A Call for Big Changes to Meet a Big Challenge at Community Colleges Quick fixes arent enough to boost lagging completion rates says a new report

More than a decade of efforts to propel low-income and

underserved students through community college have fallen

short because states and colleges havent made systemwide

commitments to strategies like streamlining degree requirements

accelerating remediation and financially rewarding colleges for

raising graduation and persistence rates according to a report

being released on Thursday by Jobs for the Future

The report Policy Meets Pathways A State Policy Agenda for

Transformational Change calls for sweeping new strategies that

affect all students not just the few participating in pilot programs

on individual campuses

If weve learned anything over the last 10 years of the completion

movement its that theres no silver bullet-no single discrete

strategy that will result in the dramatic improvements were

hoping for the reports author Lara K Couturier program

director for the group s postsecondary state policy team said in

an interview on Wednesday

Jobs for the Future which is supported by the Bill amp Melinda

Gates Foundation as well as other major philanthropies promotes

efforts that lead from college readiness to career advancement to

help people who are struggling to get ahead It is one of several

high-profile groups including Complete Coll ege America that

travel from state to state promoting policies that put incentives on

higher graduation rates and more-efficient degree paths

The completion movement is backed by groups including the

Gates and Lumina Foundations as well as the Obama

administration but its eyed suspiciously by some educators who

feel it sometimes expects a lockstep adherence to a set of policies

that don t work for all students and that could cause standards to

slip

Many students come to community colleges with jobs families

and academic skills so low that they struggle even in remedial

classes the skeptics say For such students compressed remedial

sequences and full-time structured pathways could be

overwhelming Colleges meanwhile might be tempted to lower

standards to get more students through when their budgets are at

stake

A Cruel Hoax

The latest report stems from Jobs for the Futures work with a

network of nine community colleges in Florida North Carolina

and Ohio that are part of the Completion by Design program a

five-year Gates Foundation effort that is aimed at improving

community-college completion rates for low-income students

under age 26

It starts out by acknowledging that completion rates for

community colleges havent budged and that educators and policy

makers are growing impatient

A recent study by the National Student Clearinghouse Research

Center found that while more first-time students entered college

in 2008 at the peak of the Great Recession the percentage who

completed a degree or certificate by 2014 was 55 percent down

from 561 percent for the cohort that started in 2007 Thats

despite hundreds of millions of dollars invested in retention and

completion programs

The most effective step colleges can take the new report argues is

to create streamlined highly structured academic pathways that

keep students on track to graduation And it requires the kind of

commitment that Miami Dade College made in hiring 25 more

senior advisers to guide students and keep them from falling off

course the report says Advisers in community colleges typically

are responsible for hundreds of students Meanwhile budgets

structured programs of study

2 Accelerate students through remedial or developmental

education

3 Expand student-support services including early alerts and

advising interventions when students go off course

4 Ensure that structured pathways lead to credentials and

competencies that help students get jobs vith family-sustaining

wages

5 Use statewide data systems to track students through college

and into the labor market

6 Receive financial incentives to improve persistence and

completion rates

7 Expand faculty-led professional-development activities to

improve teaching and learning

New York still reigns as one of the worlds preniere art capitals However after the 13th Art Basel Miani Beach art fair on Dec 3-7 and the more than 20 parallel shows such as Art Miani and SCOPE Miani Beach accompanied it that city clearly is now not only the capital of Art Deco architecture but also the conterrporary art capital of the Americas and beyond

Marc Spiegler director of Art Basel confirmed growing Chinese participation in the event stating The speed at which the collector scene in Asia -- but especially in China -- is developing and impressive

According to AXA Insurance works sold at Art Basel Miani Beach alone totaled US$3 billion up 17 from last year Luninaries such as Hollywood idol Leonardo DiCaprio and IllJsic mogul Sean Corms joined over 70000 visitors who viewed art at the booths of 267 galleries

Internationally recognized digital media artist Laurence Gartel will be helping Catamount

Arts celebrate its fortieth anniversary during 2015

Gartel just recently created a digital print commissioned by Catamount that visualizes the

vitality of the local arts organization as it enters its fifth decade

Catamount plans to celebrate the milestone with a variety of events during the coming

year beginning with the Gartel print according to executive director Jody Fried

This colorful visually dynamic print captures the spirit of Catamount as we share with

The print features an outline of a mountain lion

or catamount surrounded by bold colors

dominated by green for the Green Mountains

and repetitions of reminders of Catamounts

connection to film and other arts

The creation of this print will be celebrated with a

special reception from 5 pm - 7 pm Friday

December 19 at Catamount Arts The print will

be on view at the reception and more information

about its commission will be available at this time The reception is free and open to the

public Refreshments will be served

Gartel is considered to be the father of the Digital Art movement around the world for

over 30 years His work has been exhibited at the Museum of Modern Art Joan Whitney

Payson Museum Long Beach Museum of Art Princeton Art Museum PS 1 Norton

Museum and is in the permanent collections of the Smithsonian Institutions Museum of

