Investment Pro-motions and Public Affairs of the Mindanao Develop-ment Authority, said that majority of the potential investment, would go to the putting up of coffee, oil palm and coconut plantation and processing plants in several areas in Mindanao.

But For Sonny Africa, executive director research think tank Ibon Founda-tion, “the likely reason that they, especially Malaysians and Indonesians, are so interested is because palm oil has already caused so much deforestation, habitat destruction and commu-nity displacement in their countries.”

Montenegro said there are about 11 projects that were matched during the activity.

These include cof-fee plantation in Sultan Kudarat, South Cotabato, an IT (Information Technol-ogy) park in General Santos City, South Cotabato, Corn processing plant in Banga, South Cotabato, a coconut palantation in Davao del Sur and a warehouse in Pa-rang, Maguindanao.

Investments in oil palm plantations were also target-ed in General Santos City, North Cotabato, Davao City and Bukidnon.

As to the oil palm plan-tation for Davao City, Mon-tenegro said that “Initial past surveys indicated hilly terrain in previously tar-geted areas in Paquibato and Marilog, hence, there is need to identify other vi-able areas.”

Oil palm plantaion will start with 5,000 hectares in Maramag, Kalilangan and Dansolihan in Bukidnon.

Montenegro said the expansion of oil palm plan-tations is most likely based on the “expanding demand

in the domestic market.”“Almost 60 percent of oil

in grocery shelves is palm oil and Malaysia is expand-ing its presence to serve our domestic Market,” he said.

But for IBON’s Africa, “They want to expand in Mindanao not just to profit from its land resources but also to export the ecologi-cal damage and social im-pact. These plantations will mainly benefit foreign firms and their local corporate partners.”

panies “will use the illusion of community develop-ment with schools, clinics and small infrastructures to cover up the plunder of Philippine resources and exploitation of Filipino farmers and farm-workers.”

Meanwhile, Montene-gro said that there is the “global rise in consump-tion of chocolates because of a rising middle class in all economies” and because the production in Western African countries has been decreasing.

“Lately there is Ebola but before that there is pests and conflict and decreasing demand in Europe because of the issue of child labor,” he said.

Montenegro said that the global demand for cacao is at 4.7 metric tons and the Philippines is only export-ing 20,000 metric tons.

The country currently in the lead is Indonesia export-ing 500,000 metric tons of dried cacao beans per year.

He said that cacao thrives in Coconut planta-

tions and they have already identified 1 million hectares of Coconut plantation in Mindanao.

Cacao and Coffee, said Montenegro, is classified as “trees” under the National Greening program of the government.

Montenegro, howev-er, clarified these “are not agreements” but “invest-ment leads.”
