Our History The Waratah Respite Centre was first opened in 1987 as an Adult Day Care Centre in Azalea Ave Coffs Harbour. In 1991 the service relocated to the current Waratah Respite Centre which was built with Home and Community Care (HACC) funding. HACC services are designed to assist you if you are older, frail or have a disability and you need help to continue living at home. In 1993 funding was acquired through the National Respite for Carers Program (NRCP) to provide evening respite for carers of adults with disabilities. In 1994 following extensive community lobbying and fundraising our six (6) bed “Maureen Guthrie Cottage” was opened to provide carers overnight respite. The Cottage was furnished with the assistance of our long term Management Committee member Mr Des Kingdom and Coffs City Rotary Club. In 2005 extensions to include staff amenities were undertaken. This extension was the result of several years of fund raising by the very proactive Management Committee and a substantial donation from a community member. Waratah Respite Services has a long & proud history of delivering flexible respite options for the older, frail and disabled in the community of Coffs Harbour & surrounds. Our unique service model offers a real alternative to permanent care, with short and long day centre based support groups and overnight respite in cottage style accommodation. Throughout the years the service has impacted positively on the independence, wellbeing and socialisation of our clientele and enabled them to avoid premature placement in residential aged care.

Report from the Chairperson Colleen Hull

Waratah has enjoyed another successful year in 2017/18. I would like to sincerely thank all members of our Management Committee for their contribution to the effective governance of our organisation. My special thanks to our Manager Colleen Murray for her significant contribution to the effective management of Waratah’s business. Colleen’s management skills and expertise in the development and review of policies and procedures as well as her focus on continuous improvement has ensured that we are well placed to meet the challenges of the future. These challenges include the requirement to meet the requirements of the new Aged Care Quality Standards that were introduced from 1st July 2018.

A significant achievement during the year was the successful transition of our younger clients with a disability and their carers to the NDIS to enable them to access more age-appropriate skills development and social support programs. I am very pleased that Waratah provides participants in our day programs with real choice in the activities they can enjoy during the day including more of the ever popular bus trips. Our new person-centred approach assists our clients to maintain their independence and abilities, to try new things and even to develop new skills. I would also like to express on behalf of everyone our sincere gratitude to the following donors this financial year:

The Waratah Gadabouts who donated $6,100

The City Rotary Club who donated $4,000

Mr and Mrs Raam who donated $850 These funds were applied for the benefit of our care recipients. Again a big thank you to all the staff and volunteers for their ongoing commitment to our cause and to the carers and families for their loyalty to our service. Regrettably our Manager Colleen Murray has announced her intention to retire in October 2018. Colleen has made a tremendous contribution to Waratah during her 5 years as Manager and on behalf of everyone at Waratah I wish her and her husband Barry good health and every happiness in their retirement. The Management Committee meets monthly to manage the affairs of the Association and to oversight the financial & organisational performance of the organisation. Our Management Committee is made up of committed persons who possess diverse skills and broad community and government sector experience and this wealth of experience continues to serve the Association well. Manager’s Report Colleen Murray Effective management, increased efficiencies and generous donors have allowed the organisation to generate savings this financial year and the savings have been applied for the benefit of our care recipients. With the support of Waratah staff our under 65yrs disability clients have all successfully transitioned to the National Disability Scheme (NDIS) and the majority of those clients are now accessing other community programs that assist them to develop life skills. Waratah’s staff continue to rise to the challenge of ongoing education and a number of staff members have again acquired additional skills that will enhance the quality of the care that can provide.

New Aged Care Quality Standards were legislated on 1 July 2018 and this single set of standards will apply to all aged care services including residential, home care, flexible care and services under the Commonwealth Home Support Program (CHSP). Waratah is currently assessed against four (4) standards with forty four (44) outcomes for residential aged care and three (3) standards with eighteen (18) outcomes for the centre based social support program. The new Aged Care Quality Standards will have eight (8) standards and forty two (42) outcomes.

The Department of Health has also advised that unannounced site audits will apply to all residential care services that apply for re-accreditation from 1 July 2018 and Waratah Respite Services will be subject to these unannounced site audits.

The new Team Leader Residential Services (Registered Nurse) Leanne Markey was appointed in June 2018. Leanne is well qualified and has significant experience in the aged care industry and experience in critical areas of the role such as performance management and policy development In addition to monitoring the budget and service delivery outcomes I have focused my work efforts this year on the following areas:

ongoing improvements in systems, service delivery and the work environment

negotiation of the 2017-2020 Enterprise Agreement

developing the organisation’s overarching risk management plan 2017-2022

the cyclic review of policy and procedures As I will be retiring in October 2018 I would like to take this opportunity to thank all our clients and their families for the ongoing support of our service and the Waratah staff & volunteers for their contribution to our effort over many years. I have enjoyed the challenge of leading this organisation through a significant period of change and I wish the organisation and everyone well in the future. “To care for those who once cared for us is one of the highest honors.”