American History and the Bibliotheque Nationale His biography for his pioneering efforts

is included in Whos Who Whos Who in the East Whos Who in America Whos

Who in American Art and Whos Who in the World Born and raised in New York City

Gartel had the opportunity to teach Andy Warhol how to use the Amiga Computer went

to the School of Visual Arts with fellow art student graffiti artist Keith Haring where he

earned his BFA degree majoring in Graphics and started his electronic career working

side by side with digital art pioneer Nam June Paik at Media Study Buffalo in upstate New

York Gartel has had many associations with a wide variety of musicians including Debbie

Harry Sid Vicious and Johnny Thunders Recently Gartel has created artwork for such

pop culture stars as Justin Timberlake and Britney Spears His ABSOLlIT GARTEL

commission for Absolut Vodka is perhaps his most well known artwork gracing the pages

of ART -IN-AMERICA Artforum Sothebys Art and Auction Art and Antiques

Gartel is also well known for his kinetic videos and his digital projects with the Scottsdale

International Film Festival the Florida Office of Film and Entertainment and the Miami

International Film Festival He also delivered the keynote address at the industrial

Designers Society of America in 2012 and was also the keynote speaker for the National

Art Education Association in San Diego earlier this year Gartel is included in the Italian

Art History Textbook La Storia Dell Arte published by Editions Giunti in 2001

Florence Michelangelo is featured at the beginning of the book and Gartel is discussed at

the end as a representative of a new visual language He has also written several

monograph books on his work including Laurence Gartel A Cybernetic Romance which

includes an introduction by Nam June Paik and Gartel Arte amp Tecnologia which

includes an introduction by art historian and critic Pierre Restany His commission for the

print came about after a visit to the arts organization this past summer to talk with

Catamount Director of Development Amy Stetson with whom he has worked in the past

The print which has a signed and numbered edition of only 40 copies is intended as a

memento of the anniversary and as a fund raiser for the Arts Center

We are very excited to be able to offer this signed and numbered print to the public

Fried said recently It is a rare opportunity for area residents to obtain a work of art with

a theme connected to our local area by an internationally famous artist Like his other

works this Catamount print will likely increase in value many times over while helping to

raise needed funds for the arts here in the Northeast Kingdom

The print is now on view at Catamount Arts on Eastern Avenue in St Johnsbury Area

coming to LaunchCode would already have some programming skills LaunchCode would do a

But the key to the model is making the good match cons on idering not just the skills fit but

company culture too And so far its working Since launching in st Louis a year ago 90 percent

of LaunchCodes 130 placements have quickly led to full-time positions with companies such as

MasterCard Enterprise and Anheuser-Busch Nearly half of the people LaunchCode placed were

unemployed before joining the program and 42 percent did not have a college degree It1cKelvey

said LaunchCode has placed people from ages 15 to 59 about 30 percent of its placements

were women -- thats a high percentage for tech jobs

We were surprised how quickly people can acquire employable skills said It1cKelvey about his

experience in St Louis We had people with no relevant programming skills get to full-time

employment in under six months and these arent rare cases We were also surprised how

receptive the companies were

Indeed building the large network of companies willing to take on the apprentices (rather than

always opting for the conservative route of selecting people with experience) is the key to

success in the LaunchCode model McKelvey said We need to sign up every company in Miami

that hires programmers or IT people The good news is no company has ever said no

Companies commit to considering LaunchCode applicants for low-paying apprenticeships But

these apprenticeships typically last no more than a couple of weeks or months at which time

Freedom Tower Miami Florida

Freedom Tower in Miami Florida is considered the Ellis Island of the South for its role from 1962

through 1974 as the Cuban Assistance Center offering nationally sanctioned relief to the Cuban

refugees who sought political asylum from the regime of Fidel Castro A National Historic

Landmark Freedom Tower illustrates the important story of the Cuban exodus to the United

States and resettlement during the Cold War Because of the political climate of the era Cubans

seeking political asylum received a warm welcome into the United States Many Cubans fled to

Miami Florida because of its close proximity to Cuba

Enacted during President John F Kennedys administration the Migration and Refugee Assistance

Act of 1962 authorized assistance to the large nurrtJer of Cubans fleeing to the United States for

political asylum The US govemment transformed the building at 600 Biscayne Boulevard in

Miami into the Freedom Tower opening the Cuban Assistance Center there to help Cubans with

everything from health care to housing finances and education While assistance centers

opened in Miami and other cities the Freedom Tower is the single most important physical

manifestation of this period of Cold War era politics and the Cuban exodus experience More than

anything else Freedom Tower stands tall as a symbol of hope and freedom and the firm belief

that democracy should be available to all who fight against tyranny and demagoguery

Construction of the building that would become the Freedom Tower began on June 11 1924

Former Ohio govemor James M Cox purchased the Miami Daily News and Metropolis (Miami

News) in 1923 during a thriving economic period in Florida and commissioned the construction of

the building for use as the newspapers headquarters and printing facility The building opened on

July 26 1925

Freedom Tower reaches 17 stories a significant achievement at the time and contains over

82000 square feet of space The tower based on the design of the Giralda tower of the

Cathedral of Seville is 11 stories high and three bays deep Details such as the oak main doors a

cast iron decorative transom wrought iron balconies Corinthian capitals on the columns groined

ceilings and cast concrete cherubs add to the allure of this Spanish Renaissance-style building

Using a blend of Spanish and Italian architectural techniques with Moorish ornamental

errtJeliishments Freedom Tower rose as a penrnanent and distinctive feature on the Miami skyline

The Miami News utilized the building until its 1957 move to a new facility It sat virtually unused

wages and redistributing the assets of the wealthy He made

many businesses property of the Cuban govemment and The Freedom TONer - bull nationalized large tracts of agricultural land His popularity was Courtes y of the National Par Service ~middotl short-lived however because he soon made significant policy

changes after aligning himself with the Soviet version of COrrmJnism resulting in a mass exodus of the ~ 1 ~ _ 4~ iM I _

Cuban people Fearing irrprisonrrent violence or worse many upper and middle class Cubans fled the ~ ~1 _ country leaving all of their possessions behind They left their belongings because they believed that they

would be retuming to Cuba after Castros surely imminent removal from power they thought of themselves ~ ~-~ - I ~ I _ _as exiles not immigrants Meanwhile Castro began a campaign of ridding the island of anyone who did not

support his ideologies By the end of 1960 approximately 40000 Cubans had fled to the IJnited States

Fidel Castro Courtesy of the Library of CongressBetween 1965 and 1973 thousands more Cubans fled to the United States Many arrived via Pan American

World Airways Freedom Flights Pan American World Airways flew two flights per day five days a week

from Varadero Airport east of Havana to Miami Between Decerroer 1 1965 and December 31 1969 over 175000 Cubans fled to the

United States on what became known as Freedom Flights The Freedom Flights continued until 1973 with a brief hiatus from August 1971

to Decerroer 1972 when Castro stopped the flights

Because of the large wave of refugees in such a short period of time the US govemment needed to

provide assistance to ensure that the Cubans could successfully resettle and start new lives in the

United States On July 1 1962 the General Services Administration began its lease on the first four

floors of the Miami News Tower for the Cuban Assistance Center Simple gold lettering identified the

building as The Freedom Tower Utilizing the baserrent lobby mezzanine third and fourth floors of

the building from 1962 until 1974 the Cuban Assistance Center provided thousands of Cuban refugees

with resources for adjusting to their new lives in the United States

Known to the Cuban refugees as E Refugio the Freedom Tower provided in-processing services

basic medical and dental services records on relatives already in the US and relief aid for those

starting a new life with nothing Refugees were fumished with identification cards and were

interviewed to identify both their needs and strengths They received medical examinations and surplus

foods like cheese and canned meat Federal funds were also distributed for financial assistance Due to

the mass influx of workers in the Miami area job opportunities becarre scarce and some refugees

through the Cuban Assistance Center resettled in other areas of the country where econorric

opportunities did exist Many refugees remember that they could find all the aSSistance they needed at

the Freedom Tower Many of the people working at the Cuban Assistance Center were Cuban so they

could understand the needs and fears of those they were helping

The Freedom Tower represented for many

Cuban refugees a tuming point in their lives

Here they began the slow process of

rebuilding their lives by equipping themselves

with the tools and resources necessary for

Courtes y of the Florida program medical clinics and financial relief Photographic Collection programs refugees were able to start their

new lives in the United States The Cuban

exile community utilized the Cuban Assistance Center and went on to make

significant contributions to their new communities in the United States With an

estimated 650000 Cuban refugees entering the United States from 1959 until

1974 the Federal Govemrrent spent $957 million dollars on the Cuban Refugee

Program By 1974 the US govemrrent began phasing out the program and closed

the Cuban Assistance Center in the same year

Bought and sold many tirres in the corring years and with vagrants destroying

much of the architectural erroellishments the building languished until its purchase

in 1997 by Jonge Mas Canosa the founder and leader of the powerful Cuban American National Foundation While Jorge Mas Canosa passed

away only two months after purchasing the building his farrily continued with his plans for its restoration and later sold it to another Cuban

Arrerican farrily in 2004 The Pedro Martin family that purchased the building in 2005 donated it to Miami Dade College the largest Hispanicshy

serving institution of higher education

Today the Freedom Tower serves the college as its prerrier exhibition space and gallery Admission to the exhibition space on the 2nd floor

of the building is free and open to the public There are plans to use the Freedom Tower as the Cuban American Historical Museum in the

future As a beacon of hope and freedom the Freedom Tower remains a national symbol of the liberty sought and found by Cuban refugees

who came to the United States of America at the height of the Cold War conflict