Expected Staff Outcomes Waratah Respite Services Code of Conduct & Ethical Behaviour sets down the minimum standards and obligations for Waratah Respite Services personnel. Financial Overview

The Majority of our Revenue is from Government funding. Total revenue in 2017 - 2018 was $1,490,651 comparable to the previous financial year of $1,482,236. Other revenue include Client contributions of $196,887 and donations from the general public and the Waratah Gadabouts of $14,272 Expenditure for the year $1,382,466 compared to $1,437,572 in the previous financial year. Employee costs continue to be the majority of our expenditure of $1,105,004.

The overall result for Waratah Respite Services for the 2017 -2018 financial year was favorable to budget with a net surplus of $108,185 of against a budgeted surplus of $5,136. Total cash as at 30 June 2018 has increased to $325,262 against cash at the end of the previous financial year of $252,869. Waratah now has the option to pay accounts by eftpos and this service has been well received.

Our Service Delivery Outcomes

Overnight Respite Services

Our overnight respite service operates in compliance with the Aged Care Act 1997 & the Quality Agency Principles 2013. During the 2017-2018 financial year the Commonwealth Government funded Waratah Respite Services to deliver 52,416 hours of hostel & personal care services. The actual hours delivered were 38,850 hrs hours (74%) of the approved hours. This level of occupancy is less than desirable and it is imperative that carers utilise our service more consistently if they wish to enjoy the same level allocation into the future. Each eligible person has sixty three (63) days of respite allocated per year and carers are encouraged to utilise those hours at Waratah, a place that is known to their loved ones, and a place where you matter and quality counts. My Aged Care referrals have been steadily increasing but our client profile is changing with more high care clients being referred to our services. During this financial year Waratah Respite Services have continued to improve the environment and services for our overnight respite clients and some of the highlights and key achievements are:

refurbished of the lounge area, new furnishings, carpet tiles and mural to create a

safe inviting space for care recipients and their family to relax during the evenings

the purchase of two (2) new specific purpose beds

new safety door in the hallway

ongoing training and staff development in clinical care

Social Support Services

In the 2017-2018 financial year we were approved 37,102 hrs under the Commonwealth Home Support Programme and at the end of June we had delivered 28,843.5 hours (78%) of the approved hours. This percentage is still satisfactory given the inevitable decline in health of our care recipients. My Aged Care referrals have been steadily increasing but our client profile is changing with more high care clients being referred to our services. In the 2017-2018 financial year we were also approved 12,920 hours under the Carer Relationship & Carer Support Program and at the end of June we had delivered 10,089.5 hours (78%) of the approved hours. These results indicate that the carers of persons with high care needs are requiring relief for longer periods. In particular, these carers are encouraged to utilise the overnight respite service more so that we can assist them to meet and manage their caring responsibilities in a balanced way. With the assistance of staff member Lyn Jones all nineteen (19) younger disability clients were successfully transitioned to the National Disability Scheme (NDIS and the majority of those clients are now accessing community programs that assist them to develop skills. During this financial year Waratah Respite Services have continued to improve the environment and services for our care recipients and some of the highlights and key achievements have been:

an overnight excursion to Port Macquarie

the relocation of Seagulls at Woolgoolga from the CWA Rooms to the Community Hall. These new premises have significantly more space for our care recipients to enjoy more physical activities

the activity area has been refreshed and the space is now light, bright and inviting

the outdoor BBQ area has been cemented and covered so that everyone can enjoy

more time in the garden as a group

one of the smaller buses has been replaced by a twenty one (21) seat bus so that

everyone can participate in planned outings of their choice

Volunteer & Student Co-ordination Snapshot

Our Volunteer/Student Co-ordinator Kim Bown continues to maintain mutually

beneficial partnerships with community education and training providers in Coffs

Harbour and Waratah Respite Services is a highly sort after and suitable workplace in

which students can supported to gain relevant skills and experience. All students are

mentored by the Volunteer/Student Co-ordinator and supported in the workplace by

staff.

All our volunteers and students are sincerely appreciated and Waratah provides opportunities for volunteers to enhance their knowledge and skills by:

providing in-house education

encouraging feedback at meetings that are held each education day

negotiating task lists which include learning opportunities

notifying volunteers of education opportunities with outside providers eg

Alzheimer’s Australia

Volunteers were presented with a badge and Thank You card on International

Volunteers Day 5 December 2017 and when we celebrated National Volunteers Week

21-27 May 2018 each volunteer was presented with a pen and a Thank You card.

We have thirty (30) caring and loyal volunteers who donate their time to make a difference in the lives of our care recipients. Our volunteers also support the efforts of staff to ensure that all everyone who comes Waratah Centre and Seagulls at Woolgoolga enjoy their day out.
